PREVIOUS TO THAT, SHE WORKED FOR SIX YEARS AS A PART-TIME SHELTER. SHE WAS PROMOTED TO CIRCULATION SUPERVISOR IN OCTOBER OF 2005. [00:05:01] OVER THE PAST 30 YEARS, SHE HAS ENJOYED BENNY WONDERFUL, ENLIGHTENING AND ENTERTAINING EXPERIENCES SERVING THE BAYTOWN COMMUNITY. WHEN CELIA INTERVIEWS A POTENTIAL EMPLOYMENT CANDIDATE, ONE QUESTION SHE LOVES TO ASK IS, WHAT PROMPTED YOU TO APPLY AT THE LIBRARY? TO WHICH THEY USUALLY RESPOND ALONG THESE LINES, I LOVE READING AND WOULD LOVE TO WORK HERE BECAUSE IT'S SO QUIET AND PEACEFUL. CELIA JUST SMILES ALL THE WHILE THINKING, IF YOU ONLY KNEW THE LIBRARY HAS MORE THAN ITS SHARE OF EXCITEMENT AND INTERESTING INTERACTIONS. ONE INCIDENT THAT STANDS OUT AMONG ALL THE OTHERS WAS THE DAY SHE WAS PLACING BOOKS BACK ON THE SHELVES AND NOTICED THAT A MAN KEPT FOLLOWING HER. AT ONE POINT, SHE CAME AROUND THE CORNER AND CAME FACE TO FACE WITH THE MAN. HE ASKED IN WHAT CAN ONLY BE ASSUMED, HE THOUGHT WAS AN ALLURING VOICE. WHERE HAVE YOU BEEN ALL MY LIFE? TO WHICH CELIA QUICKLY REPLIED, WORKING AND CONTINUED TO SHELVE BOOKS . WHEN CELIA MOVED UP TO THE CIRCULATION DEPARTMENT, SHE QUICKLY REALIZED, REALIZED THAT THE POSITION ALSO HAD ITS PERKS. TO THIS DAY, SHE CANNOT FIGURE OUT WHY PEOPLE THINK THEY HAVE TO TELL THEIR ENTIRE LIFE STORY WHEN THEY HAVE AN OVERDUE BOOK, BUT IT DOES GET INTERESTING AT TIMES. WHILE IN CIRCULATION, SHE ALSO MAINTAINED THE AUDIO VISUAL EQUIPMENT. ONE FRANTIC CALL CAME FROM HELP FROM AN ENGINEER WHO WAS GIVING A PRESENTATION TO A LARGE GROUP OF PEERS. HE STATED THAT HE COULDN'T GET THE PROJECTOR TO DISPLAY HIS PRESENTATION. SHE ASKED HIM IF HE HAD REMOVED THE LENS CAP TO WHICH HE REPLIED. OH. DURING HER TIME AT THE LIBRARY, CELIA HAS SERVED UNDER FOUR DIRECTORS AND BEEN THROUGH TWO LIBRARY RENOVATIONS. SHE HAS ALSO HAD THE OPPORTUNITY TO GIVE BACK IN AREAS BEYOND HER NORMAL JOB DUTIES. CELIA HAS BEEN VERY INVOLVED WITH THE CITY'S UNITED WAY CAMPAIGNS AS THE LIBRARY'S CO AMBASSADOR FOR MANY YEARS. SHE CONDUCTED BILINGUAL STORY TIME, BUT BILINGUAL STORY TIME SUCCESS LED HER TO HER ASSIGNMENT AS THE HEAD OF FAMILIES READING TOGETHER, CELIA HAS ALSO WORKED THE PHONE BANK ON SEVERAL OCCASIONS. DURING THE EMERGENCY OPERATIONS CENTER ACTIVATIONS, CELIA IS CURRENTLY DEVELOPING A CURRICULUM TO TEACH THE LIBRARY STAFF SPANISH. ALL RIGHT, I LOVE THAT. JA ME READS THAT AS A STORY. . MM-HMM . ALL RIGHT. AND THEN MOVING ON TO 40 YEARS OF SERVICE. WE HAVE ROGER CLIFFORD, WHO MANY OF Y'ALL KNOW RECENTLY RETIRED, BUT WE DID NOT WANNA MISS THE OPPORTUNITY TO RECOGNIZE HIS 40 YEARS OF SERVICE. AND SO WE ALSO HAVE A BIO FOR HIM. LET'S PLEASE TAKE A MOMENT TO HONOR RETIRED ASSISTANT CHIEF ROGER CLIFFORD FOR HIS 40 YEARS OF EXCEPTIONAL SERVICE. ON APRIL 22ND, 1980, ROGER CLIFFORD RAISED HIS RIGHT HAND IN CHIEF BO TURNER'S OFFICE AND TOOK AN OATH TO PROTECT AND SERVE AS A BAYTOWN POLICE OFFICER. FOR THE NEXT 12 YEARS, ROGER FAITHFULLY PATROLLED THE STREETS AND NEIGHBORHOODS OF BAYTOWN AS A UNIFORM PATROL OFFICER. DURING HIS FIRST 12 YEARS, HE WAS INVOLVED IN COUNTLESS INVESTIGATIONS INVOLVING EVERYTHING FROM PETTY THEFT TO HOMICIDE. ROGER OBTAINED SEVERAL CERTIFICATIONS ALONG THE WAY, INCLUDING FIELD TRAINING OFFICER, BREATH TEST OPERATOR FOR DWI INVESTIGATIONS, ADVANCED HOSTAGE NEGOTIATIONS, SENIOR MEMBER OF THE CRITICAL INCIDENT STRESS MANAGEMENT TEAM AND DEATH NOTIFICATION SPECIALIST. IN 1992, ROGER WAS PROMOTED TO THE RANK OF SERGEANT. HE SPENT THE MAJORITY OF THE NEXT SEVEN YEARS AS A PATROL SUPERVISOR. AS A SERGEANT, HE BECAME THE SUPERVISOR OVER HOSTAGE NEGOTIATIONS TEAM, THE BREATH TESTING PROGRAM, AND SPECIAL OPERATIONS AND FIELD TRAINING. IN 1999, ROGER WAS PROMOTED TO THE RANK OF LIEUTENANT AND HELD THE POSITION OF EVENING SHIFT SUPERVISOR FOR THE NEXT TWO YEARS. ALONG WITH HIS RESPONSIBILITIES OF COORDINATING THE PATROL SHIFTS, HE ALSO BECAME THE FIELD TRAINING COORDINATOR RESPONSIBLE FOR ALL THE FIELD TRAINING PROGRAMS. DURING THIS TIME, HE ALSO OBTAINED HIS BASIC SWAT CERTIFICATION AND ACTED AS THE DEPARTMENT SWAT COMMANDER UNTIL 2001. IN JUNE OF 2001, ROGER WAS PROMOTED TO THE RANK OF CAPTAIN, AND SHORTLY THEREAFTER RECEIVED THE PRESTIGIOUS HONOR OF COMMANDING THE HARRIS COUNTY ORGANIZED CRIME AND NARCOTICS TASK FORCE BASED IN HOUSTON. THE PRIMARY FOCUS OF THIS FORCE WAS DIRECTED TO COMBATING NARCOTICS TRAFFICKING ORGANIZATIONS, WHICH WERE RESPONSIBLE FOR SMUGGLING VAST QUANTITIES AND NARCOTICS INTO THE GREATER HARRIS AND FORT BEND COUNTY AREAS. THE TASK FORCE WAS COMPRISED OF 15 DIFFERENT LOCAL LAW ENFORCEMENT AGENCIES WITH OVER 70 EMPLOYEES AND HELD THE DISTINCTION OF BEING THE LARGEST NARCOTICS TASK FORCE OF ITS KIND. IN THE UNITED STATES TASK FORCE WORKS CLOSELY WITH VARIOUS FEDERAL AGENCIES, INCLUDING THE F-B-I-B-E-A, US CUSTOMS, AND THE UNITED STATES ARMY. AFTER THE EVENTS OF SEPTEMBER 11TH, 2001, THE UNIT WAS FORCED TO DISBAND TO THE LOSS OF FEDERAL FUNDING. IN AUGUST, 2005, ROGER RETURNED TO THE POLICE DEPARTMENT AND ASSUMED THE COMMAND OF THE DEPARTMENT'S INVESTIGATIONS BUREAU, JAIL SUPPORT SERVICES AND PUBLIC INFORMATION. IN 2011, ROGER'S TITLE WAS UPGRADED TO ASSISTANT CHIEF OF POLICE, WHERE HE CONTINUED TO OVERSEE AND DIRECT THE SAME AREAS OF THE DEPARTMENT UNTIL JULY, 2016. IN JULY OF 2016, ROGER WAS REASSIGNED TO OVERSEE THE COMMUNITY SERVICE BUREAU, WHICH INCLUDES THE PD TRAINING ACADEMY, AS WELL AS ALL THE [00:10:01] COMMUNITY OUTREACH PROGRAMS, INCLUDING DARE, CRIME PREVENTION, CRIME STOPPERS, AND PERSONNEL RECRUITING. DURING HIS DECADES OF SERVICE TO THE CITIZENS OF BAYTOWN, ROGER HAS RECEIVED MULTIPLE AWARDS IN COMMENDATIONS, SUCH AS A DISTINGUISHED SERVICE CROSS, THREE, LIFE-SAVING MEDALS CHIEF'S UNIT CITATION MEDAL, FIVE, HONORABLE CONDUCT MEDALS, THE COMMANDER'S AWARD OF EXCELLENCE, AND THREE EMERGENCY SERVICE RIBBONS. HE HAS BEEN RECOGNIZED BY THE BAYTOWN CHAMBER OF COMMERCE AS OFFICER OF THE MONTH AND HAS RECEIVED 21 OTHER WRITTEN COMMENDATIONS AND LETTERS OF APPRECIATION FROM OTHER AGENCIES, ORGANIZATIONS, AND CITIZENS FOR HIS EXTRAORDINARY SERVICE. ROGER IS MARRIED TO HIS LOVELY WIFE, CATHERINE, AND HAS FOUR CHILDREN, 11 GRANDCHILDREN, AND TWO GREAT-GRANDDAUGHTERS. IT IS, UH, ONCE AGAIN MY PROFOUND PLEASURE AND HONOR TO PRESENT THE ANNUAL BUDGET PROPOSAL FOR THE CITY OF BAY TOWN'S 20 20 20 21 ANNUAL BUDGET. THIS YEAR'S THEME FOLLOWS THAT OF OUR CAPITAL PROJECTS PROGRAM BETTER BAYTOWN. I BEGIN THIS PRESENTATION BY RECOGNIZING THE CONTRIBUTIONS OF OUR EXCELLENT FINANCE DEPARTMENT, DEPARTMENT DIRECTORS, AND OF COURSE, YOU ARE ELECTED OFFICIALS WITHOUT WHOSE VISION AND EARLY PARTICIPATION, WE COULD NOT BE HERE TODAY WITH A PLAN, WHICH I HAVE EVERY CONFIDENCE WILL CONTINUE. BAY TOWN'S VERY POSITIVE TRAJECTORY CRAFTED IN SOME OF THE MOST CHALLENGING TIMES OF OUR GENERATION. THIS PLAN IS IN ONE SENSE, VERY CONSERVATIVE, BUT IN ANOTHER SENSE IT IS VERY AGGRESSIVE IN ADDRESSING THE CONSIDERABLE CAPITAL NEEDS OF OUR COMMUNITY. THIS PROPOSAL ALSO SUPPORTS THE CONTINUATION AND EVEN AUGMENTATION OF PROGRAMS AND INITIATIVES THAT HAVE LIFTED THE QUALITY OF LIFE IN OUR COMMUNITY IN PAST YEARS. THIS BUDGET PROPOSAL, AS HAS BEEN THE CASE OVER THE LAST FOUR YEARS, IS BASED UPON CITIZEN PRIORITIES IDENTIFIED AS PART OF THE CITY OF BAY TOWN'S COMMUNITY-BASED STRATEGIC PLAN. WE ARE CURRENTLY IN THE MIDST OF IMPLEMENTING THE THIRD YEAR OF THAT FIVE YEAR PLAN. THE PROPOSAL YOU HAVE BEFORE YOU TODAY PROPOSES IMPLEMENTING [00:15:01] THE FOURTH YEAR OF IMPLEMENTATION OF THAT PLAN. AS WE RESPECTFULLY REMIND YOU, EVERY YEAR, THE BUDGET PROCESS REALLY BEGINS WITH THE ADOPTION OF THE LAST BUDGET. AS YOU CAN SEE BY THIS CHART, YOUR INVOLVEMENT BEGINS BEFORE THE END OF THE CALENDAR YEAR BY FEBRUARY, YOU HAVE ALREADY IDENTIFIED YOUR GOALS, INITIATIVES, AND STRATEGIES, AND WE HAVE FORMULATED THE IMPLEMENTATION PLAN. SO ALLOW ME TO TAKE YOU THROUGH A HIGH LEVEL REVIEW OF THIS YEAR'S BUDGET. WE BEGIN WITH A FEW HIGHLIGHTS. THIS YEAR'S PROPOSAL, AS MENTIONED PREVIOUSLY, IS BUILT UPON THE STRATEGIC PLANS FOURTH YEAR IMPLEMENTATION. THIS PLAN COMPREHENSIVELY ADDRESSES THE YEAR FOUR GOALS, INITIATIVES, AND STRATEGIES THAT COUNCIL IDENTIFIED. IT ALSO PROPOSES AN EXPANSION OF THE PROPERTY TAX EXEMPTION FOR SENIORS AND DISABLED PEOPLE FROM 50,000 TO $60,000. THERE ARE NO RATE INCREASES PROPOSED IN THIS YEAR'S BUDGET, AND WE ARE ABLE TO DECREASE AN ANNUAL TRANSFER TO THE SANITATION FUND, THUS ALLOWING THIS ENTERPRISE TO TRULY BE AN ENTERPRISE. THIS PLAN ALSO MAINTAINS 90 DAYS OF OPERATING RESERVES AND EVEN INCREASES OUR GENERAL FUND CONTINGENCY TO 1% OF OPERATING EXPENDITURES. WE HAVE MEANWHILE APPROACHED THE COMING YEAR FROM A VERY CONSERVATIVE POSITION IN LIGHT AND CONSIDERATION OF THE IMPACTS OF COVID-19. BY ASKING FOR NO NEW POSITIONS, WE WILL NEVERTHELESS BE ABLE TO MAINTAIN COMPETITIVENESS IN THE MARKET WITH A 3% NON-CIVIL SERVICE EMPLOYEE, INCREASE COMPENSATION INCREASE, WHILE AT THE SAME TIME BEING ABLE TO MEET OUR COMMITMENTS TO CIVIL SERVICE EMPLOYEES. TO FURTHER BOLSTER OUR CONSERVATIVE POSITION AND STRATEGY, WE WILL BE HOLDING CAPITAL EXPENDITURES UNTIL THE BEGINNING OF THE CALENDAR YEAR. AT THE SAME TIME, BAYTOWN WILL LAUNCH THE MOST SIGNIFICANT AND IMPACTFUL CAPITAL IMPROVEMENT PROGRAM IN OUR HISTORY WITH $190 MILLION IN PROGRAM CAPITAL PROJECTS TO ASSIST US IN THIS CRITICAL VENTURE. THIS BUDGET PROPOSES THE ISSUANCE OF $42 MILLION IN CERTIFICATES OF OBLIGATION. WHILE WE WERE ALSO USING AND SEEKING MORE THAN $100 MILLION IN OUTSIDE FUNDING. THE COUNCIL HAS IDENTIFIED A MULTITUDE OF INITIATIVES THAT ARE FOUND IN THIS YEAR'S IMPLEMENTATION PLAN AND SUPPORTED BY THIS YEAR'S BUDGET PROPOSAL. WITH REGARD TO COMMUNITY REPUTATION AND IMAGE, OUR CITY'S FIRST STRATEGIC DIRECTIVE, THE COUNCIL DETERMINED A PATHWAY FORWARD THAT REQUIRES THAT WE ADDRESS THE QUALITY AND APPEARANCE OF INFRASTRUCTURE, DEMAND THE HIGHEST QUALITY OF DEVELOPMENT, AND AGGRESSIVELY TELL OUR STORY AND ADDRESS OTHER ISSUES THAT DETRACT FROM OUR QUALITY OF LIFE AND IMAGE. THIS BUDGET PROPOSAL IN SUPPORT OF THESE INITIATIVES PROVIDES A CORNUCOPIA OF STRATEGIES THAT SPECIFICALLY ADDRESSES INFRASTRUCTURE IMPROVEMENTS IN THE EXPANSION OF OUR PUBLIC ART PROGRAM. WITH THE COMING OF GARTH ROAD CON RECONSTRUCTION, WE WILL ALSO SIGNIFICANTLY ADDRESS POLE POLLUTION AND OTHER UNSIGHTLY ASPECTS OF THIS IMPORTANT CORRIDOR. THE CITY REMAINS COMMITTED MEANWHILE TO SUPPORTING THE EVOLUTION OF OUR PUBLIC AFFAIRS DEPARTMENT AND TO AGGRESSIVELY TELLING THE BAYTOWN STORY. WE ALSO CONTINUE TO EMPLOY POLICIES AND STRATEGIES THAT ATTRACT THE VERY HIGHEST QUALITY, UH, DEVELOPMENT TO THE CITY. OF COURSE, THIS YEAR'S MARQUEE PRIORITY FROM THE COUNCIL IS GARTH ROAD. THE COUNCIL ALSO NEVERTHELESS PRIORITIZE EXPANDING AND IMPROVING NON-MOTORIZED MOBILITY, AS WELL AS IMPROVEMENTS TO OUR WET UTILITIES, WHICH IS SEWER AND STORM DRAINAGE. AS I MENTIONED, OUR CITY'S COMMITMENT TO CAPITAL IMPROVEMENTS IS NOT ONLY UNPRECEDENTED BUT CRITICALLY NECESSARY. THIS PROPOSAL, THEREFORE WILL LAUNCH US INTO PHASES A AND B OF GARTH ROAD. AND AS YOU'LL REMEMBER, PHASES A AND B GET US JUST SOUTH OF ARCHER FROM I 10 JUST SOUTH OF ARCHER, A MAJOR COMMITMENT TO OUR SIDEWALK MASTER PLAN AND IMPLEMENTATION PARTICIPATION IN HARRIS SIDEWALK PARTNERSHIP PROGRAM, FINAL DESIGN AND PARTIAL CONSTRUCTION OF THE MARKET STREET RIGHT REVITALIZATION PROJECT AND THE CONTINUATION OF WORKING WITH UNION PACIFIC ON THE TR RAILS TO TRAILS INITIATIVE. OF COURSE, THIS BUDGET ALSO SUPPORTS CONTINUING TO AGGRESSIVELY ADDRESS DRAINAGE NEEDS THROUGHOUT THE CITY, [00:20:01] CRITICAL SEWER AND WATER PROJECTS AND STREET RECONSTRUCTION. TO ACCOMPLISH THIS AMBITION, A VARIETY OF INITIATIVES ARE BEING PROPOSED THIS YEAR, INCLUDING SUPPORT FOR THE NEW CITIZEN ENGAGEMENT ADVISORY COMMITTEE, THE CEAC FUNDING FOR A NEW BLACK HISTORY MONTH EVENT AND JUNETEENTH RECOGNITION. WE ARE ALSO PRIORITIZING SUPPORT FOR NEIGHBORHOOD, UH, NEIGHBORHOOD EMPOWERMENT GRANT PROGRAM, AS WELL AS A BUSINESS IMPROVEMENT GRANT PROGRAM. FURTHER, WE ARE PROPOSING THE INSTITUTION OF A MOBILE VET SERVICES PROGRAM AND MAKING IMPROVEMENTS TO OUR LIBRARY, A SIGNIFICANT COMMUNITY GATHERING VENUE. THE COUNCIL CONTINUES TO INSPIRE THE CITY TO REACH THE HIGHEST RUNS OF ORGANIZATIONAL AND OPERATIONAL EXCELLENCE, SPECIFICALLY CHALLENGING US TO EXERCISE VISIONARY LEADERSHIP TO ADDRESS THE COMPLEX CHALLENGES OF TOMORROW, FOSTER POSITIVE RELATIONSHIPS AND TRUST AND ELEVATE CUSTOMER SERVICE IN ALL ASPECTS OF OUR OPERATIONS, AND MORE SPECIFICALLY IN BUILDING PERMITTING AND NEW BUSINESS DEVELOPMENT. AND THAT WE COULD HAVE VIRTUAL MEETINGS LIKE WE'VE BEEN HAVING AND THAT WE CAN, UH, USE ADDITIONAL NOTIFICATION METHODS LIKE, UH, SOCIAL MEDIA. UM, THE PLAN IS NOT SET IN STONE AS FAR AS SPECIFICS ON HOW WE'RE GOING TO SPEND THE MONEY OR IMPLEMENT THE PLAN. IT'S MORE OF A STRATEGY AND A SET OF GOALS THAT WE'RE GOING TO FOLLOW FOR THE NEXT FIVE YEARS IN ORDER TO DETERMINE THESE PRIORITY NEEDS AND GOALS. WE WENT THROUGH AN EXTENSIVE PROCESS OF TRYING TO GET AS MUCH INFORMATION, AS MUCH FEEDBACK AS WE COULD FROM 172 PUBLIC SURVEYS THAT WERE RETURNED. WE HAD POSTED THEM ON, UH, THE WEBSITE AND ALSO HAD 'EM AVAILABLE ON PAPER FORMAT, AND WE HAD 172 COMPLETED, WHICH IS REALLY ASTOUNDING FOR A CITY THIS SIZE. WE, UH, HAD A STAKEHOLDER COMMITTEE AND THEN COVID HIT, AND SO WE WERE NOT ABLE TO HOLD THE MEETINGS FOR THAT, BUT WE GOT IN TOUCH WITH ALL OF THE STAKEHOLDERS AND WE GAVE THEM QUESTIONNAIRES AND WE INTERVIEWED THEM OVER THE PHONE AND GOT THEIR PRIORITY NEEDS. WE ALSO TALKED WITH THE APPLICANT AGENCIES, THE AGENCIES THAT ARE APPLYING FOR FUNDING WITH CDBG TO SEE WHAT THEIR NEEDS ARE AND WHAT THEY ARE SEEING IN THEIR, UH, SERVICE AREAS OR THEIR CLIENTELE AS TO CHANGING NEEDS. WE GOT INPUT FROM THE CITIZEN, THE COMMUNITY DEVELOPMENT ADVISORY COMMITTEE, AND THEN WE ALSO LOOKED AT HISTORICAL NEEDS AND RECOMMENDATIONS FROM OTHER STAFF MEMBERS AND FROM THE ELECTED OFFICIALS. AND WE CAME UP WITH, I KNOW YOU CAN'T READ ALL OF THIS, BUT IT IS IN THE PLAN. UH, WE CAME UP WITH THREE, UM, KIND OF KEY AREAS THAT WE'RE GOING TO FOCUS ON, AND WITHIN THAT WE ENDED UP WITH 22 PRIORITY NEEDS AND GOALS. SO, DECENT HOUSING IS ONE OF THEM. THE REHABILITATION OF EXISTING HOUSING STOCK, THE RECONSTRUCTION OF UNSOUND HOUSING, THE REHABILITATING OR REPLACING OF THE RESIDENTIAL SEWER LINES, GOING FROM THE HOUSE TO THE, THE MAIN LATERAL LINE AND PROVIDING HOME [00:40:01] OWNERSHIP OPPORTUNITIES, UH, THROUGH FIRST TIME HOME BUYER ASSISTANCE. ECONOMIC DEVELOPMENT IS ASSISTING THE BUSINESSES TO EXPAND AND IMPROVE OR LOCATE IN THE RIS COST SHARING WITH PRIVATE ENTERPRISES, SUPPORTING PRIVATE ECONOMIC ADVANCEMENT ACTIVITIES, PROVIDING, UM, TRANSPORTATION SERVICES. ALSO THEN THE HOUSES HOUSING ASSISTANCE ACTIVITIES INCLUDE LOVE NETWORK FOR THE HANDS OF THE CARPENTER PROGRAM, WHICH IS MINOR REPAIR. UH, THE CONSULTANT WAS SELECTED IN 2019 AND STAFF GAINED CONCURRENCE FROM THE A E COMMITTEE ON NOVEMBER 13TH, 2019. IT'S TAKEN US A WHILE TO GET STARTED ON THE PROJECT BECAUSE IT IS EXPENSIVE. UM, THE PRELIMINARY ESTIMATE TO, TO REHAB THE LIFT STATION AND REPLACE THE FORCED MAIN IS OVER $23 MILLION. UH, SO WE'VE STRUGGLED TO FIT THIS WITHIN OUR WATER AND SEWER BUDGET, UM, WHICH IS WHY WE'RE RECOMMENDING TAKING A STEP BACK AND, UH, EVALUATING ALL THE ALTERNATIVES.
