1. MINUTES

a. Consider approving the minutes of the City Council Work Session and Regular Meeting held on March 22, 2018.

2. RECOGNITIONS AND CITIZEN COMMUNICATIONS

a. Present the 3rd and 4th of July Celebration schedule and entertainment for 2018.

b. Present the City of Baytown WebQA mobile application.

c. Recognize City of Baytown Employees for their Years of Service.

3. CONTINUATION OF THE JUVENILE CURFEW ORDINANCE

a. Conduct a second public hearing giving all interested persons the right to appear and be heard on the need to continue the City's juvenile curfew ordinance.

b. Consider an ordinance continuing the juvenile curfew ordinance found in Chapter 66 "Offenses," Article IV "Curfew for Minors" of the Code of Ordinances, Baytown, Texas.

4. PROPOSED ORDINANCES

a. Consider an ordinance amending Chapter 2 “Administration,” Article V “Finance,” Division 1 “Generally,” Section 2-595 “Fees for various city services,” Subsection (2) “Development services” of the Code of Ordinances, Baytown, Texas, to establish a fee for uploading inspection reports; and amending Chapter 18 “Buildings and Building Regulations,” Article IV “Plumbing Code,” Section 18-466 “Cross-connection control program” of the Code of Ordinances, Baytown, Texas, to prevent the contamination of water delivered by the City's public water system.

b. Consider an ordinance amending Chapter 118 "Signs," Article III "Regulations," Division 1 "Generally," Section 118-169 "Location on public rights-of-way" of the Code of Ordinances, Baytown, Texas, (i) to establish a presumption that the beneficiary of the sign is the person who is responsible for the placement of the sign on a public right-of-way and (ii) to confiscate and dispose of illegal signs within the rights-of-way immediately and without notice.

c. Consider an ordinance authorizing a variance to Section 6-2 of the Code of Ordinances, to allow a proposed sports bar and lounge to sell alcohol for on-premise consumption within 300 feet of a day care at the intersection of Park Street and Pruett Street, Baytown, Harris County, Texas.

d. Consider an ordinance authorizing an interlocal agreement with the Baytown Municipal Development District to fund the purchase and installation of a double-face blade sign with mounted channel lettering and all related appurtenances for the Brunson Redevelopment Project located at 315 W. Texas Avenue.

e. Consider an ordinance authorizing the purchase and installation of a double-face blade sign with mounted channel lettering and all related appurtenances for the Brunson Theater Project from National Signs, LLC, through the Buy Board.

5. PROPOSED RESOLUTIONS

a. Consider a resolution suspending the effective date proposed by CenterPoint Energy Resources Corp., to increase rates under the Gas Reliability Infrastructure Program; authorizing participation in a coalition of similarly situated cities; and authorizing submission of comments to the Texas Railroad Commission.

b. Consider a resolution adopting a policy concerning public improvement districts and municipal utility districts in the City of Baytown and/or its extraterritorial jurisdiction.

6. REPORTS

a. Receive the City of Baytown's Quarterly Financial and Investment Reports for the Quarter Ending March 31, 2018.

7. APPOINTMENTS

a. Consider one (1) appointment to the Tax Increment Reinvestment Zone No. One, City of Baytown, Texas (TIRZ).

b. Consider one (1) appointment to the Baytown Redevelopment Authority.

8. CONSENT All Consent Agenda items listed are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member requests, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda.

a. Consider an ordinance authorizing closeout and acceptance of the Joint 911 Emergency Communications and Information Data Services Center Project, and the release of retainage to Turner Construction Company.

b. Consider an ordinance authorizing the Second Amendment to the Chapter 380 Economic Development Agreement with KSTX Baytown, LLC.

c. Consider an ordinance amending Chapter 38 "Fire Prevention and Protection," Article II "Fire Marshal," Section 38-26 "Duties" of the Code of Ordinances, Baytown, Texas, to allow the Fire Chief to assign the duties of the Fire Marshal to any classification in the Fire Department he deems appropriate.

d. Consider an ordinance amending Section 2-595 (4) of the Code of Ordinances, Baytown, Texas, to update entry, rental and lesson fees for the 2018 Swim Season.

e. Consider an ordinance approving the Purchase and Sale Agreement for Mitigation Credits between the Baytown Area Water Authority, Gin City Restoration, LLC, and Mitigation Solutions USA, LLC, for mitigation credits associated with the 6 MGD Surface Water Treatment Plant Project.

f. Consider an ordinance authorizing the City Manager to negotiate a services agreement for administration of a comprehensive compensation study.

g. Consider an ordinance authorizing the purchase of one (1) Chevrolet 15 passenger community service van and one (1) Chevrolet one ton crew cab 4 WD truck from Reliable Chevrolet through the Tarrant County Cooperative Agreement.

h. Consider an ordinance authorizing the purchase of ninety (90) each Dell Latitude 7389 mobile computers through the Texas Department of Information Resources.

MANAGER'S REPORT Notice is hereby given in accordance with Section 551.0415 of the Texas Government Code, the City Council of the City of Baytown may receive a report about items of community interest from City staff and/or a member of the City Council, but no action or possible action shall be taken or discussed concerning the subject of such report, except as provided by Section 551.042 of the Texas Government Code.
