THANK YOU FOR THANK YOU FOR KEEPING OUR FIRST RESPONDERS AND OUR FIRE DEPARTMENT AND POLICE DEPARTMENTS SAFE AS THEY HANDLE THE DANGEROUS SITUATIONS THEY ENCOUNTER THROUGHOUT THE COURSE OF THEIR WEEK.

I LIVE AT 32 10 INDIAN TRAIL, WHICH IS NESTLED IN BETWEEN, UM,

CREEKSIDE APARTMENTS AND PARK OF SORENTO, WHICH HAS RECENTLY BEEN, UH, A POINT OF SAFETY.

I HAVE HAD TWO MURDERS IN THE LAST TWO YEARS THERE.

UM, THERE'S A LOT OF FOOT TRAFFIC THAT WALKS BETWEEN CREEKSIDE AND THE POINT OF, UH, PARK AT SORENTO.

I HAVE LIVED THERE SINCE 2012.

I AM A CITIZEN OF BAYTOWN FOR 34 YEARS.

IN 2023, OUR HOA APPROACHED, UM, THEN, UH, THE, UH, CITY ASSISTANT MAN ATTORNEY REGARDING, UM, WHO WAS RESPONSIBLE FOR WHAT IN OUR NEIGHBORHOOD.

UM, UPON THEIR RESEARCH.

UM, I DON'T KNOW WHAT ALL THAT INVOLVED.

IT WAS THEN DEEMED THAT OUR WHOLE NEIGHBORHOOD WAS CONSIDERED PRIVATE.

I DID NOT BUY AN APARTMENT.

IT IS NOT A GATED COMMUNITY.

IF YOU LOOK AT THE TAX ROLLS, I LIVE IN A SINGLE HOME FAMILY HOME.

I PAY TAXES EVERY YEAR, LIKE EVERY OTHER PERSON THAT LIVES IN A HOME IN THE CITY OF BAYTOWN.

UM, HOWEVER, WE ARE TOLD THAT, UM, WE ARE NOT ENTITLED TO GET STREET CARE AND REPAIRS.

UM, AND A HOST OF OTHER THINGS HAS OCCURRED.

UM, THIS, THIS SIMPLE LET EMAIL THAT WAS PROVIDED TO OUR HOA PRESIDENT EMPOWERED HIM TO GO FILE IT IN THE REAL PROPERTY RECORDS AND START TOWING CARS.

THAT HE, HE PRETENDED THAT WE WERE AN APARTMENT COMPLEX AND PUT SIGNS UP EVERYWHERE.

THE COURTS TOLD HIM HE HAD TO TAKE DOWN THE SIGNS AND NOT TO TOW ANY MORE CARS.

SO, UH, THAT, THAT WAS THAT.

UM, THEN I ALSO, I TRIED TO ADDRESS THIS DIRECTLY WITH THE CITY MANAGER, THE CITY ATTORNEY, UM, THE PLANNING MANAGER, UM, WITH ALSO MY COUNSEL PERSON, MR. FRANCO.

UM, THE FACT THAT THE CITY ATTORNEY HAD GOTTEN INVOLVED, I FELT LIKE I NEEDED MORE SUPPORT.

SO I DID REACH OUT TO MY STATE REPRESENTATIVES BEING BRISCOE CAIN AND MAY MIDDLETON, BRISCOE CAIN PERSONALLY APPEARED ALONG WITH MAIZE MIDDLETON SURROGATE.

DURING THAT, UH, DURING THAT CO DURING THAT MEETING, IT WAS DETERMINED AND REALIZED THAT PHASE TWO WAS PUBLIC, NOT PRIVATE, BUT PHASE ONE WAS PRIVATE.

HOWEVER, WE HAVE THE SAME GOVERNING DOCUMENTS FOR PHASE ONE AND PHASE TWO.

SO FROM THAT POINT ON, I SENT A LETTER, UM, TO THEM ALL, THANKING THEM FOR THEIR TIME, RECAPPING WHAT WE HAD AGREED TO AND WHAT WAS ACKNOWLEDGED.

UM, THE CITY, THE PUBLIC, THE PRIVATE SIGNS CAME DOWN AND THEN, UM, WE HAD A SINKHOLE.

UM, AT THAT TIME THOUGH, I ALSO, AT THE, I DECIDED I WAS GONNA TAKE IT UPON MYSELF.

I'M GONNA FIGURE OUT WHY PHASE ONE IS SHOWING PRIVATE AND PHASE TWO IS PUBLIC.

SO I AGAIN, BEGAN TALKING WITH HARRIS CENTRAL.

I SENT THEM PLAT, PLAT RE PLAT, EVERY DOCUMENT, EVERY DECLARATION, EVERYTHING I HAD.

SO THIS IS STILL, THIS IS GOING ON IN THE BACKGROUND.

AND THE MEANWHILE, WE HAD A SINKHOLE.

I HAVE A SINKHOLE BEHIND MY HOUSE.

I REPORTED IT REPEATEDLY, REPEATEDLY, THEN IT BECOMES THAT IT WAS NOT BEING RESPONDED TO, AND IT SAID, I'M LOOKING INTO IT.

AND THIS INITIATIVE WAS ORIGINALLY LAUNCHED IN 2022 WITH THE MAIN PURPOSE OF MAKING VOLUNTEERISM MORE ACCESSIBLE FOR OUR COMMUNITY MEMBERS.

AND THIS INCLUDED ADDING MORE VOLUNTEER OPPORTUNITIES, BETTERING THE CURRENT ONES THAT WE DO HAVE, UM, CONNECTING OUR CITIZENS WITH THESE VOLUNTEER OPPORTUNITIES AND PARTNERING WITH LOCAL NONPROFITS TO SUPPORT THEIR SERVICES AS WELL.

WE DO HAVE VOLUNTEER OPPORTUNITIES WITHIN THE LIBRARY, WITHIN THE PARKS AND RECREATION DEPARTMENT AT EVERY SINGLE CITY EVENT WITHIN OUR BEAUTIFICATION IN OUR PARKS, THE NATURE CENTER TOURISM AND THE HEALTH DEPARTMENT.

SO THERE'S VOLUNTEERS ALL ACROSS THE CITY.

AND IN 2022 WHEN WE LAUNCHED THE BAYTOWN SERVES INITIATIVE, WE ALSO MADE APRIL, UM, MONTH OF SERVICE WITH 30 DAYS OF VOLUNTEERING.

AND THIS IS VOLUNTEER OPPORTUNITIES.

EVERYTHING FROM WRITING THANK YOU NOTES, UM, TO HANDING OUT MEDALS AT SPECIAL OLYMPICS.

BECAME EFFECTIVE ON JANUARY 1ST.

WE DID HAVE A CLEANUP AMENDMENT, UH, ALREADY, UM, THAT, THAT WENT THROUGH IN DECEMBER, AND THEN BECAME EFFECTIVE WITH THE NEW CODE ON JANUARY 1ST.

THAT WAS A, A CLEANUP AMENDMENT THAT WAS THE FIRST OF THE CLEANUP AMENDMENTS TO TAKE CARE OF ANY TYPOS AND CONSISTENCIES THINGS THAT GOT MISSED FROM THE OLD CODE THAT WE PLANNED ON, UH, CARRYING OVER THAT, THAT GOT MISSED.

UM, THIS IS ANOTHER ONE OF THESE.

WE, WE ACTUALLY, WE HAVE MORE THAN WHAT'S IN THIS, BUT WE WANTED TO BREAK IT DOWN INTO BITE, RELATIVELY BITE-SIZED PIECES, UM, BECAUSE IT, IT GETS OVERWHELMING FOR EVERYBODY AT THAT STAGE.

SO, UM, SO AGAIN, THIS IS, UH, CONTINUING THAT CLEANUP AND MAKING SURE THAT EVERYTHING IS CONSISTENT.

UM, AR THIS IS, WAS DEEMED TO BE MORE APPROPRIATE USE OF THE INFILL.

IT DIDN'T REALLY FIT WITH THE MR, BUT IT DOES FIT WITH AR, UM, IN ZONING DISTRICT AND DIMENSIONAL STANDARDS.

UM, WE, WE HAVE AN ONGOING ISSUE WITH, I, I'LL EXPLAIN THIS ONE A LITTLE BIT.

MANUFACTURED HOMES IN THE AR DISTRICT, WHICH USED TO BE THE UN DISTRICT.

UM, THERE IS THE STANDARD LOT IS 10, IS A HUNDRED FOOT DEEP.

UM, THE REQUIRED SETBACKS ARE 10 FEET AND 15 FEET, MEANING YOU CAN ONLY HAVE 75 FOOT LONG, UM, UH, MANUFACTURED HOME, A STANDARD MANUFACTURED HOME IS 76 FEET.

SO WE WERE DOING, UH, QUITE A LOT OF, ANYTIME THOSE WOULD COME IN, IN THE AR DISTRICT, WE WOULD HAVE TO DO AN ADMINISTRATIVE VARIANCE, WHICH IS A ONE FOOT VARIANCE, WHICH I WOULD SIGN OFF ON.

AND IT JUST MADE SENSE BECAUSE I NEVER SAID NO TO THESE.

LET'S JUST MAKE THAT PART OF THE CODE SO IT REDUCES THE REAR SETBACK TO NINE FEET INSTEAD OF 10 FOR MANUFACTURED HOMES.

UM, TO MAKE IT EASIER, MAKE THE PROCESS A LITTLE MORE STREAMLINED, UM, UNDER USE STANDARDS, UH, WE LIKE TO REVISE THE USE TABLE TO PERMIT AUTO REPAIR IN THE NEIGHBORHOOD COMMERCIAL DISTRICT, UM, WITH SOME CONDITIONS.

SO IT, I BELIEVE IT'S ALREADY, UM, ALLOWED, BUT WE WANTED TO ADD A FEW CONDITIONS, UM, WITHIN THE CONTEXT OF THE NC DISTRICT, UM, UNDER USE SPECIFIC STANDARDS, WE WANTED TO REDEFINE THE SIZE LIMITATIONS.

OKAY, SO THIS WAS, UH, THIS HAD TO DO WITH, HOPEFULLY YOU REMEMBER WE HAD A, A TEXT CHANGE THAT HAD TO DO WITH HOW WE MEASURE THE SIZE OF TRAILERS.

THE TRAILERS ARE IN THE OLD CODE, WERE, UM, BY WEIGHT, AND WE DON'T REALLY HAVE A PRACTICAL WAY TO DO THAT.

UM, WE HAD SOMEONE COME THROUGH WITH A REZONE ON I 10 WHO SHOWED US TWO DIFFERENT TRAILERS.

THAT ONE WAS 12,000 POUNDS AND ONE WAS 18,000 POUNDS.

AND THE, THE, THE DIFFERENCE, OR EXCUSE ME, THE THRESHOLD IS 13,000, AND WE COULDN'T TELL THE DIFFERENCE BETWEEN THE TWO.

THE ONLY THING YOU COULD TELL THE DIFFERENCE ON WAS THE NUMBER OF LUGS ON THE, ON THE WHEEL.

SO WE NOT HAVING A GOOD PRACTICAL WEIGHT TO ENFORCE THAT 13,000 POUND LIMIT.

WE DID AN AMENDMENT IN 23 TO CHANGE THAT TO ABOUT THE PHYSICAL SIZE AND THE USE OF THE TRAILERS THEMSELVES, THE, THE INTENT OF, OF THE, UH, TRAILERS RATHER THAN BY WEIGHT THAT GOT MISSED, THAT WAS SUPPOSED TO BE CARRIED OVER TO THE NEW COAT.

SO WE'RE JUST CARRYING THAT OVER, UH, UNDER SPECIAL USE STANDARDS, UH, WE WANTED TO ADD SOME CONDITIONS TO RV PARKS.

UH, THERE IN THE OLD CODE, AGAIN, THERE WAS A SIZE MINIMUM OF FIVE ACRES.

UH, AND THEN SORT OF GRANDFATHER THE OLD RV PARKS THAT WERE HERE BEFORE 2013 WHEN THE CODE FIRST STARTED.

UM, AND THAT AGAIN, REFLECTS THE LANGUAGE THAT CAME OUT OF THE, THE PREVIOUS CODE UNDER ACCESSORY USE OF STRUCTURE STANDARDS.

UM, THERE'S SOME CONFUSING LANGUAGE THAT HAS TO DO WITH SETBACKS OF DETACHED ACCESSORY STRUCTURES IN RESIDENTIAL.

UM, WE REALLY JUST WANTED TO MAKE THAT CONSISTENT.

WHATEVER IT IS, LET'S KEEP IT CONSISTENT AND TAKE OUT THE LANGUAGE THAT WAS NOT ONLY CONFUSING APPLICANTS WAS CONFUSING STAFF.

SO WE'RE JUST TRYING TO, TO SIMPLIFY THAT.

THERE'S ALSO A SCREENING REQUIREMENT IN THE NEW CODE THAT WASN'T IN THE OLD CODE.

SO IF I HAD A SHED IN MY BACKYARD, I HAVE TO SCREEN IT WITH A FENCE OR A, OR VEGETATION OR SOMETHING THAT SEEMED TO BE OVERKILL.

SO WE, WE WANT TO REMOVE THAT AS WELL.

UH, AND THEN THERE'S ALSO SPECIFIC LANGUAGE ON SETBACKS OF, OF POOLS AND SPAS.

UM, AND THEN AS WE STARTED TO LOOK AT, AT THOSE TEMPORARY USE, UH, TABLE, WE ALSO SAW THAT TEMPORARY CONSTRUCTION OFFICES, TEMPORARY CONSTRUCTION DUMPSTERS, UM, THAT WERE IN THE TABLE, THOSE WERE REQUIRED TO HAVE A TEMPORARY USE PERMIT, WHICH IS A NEW THING, UH, UNDER THIS CODE.

UH, THAT SAID, WE HAVE ALWAYS ALLOWED THE TEMPORARY CONSTRUCTION OFFICES AND DUMPSTERS AS PART OF A BUILDING PERMIT PROCESS, AND WE'VE NEVER HAD ANY REAL ISSUES WITH THAT.

SO WE WANT TO, WE STILL WANT TO ALLOW THOSE THE WAY WE HAVE IN THE PAST BECAUSE AGAIN, IT, IT, THE TEMPORARY USE PERMITS WOULD REPRESENT A LOT OF EXTRA TIME FOR STAFF.

UM, BUT IT ALSO, IT, IT, IT'S AN EXTRA STEP FOR THE APPLICANTS, AND WE DON'T THINK THAT IT'S NECESSARY.

WELL, WE'RE ALREADY RUNNING UP AGAINST, WHAT WE DID DO WAS WE PUT IN A MAXIMUM PARKING SPACES, AND THAT'S BASED ON FLOOR AREA RATIO.

SO IF I HAVE A, A RESTAURANT, THEN I HAVE, UH, ONE SPACE FOR EVERY 250 FEET OF, OF FLOOR GROSS FLOOR AREA.

WELL, IN SOME OF THOSE LIKE DRIVE-THROUGHS, WE WERE SAYING, UH, IT WAS ONE PER 250 FEET, AND THAT JUST WAS FAR TOO RESTRICTIVE.

SO IF I HAD A 3000 OR SAY A 4,000 FOOT, UM, UH, SQUARE FOOT DRIVE-THROUGH RESTAURANT, THEN I WOULD ONLY BE ALLOWED TO HAVE, WHAT IS THAT 16 PARKING SPACES THAT JUST DIDN'T SEEM TO BE ENOUGH.

SO WE'D LIKE TO, TO TAKE, PUT THAT IN LINE WITH THE OTHER RESTAURANTS, WHICH IS, UH, ONE PER HUNDRED, WHICH WOULD, UM, MAKE FOR, UH, UH, QUITE A FEW BIT MORE PARKING SPACES, UH, AVAILABLE.

THE OTHER PART OF THAT PARKING OFF STREET PARKING REQUIREMENT IS THERE IS ALSO SOMETHING THAT SAYS IF YOU WANT TO DO A PARKING STUDY AS A, AS A DEVELOPER, THAT WOULD ALLOW YOU TO GO OVER THE, OR IT WOULD ALLOW YOU TO, UM, DO LESS THAN THE MINIMUM FOR RESIDENTIAL.

BUT IT ALSO MADE SENSE THAT IF THERE IS A USER THAT WANTS TO HAVE MORE THAN THE MAXIMUM, AGAIN, THEY COULD COME IN AND, UM, SUBMIT A SPECIAL PARKING STUDY AND THAT WOULD BE ADMINISTRATIVELY APPROVED IF IT, IF THAT MADE SENSE.

UM, AND THEN WE WOULD NOT HAVE TO SEND THEM TO BOARD OF ADJUSTMENT FOR VARIANCES OR THINGS LIKE THAT.

UM, SCREENING AND FENCING, UH, THERE AGAIN WAS SOME CONFUSING LANGUAGE IN THAT, UH, SECTION, AND SO WE JUST WANTED TO MAKE IT SIMPLE AND JUST SAY, OKAY, YOU CAN'T HAVE ANY FENCE WITHIN THE VISIBILITY TRIANGLE, AND THAT'S A SAFETY, UH, DEAL.

AND THEN UNDER SIGNS, UM, IF YOU'LL, IF YOU'LL REMEMBER, UH, WE, WE HAD SOME CONVERSATIONS ABOUT SIGNS WHEN THE, UH, SAN JACINTO MALL OR SAN JACINTO MARKETPLACE PROPERTY, UM, CAME THROUGH.

AND WE STARTED TO REALIZE THAT THE NEW SIGN CODE, WHICH IS ALL NEW FROM WHAT WE HAD BEFORE, IS A LOT MORE RESTRICTIVE.

MM-HMM .

UM, WE LIKE RESTRICTIVE.

WE LIKE THAT IT, IT IS GONNA HELP OVER TIME WITH BEAUTIFYING CERTAIN COMMERCIAL AREAS OF THE CITY.

BUT THAT SAID, SOME OF IT WAS MAYBE A LITTLE BIT TOO RESTRICTIVE, UM, AND PARTICULARLY ALONG THE INTERSTATE.

AND SO, UH, WHAT WE PROPOSE IS A IS A 42 AND A HALF FOOT TALL PYLON SIGNS TO BE ALLOWED IN THE FREEWAY COMMERCIAL DISTRICT, UH, BUT ONLY IF THEY'RE WITHIN 200 FEET OF THE INTERSTATE.

THAT INCLUDES THE FEEDER ROAD AS WELL, WHEREVER THAT PROPERTY LINE IS.

UM, AND THEN ALSO A PIECE THAT WAS APPROVED BY CITY COUNCIL IN 24, UH, WAS A RESIDENTIAL TEMPORARY SIGNAGE.

WE, THIS BODY MADE A DECISION TO SAY WE'RE NOT GONNA REGULATE ANY OF THE RESIDENTIAL TEMPORARY SIGNAGE.

SO I'VE GOT THE, THE SIGN IN MY FRONT YARD THAT SAYS, CONGRATS TO MY, UH, YOU KNOW, 2025 GRADUATE THAT REMOVED ANY KIND OF RESTRICTIONS FROM THAT.

MIZUKI SUSHI IS CURRENTLY BEING REMODELED AT 47 10 EAST I 10, THE FORMER LOCATION OF THE HOOTERS RESTAURANT.

WE'RE SEEING A LOT OF PROGRESS ON THE WA WATER, WASTE WATER TREATMENT PLANTS PROJECT WITH UTILITIES AND THE SCADA SYSTEMS BEING INSTALLED IN MARCH.

VOLUNTEERS HAVE BEEN BUSY, UH, GIVING THE ANIMAL STATUES AT BAY AT THE BAYTOWN NATURE CENTER.

A NEW FRESH LOOK, A BIG THANK YOU TO ALL THE AMAZING VOLUNTEERS, AND IT DOES LOOK BEAUTIFUL OUT THERE.

I WAS OUT THERE RECENTLY ON MARCH 29TH, THE BAYTOWN NATURE CENTER SAW AN OPPRESSIVE 201 PARTICIPANTS JOINING FOR OUR ANNUAL TRASH TRASH BASH TO GATHER THE VOLUNTEERS COLLECTED 85 BAGS OF TRASH ALONG THE, ALONG WITH SOME UNEXPECTED FINES, INCLUDING A PORTA POTTY DOOR AND A AND A DASH OF A CAR.

WE DON'T KNOW WHAT, WE DON'T KNOW WHAT SEEMS TO, UH, WASH UP ON, UH, THE SHORES OF BURNETT BAY, BUT I'M SURE SOME INTERESTING THINGS ALWAYS DO WASH UP THERE.

UM, UH, TO MAKE THE NEWLY INSTALLED PLAYGROUND AT THE BAYTOWN SOCCER PARK MORE ACCESSIBLE, A BRAND NEW WALKWAY WAS DESIGNED AND PUT IN THE PLACES PUT INTO PLACE THIS WEEK.

THE PROJECT IS SET TO BE COMPLETED WITHIN THE NEXT TWO WEEKS WITH THE PLANS TO ADD A CONCRETE PERIMETER AROUND THE, THE PLAYGROUND AND FILL IN THE AREA WITH, UH, FLESH PLAYGROUND MULCH.

AND ALSO, IT'S NOT ON THE REPORT, BUT, UM, THE LAST CONCERT HELD AT THE NATURE CENTER WAS A HIT.

FROM WHAT I HEARD, I, I WENT OUT THERE A LITTLE EARLIER DURING THE, THE FIVE, THE ONE K AND THE 5K RACE.

IT WAS A GOOD ATMOSPHERE AND PEOPLE REALLY, REALLY ENJOYED THEMSELVES.
