THOSE WHO HAVE BEEN AFFECTED BY THE FLOODS IN CENTRAL TEXAS, WE LIFT UP THE FAMILIES OF THOSE WHO ARE, WHO ARE GRIEVING RIGHT NOW OF THE LOSS OF THEIR LOVED ONES, AND THEY'RE STRUGGLING TO COME TO TERMS WITH THE, THE, THE, THE DEATHS THEIR FAMILY FATHER, GIVE THEM THAT PEACE THAT PASSES ALL UNDERSTANDING.

GIVE US THE WISDOM TO SERVE THEM IN A MANNER THAT HELPS, UH, BRING ABOUT COMFORT AND RECOVERY TO THOSE CITIES.

AND THEY PROPOSE, UM, PUTTING IN ALL NEW DRAINAGE UNDER THE STREETS AND THEN REPLACING THE STREETS WITH BRAND NEW STREETS THAT WOULD BE MORE ACCESSIBLE.

AND THE CITY COUNCIL APPROVED OVER A HALF A MILLION.

THE, UM, COMMUNITY DEVELOPMENT BOND COMMITTEE APPROVED 3.23 MILLION FOR THIS PROJECT, AND THE HARRIS COUNTY FLOOD CONTROL, UH, APPROVED 700,000.

AND THE ONLY THING THAT'S DONE IS A WHOLE IN TEXAS AVENUE FOR THE PAST NINE MONTHS.

OUTRAGEOUS.

IT WAS SUPPOSED TO HAVE STARTED IN 23, AND IT WAS SUPPOSED TO BE DONE BY THE WINTER OF 24.

THIS NEEDS TO BE ADDRESSED.

YOU DO THAT BY BEING OPEN AND TRUTHFUL ABOUT THE PROMISES YOU MADE TO GET ELECTED AND HOLDING TO THOSE PROMISES AND HOLDING TO THOSE PRINCIPLES.

I THINK THAT IT IS GOOD NOT TO NEED A GENERAL OBLIGATION BOND FOR 18 YEARS.

HOWEVER, I DON'T THINK A GENERAL OBLIGATION BOND IS THE WAY TO PAY FOR INFRASTRUCTURE, FIRE STATIONS, STREET IMPROVEMENTS, OR OTHER CIVIC NEEDS.

I WOULD THINK YOU'RE SUPPOSED TO DO THAT WITH THE INCOME THAT YOU HAVE.

YOU FINALLY BEGAN ON GARTH ROAD, BUILT AN EMERGENCY CENTER, EMERGENCY CENTER TRYING TO DO SOMETHING WITH NORTH MAINE, ADDED TO AND RENOVATED PIRATES BAY, ALL IN CONJUNCTION WITH TWO MAJOR HURRICANES IN THE LAST 18 YEARS.

THAT'S A LOT OF THINGS THAT Y'ALL DID, AND YOU DID IT ALL WITHOUT A GENERAL OBLIGATION BOND.

BUT THAT'S YOUR JOB.

THAT'S WHAT YOU SIGNED UP FOR.

YOU CONTINUOUSLY ANNEXED PROPERTY WITHOUT PROVIDING THE INFRASTRUCTURE REQUIRED BY STATE LAW.

SO IF TONIGHT'S PRESENTATION SAYS ANYTHING PAST DECEMBER OF 24, THEN THEY HAVE, UH, UH, GONE PAST OUR EXPECTATIONS.

SAM'S AND COSTCO HAVE COMPETED AROUND THE COUNTRY FOR A LONG TIME.

AND CANDIDLY, COSTCO SURPASSED SAM'S FOR A PERIOD OF TIME.

AND SO SAM'S HAD TO UP THEIR GAME, AND THIS WILL BE THE FIRST STORE IN TEXAS THAT WILL BE UP IN THEIR GAME.

SO THIS WOULD BE THE ONE THAT, UH, BAYTOWN GETS.

THE AFFORDABLE HOUSING, THE COMMUNITY DEVELOPMENT, THE ECONOMIC DEVELOPMENT, THE PUBLIC SERVICES, UH, THE MAYOR AND COUNCIL.

YOU HAVE THE, UH, OPPORTUNITY TO DESIGNATE EXACTLY HOW YOU WOULD LIKE TO USE, UH, THE TOTAL AMOUNT OF FUNDING THAT YOU RECEIVE.

UH, AND WHILE THERE ARE SOME STIPULATIONS IN TERMS OF THE PERCENT OF FUNDS THAT CAN BE USED FOR, UH, VARIOUS ACTIVITIES, YOU DO GET TO DECIDE WHICH SPECIFIC PROJECTS YOU WILL FUND IN THE AMOUNT.

AND THEN YOU CAN ALSO PROVIDE FUNDING DIRECTLY TO INDIVIDUALS WHO CAN BENEFIT, UH, UNDER THESE PROGRAMS BASED ON THEIR ELIGIBLE INCOME, UH, QUALIFICATIONS.

SO, UH, HU DESIGNATES THE CENSUS TRACKS THAT ARE ELIGIBLE, AND THEN THEY ALSO DESIGNATE, UH, THE HOUSEHOLD INCOME THAT'S, UH, UH, ALLOWED FOR PERSONS WHO WANT TO APPLY FOR INDIVIDUAL, UH, BENEFITS, UH, THINGS LIKE PUBLIC SERVICES OR HOME REPAIR AND OTHER ACTIVITIES.

AND MS. ROSE WILL GET INTO MORE DETAIL AS SHE PRESENTS THE RECOMMENDED FIRST YEAR BUDGET.

ONE IS, UH, PART ONE WAS HANDLED BY THE COMMUNITY DEVELOPMENT ADVISORY COMMITTEE, WHICH THEY HELD, UH, THEIR OWN MEETINGS, UH, WITH AGENCIES AND ORGANIZATIONS WHO ARE INTERESTED IN PROVIDING SERVICES AND, UH, ACQUIRING OR REQUESTING FUNDING, UH, THROUGH YOUR, UH, THROUGH YOUR ALLOCATION.

SO, UH, UH, SHARON WILL SPEAK A LITTLE BIT MORE AS SHE GOES INTO THE ANNUAL PLAN ABOUT THE PROCESS OF AGENCIES, UH, AND ORGANIZATIONS WHO APPLIED FOR FUNDING PROVIDED THEIR APPLICATION FOR THOSE FUNDINGS AND THEIR DATA TO SUPPORT THE NEEDS AND THE PROGRAMS THAT THEY WANTED TO ADDRESS.

FOR EXAMPLE, UH, IF YOU INDICATED THAT YOU WOULD LIKE TO PROVIDE DOWN PAYMENT AND CLOSING COST ASSISTANCE, WE LOOKED AT THE NUMBER OF PEOPLE, UH, WITHIN YOUR COMMUNITY, UH, WHO ARE IN NEED OF THAT TYPE OF, UH, DOWN PAYMENT, CLOSING COST ASSISTANCE, UH, WHAT YOUR DEMOGRAPHICS ARE IN TERMS OF, UH, UH, FINANCIAL NEED, AND ALSO THE COST OF HOUSING, UH, THE COST OF PURCHASING A HOME SO THAT, UH, UH, A FORMULA ALLOCATION COULD BE DETERMINED IN TERMS OF, UH, THAT WOULD SUPPORT EACH PROGRAM.

THEY DID RELEASE A SURVEY THAT WE PUT ON THE CITY'S WEBSITE AND ON TWITTER AND ON INSTAGRAM, AND WE RECEIVED ABOUT 98 RESPONSES.

AND THE ATTACHMENT INCLUDES ALL OF THE RESPONSES THAT WE RECEIVED.

AND THAT'S WHAT I WANTED TO HIGHLIGHT ACTUALLY, UM, THAT WE DIDN'T JUST DEPEND ON THE COMMITTEE, BUT I LIKE THAT YOU ALL TOOK THE TIME TO USE OUTLETS THAT OTHER, THAT THE GENERAL PUBLIC USE, ESPECIALLY WITH SOCIAL MEDIA BECAUSE, UM, MAIL OUTS ARE GETTING TO BE OLD AND ASKING PEOPLE TO GO TO A WEBSITE.

PEOPLE REALLY AREN'T DOING THAT, BUT THEY ARE ATTENTIVE TO SOCIAL MEDIA YES.

WE ALSO HAD A MEETING WITH, UM, A GROUP OF LOCAL NONPROFITS AND ORGANIZATIONS TO DISCUSS EXACTLY WHAT THEY MIGHT SEE AS THE NEEDS WITHIN THE COMMUNITY.

IT'S ACTUALLY A PART OF CITIZEN PARTICIPATION.

CDAC, UH, MAKES A BUDGET RECOMMENDATION AND IT GOES TO COUNCIL.

AS MR. GILLAND SHOWED YOU, THIS IS OUR ALLOCATION OVER THE LAST COUPLE OF YEARS.

IT WAS LOW, IT WENT UP, IT'S GOING DOWN AGAIN, AND IT MIGHT NOT EXIST ANYMORE AFTER NEXT YEAR.

UM, FOR THE CURRENT YEAR, WE RECEIVED THE ENTITLEMENT OF $793,686 WITH $5,000 IN ESTIMATED PROGRAM INCOME, WHICH IS WHAT WE RECEIVE FROM THE REPAYMENT OF LIENS.

AND THEN A HUNDRED THOUSAND DOLLARS OF ESTIMATED UNENDED FUNDED FROM THE PREVIOUS YEARS.

AT LEAST 70% OF OUR FUNDING DOES HAVE TO GO TO LOW TO MODERATE INCOME ACTIVITIES, WHETHER IT'S AN AREA BENEFIT OR DIRECT TO THE PUBLIC BENEFIT.

AND THIS HERE IS THE ORGANIZATIONS THAT WE'RE GONNA BE FUNDING.

THIS IS WHERE THEY'RE LOCATED.

THESE AREN'T EXACTLY WHERE ALL THE PEOPLE THAT THEY'RE HELPING ARE LOCATED, BUT THESE ORGANIZATIONS, AS YOU CAN SEE, ARE ALL LOCATED WITHIN THE CDBG TARGET AREA.

WE HELP ABOUT 150 PEOPLE THERE.

THAT'S WHERE THEY DELIVER FOOD TO HOME BOUND INDIVIDUALS, ELDERLY AND DISABLED.

ABOUT 600 PEOPLE.

UM, THAT SPECIAL USE PERMIT WAS GOOD FOR TWO YEARS, ASSUMING THAT THEY WOULD BEGIN THEIR CONSTRUCTION ON THEIR NEW FACILITIES WITHIN THAT TWO YEARS.

UM, THAT HAS NOT HAPPENED.

I KNOW THE APPLICANT IS HERE TONIGHT THAT CAN EXPLAIN THAT IF YOU HAVE QUESTIONS ON, ON WHY THE DELAYS, UM, AS OF RIGHT NOW, UH, THEY'RE LOOKING TO BE READY TO MOVE FORWARD.

THIS IS A VERY RESIDENTIAL AREA.

YOU CAN SEE, YOU CAN'T SEE THE BIGGER FACILITY THAT THEY BUILT, UM, THAT BACKS UP TO THIS, UM, IN THESE PICTURES.

AND THAT, THAT IS NOT PART OF THE, UH, SUP REQUESTS TONIGHT.

AND AGAIN, THIS IS THE, UM, HOUSES ON THE OTHER SIDE OF THE STREET.

AGAIN, THAT'S THE MOST RESTRICTIVE, UH, ZONE THAT WE HAVE, AND IT DOES THE BY DESIGN, THE OWNERS HAVE TO COME IN AND PROPOSE SOME OTHER ZONING IN ORDER TO, TO MOVE AHEAD.

SO THAT'S WHAT'S HAPPENING HERE.

UM, THE FUTURE LAND USE MAP DOES SHOW THAT AS A LOW DENSITY RESIDENTIAL, UH, EVENTUALLY, UH, AS DOES THE SURROUNDING AREAS.

UH, EXXON AND THE PD HAD BEEN WORKING TOGETHER AND SO THERE WAS A GRANT FROM EXXON FOR PURCHASE OF SOME OF THE TRAFFIC SIGNALS, UH, IN THERE.

SO I JUST WANTED TO SAY THANK YOU EXXON, AND, UH, THANK YOU FOR WORKING WITH THE PD, UH, FOR, FOR THAT LARGE PURCHASE.

SO APPRECIATE IT.

UH, I WANT TO START OFF BY SAYING OFF OFFICER N NGUYEN AND OFFICER RODRIGUEZ WERE RECENTLY RECOGNIZED BY THE HARRIS COUNTY DA'S OFFICE FOR THEIR ROLE IN APPREHENDING A WANTED FU FUGITIVE.

UH, THE 2025 BAYTOWN 4TH OF JULY CELEBRATION HELD UP BY CENTENNIAL PARK WAS A SUCCESSFUL EVENT THAT DREW, UH, DREW IN THOUSANDS OF RESIDENTS AND VISITORS FOR AN EVENING OF LIVE ENTERTAINMENT ACTIVITIES, FOOD VENDORS, AND FIREWORKS.

OVERALL, THE EVENTS, UH, CONTINUES TO GROW AS A KEY DRIVER OF TOURISM AND COMMUNITY PRIDE.

SO CLIFF AND TO ALL THE DEPARTMENTS THAT HELPED PUT THIS ON, IT WAS A VERY GOOD EVENT.

UM, I THINK IT WAS THE FIRST TIME THAT ONE OF OUR HEADLINERS RAN THROUGH THE MIDDLE OF THE CROWD AND, UH, STARTED HIGH FIVING PEOPLE.

UH, SO THAT WAS AN INTERESTING, UH, AN INTERESTING ASPECT AND, UH, FUN TO SEE.

UH, PEOPLE DID, UH, I THINK ENJOY THAT.

AND OVERALL, GREAT NIGHT.

UM, SO THE BAYTOWN FIRE DEPARTMENT DEPLOYED FIVE PERSONNEL TO THE, UH, ROUND MOUNTAIN AREA AS PART OF THE TEXAS, UH, INTERSTATE FIRE MUTUAL AID SYSTEM DEPLOYMENT CAPTAIN, UH, ROBERT ABER, FIREFIGHTER ALEJANDRO CRUZ, KURT WOOLRIDGE, CAPTAIN GLEN COOPER, AND ENGINEER JOSH MATLOCK.

THE STRIKE TEAM IS CURRENTLY ASSIGNED TO ASSIST WITH THE STRUCTURE PROTECTION AS A RESULT OF THE FLOODING IN CENTRAL TEXAS.

UH, SO OUR CREW MEMBERS ARE EXPECTED TO BE OUT THERE FOR SEVEN DAYS, UM, BUT THE ASSIGNMENT MAY EXTEND UP TO 21 DAYS.

AND JUST WANNA LET Y'ALL KNOW THAT, UH, AS WE STARTED THIS OFF TODAY, THAT WE ARE, UM, UH, PRAYING AND THINKING OF EVERYBODY THAT IS IMPACTED, UH, WITH THE FLOODS IN CENTRAL TEXAS.

UH, BEAR WITH ME AS I READ ABOUT FOUR BULLET POINTS.

UH, AS YOU SAW IN THE EMAIL THAT THE DIRECTOR OF PUBLIC AFFAIRS SENT TO Y'ALL ON MONDAY, OUR TEAM HAS COMPLETED A FULL WRAP UP OF THE 89TH TEXAS LEGISLATIVE LEGISLATIVE SESSION, INCLUDING A SUMMARY OF THE MOST IMPACTFUL BILLS AND POLICY SHIFTS RELEVANT TO THE CITIES LIKE BAYTOWN.

THE SESSION BROUGHT MAJOR CHANGES ACROSS SEVERAL KEY THEMES, INCLUDING LAND USE AND ZONING, PUBLIC SAFETY, CITY FINANCE, ELECTION, AND ADMINISTRATIVE AUTHORITY.

WE TRACKED HUNDREDS OF BILLS AND HAVE COMPILED A STRUCTURED SUMMARY FOR YOUR REFERENCE.

UM, AND CITY DEPARTMENTS HEAD ARE ACTIVELY REVIEWING THE NEW LEGISLATION TO IDENTIFY ANY REQUIRED UPDATES TO OUR OPERATIONS POLICIES AND INTERNAL PROCESS.

UH, THIS IS AN EXTENSIVE EFFORT AND WILL TAKE SOME TIME TO FULLY IMPLEMENT.

WE WILL BRING BACK A FUTURE BRIEFING TO COUNSEL, IDENTIFYING THE TOP TWO OR THREE MOST IMPACTFUL BILLS FOR OUR CITY, ALONG WITH PROPOSED CHANGES AND ACTIONS WE'LL NEED TO TAKE TO REMAIN, UH, COMPLIANT AND PROACTIVE.

WE WANTED TO GET THIS TO Y'ALL A LITTLE BIT QUICKER.

UM, THEY FILED OVER 9,000 BILLS IN A SESSION AND, UH, HAVE ADOPTED OVER 2000 AND, UH, IT HAS TAKEN A MINUTE TO GO THROUGH EVERYTHING AT THIS POINT, AND THEN WE HAVE TO CROSS REFERENCE THOSE, UM, AND TRY NOT TO PAY ANY MORE ATTORNEYS, UM, WITH OUR TEAM AND .

GO THROUGH THOSE AND SEE HOW THEY ARE REALLY IMPACTING, UH, UH, THE THINGS THAT WE HAVE IN BAYTOWN ALREADY.

AND AS Y'ALL MAY KNOW, THEY ALSO JUST OPENED A SPECIAL SESSION, UH, LOOKING AT FURTHER FINANCIAL IMPLICATIONS THAT THE CITY WILL HAVE TO, UH, BE READY FOR, UH, SHOULD THAT GO, UH, INTO EFFECT.

AND WE WILL BRING THIS BACK.

THE BRAND NEW PLAYGROUND AT BAYTOWN SOCCER PARK IS OFFICIALLY OPEN.

A BIG THANK YOU TO ALL THE ORGANIZATIONS THAT SUPPORT US ON MAKING THIS POSSIBLE.

THE NEW PLAYGROUND AT DISTRICT THREE'S BAYTOWN SOCCER PARK IS NOW COMPLETE.

WE'RE INCREDIBLY THANKFUL FOR THE SUPPORT, UH, THAT MADE IT POSSIBLE, INCLUDING A $50,000 CONTRIBUTION FROM BAY AREA COUNCIL ON DRUG AND ALCOHOL ON ALCOHOL DAKOTA, AND A $13,000, UH, UH, UH, CONTRIBUTION FROM THE COMMUNITY DEVELOPMENT, UH, BLOCK GRANT, THE CDBG, UM, A GAME TIME EQUIPMENT GRANT, UH, WHICH GAVE US A DISCOUNTED RATE ON THE EQUIPMENT.

SO THANK YOU FOR THOSE, UM, THOSE WHO CONTRIBUTED TO THAT PARK.

I I HEAR THIS IS A TAYLOR SWIFT COVER BAND, UH, WILL TAKE STAGE AT PIRATES BAY.

OUR, OUR TOURISM APARTMENT HAS TEAMED UP WITH SEVERAL LOCAL HOTELS AND WILL BE OFFERING EXCLUSIVE PERKS TO HOTEL GUESTS IN ATTENDING THE CONCERT.

SO I'LL LET, SO ALL THE SWIFTIES AND DISTRICT THREE, Y'ALL COULD GO OUT ON JULY 25TH AND HEAR COOL HITS FROM, FROM TAYLOR SWIFT.

PROGRESS IS MOVING ON SCHEDULE AT THE WEST DISTRICT WATER TREATMENT PLANT.

SEVERAL UPGRADES ARE RECENTLY, HAVE RECENTLY BEEN MADE TO THE SCADA LIST STATIONS, UH, AT, UH, POINT ROYAL LAKEWOOD ESTATES AND COUNTRY CLUB COVE TO GET READY FOR INSTALLATION OF BRAND NEW SCADA SYSTEMS. WE ALSO HAVE A DISTRICT THREE LISTENING TOUR COMING UP THIS TUESDAY, JULY 15TH AT SIX 30 AT OUR FIRE TRAINING FIELD.

UH, SHE WAS A MEMBER OF THE TRINITY EPISCOPAL CHURCH, UH, GRAY TOWN, BAYTOWN, GREATER BAYTOWN SERVICE ORGANIZATION NETWORK, UH, SOCIETY OF LEADERSHIP OF MEDICINE GROUP FOR THE METHODIST BAYTOWN, UH, METHODIST IN BAYTOWN.

UM, SHE WAS AN OUTSTANDING MEMBER TO THE COMMUNITY.

AND A AN EXAMPLE OF WHAT YOU WOULD, WHAT YOU WANT OUT OF THAT IS SOMEBODY, UH, SHE WOULD HOST CHRISTMAS EVENTS AT, AT, AT HER, AT HER HOUSE AND, AND ALWAYS HAD FAMILY AND FRIENDS AND SHE WAS REALLY WELL LOVED IN THE COUNTRY CLUB COMMUNITY AND IN THE BAYTOWN COMMUNITY.

AND SHE'S A GREAT LOSS TO THIS COMMUNITY.
