UM, AND WE'RE GONNA GIVE YOU A, A HIGH LEVEL OVERVIEW OF THE BOND AND, UH, THE ROLE OF THIS COMMITTEE. THEN WE'RE GONNA TALK ABOUT, UH, THE SCHEDULE THAT WE'RE FOLLOWING, AND THEN LOOK AT SOME OF THE PROJECTS THAT ARE BEING CONSIDERED FOR THE GENERAL OBLIGATION BOND. UH, A BOND IS JUST, YOU KNOW, ISSUING DEBT AND, UH, THE CITY HAS GENERALLY USED TWO DIFFERENT TYPES OF BONDS. UH, ONE IS A GENERAL OBLIGATION BOND, AND THAT IS, YOU KNOW, THEY'RE, THEY'RE BOTH, UH, BACK BY THE FULL BASIS CREDIT OF THE MUNICIPALITY. UM, THE DISTINGUISHING FACTOR OF A GENERAL OBLIGATION BOND IS THAT, UH, IT DOES GO TO THE VOTERS FOR, UH, APPROVAL OF THE BOND. UM, CERTIFICATES OF OBLIGATION ARE DEBT INSTRUMENTS THAT, UM, MUNICIPALITIES CAN USE. AND IT IS, IT DOES NOT GO TO THE VOTER COURT. SO IF SOMETHING CITY COUNCIL WOULD AUTHORIZE AND, UH, THEY WOULD ISSUE THE DEBT BASED ON THAT AUTHORIZATION. SO IT'S, UH, CITY COUNCIL'S DIRECTION THAT THEY WOULD LIKE TO GO OUT FOR A GENERAL OBLIGATION ON, UH, TO HAVE IT ON A REFERENDUM THIS NOVEMBER. AND SO THAT IS WHY, YOU KNOW, THIS COMMITTEE WAS FORMED. UM, I'M GONNA GET INTO A SLIDE THAT TALKS ABOUT THE ROLE OF THE COMMITTEE, BUT, UH, YOU KNOW, IN GENERAL, THE, UH, CITY COUNCIL IS LOOKING FOR THIS GROUP TO, UH, REPRESENT THE CITIZENS OF BAYTOWN AND GIVE THEM INFORMATION ABOUT WHAT, UM, THE CITIZENS WANT TO SEE ON A, UH, A GEO BOND ISSUANCE. LIKE WHAT PROJECTS, WHAT ARE PRIORITIES, WHAT'S THE, UM, YOU KNOW, APPETITE FOR, FOR THESE PROJECTS. SO LOOKING FOR YOU TO BE, UM, YOU KNOW, THAT CHANNEL OF INFORMATION FROM THE, THE RESIDENTS AT LARGE TO CITY COUNCIL. UH, AGAIN, I'D SAY I WANT TO, UH, JUST GO THROUGH WHAT'S THE ROLE OF THIS, UH, ADVISORY COMMITTEE. AND AS I SAID, IT IS PRIMARILY TO REPRESENT THE COMMUNITY AND GIVE INFORMATION TO COUNCIL ABOUT WHAT, YOU KNOW, THE COMMUNITY FEELS IS IMPORTANT. UM, ALSO RECEIVED INFORMATION ON OUR CIP AND, UH, THAT'S OUR CAPITAL IMPROVEMENT PLAN AND OUR, UH, FINANCIAL CAPACITY. SO, UH, THOSE ARE TWO THINGS THAT GO INTO WHICH PROJECTS THAT WE ARE RECOMMENDING AND HOW MUCH WE CAN DO. UM, ANOTHER, UH, FUNCTION OF THE ADVISORY COMMITTEE IS TO, UM, TO DO PUBLIC OUTREACH, SO TO COMMUNICATE WITH THE RESIDENTS AND, YOU KNOW, BRING THAT INFORMATION BACK TO, TO THIS COMMITTEE. AND THEN, UH, THE COUNCIL WOULD LIKE FOR THIS COMMITTEE TO MAKE RECOMMENDATIONS ABOUT YOUR, UM, PRIORITIES. SO I'M GOING THROUGH A LIST OF PROJECTS AND EXPLAIN THE PROJECTS THAT ARE BEING CONSIDERED. AND, YOU KNOW, WE WANT TO GET YOUR FEEDBACK ON WHAT ARE THE PRIORITIES FOR THESE PROJECTS. AND THAT'S REALLY THE, UM, THE DELIVERABLE THAT THIS COMMITTEE HAS TO, TO CITY COUNCIL IS TO DELIVER A, UH, YOU KNOW, A REVISED, IF YOU WILL, UH, PROJECT PRIORITY LIST. SO WE'LL GO THROUGH A, UH, PROJECT [00:10:01] LIST THAT WE, WE HAVE, IT'S PROBABLY MORE EXTENSIVE THAN WHAT WOULD BE INCLUDED ON THE BOND, BUT, UM, IT GIVES YOU PROJECTS TO THINK ABOUT. YOU KNOW, THERE, THERE COULD BE, YOU KNOW, HUNDREDS OF PROJECTS. OF COURSE, THERE'S, THERE'S NEEDS ALL OVER THE CITY, UH, BUT, UH, THE ONES WE'LL GO THROUGH IS WHAT, YOU KNOW, WHERE, UH, THE CITY IS TRACKING AS, YOU KNOW, THE HIGHER NEEDS. AND SO WE WANT YOUR INPUT ON WHAT YOU FEEL IS IMPORTANT. UM, AND THEN, UH, I HAVE A SCHEDULE THAT I'LL GO THROUGH THAT TALKS ABOUT, YOU KNOW, UH, WHEN WE HAVE TO HAVE THESE THINGS READY. SO WE HAVE, UH, PROGRAMS FOR COMMITTEE MEETINGS, AND I'M GONNA LEAD YOU THROUGH THE FIRST MEETING. AND IT'S REALLY JUST TO GIVE YOU INFORMATION THAT YOU NEED TO BE ABLE TO DISCUSS THE PROJECT PRIORITIES. SO, UM, AFTER THIS MEETING, YOU KNOW, UH, STAFF WILL BE HERE FOR QUESTIONS, BUT REALLY IT IS THE, THE COMMITTEE NEEDS TO ELECT A CHAIR AND, YOU KNOW, DISCUSS THESE PRIORITIES AND, AND WHAT YOU WANT TO RECOMMEND TO COUNCIL. SO, UH, BE THINKING ABOUT THAT BEFORE THE NEXT MEETING. AND THEN SEE THERE ARE OTHER THINGS THAT NEED TO FALL INTO PLACE, UM, TO GET THE ITEM TO THE VOTERS IN NOVEMBER. SO THAT'S WHAT THE REST OF THE THINGS, UH, KIND OF OUTLINED HERE. AND THAT'S WHY WE HAVE THE DATE, LIKE, UH, IN JUNE TO HAVE THAT FINALIZED LIST OF, UH, PROJECTS SO THAT WE CAN, YOU KNOW, CALL FOR THE ELECTION IN AUGUST. WE CAN, UM, YOU KNOW, NOTIFY THE COUNTY CLERK OF THE ELECTION, PUBLISH IT, THE NEWSPAPER, UM, AND GET ALL THE INFORMATION POSTED THAT WE HAVE TO, TO HAVE THE REFERENDUM IN. ANY QUESTIONS SO FAR? UH, YOU KNOW, EACH OF THE CITY DEPARTMENTS IN GENERAL WILL PRODUCE, UM, MASTER PLANS THAT KIND OF EVALUATE ALL THE, UH, THE SYSTEM. SO LIKE, UH, OUR WATER SYSTEM, WE, WE WOULD'VE A, A WATER MASTER PLAN THAT EVALUATES THE SYSTEM AND IDENTIFIES PROJECTS AND PRIORITIZES THOSE PROJECTS. UH, SO WE'VE GOT ONE FOR OUR STORM DRAINAGE, UM, AND THINGS LIKE THAT. THEN WE ALSO HAVE JUST, UM, NEEDS THAT ARE IDENTIFIED BY EITHER RESIDENTS OR STAFF. AND, UM, ANY SAFETY CONSIDERATIONS THAT, UH, WOULD BE NECESSARY. UH, WE PUT THOSE, ONCE WE'VE IDENTIFIED THE PROJECTS, UH, WE PUT THOSE INTO A CAPITAL IMPROVEMENT PLAN. AND WE HAVE A, A CURRENT PLAN. IT'S REVISED EVERY YEAR, BUT, UM, YOU KNOW, THAT'S ONE, ONE, UH, PLACE WE GET PROJECTS FROM. AND THEN WE'VE GOT GRANTS THAT COME UP THAT, UH, ARE OPPORTUNITIES. SO, YOU KNOW, A LOT OF THE, UH, NATURAL DISASTERS LIKE HARVEY, UH, AND DIFFERENT HURRICANES AFTER THAT, YOU KNOW, THE FEDERAL GOVERNMENT WILL COME OUT WITH GRANT OPPORTUNITIES FOR, YOU KNOW, MITIGATION ON NATURAL DISASTERS. AND SO AS WE GET, UM, YOU KNOW, THESE, UM, OPPORTUNITIES COME UP, WE'LL, WE'LL ADD A PROJECT SO THAT WE COULD, YOU KNOW, RECEIVE GRANT FUNDING. UH, AND SIMILAR TO THAT PARTNERSHIP PROJECTS, THOSE ARE GRANTS THAT ARE IN CONJUNCTION WITH HARRIS COUNTY, UH, PRECINCT TWO PRIMARILY WHO, UH, PUTS OUT, YOU KNOW, GRANT OPPORTUNITIES AND JUST, UH, GENERAL STAFF RECOMMENDATIONS. UH, BEFORE I GET INTO TALKING ABOUT THE PROJECTS, I WANTED TO GIVE YOU AN IDEA OF WHAT THE PROJECT PROCESS LOOKS [00:15:01] LIKE, UM, BECAUSE IT, IT WILL MAKE A DIFFERENCE WHEN I START TALKING ABOUT SOME OF THE PROJECTS AND THAT, UM, WE'RE ONLY RECOMMENDING SOME THINGS TO, UH, BE DESIGNED FIRST AND, AND THEN APPLY FOR A GRANT. SO, IN GENERAL, YOU'VE GOT, YOU KNOW, THE FUNDING OF THE PROJECT IS, IS WHERE THE PROJECT STARTS. YOU HAVE TO HAVE SOME FUNDS TO, UH, YOU KNOW, DO A PROJECT. AND DON'T, DON'T WORRY SO MUCH ABOUT THE, THE NUMBER OF MONTHS THERE. I, I PUT THAT AS JUST AN EXAMPLE. IT'S, UH, JUST TO GIVE YOU AN IDEA OF THE TIMELINE. SO ONCE THE FUNDING AS IT IS IDENTIFIED, WE WOULD, UM, USUALLY SELECT THE DESIGN CONSULTANT, BE AN ENGINEER OR AN ARCHITECT, AND THEY WOULD START DESIGNING THE PROJECT. SO IF IT'S, UH, USE AN EXAMPLE OF DARK ROAD. UM, SO DARK ROAD WAS IDENTIFIED AS A PROJECT AND THEY, UH, THE FUNDING WAS IDENTIFIED. WE HIRED A DESIGN CONSULTANT AND THEY STARTED LOOKING AT, YOU KNOW, HOW WE WANTED TO WIDEN GARTH ROAD, HOW WE NEEDED TO, YOU KNOW, PUT IN SIDEWALKS, TRAILS, AND PUT IN MEDIANS. AND ALL THAT GOES INTO, UM, WHAT YOU NEED FOR, YOU KNOW, POSSIBLE LAND ACQUISITION. OKAY. SO, UH, IF YOU NEED TO ACQUIRE ANY PROPERTY TO DO THE PROJECT THAT IS IDENTIFIED, YOU KNOW, ABOUT HALFWAY THROUGH THE, UH, DESIGN PROCESS. 'CAUSE YOU HAVE TO GET SURVEY DONE. YOU MAY HAVE TO SAY THE DESIGN HAS TO GO FAR ENOUGH TO WHERE YOU KNOW WHAT IT'S GONNA LOOK LIKE, AND THEN YOU GET, YOU KNOW, THEN YOU CAN SAVE WHAT, UH, PROPERTY YOU NEED TO ACQUIRE. SO THE RIGHT OF WAY ACQUISITION IS A PROCESS IN ITSELF, AND, AND IT CAN BE A LENGTHY PROCESS. UM, YOU KNOW, NOT ALL PROPERTY OWNERS WANT TO SELL THEIR PROPERTY TO, TO THE CITY TO DO A PROJECT. SO, UM, WE GO THROUGH, IT HAS TO GO THROUGH AN APPRAISAL PROCESS AND THEN, YOU KNOW, OFFERS, COUNTER OFFERS, THINGS LIKE THAT. SO THE RIGHT OF WAY ACQUISITION CAN BE LENGTHY. AND THAT'S WHAT I REALLY WANT TO SHOW IS THAT, YOU KNOW, IT CAN BE LENGTHY AND IT ALSO CANNOT START UNTIL PRETTY MUCH HALFWAY THROUGH THE DESIGN OF THE PROJECT. ONCE YOU ACQUIRE ALL THE RIGHT OF WAY AND THE DESIGN IS COMPLETE, THEN YOU, UH, BID THE PROJECT. IF IT'S A MAJOR PROJECT, $50,000, IT HAS TO BE PUBLICLY. SO, UM, THERE BID THAT TAKES, YOU KNOW, UH, A COUPLE MONTHS BID AND TAKE TO CITY COUNCIL FOR APPROVAL, AND THEN YOU START CONSTRUCTION AND YOU GO THROUGH CONSTRUCTION. UM, THE REASON I WANT TO SHOW THIS IS THAT, YOU KNOW, UH, I MENTIONED GRANTS AND, YOU KNOW, UH, WE'VE HAD INSTANCES WHERE WE APPLIED FOR A GRANT AND, YOU KNOW, WE GOT THE GRANT AND THEN WE HAD TO START THIS PROCESS UP HERE. AND THEN GRANTS OFTEN HAVE FINITE TIME, TIME PERIOD. YOU HAVE TO FINISH, YOU KNOW, YOUR PROJECT. UM, THEY DON'T ALWAYS GIVE YOU, AND YOU KNOW, IT, IT CAN BE A YEAR OR TWO FROM WHEN YOU SUBMIT THE GRANT TO WHEN YOU FIND OUT THAT YOU'VE GOT IT. OKAY. UM, IT BASICALLY TAKES, UH, IT, IT'S A VERY LARGE PROJECT, SO IT TAKES THE TRUNK LINE ALL THE WAY DOWN, UH, HONEYCUTT, UH, TO THE OUTFALL OF THE, UH, CHANNEL. AND THEN THAT, THAT CHANNEL GOES OUT TO CEDAR BITING. SO THERE'S PHASE ONE IS THE TRUNK LINE PART OF THE PROJECT, AND PHASE TWO IS THE CHANNEL IMPROVEMENTS TO HELP GET THE WATER OUT TO CEDAR BIKE. UH, THIS PROJECT IS FUNDED FOR DESIGN. IT'S, UM, BEING RUN BY HARRIS COUNTY. UM, WE PUT IT AS LOWER, EVEN THOUGH IT IS A HIGH PRIORITY DRAINAGE AREA, UM, BECAUSE THE ENGINEERS ARE HAVING TROUBLE GETTING, YOU KNOW, A DESIGN THAT WOULD WORK AND NOT HAVE TO TAKE OUT ALL THE HOUSES ALONG THE, SO WE KIND OF TOLD THEM THAT'S NOT THE INTENT OF THE PROJECT, AND THAT'S NOT AN ACCEPTABLE SOLUTION. UH, BUT YOU KNOW, THEY WANT TO WIDEN THE CHANNEL AND PICK OUT ALL HOUSES, AND WE DON'T SEE THAT AS A VIABLE SOLUTION. SO WE'RE REALLY STRUGGLING TO GET THE FEASIBLE SOLUTION THAT DOESN'T INVOLVE, YOU KNOW, TAKING OUT MUCH OUT AND THAT THAT IMPACTS THE TRUNK LINE PORTION AS WELL. SO, UH, I REALLY CAN'T RECOMMEND MOVING FORWARD WITH THIS PHASE, WHICH PHASE THREE WOULD BE ALL THE SMALLER LINES THAT FEED INTO THE TRUNK LINE. THOSE NEED TO BE UP SIZE AS WELL. SO I THINK YOUR PROCESS HERE IS MAKING SURE WE GET PROJECTS THE COMMUNITY WANTS AND NEEDS SO THAT, THAT WE HAVE A GOOD CHANCE OF GETTING IT. BECAUSE IF, IF, IF IT DOESN'T PASS, THERE'S A, I THINK THREE YEARS RIGHT NOW, UM, THEY'RE, THEY'RE ACTUALLY TRYING TO BUMP THAT UP TO FIVE YEARS IN THIS CURRENT LEGISLATIVE SESSION. SO THAT'S WHY THIS IS SO IMPORTANT, MAKING SURE THAT WE GET THE RIGHT PRODUCT. I, I'M NOT AN ATTORNEY, BUT I'M PRETTY SURE STATE LAW ALLOWS YOU TO HAVE MULTIPLE, UH, VALID ITEMS. YOU COULD HAVE MOBILITY ONE, MOBILITY TWO, MOBILITY THREE IF YOU WANT TO THAT BREAK THOSE [01:15:01] UP INTO SOME NUMBERS. I'M PRETTY SURE THAT'S ALLOWED. GOTCHA. VERSUS WELL, WE CAN SPEND SOME MONEY NOW FOR FUTURE CONSTRUCTION. YOU KNOW, YOU LOOK AT THAT A DIFFERENT WAY, RIGHT? UM, AND, AND YOU KNOW HOW LONG YOU FINANCE THE MONEY FOR ALL THAT KIND OF STUFF. YOU KNOW, YOU WANNA FINANCE MONEY FOR DESIGN AND, AND RIGHT AWAY ACQUISITION FOR 30 YEARS OR WHATEVER AND NOT SURE YOU'RE GONNA GET THE CONSTRUCTION MONEY. SO THAT'S, I THINK AS WE GET FARTHER INTO THIS, WE'LL BEGIN TO BREAK THIS OUT INTO LITTLE GROUPS AND WE CAN BETTER UNDERSTAND THAT THIS, THIS BIG LIST WAS, CAN BE OVERWHELMING FOR FOLKS, RIGHT?
