UM, SO THIS AFTERNOON I WANTED TO GO OVER SOME OF THE HIGHLIGHTS OF THE FISCAL YEAR, UH, 2026 BUDGET FOR T NUMBER ONE.

UM, AS YOU'LL SEE, IT'S A DETAILED, UM, OUTLINE, UM, THAT IT'LL INDICATE HOW WE PLAN ON UTILIZING THE, UM, FUNDS THAT HAVE BEEN ALLOCATED, UM, FOR THIS UPCOMING YEAR.

UM, AS YOU CAN SEE, UM, ON THE SCREEN AS WELL AS IN YOUR PACKET, THE PROPOSED BUDGET, UM, THE TOTAL FUNDING SOURCES IS A LITTLE OVER 3.2 MILLION, AND THE TOTAL USES IS A LITTLE OVER 3.1 MILLION, RESULTING IN AN EXCESS OF 177, UH, THOUSAND DOLLARS.

UH, THIS INCREASE, UM, WILL INCREASE OUR WORKING CAPITAL TO AN ESTIMATED, UH, 6.7 MILLION BY THE END OF THIS, UH, COMING FISCAL YEAR.

UH, THE PRIMARY FUNDING SOURCES COME FROM THE CITY'S, UM, INCREMENT, UH, WHICH IS 2.3 MILLION AS WELL AS THE HARRIS COUNTY'S INCREMENT, UM, WHICH IS ESTIMATED TO BE AROUND $794,000.

AND THEN SPECIFICALLY, HOW ARE THE FUNDS GOING TO BE USED? UM, WE'VE ALLOCATED, UM, APPROXIMATELY $580,000, WHICH BE USED FOR LAND MAINTENANCE.

UH, THIS IS PRIMARILY, UM, FOR THE BEAUTIFICATION AND LANDSCAPING ALONG, UH, SAN JATO BOULEVARD HUNT ROAD, UH, SAN TAVI, AS WELL AS BAKER ROAD.

UM, THIS EFFORT HELPS KEEP, UM, THE AREA ATTRACTIVE FOR BOTH RESIDENTS, VISITORS, AND, UH, FOR NEW DEVELOPMENT.

UM, IN THE PROPOSED BUDGET, WE'VE ALSO, UM, ALLOCATED, UM, $160,000 FOR PROFESSIONAL SERVICES.

UM, THIS COVERS ESSENTIAL SERVICES INCLUDING, UH, LEGAL COUNSEL, UM, THE TAX CONSULTING FIRM, UM, AS WELL AS THE MARKET AND FEASIBILITY ANALYSIS THAT THE BOARD APPROVED.

UM, AT ITS MOST RECENT MEETING, WE'VE ALSO, UH, BUDGETED $260,000.

UM, THIS IS, UH, THIS IS FOR EMERGENCY SERVICES FOR FIRE POLICE EMS THAT'S ASSOCIATED WITH, UH, RESIDENTIAL DEVELOPMENT, UH, THAT DO NOT RECEIVE, UM, ANY OF THE INCREMENT FOR THOSE INCREASING COSTS, UH, YEAR OVER YEAR.

UH, WE DO HAVE ALSO A SMALL ALLOCATION OF A THOUSAND DOLLARS AND FOR A FISCAL AGENT FEES, UM, IN THE LINE ITEM ON YOUR PACKET, AS WELL AS ON THE SCREEN THAT'S ASSOCIATED FOR ANY, UM, ANY FUTURE, UH, BOND OR DEBT ISSUANCE.

UH, WE ALSO HAVE, UH, SET ASIDE, UH, $118,000, UH, FOR CITY SERVICES.

AND THIS REPRESENTS, UM, IT'S A 5%, UM, ADMINISTRATION FEE.

AND THIS COVERS, UM, TIME AND EFFORT AND THAT, UH, CITY STAFF, UH, PROVIDE, UH, TO DO ANYTHING TO ADMINISTER, UH, THET.

THEN THE LARGEST PORTION, UM, OF OUR BUDGET, AS YOU'LL SEE, IS DEDICATED TO DEBT SERVICE, UM, WITH THE COMBINED CITY AND COUNTY DEBT PAYMENTS TOTALING, UM, APPROXIMATELY 1.9 MILLION FOR FISCAL YEAR, UH, 2026.

UH, THIS FIGURE INCLUDES 1.35 MILLION FOR PRINCIPAL AND 619,000, UH, FOR INTEREST PAYMENTS.

UH, THESE, UH, THESE DEBT PAYMENT SERVICES ARE FOR PROJECTS, UM, THAT HAVE INCLUDED THE SANDINO BOULEVARD HUNT ROAD IMPROVEMENTS, AND THEN THE MOST RECENT, UH, DEBT ISSUANCE THAT SERIES 2024 IS FOR THE

UPCOMING REGIONAL DETENTION, UH, FOR ZONE ONE.

SO A RECOMMENDATION, UM, FROM THE BOARD ON THE BUDGET IS NEEDED TO BE PRESENTED, UH, TO THE CITY COUNCIL.

UM, ONCE THE CITY COUNCIL AUTHORIZES AND ADOPTS THE BUDGET, UM, THE REDEVELOPMENT AUTHORITY INTS BOARD IS THEN PERMITTED TO MAKE ANY CHANGES, UM, WITHIN THE APPROVED DOLLAR AMOUNT, UM, AS LONG AS THE TOTAL BUDGET, UM, ISN'T ALTERED.

AND WITH THAT, I'M HAPPY TO ANSWER ANY QUESTIONS, UH, RELATED TO THE, UH, PROPOSED FISCAL YEAR 2026 BUDGET.

UM, SO MR. MORAN, ON THE, UM, LAND MAINTENANCE, IS THERE A SINGLE COMPANY THAT HAS THE BID TO DO THE LANDSCAPING FOR ALL THOSE LOCATIONS? YES, THAT IS CORRECT.

THEY ONE VENDOR, ONE VENDOR WHO DOES THAT.

AND THIS TOTAL AMOUNT IS FOR THAT SERVICE? YES, THAT IS CORRECT.

AND SO THAT'S GONNA BE THE PRIMARY FACTOR THAT, THAT WE'RE SEEING.

RELATED TO, UM, AND SO WE SHOULD, I WOULD, I WOULD SAY IN THE NEXT PROBABLY TWO FISCAL YEAR, SEE A SIGNIFICANT JUMP, UM, IN WHAT THE INCREMENT IS GONNA BE.

AND SO THE COUNTY INCREMENT WENT UP, CITY INCREMENT WENT DOWN, REPRESENTS MORE OF THE EXCHANGE OF PROPERTIES.

IF I MAY GO BACK TO GINA'S POINT, UM, REGARDING THE COST FOR LAND MAINTENANCE AND PROFESSIONAL SERVICES, I KNOW THAT AS THE YEARS, UH, PROGRESS, UM, SERVICES, UH, COST MORE.

BUT, UM, IS THE CITY MAKING ANY EFFORT, UH, TO MAKE SURE THAT WE GET COMPETITIVE BIDS? BECAUSE IF YOU LOOK AT THE PERCENTAGE OF INCREASE THAT IS, UM, IN MY VIEW MM-HMM .

THAT IS EXORBITANT AS FAR AS FROM YEAR, TWO YEAR INCREMENT PER THIS NEW BUDGET, UH, COMPARED TO THE YEAR PRIOR.

AND, UM, AS I WANT TO SAY, AS FIDUCIARY, WE CAN JUST AGREE AND AGREE AND AGREE.

UM, I THINK THAT BEFORE THESE NUMBERS ARE PRESENTED, IT SHOULD BE BASED ON, UM, ON, ON PRECISE PROJECTION, SHOULD BE BASED ON HARD FACTS.

FOR EXAMPLE, HAVING SAID, OH, WE RETAIN COMPANY A THROUGH THE LAST FOUR YEARS, AND NOW, UM, BECAUSE WE HAVE OVER A HUNDRED THOUSAND DOLLARS, UM, AND EXPECTED PROJECTED COST, LET'S OPEN IT UP TO OTHER COMPANIES MM-HMM .

AND SO YOU MAY NOT ALWAYS, YOU MAY NOT ALWAYS GO WITH, UM, THE LOW BID WHEN YOU'RE LOOKING FOR SOMETHING, BUT AT THE SAME TIME, SOMETIMES AT THE POINT THAT THE CONTRACT EXPIRES, IT'S IN BETWEEN CYCLES TO WHERE YOU'RE TRYING TO GET A BUDGET OUT.

THE CONTRACT DON'T ALIGN DAY FOR DAY FOR THE BUDGET PERIOD.

AND WE NOTICED THAT THIS YEAR, NOT, NOT EXPENDITURE BASE, BUT JUST, YOU KNOW, THE BUDGET.

SO YEAH.

THEY WERE OVERLAPPING.

YEAH.

THAT'S, IS THAT THE REASON GRANT, WHY WE SEE 4 0 6, 400, $6,000 THAT WOULD MAKE SENSE ESTIMATED FOR THIS YEAR? OR IS IT, WHAT IS THE MITIGATING FACTOR THERE AND, AND SOME OF THE, THE EXPENSES THAT ARE ALSO INCLUDED IN THE, THE LAND MAINTENANCE ITEM, UM, MANY TIMES PEOPLE, I DON'T KNOW HOW MANY TIMES NOW HAVE UM, YOU KNOW, RAN INTO THE SAME OF MONUMENT.
