1. MINUTES

a. Consider approving the minutes of the Baytown City Council Work Session and Regular Meeting held on April 13, 2017.

2. RECOGNITIONS AND CITIZEN COMMUNICATIONS

a. Mr. Alejandro S. Arismendez requested to appear before the Council regarding issues with the Ginger Creek neighborhood related to police, transportation and parks.

b. Consider a resolution accepting a donation from Exxon Mobil Corporation in support of the Mayor and ExxonMobil Summer Youth Work Program.

c. Consider a resolution accepting an ExxonMobil donation for the Eddie V. Gray Wetlands Education and Recreation Center's Wetlands Ecology Program, the Baytown Nature Center's Environmental Education Program and the Sterling Municipal Library’s Reading and Cultural Enrichment Program.

d. Present a proclamation designating May 14 - 20, 2017, as Public Works Week in Baytown.

e. Present a proclamation designating May 21 - 27, 2017, as Emergency Medical Services Week.

f. Recognize and receive GFOA's Distinguished Budget Presentation Award for the Fiscal Year 2016-17 Budget Document.

3. ANNEXATION OF APPROXIMATELY 2.979 ACRES OF LAND

a. Conduct the first public hearing regarding the proposed voluntary annexation of 2.979 acres located on the south side of W. Archer Road, approximately 367 feet west of Garth Road, legally described as part of and out of Lots 8, Block 22, Highland Farms, T.T. Ristergen Survey, Abstract Number 1425, Harris County, Texas.

b. Conduct the second public hearing regarding the proposed voluntary annexation of 2.979 acres located on the south side of W. Archer Road, approximately 367 feet west of Garth Road, legally described as part of and out of Lots 8, Block 22, Highland Farms, T.T. Ristergen Survey, Abstract Number 1425, Harris County, Texas.

4. PROPOSED ORDINANCES

a. Consider an ordinance for the first reading of the proposed involuntary annexation of approximately 235.98± acres, generally located east of John Martin Road and west of Garth Road; including multiple parcels and a part of the right-of-way of Archer Road, west of its intersection with Garth Road, situated in the W.C.R.R. Survey, Abstract No. 899 and the T.T. Ristergen Survey, Abstract No. 1425, Harris County, Texas.

b. Consider an ordinance for the first reading of the proposed voluntary annexation of approximately 28.04 acres, save and except (i) 0.178 acres previously annexed by Ordinance 12,684 and (ii) 11.262 acres previously annexed by Ordinance 11,914, located on the east side of N. Main Street across from the terminating point of Hunt Road at its intersection with N. Main Street; adjacent to the property at 6730 N. Main Street, and legally described as part of and out of Lots 27, and 28, Block 19, Highland Farms, Harris County, Texas.

c. Consider an ordinance authorizing the GRADcafe Agreement with the Lee College District and Project GRAD Houston for the renovation and use of a portion of the Sterling Municipal Library for college and career guidance services.

d. Consider an ordinance authorizing a professional service agreement with Resource Planning Architects, Inc., for design, bid and construction phase services associated with the improvements for water access at Roseland Park, Bayland Park, W.C. Britton Park, and the Gray Wetlands Center Project.

5. PROPOSED RESOLUTIONS

a. Consider a resolution authorizing the City Manager to submit two homeland security grant applications to the Houston UASI for further submission, approval and management by the Office of the Governor, State of Texas, on behalf of the Fire Department to support two Specialized Response Teams.

6. CONSENT All Consent Agenda items listed are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member requests, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda.

a. Consider an ordinance authorizing a contract with Trafficware Group, Inc., for the sole source purchase of equipment and software for traffic control equipment.

7. APPOINTMENTS

a. Receive the announcement of the Mayor's appointment to the Cedar Bayou Navigation District.

8. MANAGER'S REPORT Notice is hereby given in accordance with Section 551.0415 of the Texas Government Code, the City Council of the City of Baytown may receive a report about items of community interest from City staff and/or a member of the City Council, but no action or possible action shall be taken or discussed concerning the subject of such report, except as provided by Section 551.042 of the Texas Government Code.

a. The Kidz Day will be held on Saturday, May 13, 2017, from 10:00 A.M. to 1:00 P.M. at the Town Square, located at 213 West Texas Avenue.

b. National Police Week Activities will take place from May 16 - May 20, 2017, and include various events for citizens to hangout and engage with Baytown Police Officers.
