1. MINUTES
a. Recognize City of Baytown Employees for their Years of Service.
b. Ms. Rose Marie Shepherd has requested to appear before Council to discuss a decrease in the water and sewer rates for the City of Baytown.
a. Conduct a public hearing regarding proposed text amendments to the Unified Land Development Code concerning the location, construction, and screening of commercial waste enclosures.
b. Consider an ordinance amending the Unified Land Development Code (ULDC) text related to the location, construction, and screening of commercial waste enclosures
a. Conduct a public hearing regarding proposed text amendments to the Unified Land Development Code (ULDC) to amend the requirements for the Livable Centers (LC) Zoning District to (i) change the property development standards by increasing setback requirements, (ii) remove the detail plan requirement, and (iii) decrease the size limits for a Planned Unit Development (PUD) in a LC zoning district.
b. Consider an ordinance amending the Unified Land Development Code (ULDC) text related to the requirements for the Livable Centers (LC) Zoning District to (i) change the property development standards by increasing setback requirements, (ii) remove the detail plan requirement, and (iii) decrease the size limits for a Planned Unit Development (PUD) in a LC zoning district.

Conduct a public hearing regarding proposed text amendments to the Unified Land Development Code to delete references to “towing service,” to allow vehicle storage and sandblasting only as accessory uses in the Mixed Use (MU) zoning district, to clarify the definition of “towing yard,” and to remove such redefined use from the Mixed Used zoning district.

Consider an ordinance amending (i) the Unified Land Development Code (ULDC) text to delete references to “towing service,” to allow vehicle storage and sandblasting only as an accessory uses in the Mixed Use (MU) zoning district, to clarify the definition of “towing yard,” and to remove such redefined use from the Mixed Used zoning district; (ii) Chapter 82 “Secondhand Goods,” Article III “Junk and Automotive Wrecking and Salvage” Division 2 “Junkyards and Salvage Yards,” Section 82-161 “Definitions” of the Code of Ordinances, Baytown, Texas, to revise the definitions of “Automotive wrecking and salvage yard"; and (iii) Chapter 102 "Vehicles for Hire," Article III "Tow Trucks", Division I "Generally", Section 102-36 "Definitions" of the Code of Ordinances, Baytown, Texas, to revise the definition of "vehicle storage facility."
a. Consider an ordinance amending Chapter 34 "Environment," Article VIII "Watershed Protection," Section 34-427 "Buffer Requirements," Subsection (1) of the Code of Ordinances, Baytown, Texas, to remove the exception to the buffer requirement for tributary streams located upstream from a stormwater management facility.
b. Consider an ordinance authorizing a professional services agreement with Architect Design Group, Inc., for the Spatial Needs Assessment, Master Plan, and Conceptual Design of the Baytown Police Facility.
c. Consider an ordinance authorizing the Mayor to negotiate and execute the First Amendment to the Agreement for Professional Services and Employment as City Manager with Richard L. Davis.

a. Receive the City Manager's proposed municipal budget and budget message for Fiscal Year 2017-18.
b. Consider an ordinance setting the date, time and place for a public hearing regarding the City of Baytown Fiscal Year 2017-18 Proposed Budget.
c. Consider a resolution setting a budget work session to discuss the Fiscal Year 2017-18 Municipal Budget.
10. CONSENT All Consent Agenda items listed are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member requests, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda.
b. Consider amending Ordinance No. 13,205 to prescribe the number of positions in the classification "Service Group - Police."
c. Consider an ordinance prescribing the number of positions in each classification in "Service Group - Fire."
