CITY OF BAYTOWN NOTICE OF MEETING CITY COUNCIL REGULAR MEETING THURSDAY, JANUARY 11, 2018 6:30 P.M. COUNCIL CHAMBER, CITY HALL 2401 MARKET STREET, BAYTOWN, TEXAS 77520 AGENDA CALL TO ORDER AND ANNOUNCEMENT OF QUORUM PLEDGE AND INVOCATION Council Member Chris Presley, District No. Two

1. MINUTES

a. Consider approving the minutes of the City Council Work Session and Regular Meetings held on September 14, 2017.

b. Consider approving the minutes of the City Council Work Session and Regular meetings held on September 28, 2017.

2. PROPOSED RESOLUTIONS

a. Consider a resolution adopting the Gene and Loretta Russell Park Master Plan Site Study.

b. Consider a resolution granting consent to the creation of the Harris County Municipal Utility District No. 213-A.

3. PROPOSED ORDINANCES

a. Consider an ordinance authorizing a Development Agreement with Friendswood Development Company for the development of property within Harris County Municipal Utility District No. 213-A.

b. Consider an ordinance for the first reading of the proposed voluntary annexation of approximately 4.36 acres, located on the south side of I-10 approximately 1,650 feet east of the intersection of I-10 and Thompson Road, legally described as Tract 2U, Block 2, Elena Fruit & Cotton Farms Subdivision, Unit D, Harris County, Texas.

c. Consider an ordinance for the first reading of the proposed voluntary annexation of approximately 23.53 acres, save and except 2.73 acres previously subdivided by deed, legally described as parts of Tracts 14, 14B, 15B, and 16B, Block 12, Highland Farms Subdivision, Harris County, Texas and the Thompson Road right-of-way, located north of I-10, for a distance of 1,890± feet.

d. Consider a proposed ordinance authorizing the First Amendment to the Chapter 380 Economic Development Agreement with Goose Creek Live-Work, LLC, to incentivize the earlier occupancy of the multi-family complex located at 612 W. Texas Avenue.

e. Consider an ordinance authorizing a Developer Agreement with Texas Capital Development Corporation, Inc., for the use of portions of the City's property for stormwater outfall from the Trinity Oaks Subdivision.

4. LIVE OUTDOOR EXHIBITIONS PERMIT

a. Consider an ordinance amending Chapter 42 "Health and Sanitation," Article V "Live Outdoor Exhibitions," Section 42-286 "Permit required" of the Code of Ordinances, Baytown, Texas, to prohibit live outdoor exhibitions within 500 feet of a private residence and to extend the hours of operation of such exhibitions to midnight.

b. Consider an ordinance designating the 2018 Baytown Youth Fair as a city co-sponsored event for the Live Outdoor Exhibition Ordinance as well as for the Sign Ordinance and granting variances regarding (i) the distance requirement from residential areas; (ii) the time limitations contained in such live outdoor exhibition for a concert; and (iii) the placement of off-premises signs on city property, contingent upon the filing of the requisite application and assumption of liability.

5. CONSENT All Consent Agenda items listed are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member requests, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda.

a. Consider an ordinance authorizing the payment of the Texas Commission on Environmental Quality fee for the City’s water system.

b. Consider an ordinance authorizing a Professional Service Agreement with Emergency Consultants, Inc., for paramedic training and courses for the Fire Department.

c. Consider an ordinance renewing the Annual Contract for Food and Supplies for the Pirates Bay Water Park with Ben E. Keith Company.

d. Consider an ordinance authorizing the purchase of twenty (20) Motorola APX6000 portable radios from Motorola Solutions, through Houston-Galveston Area Council ("H-GAC") for the Police Department.

e. Consider a resolution consenting to the road powers of and authorizing the disannexation of territory from Harris County Municipal Utility District No. 473.

MANAGER'S REPORT Notice is hereby given in accordance with Section 551.0415 of the Texas Government Code, the City Council of the City of Baytown may receive a report about items of community interest from City staff and/or a member of the City Council, but no action or possible action shall be taken or discussed concerning the subject of such report, except as provided by Section 551.042 of the Texas Government Code.
