CITY OF BAYTOWN NOTICE OF MEETING CITY COUNCIL REGULAR MEETING THURSDAY, MARCH 8, 2018 6:30 P.M. COUNCIL CHAMBER, CITY HALL 2401 MARKET STREET, BAYTOWN, TEXAS 77520 AGENDA CALL TO ORDER AND ANNOUNCEMENT OF QUORUM PLEDGE AND INVOCATION Council Member David Himsel, District No. Six

1. MINUTES

a. Consider approving the minutes of the City Council Work Session and Regular meetings held on February 8, 2018.

b. Consider approving the minutes of the City Council Retreat held on February 17, 2018.

c. Consider approving the minutes of the City Council Work Session and Regular Meeting held on February 22, 2018.

2. RECOGNITIONS AND CITIZEN COMMUNICATIONS

a. Mr. Eddie Dailey Jr. has requested to appear before the City Council regarding enforcement of dog leash laws for the City of Baytown.

3. PORT 10 LOGISTICS REINVESTMENT ZONE

a. Conduct a public hearing establishing the Port 10 Logistics Reinvestment Zone.

b. Consider an ordinance establishing the Port 10 Logistics Reinvestment Zone, being an 246.7988-acre tract of land located east of Thompson Road and South of I-10, Harris County, Texas.

4. PROPOSED ORDINANCES

a. Consider an ordinance authorizing a Consent to Sublease with Bayland Island Development, LLC., and Bay Entertainment, Inc., for the property located on Bayland Island at 2651 S. Highway 146, Baytown, Harris County, Texas.

b. Consider an ordinance authorizing a Professional Service Agreement with Klotz and Associates, Inc., d/b/a RPS, for engineering services associated with the IH-10 Ramp Reversal Project.

5. CONSENT All Consent Agenda items listed are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member requests, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda.

a. Consider an ordinance renewing the award of the Annual Cleanup and Mowing Contract to McLemore Building Maintenance, Inc., and Hydrozone Landscape Corporation.

b. Consider an ordinance renewing the Annual Tire and Tube Contract to Goodyear Commercial Tire & Service Centers.

e. Consider a resolution authorizing the City Manager to submit an application to the FY2017 Fire Prevention & Safety Grant Program on behalf of Fire Department.

c. Consider an ordinance authorizing the purchase of one (1) 2016 Gradall 4100 from Associated Supply Company, Inc., through Houston-Galveston Area Council (H-GAC).

d. Consider an ordinance authorizing the sole source purchase of a Madvac LS175, Sub-Compact Sweeper with all related appurtenances from Utility Truck Equipment Co., LLC, for the Health Department.

MANAGER'S REPORT Notice is hereby given in accordance with Section 551.0415 of the Texas Government Code, the City Council of the City of Baytown may receive a report about items of community interest from City staff and/or a member of the City Council, but no action or possible action shall be taken or discussed concerning the subject of such report, except as provided by Section 551.042 of the Texas Government Code.
