CITY OF BAYTOWN NOTICE OF MEETING CITY COUNCIL REGULAR MEETING THURSDAY, SEPTEMBER 28, 2017 6:30 P.M. COUNCIL CHAMBER, CITY HALL 2401 MARKET STREET BAYTOWN, TEXAS 77520 AGENDA CALL TO ORDER AND ANNOUNCEMENT OF QUORUM PLEDGE AND INVOCATION Council Member Charles Johnson, District No. Three

1. MINUTES

a. Consider approving the minutes of the City Council Work Session and Regular Meeting held on July 13, 2017.

b. Consider approving the minutes of the City Council Work Session and Regular meetings held on August 10, 2017.

2. RECOGNITIONS AND CITIZEN COMMUNICATIONS

a. The 12th Annual Grito Fest is scheduled for Saturday, October 7, 2017, at Bicentennial Park.

b. Representatives from Cedar Bayou Junior School will present the City Council and staff thank you cards for their work and dedication to the community during Hurricane Harvey.

c. Recognize City of Baytown Employees for their Years of Service.

3. PROPOSED ORDINANCES

a. Consider an ordinance authorizing the Year 3 Reopener Agreement with the Baytown Municipal Police Association, Inc., to establish base compensation for Year 3 of the Meet and Confer Agreement.

b. Consider an ordinance authorizing a Waste Disposal Agreement with Cedar Bayou Park Utility District.

c. Consider an ordinance ratifying and extending the Order of the Mayor suspending Chapter 86 “Solid Waste,” Article II “Residential Solid Waste,” Division 4 “Baytown Green Center,” Section 86-104 “Baytown Green Center,” Subsection (c) “Load fee” of the Code of Ordinances, Baytown, Texas, for eligible debris resulting from Hurricane Harvey and deposited at the Baytown Green Center.

4. PROPOSED RESOLUTIONS

a. Consider a resolution calling for three (3) special meetings of the City Council to be held on (i) Thursday, October 5, 2017, at 5:00 P.M.; (ii) Tuesday, October 10, 2017, at 5:30 P.M.; and (iii) Thursday, November 2, 2017, at 5:00 P.M.

b. Consider a resolution nominating a person to serve on the Board of Directors of the Harris County Appraisal District.

5. REPORTS

a. Receive the effective and rollback tax rate calculation for the 2017 tax year (Fiscal Year 2018).

6. CONSENT All Consent Agenda items listed are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member requests, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda.

a. Consider an ordinance authorizing the closeout, acceptance, and final payment for the 2016 Annual Sanitary Sewer Rehabilitation Year 2, with Texas Pride Utilities, LLC.

b. Consider an ordinance renewing the 2016 Annual Sanitary Sewer Rehabilitation Project Year 3 with Texas Pride Utilities, LLC.

c. Consider an ordinance authorizing a construction contract with Traf-Tex, Inc., for the Hunt Road and North Main Traffic Signal Project.

d. Consider an ordinance approving a contract with the Bay Area Rehabilitation Center for park cleaning, janitorial services and litter removal.

e. Consider an ordinance authorizing the purchase of two (2) Jacobsen HR700 - 14 Foot Bat Wing Mowers from Textron, Inc., through the National Joint Powers Alliance (NJPA) cooperative contract

f. Consider an ordinance authorizing the purchase of a prefabricated restroom building for McElroy Park through the Texas Local Government Purchasing Cooperative (Buy Board) from Restrooms Facilities Limited.

7. APPOINTMENTS

a. Consider three (3) appointments to the Animal Control Advisory Committee.
