THE NEXT ITEM IS A COMMUNITY DEVELOPMENT DIVISION WILL HOLD A COMMUNITY DEVELOPMENT BLOCK GRANT REQUEST FOR PROPOSALS OR RFP TECHNICAL ASSISTANCE WORKSHOP, MS. SHARON.

SO THEN YOU'LL LEARN HOW TO APPLY FOR CDBG.

UM, WHAT WE'LL DO IS I'LL GIVE YOU A LITTLE BIT OF BACKGROUND ON CDBG.

I'M GONNA LOOK AT YOU ALL THE TIME 'CAUSE YOU'RE THE ONLY ONE HERE.

SO, UM, I'LL INTRODUCE STAFF, GIVE YOU A LITTLE BACKGROUND ON COMMUNITY DEVELOPMENT, AN IDEA OF WHAT'S ELIGIBLE AND WHAT ISN'T ELIGIBLE.

AND THEN WE'LL GO ON TO THE ACTUAL APPLICATION.

SO STAFF, OF COURSE RIGHT NOW OUR DIRECTOR AND OUR ASSISTANT DIRECTOR ARE NOT IN THE BUILDING RIGHT NOW.

SO YOU HAVE MYSELF, SHARON ROSE, COMMUNITY DEVELOPMENT SUPERVISOR.

MONICA FAA IS OUR COMMUNITY DEVELOPMENT GENERALIST.

AND STEPHANIE MEDINA IS OUR COMMUNITY OUTREACH SPECIALIST.

SO THIS IS SOMETHING THAT IS VERY IMPORTANT THAT WE ALL NEED TO BE AWARE OF.

THE CITY OF BAYTOWN HAS NOT YET BEEN AWARDED FUNDING FOR PROGRAM YEAR 2025.

DUE TO THE CURRENT UNCERTAINTIES REGARDING FUTURE FEDERAL BUDGETS AND HUD FUNDING ALLOCATIONS.

THE CITY CANNOT GUARANTEE LEVELS OF FUNDING FOR THE CDBG PROGRAM IN THE UPCOMING YEAR.

SO THAT'S JUST SOMETHING TO CONSIDER WHENEVER YOU'RE SUBMITTING YOUR APPLICATION.

WE DON'T KNOW IF WE'RE GONNA GET MONEY AND IF WE DO, WE DON'T KNOW HOW MUCH MONEY WE'RE GOING TO GET.

SO THIS HERE IS A GRAPH OF OUR ALLOCATIONS FOR THE LAST 10 YEARS.

SO IT GIVES YOU AN IDEA OF, UM, THE EBB AND FLOW OF FUNDING THAT WE RECEIVED FROM HUD RIGHT NOW.

THIS SINCE I'VE BEEN HERE, WHICH WAS THE 2015 YEAR, THIS IS THE MOST WE'VE EVER RECEIVED.

SO, UM, I DON'T KNOW WHAT IT'S GONNA LOOK LIKE NEXT YEAR.

I'M HOPING THAT IT STAYS SIMILAR, BUT WE'LL HAVE TO WAIT AND SEE.

SO THIS YEAR IS AN ESTIMATE ON WHAT I, WE COULD RECEIVE IN FUNDING BASED ON A FIVE YEAR AVERAGE.

SO IF YOU LOOK AT THE LAST FIVE YEARS OF OUR FUNDING OVER HERE, THE AVERAGE OF THAT IS $715,555.

THERE IS A CAP ON PROGRAM ADMINISTRATION.

SO WE CAN ONLY SPEND 20% OF OUR BUDGET ON PROGRAM ADMIN.

SO IF WE WERE TO RECEIVE 7 15, 5 55, THEN OUR CAP FOR THAT WOULD BE 143,111.

AND THEN PUBLIC SERVICE ACTIVITIES, WHICH IS OUR COMMUNITIES AND SCHOOLS, OUR MEALS ON WHEELS, OUR HEARTS AND HANDS OF BAYTOWN.

THERE'S A 15% CAP ON WHAT WE CAN SPEND ON ANY PUBLIC SERVICE ACTIVITY AND ALL OTHER ACTIVITIES.

THERE'S NOT A CAP ON THAT.

THE BIGGEST THING TO REMEMBER IS, IS THAT 70% OR MORE OF OUR FUNDING DOES HAVE TO BE SPENT ON LOW INCOME AREAS OR PEOPLE.

SO THE OBJECTIVE OF CDBG IS TO DEVELOP VIABLE COMMUNITIES AND WE BASICALLY HAVE THREE NATIONAL OBJECTIVES THAT WE HAVE TO MEET, BENEFITING LOW TO MODERATE INCOME PEOPLE AIDING ELIMINATION OF SLUM OR BLIGHT WITHIN OUR COMMUNITY OR MEETING AN URGENT NEED.

SO OUT OF THOSE THREE NATIONAL OBJECTIVES, WE TYPICALLY FOCUS ON LOW TO MODERATE INCOME INDIVIDUALS OR AREAS.

AND THAT'S BECAUSE WITH THE AMOUNT OF FUNDING THAT WE RECEIVE, THERE IS NOT AS MUCH THAT WE CAN DO IN TERMS OF ECONOMIC DEVELOPMENT AND THINGS LIKE THAT.

SO A LOT OF OUR PROGRAMS ARE GEARED TOWARD SOCIAL SERVICE ACTIVITIES.

UM, COMMUNITIES AND SCHOOLS RECEIVES FUNDING TO DO WORKSHOPS FOR STUDENTS THAT WANT TO ATTEND COLLEGE OR IF THEY CAN'T GO TO SCHOOL WHEN THEY GET OUTTA HIGH SCHOOL, IT HELPS THEM GET JOBS AND THINGS LIKE THAT.

WE FUND PROGRAMS LIKE THAT.

SO OUR LOW TO MODERATE INCOME NATIONAL OBJECTIVE, THERE'S THE AREA BENEFIT, WHICH WOULD BE LIKE OUR PARKS PROGRAMS AND THINGS LIKE THAT.

AND THEN THERE'S LIMITED CLIENTELE, WHICH IS TYPICALLY WHAT WE SERVE RIGHT NOW.

HOUSING, WE DO THAT.

UM, INTERNALLY WE HAVE OUR HOUSING PROGRAMS AND THEN JOBS WOULD BE ECONOMIC DEVELOPMENT PROJECTS AND THAT'S TO WHERE WE WOULD PROVIDE FUNDING TO BUSINESSES SO THAT THEY CAN MAINTAIN THEIR STAFF AND THINGS LIKE THAT.

SO TYPICALLY WE DO LOW MODERATE AREA BENEFIT OR LOW TO MODERATE INCOME.

UH, LOW TO MODERATE INCOME PEOPLE, LIMITED CLIENTELE.

SO WHENEVER YOU WANNA USE CDBG FUNDING IN A LOW TO MODERATE INCOME AREA, ONE OF THE THINGS THAT HAS TO HAPPEN, 51% OR MORE OF THE PEOPLE WHO

LIVE IN THAT AREA HAVE TO BE LOW INCOME.

SO YOU'LL ACTUALLY HAVE TO, THE WHOEVER'S GOING TO BE APPLYING FOR THE FUNDING WOULD HAVE TO GET THAT KIND OF CENSUS DATA TOGETHER SO THAT THEY CAN DETERMINE THAT BECAUSE THEY WOULD HAVE TO SUBMIT THAT TO US.

IF THEY'RE GONNA APPLY FOR, LET'S SAY A PARKS PROJECT, LIKE MY DREAM IS TO DO SOMETHING WITH MISSY DAVIDSON PARK ON WARD ROAD BECAUSE IT'S JUST A BIG EMPTY PARK.

THERE'S NOTHING THERE.

A COUPLE OF BACKSTOPS I THINK, AND THAT'S IT.

LOVE TO DO SOMETHING THERE.

THAT IS A LOW MOD AREA.

SO WE WOULD ACTUALLY BE ABLE TO USE CDBG DOLLARS TO DO SOMETHING WITH THAT PARK.

I DON'T KNOW IF WE COULD USE A LOT OF CDBG DOLLARS, BUT WE CAN USE SOME CDBG DOLLARS TO DO SOMETHING IN THAT PARK.

WE USED CDBG FUNDING FOR PELLY PARK, BERGERON PARK UNIT AD PARK, CENTRAL HEIGHTS PARK.

I MEAN IT WAS, IT WAS LESS THAN A HUNDRED THOUSAND PER PARK, BUT STILL IT'S, YOU KNOW, LITTLE THINGS CAN MAKE SOMETIMES A BIG IMPACT.

SO WHENEVER YOU WANT TO DO AN AREA BENEFIT, YOU JUST HAVE TO MAKE SURE THAT YOU'RE DOCUMENTING WHAT THE INFORMATION IS, INCOME INFORMATION FOR THAT AREA IS.

AND THEN WE HAVE OUR LIMITED CLIENTELE AND THAT'S, OH, I DIDN'T SKIP IT.

AND THAT IS BASICALLY A BENEFIT FOR PEOPLE WHO ARE PRESUMED TO BE LOW INCOME.

UH, VICTIMS OF DOMESTIC VIOLENCE ARE PRESUMED TO BE LOW INCOME, RIGHT? HOMELESS PEOPLE ARE PRESUMED TO BE LOW INCOME.

UH, PEOPLE THAT ARE UM, RECEIVING UM, TANF OR SNAP OR THINGS LIKE THAT.

THOSE ARE ALL PRESUMED TO BE LOW INCOME.

SO THOSE ARE A LOT OF THE PROGRAMS THAT WE FUND.

HEARTS AND HANDS OF BAYTOWN, MEALS ON WHEELS, ELDERLY 62 AND UP, PRESUMED LOW INCOME.

SO WE AT, IT'S EASY FOR US TO PROVIDE FUNDING TO THOSE.

SO A COUPLE OF DIFFERENT ELIGIBLE ACTIVITIES FOR PUBLIC SERVICES THAT YOU MIGHT SEE AND THAT WE HAVE DONE IN THE PAST ARE CHILDCARE SERVICES.

WE'VE NEVER DONE HEALTH SERVICES.

WE DO OUR EDUCATION PROGRAMS WITH COMMUNITIES AND SCHOOLS, SENIOR SERVICES.

WE HAVE OUR TRANSPORTATION FOR THE ELDERLY AND DISABLED.

WE HAVE THE, UH, MEALS ON WHEELS.

THOSE ARE THINGS THAT WE FUND FOR SENIORS.

HOMELESS SERVICES.

WE HAVE CHILDCARE FOR HOMELESS CHILDREN THAT ARE RESIDING IN THE SHELTER.

SUBSTANCE ABUSE SERVICES, WE HAVEN'T FUNDED ANY OF THOSE LATELY.

FAIR HOUSING COUNSELING, WE DO THAT ON A TECHNICAL ASSISTANCE BASIS.

AND OF COURSE OUR FOOD BANK, WHICH IS HEARTS AND HANDS OF BAYTOWN.

SO WHENEVER YOU'RE WANNA DO A PUBLIC SERVICE ACTIVITY WHEN YOU APPLY IT EITHER HAS TO BE A NEW ACTIVITY OR IT HAS TO BE AN INCREASE IN THE CURRENT ACTIVITY.

SO LET'S SAY LIKE LAST YEAR, COMMUNITIES AND SCHOOLS RECEIVED FUNDING.

THEY WERE PROVIDING WORKSHOPS IN HIGH SCHOOLS.

WELL THIS YEAR THEY'VE MOVED ON TO INCLUDE JUNIOR HIGHS.

SO THAT'S AN INCREASE IN THE LEVEL OF SERVICE.

SO THAT'S SOMETHING THAT YOU WANNA SEE.

IF IT'S ALREADY A PROGRAM THAT WE FUND, WHAT ARE THEY DOING TO INCREASE IT TO, TO MAKE IT BIGGER, MAKE IT BETTER? PUBLIC FORS, UH, PUBLIC FACILITIES AND IMPROVEMENTS.

THAT WOULD BE LIKE OUR PARKS PROJECTS, SIDEWALK PROJECTS, THINGS LIKE THAT.

THOSE ARE, UM, INFRASTRUCTURE IMPROVEMENTS.

NEIGHBORHOOD FACILITIES, FACILITIES FOR PERSONS WITH SPECIAL NEEDS.

THAT WOULD BE OUR PUBLIC FACILITIES AND IMPROVEMENTS.

THOSE WOULD BE LOW MOD AREA BENEFITS.

OF COURSE WE HAVE OUR INELIGIBLE CDBG ACTIVITIES, UH, ASSISTANCE FOR BUILDINGS USED FOR GENERAL CONDUCT OF GOVERNMENT.

WE CANNOT USE CDBG DOLLARS TO FIX CITY HALL.

THIS CAN'T BE DONE.

UH, WE CAN'T USE IT FOR LOCAL GOVERNMENT EXPENSES.

WE CAN'T PAY OUR BILLS WITH IT.

WE CAN'T FUND THE POLITICAL ACTIVITIES, LOBBYISTS, ANYTHING LIKE THAT.

WE CANNOT BUILD NEW HOUSING.

NOW OUR CURRENT HOUSING PROGRAM, WE DEMOLISH AND REBUILD.

THAT'S OKAY.

BUT WE CAN'T JUST GO OUT AND JUST START BUILDING NEW HOUSING INCOME PAYMENTS.

WE CANNOT PROVIDE DIRECT INCOME PAYMENTS TO OUR APPLICANTS, TO OUR, UM, PEOPLE WHO BENEFIT FROM OUR PROGRAMS. THAT'S LIKE OUR SHOE PROGRAM.

AND WE CAN'T JUST GIVE THEM A GIFT CARD TO UM, FAMOUS FOOTWEAR AND SAY, HERE YOU GO, HAVE FUN.

NO, WE ACTUALLY HAVE TO MEET THEM.

THEY'RE PURCHASE THE SHOES FOR THEM.

SO WE CAN'T DO A DIRECT INCOME PAYMENT TO ANYONE.

EVEN WHEN WE DID OUR RENTAL ASSISTANCE DURING COV, WE WOULD CUT A CHECK TO THE LANDLORD.

WE DIDN'T CUT IT TO THE RENTER.

SO IT'S ONE OF, OF THOSE THINGS WITH CDBG, IT IS JUST NOT ALLOWED PURCHASE OF EQUIPMENT.

AND OF COURSE ACTIVITIES NOT PRIMARILY BENEFITING LOW TO MODERATE INCOME RESIDENT HOUSEHOLDS.

THAT OF COURSE, LIKE I SAID IS THE MOST IMPORTANT THING.

CDBG IS HERE TO HELP LOW INCOME FAMILIES IN AREAS IN BAYTOWN AND THROUGHOUT THE COUNTRY.

THERE IS A HUGE NEED FOR THIS KIND OF FUNDING AND THESE ACTIVITIES HAVE TO BENEFIT THOSE POPULATIONS.

AND OF COURSE I CAN ACTUALLY, UM, EMAIL THIS SLIDESHOW TO Y'ALL IF Y'ALL NEED TO.

THOSE RECORDS HAVE TO BE MAINTAINED FOR, WE'LL JUST SAY SIX YEARS BECAUSE IT'LL BE FOR THE YEAR OF THE PROGRAM PLUS FIVE YEARS AFTER.

SO, AND YOU HAVE TO KEEP ALL OF YOUR ADMINISTRATIVE RECORDS LIKE UM, ANY APPLICATIONS, AGREEMENTS, POLICIES, GUIDELINES, PERSONNEL FILES.

IF YOU'RE PAYING UM, SALARIES FOR PEOPLE, THEN YOU WANT TO MAKE SURE THAT YOU HAVE TIME SHEETS, YOU HAVE EVERYTHING SIGNED OFF BY PEOPLE.
