JUST, UH, WANT TO GIVE A SHORT SUMMARY.
THERE'S FOUR ITEMS INVOLVED IN THIS CHANGE ORDER.
UH, THE TOTAL VALUE OF THE CHANGE ORDER IS $188,216 AND 36 CENTS.
THE FIRST ITEM IS RELATED TO, UH, PUTTING SOME SIGNALIZATION AND, UH, PROVIDING INFORMATION ON FLOW METERS BETWEEN THE MAIN PLANT AND THE NEW BA EAST PLANT.
AND THAT'S A SUM TOTAL OF $9,026 AND 80 CENTS.
THE SECOND ITEM IS A LITTLE BIT LARGER IN SCOPE AND IN COST, AND THAT'S TO REROUTE SOME DRAIN LINES AWAY FROM OUR SANITARY SEWER AND TOWARDS THE SLUDGE LAGOON.
SO THERE ARE SOME CHEMICAL CONTAINMENT AREAS THAT DRAIN INTO, CURRENTLY THEY DRAIN INTO THE SANITARY SYSTEM, WHICH IS NOT CURRENTLY ACTIVE 'CAUSE WE HAVE NOT ENGAGED THE PLANT YET.
BUT THERE'S ALSO SOME STORM DRAIN LINES THAT ALSO, UH, KIND OF GO TO THE SAME PLACE.
AND SO WHAT WE WANNA DO IS, UH, MAINTAIN SEPARATION TO NOT INCLUDE ANY, WHAT WOULD BE CONSIDERED AS, UM, INDUSTRIAL WASTE INTO THE CITY SYSTEM, WHICH WE DO NOT ALLOW.
AND ANY OF THE STORM WATER, WE WOULD MAINTAIN A SEPARATION OF THAT.
AND THAT'S, UM, REFERENCED IN IN THE AGENDA ITEM.
THE THIRD ITEM OF WORK IS THE ADDITION OF AN ELEVATOR SHUNT STRIP.
IT'S TO BASICALLY, YOU KNOW, SAFETY FOR THE ELEVATOR TO MAINTAIN THAT, YOU KNOW, STOP AND START, YOU KNOW, EVEN DURING AN EMERGENCY.
AND THIS IS A CODE ISSUE THAT CAME UP.
UM, IT WAS ENGAGED KIND OF, OR IT WAS ADOPTED WHILE WE WERE IN CONSTRUCTION AND WE DIDN'T FIND OUT UNTIL THE ELEVATOR INSPECTOR WAS THERE.
AND SO THIS IS A, A SUM TOTAL OF $4,120 AND 38 CENTS.
UH, THE LAST ITEM IS THE ADDITION OF A PROTECTIVE, UH, SEPARATION BETWEEN TWO OF THE CHEMICAL, UM, SYSTEMS. AND, UH, THERE'S A SEPARATION THAT'S REQUIRED 'CAUSE THE TWO CHEMICALS DO NOT INTERACT WELL.
THIS IS A SODIUM CHLORIDE AND HYPO CHLORIC ACID AND IT'S A, UM, NON-CORROSIVE KIND OF A SEPARATION BASIN FOR $5,905 AND 44 CENTS.
SO THAT IS THE OVERVIEW OF THE CHANGE ORDER.
I'LL JUST SHOW THE NEXT PAGE, WHICH IS THE OVERVIEW OF THE TOTAL PROJECT AND ALL THE COSTS.
AND YOU CAN SEE THAT WE'VE ADDED CHANGE ORDER 11 AND I'VE JUST CALLED IT THE DRAIN REROUTE BECAUSE THAT'S THE, UH, PREDOMINANT, UH, FACTOR IN THE CHANGE ORDER.
AND IT'S LISTED THERE AS CHANGE ORDER NUMBER 11.
SO THE TOTAL COST HAS BEEN UPDATED IN THE PROJECT JUST SHOWING WHERE WE STAND TODAY AS AN OVERALL VIEW.

THIS WILL BE IN THE SEPTEMBER MEETING, BUT THEY HAVE TO DO WITH, UH, THE CITY'S CONTRACT WITH THE ENGINEER AND THE CITY'S CONTRACT WITH THE CONTRACTOR AND TRYING TO WRITE THOSE.
UM, SO THAT WE HAVE EVERYBODY, UM, ALL ENTITIES THAT ARE PAID CORRECTLY.
SO THERE'S ONE MORE, UM, ITEM THAT'S COMING AND WE'RE TRYING VERY HARD EACH AND EVERY MONTH.
IF I HAD MORE TO INCLUDE, WE WOULD CERTAINLY DO THAT, BUT WE RUN UP AGAINST THE DEADLINE, SO THAT'LL BE PACKAGED UP AND WE'D BE CERTAINLY INTERESTED IN IF, IF YOU WANTED AN EARLY VIEW WITH THAT.
UH, BUT TO, TO JUST GO OVER SOME OF THESE ITEMS PARTICULAR TO THIS CHANGE ORDER.
UM, THE, THE ITEM RELATED TO THE ELEVATOR, UM, IS A CODE ISSUE THAT WE, WE FEEL WAS ENACTED DURING THE TIME OF CONSTRUCTION.
SO WE WOULD NOT HAVE KNOWN THAT AT, AT THE TIME UNTIL THE ELEVATOR, WHICH IS A STATE CERTIFIED ELEVATOR INSPECTOR COMES.
SO IT'S NOT SOMETHING THAT THE, UH, PER SE THE FIRE MARSHAL OR A BUILDING INSPECTORS WOULD'VE BEEN ABLE TO, UM, NOTATE THAT PARTICULAR, YOU KNOW, IT'S A DEDICATED ITEM TO ELEVATORS.
WE DON'T HAVE TOO MANY ELEVATORS THAT WE TYPICALLY BUILD AND MAINTAIN IN THE CITY, BUT WE OF COURSE, UM, AS WE LOOK AT IN THE FUTURE, UH, WE MAY, UH, BUILD SOME OF THOSE, BUT THAT'S A, THAT'S AN ITEM THAT, UM, EITHER IS A SMALL VALUE, BUT WE RECOGNIZE THAT WE COULD NOT GET A CERTIFICATE OF OCCUPANCY WITHOUT ADDRESSING THAT.
UM, THE, THE OTHER ITEM THAT IS A, A LARGE COST, I'LL SPEAK TO THAT.
UM, AND I THINK, UH, I CAN HEAR A LITTLE BIT OF THE FRUSTRATION IN, IN YOUR VOICE AND I, I CERTAINLY WANNA PROVIDE THE ANSWERS.
UM, THE CHEMICAL CONTAINMENT LINES, THE, THESE ARE CHEMICALS THAT ARE STORED IN WHAT IS ESSENTIALLY A CURB SURROUNDED KIND OF BASIN CONTAINMENT AREA.
SHOULD THERE BE ANY LEAK OR SOME KIND OF CATASTROPHIC FAILURE.
UM, THESE ARE CURRENTLY DRAINING TO OUR SANITARY SEWER LIFT STATION.
AND JUST EVEN WITH STARTUP, AND YOU'LL SEE A FEW PICTURES LATER ON, THIS IS NOT UNUSUAL THAT WE WOULD HAVE A LITTLE BIT OF A SLOW DRIP OR SOMETIMES HOSES, UH, WOULD BECOME, YOU KNOW, WORN OR SOMETIMES THE, THE HOSES A DEFECTIVE HOSE.
AND THESE CONTAINMENT AREAS ARE BUILT TO BE ABLE TO PROVIDE SEPARATION.
BUT WHAT WE DID NOT REALIZE UNTIL WE WERE LOOKING AT IT MORE COMPLETELY WAS THAT THIS ACTUALLY SHOULD NOT GO TO OUR SANITARY SEWER, UH, SYSTEM.
AND WE WOULD WANT THIS TO GO TO THE SLUDGE LAGOON AND IT WOULD BE HANDLED IN THE SAME WAY THAT THE MAIN PLANT HANDLES IT.
SO THAT IS SOMETHING THAT WE WANTED TO MAKE CERTAIN THAT WE DID NOT OPEN OURSELVES UP TO LONG TERM.
AND THEN THE, THE, THE TWO INLETS THAT ARE ON THE OPERATIONS BUILDING KIND OF SURROUND THEIR IN THE DRIVEWAY THAT WOULD BE DELIVERING CHEMICALS AND IN THE TRUCK DOCK, UM, THAT WE WOULD TAKE DELIVERIES TO THE BUILDING, BUT THEY'RE NOT COVERED BY A ROOF AND ARE OPEN TO ALL THE ELEMENTS.
AND SO RAINWATER AND EVERY TIME IT RAINS, IF WE DON'T TRY TO TAKE CARE TO ELIMINATE ALL OF OUR STORM ENTERING OUR SANITARY SEWER SYSTEM, WE REALLY OPEN OURSELVES UP TO THE INFLOW AND INFILTRATION, UH, STANDPOINT, BUT ALSO, UM, REALLY IT'S NOT CONSIDERED BEST PRACTICE AND WE'VE GOT THE TEXAS WATER CODE REFERENCE THERE.
UH, SO WE JUST WANNA MAKE CERTAIN THAT WE'RE REALLY NOT RUNNING AFOUL OF THAT.
BUT IN, IN THIS SITUATION, WE FELT FOR THE LONG TERM LONGEVITY OF THE BUILDING, YOU KNOW, THIS IS CERTAINLY, WE WISH WE COULD HAVE, HAVE AVOIDED THIS IN DESIGN AND WE CERTAINLY WANNA ADDRESS THAT SEPARATELY WITH THE ENGINEER.
BUT THIS IS SOMETHING THAT WE JUST NEED TO ADDRESS AT THIS TIME WITH CONSTRUCTION AND WE'LL, WE'LL HAVE ANOTHER VENUE FOR THE OTHER, UH, TO ADDRESS.
SO, UM, LIKE ON THE CHEMICAL VA SEPARATORS, ISN'T THAT ENGINEERING WHAT, SHOULDN'T THAT HAVE BEEN SOMETHING THAT WAS ENGINEERED CORRECTLY FROM THE BEGINNING? I MEAN, WE JUST CAUGHT IT, BUT SHOULDN'T THAT IT'S, WHAT I'M SAYING IS THERE'S LITERALLY THOUSANDS OF WATER PROCESSING PLANTS.
THIS ISN'T THE FIRST TIME WE'VE BUILT ONE, BUT IT LOOKS LIKE, I DON'T KNOW, WE'RE MAKING SOME PRETTY BASIC MISTAKES, IT SEEMS LIKE, YOU KNOW, WE, YES SIR.
WE, WE CERTAINLY DO BELIEVE IT SHOULD HAVE BEEN, UH, STRAIGHTENED OUT FROM DESIGN AND WE'LL BE GOING BACK TO DOUBLE CHECK.
YOU KNOW, WE WANNA MAKE CERTAIN THAT IT'S TRULY A DESIGN ISSUE AND THAT THERE WASN'T SOMETHING FORGOTTEN BY THE CONTRACTOR IN CONSTRUCTION AT, AT THIS TIME.
IT APPEARS THAT IT'S THE LADDER.
I MEAN, PARDON ME, THE FORMER, NOT THE LADDER.
SO WE HAVE PURCHASED AN, UH, WITH THIS, UH, SCENARIO HERE.
THIS IS AN AD, THIS IS NOT A CONCRETE, YOU KNOW, WOULD'VE BEEN CONSTRUCTION.
THIS IS A UNIT THAT YOU CAN PURCHASE FROM AN INDUSTRIAL SUPPLIER THAT ADDRESSES THE ISSUE IN THE CHEAPEST FORM, UH, POSSIBLE.
BUT CERTAINLY TO YOUR EARLIER POINT, WE, WE DO WISH THAT WE HAD THIS ADDRESSED EARLIER IN DESIGN.

AND THEN WE HAD SOME PIPE INSTALLATION WORK ONGOING.

THIS IS THE BYPASS THAT WAS PLACED SO THAT ANY OF THE WATER THAT'S GENERATED DURING THE STARTUP AND COMMISSIONING PERIOD HAS A PLACE TO GO, WHICH IS INTO OUR STORM WATER DETENTION POND.
THE LABORATORY EQUIPMENT HAS BEEN SET UP AND CALIBRATED.
THIS IS IN OUR SECOND FLOOR OF OUR OPERATIONS BUILDING.
THIS IS JUST TO ILLUSTRATE, I AM NOT GONNA GO THROUGH THIS, BUT THIS IS TO ILLUSTRATE THAT THERE ARE SO VERY MANY STEPS, SO VERY MANY CONNECTED ACTIVITIES, AND WE HAVE BEEN REFERRING AS HOW WE GET INTO THE COMMISSIONING PROCESS AND OUT OF THE START REP PROCESS.
SO WE ARE NOW IN THAT PHASE AND THE BYPASSES ENGAGED.

SO THIS IS THE STAFF MAKING ADJUSTMENTS TO OUR SCADA SYSTEM AND THE PENDING ISSUES RESOLUTION BOARD, WHICH I THINK IS A GREAT WAY TO COMMUNICATE ANYTHING BETWEEN SHIFTS, ANYTHING BETWEEN UNITS, THAT WE KEEP THAT, UH, MINDSET OF SHARING INFORMATION AND COMMUNICATING.
AND HERE'S A GREAT PICTURE OF SOME VERY, VERY CLEAR WATER.
THIS IS JUST TO SHOW THAT WE'RE TESTING AND WE'RE MAKING SOME DECENT PROGRESS EVEN THOUGH IT'S EARLY IN THE SCHEDULE.
SO I WANTED TO SHOW THE OVERALL VIEW.
I THINK YOU ALL ARE VERY CURIOUS ABOUT THIS.
PHASE ONE, UH, IS THE SLOW RAMP UP.
SO WE'RE NOT PULLING A LOT OF WATER YET.

SO AS YOU CAN SEE THE DATES THERE END OF SEPTEMBER OR LATTER PART OF SEPTEMBER.
AND I THOUGHT AN INTERESTING TIDBIT, UH, FOR YOU ALL, WE HAD CALCULATED HOW MUCH WATER IT WOULD TAKE DURING THIS ENTIRE COMMISSIONING PHASE.
SO I PUT A LITTLE BULLET POINT THERE TO JUST ILLUSTRATE HOW MUCH WATER IT IS THAT WE WILL DAY TO DAY, BUT IN TOTAL PROCESS THROUGH.
SO I ALSO WANNA HAVE A CAVEAT HERE.
THAT DOESN'T MEAN WE CAN HAVE OUR RIBBON CUTTING RIGHT ON THE 22ND.

THIS IS OUR LAS CONTAINMENT AREA.
SO WE TALKED ABOUT WHAT CONTAINMENT AREAS WERE IN THAT CHANGE ORDER.
UM, THIS IS A GOOD EXAMPLE OF A COMPLETELY SURROUNDED SYSTEM.
AND IN ESSENCE IN THAT CHANGE, WE DIDN'T HAVE A SEPARATION, BUT THIS IS A NICE CHEMICAL COATING.
IT LOOKS, UH, JUST PRISTINE THAT DID A GREAT JOB.
THIS IS THE GENTLEMAN THAT TESTS THAT COATING TO MAKE SURE THAT THERE ARE NO BUBBLES OR ANY HOLES IN IT.
AND THIS IS AN ELECTRIC CHARGE.
THE PRIMER THEN IS PLACED ON TOP OF THAT IS A FIBERGLASS REINFORCEMENT.
AND SO THEY'RE WORKING ON ALL THAT.
UH, NOW IT LOOKS VERY PRISTINE.
IF YOU RECALL WE LOOKED AT THE SLUDGE GALLERY AND THERE'S AWFUL CRACKS AND IT LOOKED KIND OF LIKE A DUNGEON.
IT'S A LOT OF REPAIRS HAVE BEEN MADE AND NOW THE NEW PANELS CAN ACTUALLY BE PLACED IN THE SLUDGE GALLERY BECAUSE THE MOISTURE ISSUE HAS BEEN ADDRESSED.
AND SO THIS IS A NICE NEW MOUNT THERE.
AND THE CHEMICAL FEED PIPES FOR THE WET, WELL THAT'S JUST SHOWING PROGRESS ON THAT.
AND THEN ABANDONMENT OF AN OLD CONTAINMENT AREA.
WE'VE HAD A LOT OF PROGRESS PHOTOS THERE SO THAT THAT WATER CAN DRAIN AND NOT GROW TAD POLES AND THE NEW WA RAW WATER LINE.
SO AS WE HAVE THE CHEMICAL FEED IMPROVEMENTS, WE'RE BRINGING IN THAT NEW RAW WATER LINE.
AS YOU KNOW THAT THE RAW WATER PUMPS WERE WORKED ON PRIOR PROJECT.
