WORK PROGRAM, PROSPECTIVE CLIENTS ARE ELIGIBLE FOR SERVICES IF HE OR SHE IS ALREADY FULL-TIME EMPLOYED OR IS WILLING TO ACTIVELY SEEK FULL-TIME EMPLOYMENT.THIS PRESENTS A PROBLEM FOR PARENTS WHO MUST ADHERE TO THIS RULE AND ADEQUATELY PROVIDE CHILDCARE FOR THEIR CHILDREN.
IT IS ALSO OUR PREMISE THAT AVAILABILITY OF CHILDCARE WILL ALLOW CHILDREN PAY HOMELESS PARENTS TO DEVELOP A PLAN TO SUCCESSFULLY BRIDGE FROM UNEMPLOYMENT TO SELF-SUFFICIENCY, WHILE NOT JEOPARDIZING THE WELFARE OF THEIR VULNERABLE CHILDREN.
THE CCB CBV GRANT OF $3,250 AWARDED BAY AREA HOMELESS SERVICES FOR THE CURRENT FUNDING CYCLE IS PROJECTED TO HELP 12 CHILDREN ATTEND DAYCARE FOR PARENTS SEEKING LIVING WAGE EMPLOYMENT, OR WHO ENTER SHELTER WITH A JOB.
THIS YEAR, WE ARE REQUESTING $4,000 TO FUND 20 CHILDREN FOR CHILDCARE SERVICES.
WE UNDERSTAND THAT PARENTS OF CHILDREN RESIDING IN THE SHELTER HAVE A DESIRE TO FIND WORK AND STAY EMPLOYED.
HOWEVER, WE HAVE FOUND THAT THIS LACK OF A ADEQUATE CHILDCARE, ESPECIALLY DURING THE CRITICAL TIME PERIOD OF EMPLOYMENT SEARCH AND BEFORE THE FIRST PAYCHECK, AS A MATTER OF GREAT CONCERN TO PARENTS DURING THE PAST CALENDAR YEAR, 120 CHILDREN AGES 14 AND BELOW, RESIDED AT BAY AREA HOME AND SERVICES WITH THEIR PARENTS.
OF THE 235 ADULT SHELTERED IN 2019, 160 OF THOSE WERE UNEMPLOYED UPON SHELTER ENTRY, AND APPROXIMATELY 50% OF THOSE 160 EXITED THE SHELTER AFTER HAVING EITHER OBTAINED OR MAINTAINED EMPLOYMENT DURING THE 20 19 20 20 FUNDING CYCLE.
BAY AREA HOMELESS SERVICES HAS NOT YET UTILIZED THE ENTIRE AMOUNT AWARDED THROUGH CDBC.
HOWEVER, WE HAVE SPENT APPROXIMATELY 20% OF THE FUNDS PROVIDED FOR THIS FUNDING CYCLE IN THAT WE FUNDED TWO CHILDREN FOR CHILDCARE SERVICES.
WE TYPICALLY USE MOST OF OUR FUNDS DURING THE SUMMERTIME.
WITH, FOR CHILDREN WITH SCHOOL IS NOT IN SESSION, CHILDREN MUST BE ADEQUATELY SUPERVISED WHILE SCHOOL IS NOT IN SESSION WHILE THEY'RE RESIDING AT THE SHELTER.
SO AVAILABILITY OF CHILDCARE IS CRITICAL TO ENABLING THEIR PARENTS TO WORKING OUR PROGRAM UTILIZING CHILDCARE SERVICES HAS ALSO BEEN HAMPERED DURING THE COVID-19 OUTBREAK.
WE ENDED UP WITH VERY FEW CLIENTS ON CAMPUS THIS SPRING, AND WITH THE STAY AT HOME ORDER, THOSE WHO WERE UNEMPLOYED WERE UNABLE TO OBTAIN JOBS.
WE ALSO DID NOT ACCEPT ANY NEW CLIENT IN THE MONTH OF APRIL.
AND IN THE BEGINNING OF MAY, WE HAVE FOUND THAT MANY OF OUR PARENTS HAVE BEEN HELD BACK FROM ACCEPTING LIVING WAGE POSITION DUE TO THE LACK OF AFFORDABLE CHILDCARE.
IT IS IMPORTANT TO NOTE THAT THE PRIMARY RESOURCE FOR LOW INCOME PARENTS SEEKING CHILDCARE ASSISTANCE IS THROUGH THE TEXAS WORK SOURCE.
THAT RESOURCE IS TYPICALLY ONLY AVAILABLE THOUGH FOR SINGLE PARENTS WHO CAN PROVIDE VALID EMPLOYMENT VERIFICATION.
FURTHER, WE HAVE LEARNED THAT THAT RESOURCE FOR CHILDCARE CONSISTENTLY MAINTAINS THE WAIT LIST.
MANY OF OUR CLIENTS ALSO HELP ONE ANOTHER WITH CHILDCARE.
HOWEVER, THAT BECOMES PROBLEMATIC AS THE PARENTS BECOME EMPLOYED AND PARTICULARLY DURING THE SUMMER MONTHS.
PARENTS THAT MANY AREA HOMELESSNESS HAVE OPPORTUNITY TO TREAT THE CHILDCARE FACILITY THAT BEST SUITS THEIR NEEDS.
HOWEVER, WE HAVE A LONGSTANDING RELATIONSHIP WITH SOLID ROCK PRESCHOOL AS THAT FACILITY ALLOWS TO DROP IN, IT PROVIDES TRANSPORTATION AND FOOD PICK AS WELL.
WE HAVE HAD A TWO PARENT FAMILY LEAVE OUR FACILITY LAST YEAR AFTER HAVING SPENT FOUR MONTHS IN OUR SHELTER.
MOM HAD STEADY EMPLOYMENT, BUT DAD REALLY STRUGGLED BEFORE FINDING PERMANENT WORK.
CHILDCARE ASSISTANCE ENABLED THIS FAMILY TO WORK OUR PROGRAM AND GAIN AND MAINTAIN EMPLOYMENT.
THESE PARENTS SAVED ENOUGH MONEY TO PURCHASE A VEHICLE AND THEY LEFT BAHS TO MOVE THEIR OWN APARTMENT WITH THEIR TWO YOUNG CHILDREN.
AFTER HAVING OPENED THE BRI FULLER FAMILY CENTER IN 2016, WE DOUBLED OUR CAPACITY AND WE ARE PLEASED AND FORTUNATE TO HAVE TWO CASE MANAGERS TO CAREFULLY AND INDIVIDUALLY HANDLE ALL OF OUR CLIENT CASES.
ALL OF OUR CLIENTS ARE INDIVIDUALS.
WE KNOW ALL OF THEM BY NAME AND WE KNOW ALL OF THEIR SITUATIONS.
THEY ARE CASE MANAGE AND THAT CASE MANAGEMENT INCLUDES ATTENDING TO THE NEEDS OF THE CHILDREN.

MOST OF ALL THE OTHER PROGRAMS ARE, ALL THE OLDER PROGRAMS THAT EXIST IN BAYTOWN AREA ARE PROPRIETARY PROGRAMS WHERE THE ACTUAL APPLICATION FEE MAY EXCEED $400 A PIECE, PLUS YOU HAVE TO PURCHASE YOUR OWN EQUIPMENT.
