UM, WE'LL MOVE ON TO ITEM TWO, WHICH IS BUSINESS ITEMS. UM, AND BEFORE, UM, WE TAKE Y'ALL'S PROPOSALS.

I JUST WANNA TAKE A MOMENT TO BACK UP.UM, SO AT THE LAST MEETING, UM, I WANT, UM, I WANT TO ACKNOWLEDGE THAT, UM, I WAS NOT IN THE BEST PLACE, UH, TO BE LEADING A MEETING, AND BECAUSE OF THAT, I DO NOT BELIEVE THAT I CLEARLY PRESENTED THE CITY'S POSITION.
UM, SO I WOULD LIKE TO TAKE A MOMENT TO COME BACK AND REPRESENT THE CITY'S POSITION JUST SO THAT IT'S CLEAR.
UM, AND YOU'LL HAVE FACTS AND, AND HOW WE GOT WHERE WE GOT, UM, BECAUSE I DID NOT, I DID NOT DO A GOOD JOB, UM, OF EXPLAINING THAT THE LAST TIME.
UM, SO, UM, AND I'M GONNA GIVE YOU, UM, JUST, I DON'T HAVE ALL THE ARTICLES, PREPRINTED AND STUFF.
UM, I DID DO AN UPDATED SHEET OF ALL THE ARTICLES AND THE TENTATIVE AGREEMENTS, UM, THAT WE HAVE DONE TO DATE, AND THAT IS INCLUSIVE OF A COUPLE THAT WE SIGNED OFF ON LAST TIME.
UM, IN TERMS OF TENTATIVE AGREEMENTS, UM, SORRY, WHICH THOSE ARE, UM, THE LAST ONES.
UM, SO THE
UM, THOSE ARE ALL THINGS THAT WE DID TA OFF ON.
IN TERMS OF THE OTHER OUTSTANDING PROPOSALS.
UM, WE MADE THE, UH, PROPOSAL ON MANAGEMENT RIGHTS TO KEEP US IS, UM, HOLDING OFF THAT IN TERMS OF OUR COMPENSATION, UM, OFFER.
SO WE HAD PREVIOUSLY PROPOSED A 3% WITH THE RHS, UM, AND THE REMOVAL OF THE HOLIDAY AND THE VACATION TIME.
UM, SO WHEN WE CAME BACK WITH OUR COUNTER PROPOSAL LAST TIME, UM, WHICH WE MOVED TO THE 4%, THE 4.25, AND THE 4.5% STILL AS PART OF THAT WAS, UM, REMOVING THE VACATION AND THE HOLIDAY FROM THE FLSA PROVISION.
PART OF THE REASON, REALLY THE MAJORITY OF THE REASON WE WENT FROM THE 3% TO THE 4% PROPOSAL WAS TO ACCOUNT FOR THE DIFFERENCE, UM, THAT WE WERE, HAVE KIND OF LOOKED AT ESTIMATES OF WHAT IT COST AID TO THE CITY, BUT ALSO THE LOSS THAT IT WOULD BE TO THE FIREFIGHTERS.
SO, UM, OUR ESTIMATE IS ANNUALIZED ABOUT $300,000.
UM, SO KIND OF THAT BREAKS OUT ROUGHLY, UM, TO A PERCENTAGE POINT ACROSS THE TH THE DEPARTMENT.
SO THAT'S HOW WE MOVED FROM 3% TO THE 4% LEDS TO ACCOUNT FOR THE CHANGE OF THE FLSA AND THEN INCREASING TO THE 2.5 AND THE 2.4, THAT 4.5
UM, AND THEN THE 4.25 AND THE 4.5 FOR SUBSEQUENT YEARS, UM, TO CONTINUE TO ACCOUNT FOR THAT.
UM, SO THAT WAS PART OF THE PROPOSAL.
AND THEN ALSO AS WE STATED, UM, THE CONTINUED DISCUSSIONS OF THE RHS, UM, LIKE THIS, I JUST WANTED TO MAKE SURE, UM, WE CAME BACK AND PRESENTED THAT THE OVERTIME, UM, ARTICLE THAT WE GAVE TO YOU ALSO INCLUDED THE CHANGES THAT Y'ALL HAD REQUESTED IN LIKE HOW THE OVERTIME IS CALLED IN AND THAT SORT OF THINGS.
AND, UM, LIKE I SAID, I WANTED TO MAKE SURE WE COME BACK AND READDRESS THAT AND MAKE SURE Y'ALL HAVE CLEAR WHAT THE CITY'S PROPOSAL WAS AND HOW WE GOT WHERE WE WERE AND WHY.
UM, IF Y'ALL WANNA TAKE A CAUCUS AND DISCUSS THAT, WE WANNA MOVE ON WITH YOUR, UM, PROPOSALS.
UM, WHATEVER YOU WOULD LIKE TO DO AT THIS TIME.

OUR, OUR PROPOSAL, I DO HAVE A QUESTION AFTER ALL THAT WAS SAID LAST MEETING, WHICH I KNOW IS A LITTLE BIT MORE CONTENTIOUS THAN USUAL.UM, AND SOME OF THE THINGS THAT WAS THE CITY ATTORNEY BROUGHT UP, THINGS LIKE THAT.
IS IT THE THOUGHT PROCESS OF THE CITY THAT IF ARTICLES ARE NOT BROUGHT UP, THEY NO LONGER EXIST? YES.
WE ARE NOT UNDER THAT THOUGHT PROCESS.
UM, I'VE GOTTEN LEGAL REPRESENTATION FROM THE STATE THAT SAYS THAT'S NOT THE WAY THAT IT WORKS, UM, ALONG WITH OUR REPRESENTATION FROM THE UNION, THAT THAT'S NOT HOW IT WORKS.
SO WITH THAT, WE WOULD LIKE TO, IF YOU GUYS WOULD AGREE, WE WOULD LIKE TO BRING UP THE ARTICLES THAT WERE NOT PROPOSED AT ALL FOR ANYTHING.

IT'S A VERY SIMPLE WRITTEN AGREEMENT, JUST SAYING THAT WE ARE, WELL, WE WERE ARE WILLING TO REOPEN THOSE BECAUSE AS WE KNOW, THE GROUND RULES STATE AFTER THE THIRD MEETING, WE'RE NOT TO BRING ANY INITIAL PROPOSALS TO THE TABLE, BUT OUTSIDE OF A WRITTEN AGREEMENT THAT WE DO.
SO, UM, THE ARTICLES JUST SO, SO WE'RE ALL UNDER THE SAME PAGE.
THE ARTICLES THAT WERE NOT FOR, UH, UH, WERE ARTICLE 13, UM, 14, 16, 17, 18, 27, 29, 30, AND 34.

UM, WE WERE TRYING TO MAKE EVERYBODY HAZMAT TECH, UM, AND WE'VE ONLY INCREASED BY A, A COUPLE.
UM, SO MOST OF THOSE PEOPLE ARE STILL HAVING TO ROTATE THROUGH THE HAZMAT STATION.
UM, AND THERE'S NOTHING THAT, UH, CONTINUES THAT.
SO, UM, I PROPOSE THAT THE RED WRITING THAT IS ON THIS JUST BE LEFT THE SAME AS IT IS, UM, HAVE THAT CERTIFICATION PAID.
BUT OTHER THAN THAT, EVERYTHING VERY DECENT.
WE DO HAVE A PLANNING PLACE, UH, WITH OUR NEW HIRES TO GET THAT WE SIGNED FOR OUR NEW HIRES TO GET HAZMAT.

CONSIDERATIONS TO THE VACATION, GIVING UP, GIVING UP VACATION AND HOLIDAY TIME IN THE OVERTIME ARTICLE THERE, ESPECIALLY FROM SOME OF THE MEMBERSHIP THAT'S BEEN AROUND FOR A WHILE, THERE IS NOT.AND THE REASONING BEHIND THAT IS WHENEVER WE DID GO TO FLSA, WE FOUGHT VERY HARD TO PUT, GET THAT PUT IN THE CONTRACT THAT YEAR.
AND THAT IS SOMETHING THAT THEY ARE NOT WILLING TO FOLD ON AS IS IN THIS POINT.
I MEAN OBVIOUSLY WE, WE TRIED ALL OF THEM
UM, SO IN, LIKE I SAID, IN TALKING TO THE MEMBERSHIP, UM, THEY'RE LIKE, IF, IF, IF IT COMES OUT, IT'LL NEVER GO BACK IN.

UM, BUT WE FEEL LIKE IT'S A, IT'S A NECESSARY EVIL TO MAKE SURE AND EXPLAIN TO THEM THE REASONINGS WHY WE WERE GOING TO THAT NUMBER TO MAKE SURE THAT THEY UNDERSTAND THAT, THAT WE, WE, WE FOUGHT BECAUSE THIS IS WHAT YOU GUYS WANTED.

SO THAT IS THE LEADING REASON OF WHY WE'RE LOOKING AT HOW DO WE BETTER, UM, CONTROL THE OVERTIME SPENT BECAUSE IT, FRANKLY, IT IS NOT SUSTAINABLE.

THE REST OF THE CITY IS PROBABLY ABOUT ANOTHER 150,000 THAT'S CURRENT.
AS RAISES HAPPEN THAT THAT'S GOING TO CONTINUE TO INCREASE.
