AND WE WERE TO DO IT IN FRONT OF CITY HALL WITH A SMALL GROUP OF SUPPORTERS. UNFORTUNATELY, BECAUSE OF HURRICANE LAURA, WE HAD TO CANCEL. SO IF MY COLLEAGUES WOULD INDULGE ME A LITTLE BIT, I'D STILL LIKE TONIGHT TO GIVE THIS SPEECH THAT I HAD WRITTEN FOR WOMEN'S EQUALITY DAY. THE PURPOSE OF WOMEN'S EQUALITY DAY IS TO CELEBRATE AND REFLECT. TO CELEBRATE IT IS THE DAY THE 19TH AMENDMENT WAS ADDED TO THE US CONSTITUTION DECLARING NO PERSON SHALL BE DENIED THE RIGHT TO VOTE BASED ON SEX. IT AMAZES ME TO THINK THAT THERE EVER WAS A TIME WHEN THE POPULAR VIEWS OF THIS COUNTRY, AMONG BOTH WOMEN AND MEN, WAS THAT A WOMAN'S POLITICAL CONCERNS WOULD BE MANAGED BY HER FATHER, HUSBAND, OR BROTHER. THE FEW WOMEN WHO LED THE EFFORT FOR EQUAL VOTING RIGHTS CONSIDERED IT A CIVIL RIGHTS ISSUE AND CAMPAIGN FOR IT ALONG ABOLITIONISTS WORKING TO FREE AMERICAN SLAVES. THE FOUNDERS OF THIS WOMEN'S RIGHT MOVEMENT DID NOT LIVE LONG ENOUGH TO SEE THE 19TH AMENDMENT'S RATIFICATION. IT WOULD TAKE 72 YEARS FOR THIS MILESTONE IN AMERICAN DEMOCRACY TO BE ACHIEVED. ONE OF THE LAST LETTERS THAT SUFFRAGIST LUCY STONE WROTE TO SUSAN B. ANTHONY, SHE ADVISED HER FRIEND TO BE PATIENT. WHILE WE WILL NOT SEE THE FRUITS OF OUR LABOR, OUR DAUGHTERS SHIRLEY, WILL, THE ACHIEVEMENTS OF THESE WOMEN AND MEN WHO LOBBIED FOR EQUAL VOTING RIGHTS SHOULD BE CELEBRATED. AND THE RIGHT FOR WOMEN TO VOTE WAS NOT GIVEN TO THEM. IT WAS WON BY THEM. WHEN I REFLECT ON THE WOMEN WHO CAME BEFORE ME, I AM PROUD AND GRATEFUL FOR WHAT THEY ACCOMPLISHED. AND I RECOGNIZE THAT THE GREATEST FREEDOMS THEY WON WERE FREEDOM OF CHOICES. IN A TIME WHEN WOMEN HAD VERY FEW CHOICES, FREEDOM TO WORK OR STAY HOME, FREEDOM TO HAVE CHILDREN OR NOT FREEDOM TO MARRY OR BE SINGLE, FREEDOM TO GET A DIVORCE, FREEDOM TO GO TO COLLEGE, FREEDOM TO CHANGE, TRAIN FOR ANY JOB THEY CHOSE TO DO, AND THEN FREEDOM TO DEMAND FAIR COMPENSATION FOR THAT WORK. IT'S HARD TO IMAGINE THAT THERE WAS A TIME [00:10:01] WHEN SOMEONE LIKE ME COULD NOT MAKE THOSE SIMPLE LIFE CHOICES FOR HERSELF. SO WHEN A TIME WHEN WE HAVE ACCOMPLISHED SO MUCH FOR WOMEN, WHY DO WE NEED TO CELEBRATE WOMEN'S EQUALITY DAY? THIS IS THE QUESTION THAT I REFLECT ON THE MOST. THERE IS STILL SO MUCH MORE WE CAN DO WHEN IT COMES TO EQUALITY AND LEADERSHIP. WHILE WOMEN ARE 50% OF THE POPULATION AND HOLD 52% OF THE PROFESSIONAL JOBS IN THIS COUNTRY, WE LAG BEHIND MEN SUBSTANTIALLY WHEN IT COMES TO HOLDING LEADERSHIP POSITIONS, LEADERSHIP POSITIONS IN THE WORKPLACE, IN OUR COMMUNITIES, AND IN OUR GOVERNMENTS. AND I DO NOT ATTRIBUTE THESE DIFFERENCES TO THE BIAS OR DISCRIMINATION OF MEN. I LOOK TO US WOMEN AND THE CHOICES WE MAKE, THE FEARS WE ALLOW TO CONSUME US, AND THE OBSTACLES WE ARE JUST NOT READY TO OVERCOME YET. THE LAST PART OF MY MESSAGE IS FOR THE WOMEN WHO ARE LISTENING, WE NEED YOU TO TAKE ON LEADERSHIP ROLES. YOU ALREADY POSSESS EVERY ABILITY WE NEED FOR YOU TO BE THE LEADER. WHATEVER OBSTACLE YOU FACE, NO MATTER HOW SMALL OR HOW HORRIFIC, ONLY YOU CAN OVERCOME IT. IT'S EASY TO BLAME THE INJUSTICES OF THIS LIFE ON OTHERS. BUT I CHALLENGE YOU TO TAKE A DIFFERENT PATH, A HARDER PATH, LOOK TO YOURSELF ON HOW YOU CAN CHANGE YOUR SITUATION, ON HOW YOU CAN CHANGE YOUR COMMUNITY AND YOUR WORLD. AND THAT FEAR, YOU FEAR THAT FEAR YOU FEEL WHEN YOU STEP OUT. YOU MAKE PEOPLE TAKE NOTICE OF YOU AND YOU USE YOUR VOICE. THAT FEAR IS ONLY IN YOUR HEAD. THIS DATE ALSO WAS SELECTED TO COMMEMORATE THE 1920 CERTIFICATION OF THE 19TH AMENDMENT TO THE US CONSTITUTION, WHICH GRANTED WOMEN THE RIGHT TO VOTE AND WAS THE CULMINATION OF A SEVEN TWO YEAR WOMAN LED CIVIL RIGHTS MOVEMENT THAT HAD ITS FORMAL BEGINNINGS IN 1848 AT THE WORLD'S FIRST WOMAN'S RIGHT CONVENTION IN SENECA FALLS, NEW YORK IN 1971, THE CONGRESS OF THE UNITED STATES OF AMERICA DE DESIGNATED AUGUST 26TH AS WOMEN'S EQUALITY DAY TO SERVE AS A SYMBOL FOR EQUAL RIGHTS. AND RA RAISE AWARENESS THAT TRUE GENDER EQUALITY IS A CONTINUOUS EFFORT AND WHEREAS WOMEN MAKE UP HALF OF OUR COMMUNITY'S POPULATION CONTRIBUTE TO OUR GROWING ECONOMY AND PLAY AN INTEGRAL PART OF THE ADVANCEMENT OF OUR NATION. WE CAN RECEIVE SOME COMMENT ON WHAT, UM, YOU KNOW, WHAT POTENTIAL NEEDS THERE MAY BE FOR THE CITY. ITEM TWO ON THE AGENDA IS DEVELOPMENT OF, UH, LOCAL HOUSING AND COMMUNITY DEVELOPMENT, LONG-TERM RECOVERY PLANS. AND SO THE, THE OBJECTIVE OF THIS PROGRAM, AND THIS IS A SIGNIFICANT FUND, THE NEXT SLIDE WILL SORT OF GET INTO, UM, HOW SIGNIFICANT THIS IS, UM, UH, OPPORTUNITY FOR, FOR THE CITY AND FOR JURISDICTIONS, UH, WITHIN THE STATE OF, UH, HOW CAN WE TRULY MITIGATE, UM, DISASTERS IN SOME FASHION. AND SO, YOU KNOW, THE, THE OVERWHELMING OBJECTIVE WOULD BE TO, YOU KNOW, ELIMINATE OR LESSEN THE BURDEN OF THESE DISASTERS. AND SO WE WANNA PROTECT INFRASTRUCTURE, PROTECT HOUSING, UM, YOU KNOW, ELIMINATE LOSS OF PROPERTY AND LOSS OF LIFE. AND SO, UH, THAT WOULD BE THE PRIMARY OBJECTIVE TO IDENTIFY PROJECTS THAT ULTIMATELY WOULD, UM, ADDRESS THOSE NEEDS. UM, THE CITY WILL, UM, UM, BE TASKED IN THE STAFF AS WELL AS YOUR, UH, MYSELF AS ADMINISTRATOR AND THE ENGINEERS TO DEVELOP THAT APPLICATION AND TO, UH, SUBMIT THAT. AND HOPEFULLY THAT THAT APPLICATION OR SERIES OF APPLICATIONS WOULD BE FUNDED BY THE GENERAL LATIN OFFICE THAT WOULD FOLLOW SUIT OF WHAT WILL MITIGATE A DISASTER OR A SERIES OF DISASTERS. BECAUSE THE CITY OF BAYTOWN AND HARRIS COUNTY HAVE BEEN PART OF SEVERAL OVER THE, OVER THE LAST SEVERAL, SEVERAL YEARS. AND SO, UM, UH, YOU KNOW, AGAIN, OUR, OUR, OUR PRIORITY WOULD BE TO MITIGATE, UM, TO LESSEN THE BURDEN, UH, TO ENHANCE INFRASTRUCTURE. UM, NOT, NOT TO BURDEN, UM, HOMEOWNERS, UH, BUT TO MAKE MATTERS BETTER. UM, SO THIS SLIDE IS, UH, IS, IS IMPORTANT. NOW, I'M GONNA KIND OF STAY ON THIS FOR A LITTLE BIT BECAUSE I WANT TO UNPACK IT SOME, UM, BUT THE CITY OF BAYTOWN, LEMME BACK UP THIS, THE, UH, THE STATE OF TEXAS RECEIVED $4.3 BILLION, UM, FROM A, UH, ALLOCATION AS A RESULT OF MULTIPLE DISASTERS. THIS TABLE BREAKS OUT, UM, THE DETAIL OF, OF, OF ALL OF THE FUNDS THAT THE STATE HAS RECEIVED, UM, AND, AND, AND IMPORTANT ROWS TO REALLY FOCUS ON FOR OUR DISCUSSION. HERE ARE REALLY THE FIRST FOUR, THE FIRST FOUR ROWS ON THIS TABLE. UM, EFFECTIVELY DETAIL, UM, THREE COMPETITIONS AND ONE METHOD OF DISTRIBUTION. SO WHAT DOES THAT MEAN FOR THE CITY OF BAYTOWN? SO HARRIS COUNTY HAS BEEN DECLARED IN, UM, THE DISASTERS THAT ARE LISTED HERE. SO 2015 FLOOD DISASTERS, 2016 FLOOD DISASTERS IN THE HURRICANE HARVEY. UM, A A SMALL SLIVER OF THE TOWN IS, UH, WITHIN CHAMBERS COUNTY. AND SO THAT IS ONLY IN THE HURRICANE HARVEY DECLARATION. HOWEVER, UM, BECAUSE YOU'RE DECLARED IN THOSE DISASTERS, YOU ARE ELIGIBLE TO PARTICIPATE IN THOSE COMPETITIONS. NOW, THESE COMPETITIONS, UM, ARE, UM, YOU KNOW, REALLY QUITE CRITICAL IN TERMS OF WHAT THEY ARE INTENDING TO DO. UH, SO THE MITIGATION ELEMENT OF THAT AND THE AMOUNT OF MONEY THAT'S ALLOCATED TO DO THOSE THINGS. AND SO, UH, AS YOU CAN TELL, THERE IS A, THERE IS A SPLIT HERE BETWEEN WHAT IS REFERRED TO AS STATE MOST IMPACTED AND HUD MOST IMPACTED. AND I'LL COVER THAT ON ANOTHER SLIDE, BUT YOU CAN TELL THAT THERE'S A GOOD, GOOD AMOUNT OF MONEY THAT'S ALLOCATED. SO, 2016 FLOODS HAS APPROXIMATELY $46 MILLION ALLOCATED TO THAT DISASTER. AND FOR THOSE IMPACTED REGIONS, I'M SORRY, 15 FLOODS, 2016 HAS $147 MILLION THAT'S ALLOCATED FOR THAT. AND THEN HURRICANE HARVEY HAS THE LION'S SHARE OF THIS, OF THIS, UM, TOTAL ALLOCATION OF, UH, $2.1 BILLION. AND SO THAT, THAT, THAT REALLY EQUATES TO A SIGNIFICANT OPPORTUNITY. OKAY. UM, LET'S KIND OF, YOU KNOW, LOOK AT THE STATE AND WHO ALL IS GONNA BE COMPETING WITHIN THESE COMPETITIONS. AND I'LL, I'LL, I'LL, I'LL COVER WHAT THE MITIGATION IS, WHAT THE, UH, METHOD OF DISTRIBUTION MAY BE FOR THE CITY AS WELL. SO THIS MAP REPRESENTS EVERY ELIGIBLE COUNTY, UH, WITHIN THE STATE OF TEXAS THAT'S GONNA COMPETE, UH, IN THE 1516 AND THE HARVEY COMPETITIONS, THE ONES WHICH THE CITY OF BAYTOWN CAN'T COMPETE WITHIN. UM, THINGS TO NOTE IS THAT THE 2015 COMPETITION AND THE 2016 COMPETITION, UH, HAVE A MINIMUM GRANT REQUEST AMOUNT OF $3 MILLION, AND A MAXIMUM GRANT REQUEST OF $10 MILLION. THE HURRICANE HARVEY COMPETITION HAS THE SAME MINIMUM, BUT A MAXIMUM BEING $100 MILLION. AND SO THIS IS, THIS IS QUITE, YOU KNOW, QUITE SIGNIFICANT. UM, IT'S GONNA BE VERY COMPETITIVE, AS YOU CAN TELL. UH, HERE, UM, UH, ON THIS MAP, WE ARE LOOKING [00:25:01] AT ALL OF THE COUNTIES, THE ORANGE COUNTIES, AND YOU CAN'T SEE, UNLESS WE WERE TO ZOOM IN, THERE'S SOME ZIP CODES THAT ARE IDENTIFIED. THE ORANGE COUNTIES ARE THOSE THAT WERE DECLARED DURING HURRICANE HARVEY, AND THE ZIP CODES WERE DECLARED IN HARVEY AS WELL. UM, THAT'S 49 COUNTIES IN THE HARVEY COMPETITION, 49 COUNTIES AND 10 ZIP CODES IN THE 2016 COMPETITION, THAT'S 66 COUNTIES. AND IN 2015 COMPETITION, THAT'S 112 COUNTIES. SO WHAT IS, UM, STATE MOST IMPACTED AND, UM, HUD MOST IMPACTED MEAN, AND WHY IS THAT IMPORTANT, UM, TO THE CITY OF BAYTOWN? SO, UM, THEY'VE SPLIT THE MONEY, AND I'LL GO BACK TO THIS SLIDE JUST REAL BRIEFLY. SO THEY'VE SPLIT, SPLIT THE MONEY IN HALF. SO HALF OF ALL OF THESE ALLOCATIONS FOR 1516 IN THE HARVEY COMPETITION ARE SPLIT. 50 50, 50% OF THE FUNDS WILL GO TO, UM, UH, HUD MOST IMPACTED, AND 50% OF THE FUNDS WILL GO TO STATE MOST IMPACTED WHERE YOU WANT TO BE IN THESE COMPETITIONS IS HUD MOST IMPACTED. THE REASON IS, IS BECAUSE THERE'S LESS COUNTIES THAT ARE DECLARED, IT'S ALSO GENERALLY THE MOST IMPACTED COUNTIES, RIGHT? SO LET'S, LET'S GO IN ORDER. SO IN 2015, THERE'S 116 COUNTIES THAT WERE IMPACTED BY THOSE, UM, THOSE DISASTERS, FOUR OF THOSE COUNTIES ARE HUD MOSTS IMPACTED HARRIS COUNTY BEING ONE OF THE FOUR. SO THAT MEANS THAT HARRIS COUNTY COULD COMPETE FOR $23 MILLION WITH THE OTHER FOUR COUNTIES IN THOSE CITIES WITHIN THOSE COUNTIES, WHEREAS THE OTHER 112 COUNTIES WILL COMPETE FOR THE OTHER $23 MILLION WITH ALL OF THOSE CITIES AND COUNTIES. IN 2016, UH, THERE'S 66, UH, I'M SORRY, 71 COUNTIES DECLARED. AND, UM, UH, FIVE OF THOSE ARE UTMOST IMPACTED. HARRIS COUNTY BEING ONE OF THOSE. SO $74 MILLION WILL BE, UM, UH, UH, A COMPETITION FOR HUD MOSTS IMPACTED IN THOSE FIVE COUNTIES. AND THEN THE OTHER 66 COUNTIES WILL GO AFTER THE OTHER 74 MILLION. AND IN HURRICANE HARVEY, THERE IS 49 COUNTIES AND 10 ZIP CODES IMPACTED BY THAT EVENT. UM, 19 OF THOSE COUNTIES ARE DECLARED, UH, AS HUD MOST IMPACTED IN HARRIS COUNTY, AGAIN, IS UH, DECLARED, AND SO IS CHAMBERS COUNTY IN THIS ONE AS HUD MOST IMPACTED. AND THAT'S $1 BILLION WILL GO WITHIN THAT HUD MOST IMPACTED, AND $1 BILLION WILL GO INTO THE STATE MOST IMPACTED. UM, SO THAT'S REALLY QUITE SIGNIFICANT. ANOTHER INTERESTING THING THAT'S LISTED ON THIS SLIDE IS HOW THEY PHRASE HOW THEY'RE GOING TO ALLOCATE FUNDS WITHIN THE ACTION, UH, I'M SORRY, THE ACTION PLAN AND THEN THE APPLICATION GUIDE. UM, THEY'VE SAID THAT 50 50 WILL GO, UH, BUT WHAT THIS IS TAKEN STRAIGHT OUTTA THE APPLICATION GUIDE IS WHAT THEY SAY IS THAT THEY'RE GONNA SPEND, UM, AT LEAST 50% OF THE FUNDS AND HUD MOSTS IMPACTED AND UP TO 50% OF THE FUNDS AND STATE MOST IMPACTED. SO THAT LENDS US TO BELIEVE THAT THERE'S AN OPPORTUNITY THAT DEPENDING ON REQUEST AND, UM, YOU KNOW, FRANKLY, THE SCORING OF APPLICATIONS THAT ARE SUBMITTED, THAT THERE'S AN OPPORTUNITY THAT MORE MONEY MAY BE SPENT IN HUD MOST IMPACTED REGIONS. UM, IT ALSO, UH, DRIVES A LOT MORE MONEY DOWN INTO THE HARVEY IMPACTED REGION. AND SO WE WILL FIND THAT OUT SOON ENOUGH, UH, BECAUSE THE APPLICATIONS ARE DUE, UH, OCTOBER 28TH FOR THESE THREE COMPETITIONS. SO THE APPLICATIONS HAVE TO ADDRESS REALLY TWO MAIN THINGS. UM, ONE IS IT HAS TO, UH, BE A MITIGATION PROJECT HAS TO MITIGATE SOMETHING. THE OTHER ONE, AND IT HAS TO BE, YOU KNOW, WHAT GLO DEFINES AS THE PROJECT. AND SO THERE'S TWO DEFINITIONS HERE, AND I WON'T READ THEM WORD FOR WORD, UH, BUT THE ONE ON THE LEFT IS, UM, IS HUD'S DEFINITION OF MITIGATION. THE ONE ON THE RIGHT IS THE G O'S DEFINITION OF WHAT A PROJECT IS. UM, JUST BRIEFLY, HUD'S DEFINITION OF MITIGATION, AND WHILE THIS MAY BE SURPRISING, BUT THIS DEFINITION TOOK, UM, NEARLY TWO YEARS TO DEFINE HUD DOESN'T USE THE TERM MITIGATION, THAT'S MORE OF A FEMA TERM. AND SO THERE WAS A LOT OF STRUGGLE WITH, WELL, YOU, WHAT IS MITIGATION? UM, COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS HAVE NEVER BEEN ALLOCATED THE WAY THAT THEY'RE ALLOCATED NOW IN THAT IT'S TRULY MITIGATION. EVERY OTHER PROJECT THAT YOU'VE HAD THAT WAS DISASTER RECOVERY WAS GEARED TO A DIRECT IMPACT RESPONSE, RIGHT? SO YOU'VE HAD IKE RECOVERY, YOU'VE HAD FLOOD RECOVERY, YOU'VE HAD HARVEY RECOVERY, AND EVERY TIME WE HAD TO, UM, ASSOCIATE DIRECT DAMAGE OR A SPECIFIC IMPACT, THIS TIME WE DON'T HAVE TO DO THAT. WE ARE TRULY GOING TO IDENTIFY PROJECTS THAT WILL LESSEN BURDEN. AND SO HUD DEFINES THAT AS A PROJECT THAT WILL EFFECTIVELY LESSEN OR ELIMINATE OR REDUCE THE LOSS OF PROPERTY LIFE, UM, WITHIN THE TOWN. AND GLO DEFINES THE PROJECT AS A PROJECT THAT WILL MITIGATE THESE THINGS, BUT THAT ARE WITHIN A CENSUS GEOGRAPHIC AREA. NOW, THAT'S A, THAT'S, THAT'S A HUD TERM, CENSUS GEOGRAPHIC AREA. WHAT IS THAT? AND SO FOR US TO QUALIFY THESE PROJECTS, WE HAVE TO DEFINE THAT, WE HAVE TO PEEL THAT BACK. AND SO CENSUS GEOGRAPHIC AREA IS EITHER THE CITY, THE CITY LIMITS, UM, A, UH, BLOCK GROUP, A UH, CENSUS TRACT, UH, BUT WE'VE GOTTA IDENTIFY THIS REALLY PARTICULAR AREA [00:30:01] AND SHOW THE BENEFIT WITHIN THAT AREA, AND WE'VE GOTTA PROVE IT. SO, UM, WHAT HAS THE CITY DONE WITH DISASTER RECOVERY FUNDS? UH, YOU KNOW, OVER THE YEARS NOW, THE CITY IS A, IS A ENTITLEMENT COMMUNITY. SO YOU RECEIVE CDPG FUNDS EVERY YEAR, AND YOU HAVE PROGRAMS THAT YOU, UM, THAT YOU ADMINISTER FOR THAT. UH, BUT YOU'VE ALSO BEEN A DIRECT RECIPIENT OF, UM, DISASTER RECOVERY FUNDS, UM, THAT, UH, WE HAVE BEEN VERY, UH, FORTUNATE TO WORK WITH YOU ON OVER THE LAST, UM, 12 YEARS OR SO. AND, UM, UH, TO THE TUNE OF OVER $37 MILLION IS WHAT HAS COME TO THE CITY FOR VARIOUS IMPROVEMENTS. THIS WAS, UH, AN OPPORTUNITY THAT, UH, EXXON WAS PROPOSING TO THE CITY TO BE ABLE TO USE THIS AREA AS A TEMPORARY, UM, UNLOADING FACILITY FOR, UH, SOME OF THE VESSELS THAT WERE, UH, INVOLVED IN THEIR EXPANSION PROJECT THAT WAS HAPPENING OVER, UM, NEAR THE OLD WOOSTER NEIGHBORHOOD. UM, WE ENDED UP APPROVING IT, UH, APPROVING THE, THE TEMPORARY USE OF THIS PARTICULAR PROPERTY DUE TO THE FACT OF, UH, THE IMPACT OF COVID ACROSS THE WORLD AND, UH, DUE TO ECONOMIC DOWNTURN. AND THE COMPLETION OF SOME OF THE PROJECT IS THAT, UM, EXXON IS NOW, UM, COMPLETING OR COMING TO SOME SORT OF CONCLUSION AT THAT PARTICULAR, UM, SITE. AND SO WHAT THEY WOULD LIKE TO DO IS AMEND THIS, UH, AGREEMENT, UH, BEING ABLE TO MAINTAIN SOME OF THE, THE AREA OF CRUSHED CONCRETE THAT WAS ADDED TO THE PROPERTY. UM, ORIGINALLY THAT WAS ALL TO BE REMOVED AND EVERYTHING WAS TO BE, UH, BROUGHT BACK TO NATURAL STATE. SO I, I'M NOT APPRECIATIVE OF THIS AND NOR AM A BIG FAN OF THIS AT ALL. I'M KIND OF DISAPPOINTED THAT EXXON WOULD BE THE ONES COMING IN HERE AND SAYING, WE'RE GONNA RENEGOTIATE THIS AND GO BACK ON SOME THINGS THAT WE PROMISED. SO I'M NOT A FAN OF THIS AT ALL. AND SO BY REMOVING, UM, ACTUALLY WHAT ENDED UP HAPPENING WAS IT ENDED UP CUTTING A LARGE, UM, AREA OF THE PROPERTY AND THEN ADDING STABILIZED FILL FOR THEM TO BE ABLE TO REMOVE THE VESSELS FROM, FROM THE, UM, UH, THE VESSELS, UH, AND UH, FROM THE WATER. AND UM, AND THEN WHAT, WHAT WAS DISCUSSED IS THAT KENKO, UM, ALREADY USES THIS AREA FOR, FOR SOME PARKING ALREADY, AND THEY WOULD LIKE TO MAINTAIN A, A PARKING LOT. AND A PARKING LOT IS WHAT WE BELIEVE AT THE CITY IS THAT IN A GENERAL COMMERCIAL ZONING DISTRICT, A PARKING LOT IS AN ACCEPTABLE MEANS OF, UH, A USE THAT IS ALLOWED WITHIN THAT AREA. AND SO WHAT THEY'RE ASKING TO DO, UM, IS TO HAVE A A, AN ADDITIONAL PARKING LOT. ONE OF THE THINGS THAT WE HAD SAID IS THAT USUALLY THERE IS NO, UM, UH, ACCESSORY USE WITHOUT A PRIMARY USE. AND SO ONE THING THAT, THAT KENCO IS ACTUALLY DOING IS THEY, THEY OWN ADDITIONAL PROPERTIES THAT ARE ADJACENT TO, AND THEY'VE AGREED TO ALREADY PLA THE PROPERTY AND THEY'RE GONNA BE PLATING THE PROPERTY TO BRING IT AS ONE, AND THEN THEY WILL BE IN LINE WITH, UH, THAT, THAT PARTICULAR USE IN THE END, WHICH IS JUST GOING TO BE, UM, YOU KNOW, QUOTE UNQUOTE AN OVERSIZED PARKING LOT. UM, BUT WHEN THEY INCLUDE ALL THIS REMAINDER OF THE TRACKS OF, OF LAND THEY WILL BE IN, THEY WILL NOT BE IN ANY VIOLATION OF OUR STANDARDS. UM, WITH THE PLANS AS I'VE REVIEWED THEM, I DIDN'T GET A CHANCE TO REVIEW THEM FOR THE ORIGINAL SET, BUT IN REVIEWING THE, UH, WATERSHED PROTECTION ZONE PERMIT APPLICATION AND THE FLOODPLAIN PERMIT, WHICH THEY HAVE BOTH FILLED OUT, UM, THEY'VE ACTUALLY LOWERED THE ELEVATION OF THIS LAND. AND SO INSTEAD OF WHAT WE NORMALLY SEE OF CAUSING AN IMPACT TO OUR FLOODPLAIN BY PUTTING A BUILDING, BY PUTTING FILL IN THERE, THEY'VE ACTUALLY LOWERED IT. AND SO THIS IS GOING TO HELP SOME OF THE OTHER COASTAL AREAS BY, UM, MAKING, UH, MORE, UH, VOLUME FOR, UH, IN CASE THE, THE WATER, UH, IN CASE A, A FLOOD DOES COME OR THERE'S STORM SURGE. THE LAST TWO YEARS YOU HAVE REDUCED THE, UH, TAX RATE YEAR ON YEAR. AND THIS YEAR IN THE BUDGET YOU HAVE ALREADY ALLOWED FOR AN EXTENSION TO THE HOMESTEAD EXEMPTIONS. SO YOU'VE CUT TAX. UH, WE HAVE HEARD THAT MESSAGE AND I HOPE THAT, UH, YOU WILL BE PLEASED TO PASS THE TAX RATE IN TWO WEEKS. I WOULD CERTAINLY HOPE THAT WOULD NOT BE AN ISSUE. WE CERTAINLY APPRECIATE EVERYBODY IN FINANCE GOING AND, AND LOOKING AT THIS AS OBVIOUSLY AS WE HAVE CERTIFIED TAX ROLLS. NOW WE CAN OBVIOUSLY WORK WITH REAL NUMBERS AND SO I DO APPRECIATE ALL THE WORK WITH FINANCE AND, UH, AND, UH, CITY ADMINISTRATION TO GO AND CONTINUE, UH, AS MUCH AS WE CAN TO MEET ALL OUR SERVICES AND OUR OBLIGATIONS, BUT TO GO AND ENSURE THAT, THAT THE TAXPAYERS OF BAYTOWN, IF THERE'S ANY, ANY, UM, TAX RATE THAT CAN BE, UM, REDUCED, EVEN IF IT'S INCREMENTAL. IT'S IN, IN, IN A LOT OF REGARDS, BUT IT IS SOMETHING THAT WE KNOW THAT WE'RE MINDFUL OF AND IT, IT'S A VERY INCREMENTAL APPROACH. SO I DO APPRECIATE ALL THE WORK, UH, FOR EVERYBODY THAT'S INVOLVED. AND, UH, HE HAD STOPPED FOR SOME GAS AND ONLY DISCOVERED THEN THAT HE HAD LEFT HIS WALLET BACK WHERE HE WAS BEFORE. HE HAD NO MEANS OF DOING THAT, UH, UH, PAYING FOR GAS. SO WE SAW AN OFFICER, UH, PARKED WRITING A REPORT. OFFICER TURPEN, UH, [01:05:01] APPROACHED HIM AND HE SAID EMBARRASSINGLY, UH, RELATED TO HIM, UH, THE MISTAKE THAT HE MADE AND LEAVING HIS WALLET BACK WITHOUT, UH, EVEN QUESTIONING OFFICER TURPEN WENT OVER, USED HIS OWN CARD AND FILLED UP THE MAN'S TANK SO THAT HE, HE GET HOME. THESE ARE, THESE STORIES. WOULDN'T, WE WOULDN'T KNOW ABOUT THEM UNLESS THOSE WHO HAVE BENEFITED FROM THESE KIND OF ACTS LET US KNOW. SO, UH, BECAUSE THESE OFFICERS DO THESE KIND OF THINGS EVERY DAY, OUR FIREFIGHTERS DO OUR PUBLIC WORKS, PEOPLE DO OUR PARKS PEOPLE, AND, UH, THEY, THEY DON'T TELL ON THEMSELVES. FOUND OUT THAT INSTEAD OF A HEART ATTACK, HE WAS ACTUALLY HAVING MORE OF A PANIC ATTACK, BUT THEN LATER OFF FOUND OUT THAT HE HAD BEEN DIAGNOSED WITH, UH, PNEUMONIA. SO HE HAD VARIOUS HEALTH ISSUES, BUT HE SAID, UH, THE CITY OF BAYTOWN EMS DID EVERYTHING NECESSARY TO ENSURE THAT I WAS NOT HAVING A HEALTH EVENT THAT WOULD'VE REQUIRED IMMEDIATE CARE. SO HE SAYS THEY ARE DEDICATED EMPLOYEES THAT LOVE WHAT THEY DO, SO WE'RE APPRECIATIVE OF MR. LEE CALLING OUT OUR, UH, PARAMEDICS. UM, ALSO, UH, OUR, IN A GENERAL SENSE, OUR BUILDING SERVICES FOLKS GOT A KIND NOTE FROM, UH, A MITCHELL MAYO, UH, WHO WAS THERE FOR, UM, A, UH, BUILDING INSPECTION, UH, OR A, UH, REVIEW, UH, EXAMINATION OF, UH, PLANS. AND THE BUDDY CARD PROGRAM IS BASICALLY GEARED TO YOUTH IN OUR COMMUNITY WITH AN EFFORT TO CREATE A POSITIVE INTERACTION WITH OUR OFFICERS. AND, UH, BASICALLY WHAT THEY'RE GIVEN IS THEY'RE GONNA BE GIVEN A CARD LIKE THIS, LIKE A LITTLE ID CARD, THEY'LL PUT THEIR NAME ON IT AND ON THE BACK THERE'S A SPOT FOR 10 OFFICERS FOR THEM TO GET SIGNATURES FROM. SO THE OFFICERS WILL BE GIVING OUT THE CARDS AND THEN THEY'LL HAVE TO FIND OFFICERS AND ENGAGE IN A POSITIVE MANNER WITH THE OFFICERS. ONCE THEY COMPLETE THE CARD, THEN THEY'LL TAKE THAT TO OUR COMMUNITY SERVICE BUREAU, WHICH IS ON DFE STREET, AND THEY'LL GET A PRIZE. ALRIGHT.
