THINK WE DID, UH, WAS OUR COMMUNITY-BASED STRATEGIC PLAN THAT THE CITY OF BAYTOWN, UH, UH, CONDUCTED AND PUT TOGETHER IN 20 20, 20 21 TIMEFRAME.SO AS YOU GO THROUGH, YOU'LL SEE THAT WE HAVE DIVIDED CCPD, UH, INTO THREE SEPARATE STRATEGIC PRIORITIES.
THE FIRST ONE IS OUR, UM, LAW ENFORCEMENT TECHNOLOGY PROGRAM.
AND WHAT THIS PROGRAM DOES IS IT FUNDS A VARIETY OF TECHNOLOGICAL INCENTIVES, SUCH OR SUCH AS OUR AXON DIGITAL EVIDENCE PLATFORM.
THAT'S EVERYTHING FROM OUR CLOUD-BASED DIGITAL EVIDENCE, STORAGE AND MANAGEMENT TO OUR BODY-WORN CAMERA SYSTEMS, TO OUR FLEET VEHICLE CAMERAS, AND OUR TASERS.
UH, IT ALSO INCLUDES OUR LICENSE PLATE RECOGNITION TECHNOLOGY, AND MOST IMPORTANTLY, IT INCLUDES OUR DIGITAL FORENSICS, UH, UNIT TECHNOLOGY.
SO THAT IS SPECIFIC SOFTWARES THAT WE USE ON THE INVESTIGATION SIDE, UH, TO, YOU KNOW, LOOK INTO, UH, ITEMS OF DIGITAL EVIDENCE SUCH AS CELL PHONES, COMPUTERS, UH, CLOUD-BASED INTERNET BASED CRIMES.
THE SECOND STRATEGIC PRIORITY IS OUR RENTAL VEHICLE PROGRAM.
THIS IS AN EXISTING PROGRAM OUR DEPARTMENT HAS BEEN USING FOR, UH, CHIEF HOLDEN EIGHT, NINE YEARS.
WE'VE HAD THE RENTAL VEHICLE AGREEMENT WITH HARRIS COUNTY.
SO THAT IS PRIMARILY USED BY OUR SPECIAL INVESTIGATIONS DIVISION.
UH, AND WHAT IT DOES IS IT PROVIDES A SCALABLE FLEET OF VEHICLES, UH, TO BE USED FOR SPECIAL INVESTIGATIVE NEEDS.
UH, WE'RE ABLE TO, UH, GET VEHICLES THAT DID THE TYPE OF INVESTIGATIONS THAT WE'RE CONDUCTING, UH, AND ALLOW THEM TO SWITCH, ALLOW US TO SWITCH THEM OUT SHOULD THE NEEDS ARISE.
THE THIRD PROGRAM THAT IS IN HERE IS OUR MOTOR VEHICLE REPLACEMENT PROGRAM.
AND WHAT THIS DOES, IT'S STRUCTURED HERE, ACCOUNTS FOR 12 MARKED PATROL VEHICLES AND FIVE UNMARKED VEHICLES FOR DEPARTMENTAL USE.
UH, AND THIS IS MORE OF OUR TRADITIONAL CAPITAL ITEM EXPENDITURES ON MOTOR VEHICLES.

AND THEN ALSO DID SOME COMPARATIVE ANALYSIS ON CCPD PROGRAMS ACROSS THE STATE OF TEXAS, TEXAS, AND TRY TO SEE HOW WE FIT IN WITH BEST PRACTICES AND TRY AND IDENTIFY SOME WAYS THAT MAKE US AN INNOVATIVE PROGRAM.
AND THERE ARE SEVERAL WAYS THAT CCPD DOES THAT FOR BAYTOWN.

IT IS A CONTINUATION OF SOMETHING THAT'S ALREADY IN EXISTENCE AND IT REALLY IS WHAT YOU WOULD CALL A CONSUMPTION TAX.
AND SO MUCH OF OUR CONSUMPTION, UH, TAXES ARE FROM COMMUTER TRAFFIC PASSING THROUGH.
AND, AND WE HOPE TO HELP PEOPLE UNDERSTAND THAT IT'S NOT A, IT'S NOT A SALES TAX THAT RESTS SQUARELY ON, ON THE SHOULDERS OF THE CITIZEN.
AND BECAUSE OUR COMMUTERS AND OUR VISITORS DO CONSUME PUBLIC SERVICES, POLICE SERVICES, UH, AND EVEN, EVEN FIRE AND EMS SERVICES GOTTA SPEAK UP FOR YOU, UM, THAT, UH, THIS IS THEIR WAY OF PAYING FOR SOME OF THOSE SERVICES THAT, THAT INEVITABLY THEY'RE GOING TO CONSUME.
YOU THINK ABOUT THE, UH, THE COLLISION THAT WE HAD, WAS IT EARLIER THIS WEEK OR LATE LAST WEEK WHERE WE HAD THE, THE ROLLOVER AT 1 46? YES.
YOU KNOW, WE HAD FOUR DIFFERENT VEHICLES THAT WERE, THAT WERE JUST TOTALED 'CAUSE OF THAT.
SO WHETHER THAT PERSON WAS A CITIZEN OR NOT, I GUARANTEE YOU THERE WERE SOME PEOPLE THERE THAT WEREN'T.
UH, BUT THEY GOT POLICE AND, UH, EMS AND FIRE SERVICES.
SO THOSE CONSUMPTION TAXES HELP TO FUND SOME OF THOSE SERVICES THAT WE'RE PROVIDING TO OUR VISITORS AND, UH, COMMUTERS IN THE CITY.
AND, AND PEOPLE COMING TO THE CITY, THEY WANT TO FEEL SAFE.
AND, YOU KNOW, I DON'T THINK THAT, YOU KNOW, I PAID A SENSE OFF IN IDAHO TO FEEL SAFE.
WELL, AND, AND I WOULD ALSO OFFER THIS, WE ARE TO SAY THAT WE WANNA BE THE SAFEST CITY IN HARRIS COUNTY IS NOT SOME JUST LOFTY GOAL THAT WE ASPIRE TO.
AND WE TALK ABOUT IT, WE TAKE THIS SERIOUSLY AND, AND WE PUSH IT ON A DAILY BASIS FROM, UH, THE, THE EXECUTIVE FLOOR ALL THE WAY DOWN TO THE LINE LEVEL.
