UM, THIS HAS BEEN, YOU KNOW, QUITE A LOT OF WORK, UH, AND WE'RE AT A POINT OF, UM, 50% OF THE SCHEMATIC DESIGN PHASE.

AND I'M GONNA TURN IT OVER TO MR. GARY KRAUS, WHO'S PART OF OUR OWNER'S REP TEAM TO GET US STARTED.

IS THAT BEING IMPLEMENTED INTO THE PROCESS AND GIVE YOU THE, KIND OF THE PROJECT SCHEDULE, THE PRIORITIES FOR PROGRAMMING, UH, OPERATIONS, ET CETERA, AND IN, IN GENERAL, BASICALLY SEE IF WE ARE ADDRESSING YOUR NEEDS IN TERMS OF BALANCING THE COMMUNITY ACCESS WITH THE COST, RECOVERY AND FINANCIAL ASPECTS OF THE PROJECT.

SO, UM, WITH THAT QUICKLY, THE AGENDA, UH, INTRODUCTION, WE'LL TALK ABOUT THE SCHEDULE, WE'LL TALK ABOUT PUBLIC ENGAGEMENT TODAY, WHICH HAS BEEN TWO, TWO PRIMARY THINGS, THE PUBLIC FORUM THAT WE HAD A WHILE BACK, AND THEN ALSO THE PUBLIC SURVEY THAT HAS EVEN STILL OPEN NOW THAT WE'RE GETTING A PRETTY GOOD RESPONSE ON, UH, TALK ABOUT THE DESIGN THREADS.

UM, YOU KNOW, HOW WE MAKE THIS PROJECT BE BAYTOWN, UH, THE EVENT CENTER ITSELF, THE LIBRARY, AND THEN, UH, A LITTLE DISCUSSION ON THE PROFORMA WHERE WE ARE AS FAR AS THAT'S CONCERNED, A SUMMARY, AND THEN Q AND A.

AND IF, IF Y'ALL COULD, UH, HOLD YOUR QUESTIONS TO THE END, JUST AN INTEREST OF TIME.

SO WITH THAT, I'LL TURN IT OVER TO MR. THOMAS, MAYOR AND COUNCIL.

UH, AFTERNOON, EVENING, EVENING, ONE OF 'EM.

UH, THANK YOU FOR, UH, THE OPPORTUNITY TO PRESENT OUR UPDATE TO YOU ON THE, UH, BECK PROJECT.

REALLY EXCITED ABOUT IT.

UH, I WANTED TO DRAW YOUR ATTENTION TO THE IAP TWO SPECTRUM OF PUBLIC PARTICIPATION, WHICH YOU'VE SEEN BEFORE AT THE FEBRUARY COUNCIL.

WE, AS A GROUP DECIDED, AND YOU AS A COUNCIL DECIDED THAT WE WOULD MOVE FORWARD WITH THE CONSULT LEVEL OF ENGAGEMENT FOR THIS PROJECT.

IT'S A VERY IMPORTANT LEVEL OF ENGAGEMENT.

THE GOAL THERE IS TO OBTAIN PUBLIC FEEDBACK ON ANALYSIS, ALTERNATIVES AND DECISIONS.

AND THE PROMISE THAT WE MAKE TO THE PUBLIC IS THAT WE WILL KEEP THEM INFORMED.

WE WILL LISTEN TO AND ACKNOWLEDGE THEIR CONCERNS AND ASPIRATIONS, AND PROVIDE FEEDBACK ON HOW PUBLIC INPUT INFLUENCED THE DECISION.

AND THE EXAMPLES THAT WE'VE GAVE, UH, THAT WE'VE GIVEN YOU, PUBLIC MEETINGS, PUBLIC COMMENTS, FOCUS GROUPS, AND SURVEYS, AND, AND WE BELIEVE WE'VE DONE THAT.

WE'RE KNEE DEEP INTO THAT RIGHT NOW.

AND WE'VE HAD SOME SUCCESSES ALONG THE WAY.

YOU'VE HEARD JUST A MINUTE AGO.

WE'VE HAD GREAT SUCCESS, SUCCESS WITH THE SURVEYS.

WE'RE CLOSE TO 400.

WE HAVE A GOAL OF EXCEEDING THAT, AND WE BELIEVE WE WILL.

WE'VE EXTENDED THAT SURVEY DEADLINE UNTIL JULY 5TH.

AND WE HAVE A ROBUST PLAN OF MAKING SURE THAT WE HEAR FROM AS MANY AUDIENCES AS POSSIBLE.

WE'RE USING ALL OF OUR TOOLS AT OUR DISPOSAL.

WE'RE USING SOCIAL MEDIA, WE'RE USING OUR NEWSLETTERS, WE'RE USING VIDEO, AND A COUPLE OF POPUPS THAT I JUST WANTED TO TELL YOU ABOUT BRIEFLY BEFORE BRS

UH, WE'VE REACHED OUT TO PIRATES BAY TO HAVE A PRESENCE AT THE WATERPARK, AND WE'VE REACHED OUT TO THE STRATEGIC PLAN ADVISORY COMMITTEE AND ALSO TO GOOSE CREEK.

THEY'VE GOT, THANKS TO COUNCIL MEMBER GRAHAM'S RECOMMENDATION.

THEY'VE GOT A NEWSLETTER THAT GOES OUT TO ALL THEIR FAMILIES ALL SUMMER.

AND THIS SURVEY WILL BE PART OF THAT, UH, TWICE NOW, ACTUALLY, UH, IN THE NEXT COUPLE WEEKS WILL BE PART OF THAT NEWSLETTER THAT GOES OUT.

SO WE BELIEVE WE ARE DOING A LOT TO MAKE SURE THAT WE GET AS MANY VOICES ON THIS PROJECT AS POSSIBLE.

AND YOU'LL SEE SO FAR THAT REFLECTION IN THE RESULTS OF OUR ENGAGEMENT THUS FAR.

MY ROLE ON THIS PROJECT IS PROJECT MANAGER KEVIN ARMSTRONG, WHO IS THE PRINCIPAL IN CHARGE, COULDN'T BE HERE TONIGHT.

UM, I'M ALSO AN ARCHITECT.

UM, BEHIND ME, I HAVE A TEAM OF FOLKS, MC MASSEY, WHO IS A PROJECT PLANNER AT BARGER AND SEACAT, MARGARET SULLIVAN, WHO'S THE LIBRARY DESIGNER, JODY HOUSE WITH TBG PARTNERS, OUR LANDSCAPE ARCHITECT, AND LARRY OTH WITH, UH, LT SPORTS.

SO I'M JUST GONNA TAKE A COUPLE MINUTES TO TALK ABOUT THE SURVEY.

THOMAS KIND OF ALREADY COVERED A LOT OF THIS, BUT SINCE WE WERE BROUGHT ON, BROUGHT ON IN JANUARY, A LOT OF WORK HAS BEEN DONE IN THE PRE-DESIGN AND COMMUNITY ENGAGEMENT PHASES.

WE ARE NOW APPROXIMATELY HALFWAY THROUGH SCHEMATIC DESIGN, WHICH IS THE GREEN BAR, UM, SCHEMATIC DESIGN, DESIGN DEVELOPMENT AND CONSTRUCTION DOCUMENTS ARE THE THREE DESIGN PHASES WHERE WE DEVELOPED THE DRAWINGS FOR THE PROJECT.

UM, ALIGNED WITH THAT, WE HAVE A CMAR RFQ THAT WAS JUST PUBLISHED LAST WEEK.

SO WE'LL BE LOOKING, REVIEWING AT PROPOSALS, GOING THROUGH THE INTERVIEW PROCESS AND BRINGING A CMR ON.

THAT'S THE CONSTRUCTION MANAGER AT RISK FOR THE PROJECT TO, UM, HELP WITH THE PRICING OF THE PROJECT AND MAKING SURE THE BUDGET AND SCHEDULE ARE, ARE ALL ALIGNED, UM, THAT IS TARGETED TO HAPPEN IN SEPTEMBER.

AND THEN, OF COURSE, THEY WILL BE HEAVILY INVOLVED WITH THE SITE CLEARING AND PREPARATION AND CONSTRUCTION PHASES, WHICH WE'VE LISTED AS TBD UNTIL WE HAVE THEM COME ON AND VALIDATE OUR SCHEDULE.

CURRENTLY, THE GRAND OPENING IS STILL TARGETED EARLY 2029.

SO HERE'S A LOOK AT THE DETAILED SCHEDULE FOR THE DESIGN PHASE THAT WE'RE CURRENTLY IN, SCHEMATIC DESIGN.

THE RED LINE KIND OF SHOWS WHERE WE ARE IN THE SCHEDULE.

WE'VE, UM, THIS IS OUR THIRD WORKSHOP TODAY.

WE HAD A WORKSHOP WITH THE CITY STAFF.

UM, THOSE ARE THE GREEN DOTS.

WE, UH, THOMAS TALKED ABOUT THE PUBLIC FORUM, AND MICK'S GONNA GO INTO MORE DETAIL ON THE FEEDBACK WE RECEIVED FROM THE PUBLIC, UM, AND HOW IT'S ALIGNING WITH THE PROGRAMMING PRIORITIES AND HOW WE ARE INTEGRATING THAT INTO THE DESIGN THREADS.

UM, WE ARE SCHEDULED TO FINISH THE SCHEMATIC DESIGN PACKAGE, UH, JULY 1ST.

AND SO THEN THE NEXT STEPS AFTER THAT, WE'LL BE SENDING THOSE DRAWINGS OUT TO BE ESTIMATED BY, UM, TO FIND OUT THE COST AND ARE WE ALIGNED, AND THEN ALSO A CITY REVIEW PERIOD WHERE STAFF CAN COMPILE THEIR COMMENTS TO GIVE TO US.

UM, AFTER THAT, WE'LL BE BACK HERE FOR ANOTHER PUBLIC FORUM AT THE END OF JULY.

AND, UH, THEN WE WILL HOPEFULLY START DESIGN DEVELOPMENT WITH YOUR APPROVAL IN AUGUST.

UM, YOU ALL REMEMBER BEING IN THE ROOM WHEN WE WERE, UH, HAD PUBLIC FORUM NUMBER ONE, WHERE WE HEARD A LOT OF OPINIONS AND, UH, FROM THE PUBLIC.

UM, JUST, JUST AS A REMINDER, WE SHOWED THEM POSTER BOARDS WITH ACTIVITIES JUST TO STIMULATE THE CONVERSATION WITH THEM.

AND WE GATHERED INPUT.

UM, WE DID THIS THROUGH A WORKSHEET THAT YOU SEE REPRESENTED HERE.

UH, WE INVITED THE PUBLIC TO GO WALK UP, LOOK AT THE POSTERS, AND THEN GIVE US THEIR INPUT.

WE SYNTHESIZED

THAT INTO EXPERIENCES THAT, UM, WE HEARD FROM THE PUBLIC OF WHAT THEY WOULD LIKE TO SEE.

UM, YOU SEE HERE, UM, FOR THE EVENT CENTER IN BLUE THAT, UH, ATHLETICS, SPORTS, AND ACTIV ACTIVE RECREATION WAS NUMBER ONE, WHICH IS RIGHT IN ALIGNMENT WITH, UH, THE GOALS FOR THE PROJECT.

BUT THIS NOTION THAT IT WOULD BE MULTI USEFUL, FLEXIBLE AND SOCIAL SPACES.

WHEN YOU TAKE A LOOK AT THE DESIGNS LAYER, YOU'LL SEE THAT THE, THE, THE BUILDING IS SET UP FOR MULTI-USE AND FLEXIBLE, UH, SPACES.

AND THEN THE NOTION THAT ENTERTAINMENT, CULTURE, AND LARGE EVENTS COULD TAKE PLACE AGAIN, WHERE THE BUILDING COULD FLEX, SO IT BECOME, UH, ENTERTAINMENT AND AS WELL AS SPORTS, AND IT COULD HANDLE THOSE LARGER EVENTS.

AND THEN THE NOTION THAT WELLNESS AND SPECIALIZED SERVICES, UH, ARE IMPORTANT TO THE PUBLIC.

SO, YOU KNOW, ALL THIS ADDED UP TO A GOOD, UH, DIRECTION FOR THE EVENT CENTER AND KIND OF CONFIRMED THAT WE'RE GOING DOWN THE RIGHT, RIGHT PATH FOR THE LIBRARY.

COMMUNITY LEARNING, WELLNESS AND SUPPORT, AGAIN, WELLNESS THERE, WELLNESS FOR THE, THE MIND AND THE BODY AND THE SOUL, UH, LIBRARY ACCESS, ATMOSPHERE AND FLEXIBLE SPACES.

AND YOU CAN SEE MAKERS, UH, ESPECIALLY THE TEENAGERS, THEY WANTED A PLACE TO BE INNOVATIVE, UH, CREATIVE AND PLACES THAT THEY COULD KIND OF THINK ABOUT THEIR TRAJECTORY THROUGH LIFE.

UH, CHILDREN'S DISCOVERY AND STORY TIME WAS, WAS VERY HIGH.

UH, AND SO THAT ALL ADDED UP TO A FOCUSED INVESTMENT IN COMMUNITY LEARNING, FLEXIBLE ACCESS, UH, CREATIVE TECHNOLOGY AND ARTS, KINDA A MODERN LIBRARY, IF YOU WILL.

AND THEN THE OUTDOOR EXPERIENCE.

YOU KNOW, THIS CAMPUS IS, UH, VERY MUCH A CIVIC HUB IN THE WAY THE RELATIONSHIP BETWEEN THE EVENT CENTER, THE LIBRARY, AND THE NEARBY GOOSE CREEK PARK.

SO INVESTING IN NATURE AND TRAIL INFRASTRUCTURE WAS VERY MUCH ON PEOPLE'S MIND, THE IDEA THAT WE DESIGNED FOR COMFORT AND REST.

NOW, I WANNA REMIND ALL OF US THAT ROME WAS NOT BUILT IN A DAY.

AND SO BY LISTENING TO SOME OF THESE, THESE, UH, IDEAS FROM THE PUBLIC TIME IS ON OUR SIDE TO PUT SOME OF THESE SPACES OUTDOORS, UH, IN PLACE WITH GOOSE CREEK PARK AND INFORMS ALL OF US HOW WE CAN PLAN FOR THE FUTURE.

BUT MASTER PLAN NOW, BUILDING IN THAT COMMUNITY AND EDUCATIONAL PROGRAMMING FOR OUTDOORS.

AND THIS CAN BE ADJACENT TO THE LIBRARY, WHICH IS EXCITES THE, THE TEAM.

AND YOU'LL SEE SPACES THAT RELATE INDOORS TO THE OUTDOORS ON THE PLANS, PROVIDE DIVERSE AND RECREATION, UH, OPTIONS.

UH, THE TRAIL IS GONNA BE BRINGING PEOPLE TO THIS LOCATION.

PEOPLE TALKED A LOT ABOUT, UH, ACCESS TO THE, THE FACILITY ON TRAILS.

AND THEN THERE'S THIS, UH, IDEA THAT YOU HAVE THE EVENT CENTER, YOU HAVE THE LIBRARY, YOU HAVE THE PARK, BUT WHAT COULD ALL THREE OF THOSE WORK IN HARMONY TOGETHER WITH? WELL, LET'S THE SOCIAL CULTURAL INFRASTRUCTURE, THE, THE IDEA THAT WE'RE BRINGING PEOPLE TOGETHER THROUGH FESTIVALS, UH, CELEBRATIONS, INDOORS AND OUTDOORS, VERY POSSIBLE THERE.

WELLNESS AND, AND GREEN SPACES, AGAIN, DID TAKE PRIORITY INCLUSIVE OUTREACH AND, AND OPERATIONS, UM, YOU KNOW, SENIOR CITIZENS TO TO TEENS.

UM, YOU KNOW, THIS IS, UH, A SPACE THAT WANTS TO TAKE CARE OF, UH, BAYTON FROM ALL OF ALL AGES.

AND THEN EDUCATION AND SKILL BUILDING, BECAUSE THE LIBRARY, THE SKILL BUILDING FOR ATHLETICS, UM, IT, IT'S JUST, UH, THIS, THIS PROJECT IS, UH, INVIGORATING.

THE DESIGN STAFF, WE WANTED TO HEAR, UH, FROM THE PUBLIC ALSO IN ANOTHER FORUM.

AND SO THE, THE SURVEY, AND YOU CAN SEE THE, THE QR CODE IS UP THERE.

THIS IS STILL ACTIVE AND ONGOING, BEGAN APRIL 16TH, AND WE'VE RECEIVED OVER 338 SUBMISSIONS TO DATE.

YOU CAN SEE, UH, THE LINE CHART THERE OF ALL THE ACTIVITY ALONG THE WAY.

AND I WANT TO GIVE A SHOUT OUT TO THOMAS AND HIS TEAM FOR KEEPING THIS IN FRONT OF PEOPLE, BEATING THAT DRUM AND GETTING ALL THESE, UH, SUBMISSIONS.

SO WHAT DO THESE RESPONSES TELL US AS FAR AS SPORTS LEAGUES AND INTEREST? THAT IS, UH, THE HIGHEST PRIORITY, WHICH IS VERY CONFIRMING ENTERTAINMENT, EVENTS, PREFERENCES, LIBRARY SPACES, ESPECIALLY AROUND THOSE YOUTH TEEN PROGRAMS BEING ALL AGES, UH, CENTRIC.

AND THEN PROGRAMS, UH, THAT ARE IN DEMAND, LIKE ARTS AND EDUCATION.

AND THEN OF COURSE, THOSE OUTDOOR AMENITIES TO BALANCE THE ENTIRE THING.

FOREST SPORTS PROGRAMMINGS PARTICULARLY, UH, THE COMMUNITY WANTS VERSATILE AND MULTI-GENERATIONAL SPORTS AND RECREATION THAT KEEP FOR ALL AGES KEEPS 'EM ACTIVE.

SO NO SURPRISE HERE, BUT BASKETBALL AND VOLLEYBALL COMBINED IS 70% OF THE INTEREST WHEN IT COMES TO SPORTS.

THAT'S VERY GOOD NEWS WHEN IT, WHEN WE THINK ABOUT ALL THE SPORTS COURTS, AND THEN PICKLEBALL, ONE OF THE FASTEST GROWING SPORTS IN THE INDUSTRY, UH, ROUNDED OUT AT 25%.

BUT THE IDEA IS PEOPLE WANT QUALITY FACILITIES THAT'S ACCESSIBLE TO THEM WITH MULTIPLE PURPOSE VENUES.

WHEN IT COMES TO, UM, YOU KNOW, LOOKING AT, UH, WHAT OTHER ACTIVITIES, WHEN IT'S NOT GENERATING

ALL THE REVENUE THAT IT'S GONNA TAKE TO, UH, PAY FOR ITSELF, THE IDEA THAT MAYBE THE PUBLIC COULD COME IN AND WALK IN DOORS THAT RANKED HIGHEST, THE COMMUNITY PREFERS THOSE HEALTHY CHOICES, FAMILY FRIENDLY SPACES AND ACTIVITIES.

SO WALKING INDOORS, PLAYING IN THE INDOOR PLAYGROUND, ALL THIS WILL BE REFLECTED IN THE, IN THE, THE, UH, CONCEPT YOU'RE ABOUT TO SEE.

AND THEN FITNESS AND WELLNESS, MAYBE ACCESS TO THAT.

FITNESS AND WELLNESS, WELLNESS AND TRAINING.

WHAT ABOUT, UH, UH, ENTERTAINMENT RESIDENTS? STRONGLY PRIORITIZE SOCIAL, UH, CELEBRATORY AND LARGE SCALE PUBLIC EVENTS.

YOU KNOW, MUSIC CONCERTS AND COMMUNITY CELEBRATIONS, YOU KNOW, CEREMONIES FOR TRADE SHOWS AND JOB FAIRS.

UH, WHEN IT COMES TO THE LIBRARY, RESIDENTS, UH, ARE ASKING FOR A LIBRARY THAT IS MORE THAN A PLACE TO BORROW BOOKS.

THEY WANT FLEXIBLE COMMUNITY HUB FOR GATHERING, TEEN CONNECTION, MAKING, WORKING, UH, AND DISCOVERING.

SO MAKING IS LIKE THAT MAKER SPACE, AND YOU'LL SEE THAT ON THE PLANS AS WELL.

AND MARGARET WILL WALK US THROUGH THAT.

THE, THE IDEA THAT, UH, THE LIBRARY SHOULD BE A SPACE FOR GATHERING AND BELONGING WAS, UH, OF TOP INTEREST.

SO WAS THE MAKER SPACE.

THIS IS VERY MUCH IN ALIGNMENT WITH WHAT WE HEARD AT THE PUBLIC MEETING AND THE PUBLIC FORUM WITH NATURE AND TRAILS AND GATHERING SPACES OUTDOORS.

SO OVERALL, THE SURVEY IS TELLING US THAT STRONG INTEREST IN COMMUNITY ACTIVITIES, STRONG INTEREST IN EDUCATION AND CREATIVE PROGRAMS RANKING VERY HIGH.

AND IT'S VERY CONFIRMING THAT WE'RE GOING DOWN THE RIGHT PATH WITH THE DESIGN.

MULTI-GENERATIONAL FOCUS IS NEEDED.

UM, WELLNESS AND CAREER SERVICES ARE IN DEMAND, AND OUTDOOR SPACES ARE HIGHLY VALUED.

SO WE'RE TRYING TO USE THIS TO GUIDE THE TEAM TO BRING THAT BALANCED APPROACH TO THE PROJECT.

BUT IT DOESN'T STOP, STOP THERE.

WE ALSO ASK THE, THE PUBLIC ABOUT PEOPLE, PLACE AND PACE.

NOW, HOW DOES THAT TURN INTO DESIGN, OR WHAT DOES THAT MEAN EXACTLY? WELL, FOR BAYTOWN, FOR EXXON, UH, BAYTOWN EVENT CENTER AND STERLING MUNICIPAL LIBRARY CONVERGENCE COULD BE FURTHER, UH, DEFINED AS A CIVIC HUB, WHERE ELEMENTS MEET INTO ONE CIVIC IDEA FOR DAILY LIFE AND REGIONAL ACTIVITY.

IT IS A CONVERGENCE OF HISTORICAL UNION FOR THE TOWNS OF PELLEY, GOOSE CREEK AND BAYTOWN.

IT IS THE CON, THE JUNCTION OF WATER AND LAND IN THE REGION.

BAYTOWN IS THE MEETING OF INDUSTRY AND ECOLOGY, AND IT IS THE CONVERGENCE OF PEOPLE THROUGH EVENTS CONNECTING THE COMMUNITY.

AND IF YOU LOOK AT CONVERGENCE, HOW IT'S CAPTURED IN, IN THE NOTION OF, UH, OVERLAP AND EXCHANGE AND MOMENTUM FOR THIS PROJECT, THAT'S A LAYERED, HARDWORKING AND FAMILY CENTERED, A PLACE WHERE DIVERSE PEOPLE AND EXPERIENCES AND ENERGIES CONVERGE TO CREATE THAT.

YOU'LL SEE THAT REFLECTED IN THE DESIGN, UH, WHERE THAT PEOPLE CAN PAUSE AND INTERACT AND BRING THAT COMMUNITY ASPECT TOGETHER.

THE NEXT, UH, INSPIRATION IS WHERE GRIT MEETS GREEN.

THIS THEME CAPTURES BAY TOWN'S DISTINCT PHYSICAL AND CULTURAL CHARACTER.

IT ACKNOWLEDGES THE CITY'S WORKING IDENTITY AND INDUSTRIAL LEGACY AND PRACTICAL RESILIENCE, WHILE ALSO RECOGNIZING ITS WETLANDS AND WATERWAYS, TREES, ECO ECOLOGICAL RICHNESS WHERE GRIT MEETS GREEN EXPRESSES BAYTOWN AS A PLACE OF CONTRAST AND COEXISTENCE, WHERE TOUGHNESS AND BEAUTY ARE NOT OPPOSITES, BUT ARE PART OF THE SAME STORY.

IT GROUNDS THE PROJECT IN A SENSE OF PLACE THAT FEELS AUTHENTIC, LOCAL AND UN UNFORCED.

AND SO IT'S BRINGING THE PARK SPACE UP INTO THE SITE, AND THAT'S RIGHT AT THE BUILDING ENTRANCE ITSELF.

UM, YOU'LL BE ENTERING INTO A PARK SPACE.

YOU COME PARK YOUR CAR, YOUR KIDS ARE EXCITED, OR MAYBE THEY'RE CALM AS YOU'RE ENTERING THE LIBRARY, BUT YOU CAN ENTER INTO A PLAZA THAT HAS A CEREMONIAL ENTRANCE TO THE GREATER PARK ITSELF.

WE'RE ACCOMMODATING AROUND IT.

UM, THE LIBRARY TEAM IS VERY, IS REALLY UNDERSTANDS THE COMPLEXITIES THAT ALL OF THESE SPACES INFORM MULTIPLE EXPERIENCES, AND WE LEARNED A TERM FROM THEM THAT WE LOVE CALLED BIOMES, WHICH REALLY CREATE THOSE EXPERIENCES THAT MULTIPLE SPACES AND PLACES AND COLLECTIONS AND TECHNOLOGIES CREATE.

SO THE PROGRAM IS REALLY GENERATED AROUND THESE PRIMARY BIOMES, THE ENTRY AND WELCOMING EXPERIENCE, COMMUNITY GATHERING SPACES FOR MULTIPLE AGE GROUPS, DEDICATED MEETING ROOMS, YOUTH CENTERED SPACES, PARTICULARLY, UM, AROUND FAMILY DYNAMICS AND HUMAN DEVELOPMENT.

OKAY? SO THE CURRENT STATE OF WHAT WE'RE DOING UNDER OUR HEALTH PERMIT, UM, THAT ALLOWS US TO DO ALL OF THE FOOD SAFETY INSPECTIONS AS RELATED TO MOBILE UNITS.

UM, THIS GIVES US A WAY TO, UH, ENSURE THAT THE PUBLIC IS RECEIVING SAFE FOOD.

UM, WE'RE ALLOWED TO COLLECT FEES.

WE ARE ALLOWED TO REGULATE HOURS OF OPERATION AND LOCATIONS WHERE THESE UNITS CAN BE IN OUR COMMUNITY.

UM, WE'RE ABLE TO REGULATE UTILITIES.

UM, THEIR CONNECTION TO WATER, SEWER, GAS.

UM, ALSO STIPULATE THAT WE HAVE RESTROOM AND HAND WASHING FACILITIES, UM, ASSOCIATED WITH THE MOBILE FOOD UNITS AND WHERE THEY'RE PARKED.

UM, ALSO NO DINING TABLE SEATINGS OR STANDALONE SIGNAGE IN OUR CURRENT ORDINANCE.

SO WITH THAT BEING SAID, UM, ON JULY THE FIRST, THE CITY OF BAYTOWN HEALTH DEPARTMENT WILL REMOVE ITSELF FROM ALL AUTHORITY RELATED TO MOBILE FOOD UNITS IN OUR COMMUNITY.

UM, WE WILL NOT HAVE ANY AUTHORITY.

AND, UM, ALL OF THAT WILL BE DONE THROUGH STATE HEALTH SERVICES.

UM, THE ONLY THING THAT WE WOULD STILL BE ABLE TO DO, UH, FROM A HEALTH STANDPOINT, IF WE FOUND AN IMMEDIATE VERIFIABLE HEALTH RISK THAT WAS RELATED TO A UNIT, WE CAN STEP IN AND CLOSE THE UNIT.

UM, WE WOULD THEN IMMEDIATELY BE REQUIRED TO TURN THAT INVESTIGATION AND THOSE FINDINGS OVER TO THE STATE.

SO WE WOULD HAVE NOTHING BEYOND THAT TO DEAL WITH.

THAT WOULD BE OUR MIXED USE NEIGHBORHOOD, GENERAL COMMERCIAL, YOU KNOW, OR ANY OTHER ZONING DISTRICT OUTSIDE OF THAT.

BUT WITHIN OUR SINGLE FAMILY HOUSING AREAS, URBAN RESIDENTIAL, THOSE ARE THE AREAS THAT WE THINK MAY NOT BE THE BEST FIT FOR MOBILE FOOD UNITS.

SO WHAT ARE YOUR THOUGHTS ABOUT IN TERMS OF WHERE MOBILE FOOD UNITS COULD BE LOCATED AND COULD NOT BE LOCATED? SO I'M GONNA ASK THE QUESTION.

WE HAVE SOME SCHOOLS LOCATED IN RESIDENTIAL NEIGHBORHOODS THAT ACTUALLY BRING FOOD TRUCKS IN DURING THE SCHOOL YEAR.

UM, IF WE SAID NOT IN A RESIDENTIAL NEIGHBORHOOD WITH THEY, WOULD WE BE NOT ALLOWING THE SCHOOLS TO CONTINUE TO BRING IN THOSE FOOD TRUCKS DURING CERTAIN TIMES OF THE YEAR FOR THE TEACHERS MAYOR? I THINK THAT'S A GREAT QUESTION.
