DISCUSS THE DEVELOPMENT AND IMPLEMENTATION OF THE 2025.

2029 CONSOLIDATED PLAN.

MS. SHE, SO, AS YOU KNOW, EVERY FIVE YEARS WE HAVE TO, UM, IDENTIFY NEEDS WITHIN THE COMMUNITY AND THEN SET FORTH GOALS ON HOW IT IS THAT WE'RE GONNA MEET THOSE NEEDS.

AND THEN WITHIN THAT FIVE YEAR PERIOD, WHEN WE DO OUR ACTION PLAN, EACH ONE OF THOSE WE'RE SAYING HOW WE'RE GOING TO ADDRESS THAT GOAL OR YOU ADDRESS THE NEEDS.

SO, UM, IT IS A VERY INVOLVED DOCUMENT.

UM, I BELIEVE THE CURRENT ONE IS OVER 300 PAGES.

A LOT OF CHARTS AND THINGS LIKE THAT.

BUT, UM, IT INCLUDES THE CONSOLIDATED PLAN ITSELF, WHICH HAS DIFFERENT SECTIONS TO IT, THE STRATEGIC PLAN, THE NEEDS ASSESSMENT, MARKET ANALYSIS, HOUSING ANALYSIS, THINGS LIKE THAT.

THE A THE FIRST YEAR ACTION PLAN IS ALSO INCLUDED IN THAT.

THIS ALSO IS GOING TO INCLUDE OUR, UM, FAIR HOUSING PLAN WITH ANALYSIS OF IMPEDIMENTS.

AND BECAUSE OF THE TYPE OF WORK THAT GOES INTO CREATING THIS, WE HIRE A CONSULTING FIRM TO TAKE CARE OF THAT INFORMATION FOR US.

AND TODAY WE HAVE JAMES GILLILAND.

HE IS FROM J QUAD PLANNING, AND HE IS THE CONSULTANT THAT WE ARE GOING TO BE USING TO, UM, FOR THE WRITING OF THIS PLAN.

UH, AS INDICATED, YOU COMPLETE THIS PROCESS ONCE EVERY FIVE YEARS IN ORDER TO BE ELIGIBLE TO RECEIVE YOUR FUNDING.

UH, AND I'D LIKE TO KIND OF WALK YOU THROUGH WHAT'S INVOLVED IN THAT PROCESS AND ALSO MOST IMPORTANTLY, YOUR RELATIONSHIP TO THE PROCESS, UH, ESPECIALLY IF ANYONE'S, UH, HAVE, HAVE YOU ALL BEEN THROUGH A FIVE YEAR CONSOLIDATIVE PLAN PROCESS? PROBABLY HAS BEEN ON THE BOARD BEFORE I GOT A LICENSE, SO, YEAH.

ALRIGHT, WELL, I'D LIKE TO KIND OF ACQUAINT YOU WITH THE PROCESS AND WHAT WE'LL BE DOING OVER THE NEXT THREE TO FOUR MONTHS.

UH, AND I'M GONNA GO THROUGH THE POWERPOINT PRESENTATION JUST TO GIVE YOU AN OVERVIEW.

SO, UH, J QUAD PLANNING GROUP.

WE ARE BASED IN DALLAS, UH, IN THE DALLAS METROFLEX AREA.

WE ACTUALLY IN PLANO, UH, WE'VE BEEN IN THE BUSINESS SINCE 1994.

UH, WE PROVIDE THE SERVICE TO, UH, PROBABLY TWO THIRDS OF THE JURISDICTIONS IN TEXAS, INCLUDING THE STATE OF TEXAS.

UH, WE WORK PRIMARILY WITH CITIES, COUNTY STATES WHO ARE RECEIVING, UH, C FUNDS.

UH, IT'S A THREE PART PROCESS THAT'S DESIGNED TO IDENTIFY HOUSING AND COMMUNITY DEVELOPMENT PRIORITIES, UH, THAT ALIGN WITH, UH, THE REQUIREMENTS OF THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM.

UH, AND THE PROCESS TYPICALLY TAKES PLACE, UH, BETWEEN JANUARY AND AUGUST.

BY STATUTE, YOU HAVE TO COMPLETE THE PROCESS AND SUBMIT YOUR PLAN, UH, BY AUGUST 15TH, UH, OF A EACH YEAR IN ORDER TO BE ELIGIBLE TO RECEIVE FUNDING FOR THE PROGRAM YEAR.

IT'S ACTUALLY A FIVE YEAR PROGRESSIVE, UH, PLAN THAT, UH, COVERS THAT FIVE YEAR, UH, PERIOD.

AND IT'S BASED ON THE STATUTES THAT ARE APPROVED, UH, BY CONGRESS.

UH, THERE ARE THREE COMPONENTS AS YOU SEE THE CONSOLIDATED PLAN, THE ANNUAL ACTION PLAN, AND THE ANALYSIS AND IMPEDIMENTS.

THE CONSOLIDATED PLAN IS YOUR FIVE YEAR, UH, PLAN, WHICH OUTLINES ALL THE DATA REQUIREMENTS THAT HUD REQUIRES IN ORDER FOR YOU TO BE ELIGIBLE AS A JURISDICTION.

THE ANNUAL ACTION PLAN IS YOUR ACTUAL DOLLAR AMOUNT OR YOUR BUDGET, UH, FOR EACH YEAR.

AND SO, UH, AS PART OF THIS FIVE YEAR PLAN, YOU SUBMIT AN ANNUAL ACTION PLAN, WHICH SETS OUT YOUR GOALS AND OBJECTIVES FOR YOUR FIRST YEAR FUNDING THAT GOES INTO EFFECT, UH, UH, UNDER THE, UH, AUGUST 15TH, UH, APPROVED PLAN.

AND THEN THE ANALYSIS OF IMPEDIMENTS IS A SEPARATE DOCUMENT THAT'S REQUIRED, UH, AND IT'S DESIGNED TO IDENTIFY ANY IMPEDIMENTS THAT YOUR COMMUNITY MIGHT BE EXPERIENCING IN ORDER TO NOT ONLY UTILIZE THE

FUNDS, BUT ALSO JUST IN TERMS OF BEING ABLE TO CARRY OUT YOUR ANNUAL ACTION PLAN EACH YEAR.

UH, THERE ARE SOME, UH, ANALYTICAL COMPONENTS, UH, AND I'LL JUST TOUCH BASE ON IT JUST BRIEFLY.

UH, THERE'S A NEEDS ASSESSMENT THAT LOOKS AT THE NEEDS WITHIN YOUR COMMUNITY, UH, THAT'S BASED ON A NEEDS ASSESSMENT OF ALL ACTIVITIES THAT ARE ELIGIBLE TO BE FUNDED.

YOU'RE NOT REQUIRED TO FUND EVERY ACTIVITY, BUT YOU CERTAINLY CAN CONSIDER, UH, ALL, UH, PARTICULAR NEEDS AS ONES THAT YOU CAN ADDRESS IF YOU CHOOSE TO.

THERE'S A MARKET ANALYSIS THAT SUPPORTS, UH, THE ACTIVITIES THAT YOU WANT TO UNDERTAKE.

SO AGAIN, BASED ON YOUR MARKET, YOU IDENTIFY WHAT YOU THINK YOUR NEEDS ARE AND WHAT ACTIVITIES YOU SPECIFICALLY WANT TO TRY AND ADDRESS.

THERE'S A STRATEGIC PLAN COMPONENT OF IT THAT LAYS OUT THE ACTIONS THAT YOU ACTUALLY TAKE, AND THEN IT GIVES YOU THE DETAILS FOR THAT ONE YEAR, UH, ACTION PLAN, UH, THAT YOU'LL APPLY FUNDING TO DURING THIS FIRST YEAR.

UH, THE COMMUNITY DEVELOPMENT ADVISORY COMMITTEE IS VERY IMPORTANT TO THIS PROCESS BECAUSE, UH, YOU REPRESENT THE CITIZENS WHO WOULD BE THE BENEFICIARY OF THE FUNDING.

SO GAINING YOUR INPUT IN TERMS OF, UH, THOSE THINGS THAT YOU WANT ELIGIBLE WITHIN YOUR COMMUNITY TO BE ADDRESSED, AND ALSO HOW YOU WANT TO ADDRESS IT AS WELL.

SO THIS IS AN IMPORTANT, UH, FUNCTION AND, UH, ALL CITIES STATES, UH, COUNTIES ARE REQUIRED TO HAVE A COMMUNITY DEVELOPMENT ADVISORY COMMITTEE TO PROVIDE THAT INPUT.

FIRST, THE ANNUAL ACTION PLAN.

UH, IT ALLOWS YOU TO IDENTIFY THE ACTIONS, THE ACTIVITIES, AND MATCH THAT TO THE FUNDING THAT YOU'LL RECEIVE.

UH, JUST A BRIEF NOTE AS TO HOW THIS FUNDING IS, UH, DERIVED AND, UH, GOVERNED BY THE US DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT CONGRESS APPROPRIATES ANNUALLY AN AMOUNT, UH, FOR ALL CITIES, COUNTIES, STATES, UH, THAT ARE ELIGIBLE TO RECEIVE THE FUNDING.

UH, AND IT'S BASED ON BOTH THE NUMBER OF HOUSING UNITS, THE VARIOUS ACTIVITIES THAT ARE ELIGIBLE FOR FUNDING, UH, YOUR DEMOGRAPHICS WITHIN YOUR COMMUNITY, UH, THE ACTIVITIES THAT, UH, ARE MOST IMPORTANT TO YOUR JURISDICTION.

SO, UH, IT'S A BLOCK GRANT, IF YOU WILL.

SO YOU HAVE THE ABILITY TO ADDRESS EVERYTHING FROM TRANSPORTATION TO HOUSING, TO COMMUNITY DEVELOPMENT TYPE ISSUES.

UH, AND BASED ON YOUR RECOMMENDATIONS, YOUR CITY COUNCIL APPROVES, UH, AN ANNUAL BUDGET FOR THE USE OF THOSE FUNDS.

THE ANALYSIS OF IMPEDIMENTS IS A REGULATORY DOCUMENT THAT TAKES INTO CONSIDERATION, UH, NOT ONLY THE REQUIREMENTS, UH, FOR ADMINISTERING AND CARRYING OUT ACTIVITIES UNDER THIS PROGRAM, BUT IT ALSO, UH, OUTLINES THE HUD REGULATORY REQUIREMENTS THAT HAVE TO BE MET IN ORDER FOR YOU TO APPLY FUNDING TO ANY OF THE ACTIVITIES THAT ARE ELIGIBLE.

UH, JUST TO GIVE YOU AN IDEA OF THE OVERALL PROCESS ON THE RIGHT, YOU'LL SEE THERE'S AN ANALYTICAL, AND YOU GOT PRETTY SMALL LETTERS, SO YOU PROBABLY NEED YOUR GLASSES LIKE I DO.

UH, BUT THE RIGHT SIDE LAYS OUT THE ANALYTICAL COMPONENTS.

SO THERE'S A HOUSING MARKET ANALYSIS THAT LOOKS AT COST OF HOUSING, UH, THOSE ACTIVITIES THAT YOU WANT TO CHOOSE FROM.

THERE'S A HOUSING AND HOMELESS NEEDS ASSESSMENT THAT LOOKS AT THE SPECIAL NEEDS RELATIVE TO HOUSING AND HOMELESSNESS.

THE ANALYSIS OF IMPEDIMENTS IDENTIFIES ANY ACTIONS OR ACTIVITIES THAT YOU WANT TO IMPLEMENT IN ORDER TO MAKE SURE THAT YOUR ELIGIBLE POPULATIONS WITHIN YOUR JURISDICTION ARE ABLE TO ADDRESS THEIR HOUSING NEEDS.

AND THEN ON THE LEFT SIDE OR THE COMPONENTS OF THE PLAN, SO YOU GOT YOUR ANNUAL ACTION PLAN, WHICH IS YOUR BUDGET, YOUR STRATEGIC PLAN, WHICH IS YOUR FIVE YEAR, UH, UH, ACTIVITIES THAT YOU'LL ADDRESS, CERTIFICATIONS WHERE YOU AGREE AS A JURISDICTION TO CARRY OUT AND IMPLEMENT ACTIVITIES THAT ARE ELIGIBLE FOR FUNDING.

AND THEN THERE'S SOME MONITORING REQUIREMENTS THAT ALL JURISDICTIONS HAVE TO FOLLOW IN ORDER TO CONTINUE TO BE ELIGIBLE TO RECEIVE FUNDING.

UM, THERE ARE BOTH, UH, WHAT WE WOULD CALL, UH, THE, UH, ANNUAL ACTIVITIES THAT YOU'RE ELIGIBLE TO FUND.

AND THEN IN ADDITION TO THAT, THERE

ARE COMPETITIVE GRANTS THAT ARE AVAILABLE TO YOUR COMMUNITY.

CONSOLIDATED PLAN THAT, UH, IS PRODUCED IS THE GUIDANCE FOR YOUR PARTICIPATION IN ALL THOSE ACTIVITIES, WHETHER THEY BE, UH, COMING FROM A COMPETITOR GRANT OR COMING FROM AN ELIGIBLE ACTIVITY THAT'S SUPPORTED THROUGH THE CONSOLIDATED PLAN.

SO TO GIVE YOU A GENERAL IDEA, YOU SEE THAT AFFORDABLE HOUSING IS COVERED.

SO THAT COVERS EVERYTHING FROM HOME OWNERSHIP, UH, OWNER OCCUPIED REHAB, NEW CONSTRUCTION, DOWN PAYMENT, GLOBAL COST ASSISTANCE, UH, AND TENANT BASE RENTAL ASSISTANCE AND OTHER PROGRAMS. THERE'S A COMMUNITY DEVELOPMENT, UH, SECTION OF THESE ACTIVITIES, WHICH I'M SURE YOU ALL HAVE, UH, HAD DISCUSSIONS OVERALL IN THE PAST, UH, ALLOCATION PERIODS.

AND THAT COVERS EVERYTHING FROM INFRASTRUCTURE TO COMMUNITY FACILITIES.

UH, YOU HAVE PUBLIC SERVICES, EVERYTHING FROM HOMELESSNESS TO JOB TRAINING, CHILDCARE, SENIOR SERVICES, AND THEN YOU HAVE THE COMPETITIVE GRANTS.

JUST JUST ONE NOTE HERE, UH, AGAIN, IT IS A BLOCK GRANT.

SO YOU GET TO CHOOSE, UH, AND AS A COMMUNITY DEVELOPMENT ADVISORY COMMITTEE, YOU GET TO DETERMINE THE PRIORITIES THAT YOU WANT TO FUND EACH YEAR.

SO YOU DON'T HAVE TO FUND EVERY ACTIVITY THAT'S ELIGIBLE.

YOU GET TO CHOOSE FROM THOSE, WHETHER THEY BE THESE INDIVIDUAL PROGRAMS THAT YOU GET THROUGH YOUR BLOCK GRANT OR WHETHER IT BE THESE COMPETITIVE GRANTS.

A UH, EXAMPLE OF A COMPETITIVE GRANT WOULD BE, UH, IF YOU'RE FAMILIAR WITH THE NEW DESTINATIONS OF OPPORTUNITY ZONES, UH, WITHIN THE STATE, UH, THAT'S A COMPETITIVE RISK.

SO THAT MEANS THAT YOU DON'T GET AN, YOU KNOW, ALLOCATION BASED ON POPULATION AND THAT SORT OF THING.

YOU ACTUALLY COMPETE AGAINST CITIES, STATES, UH, FOR, UH, THOSE PARTICULAR ACTIVITIES.

SO THIS WHOLE PLANNING PROCESS GOVERNS BOTH, UH, THE ACTIVITIES THAT YOU ARE FUNDED ANNUALLY, BUT ALSO FUNDS THESE, UH, COMPETITIVE GRANTS.

JUST TO GIVE YOU A LITTLE IDEA OF THE FUNDING IMPACT ON YOUR COMMUNITY.

SO THIS IS YOUR PREVIOUS FIVE YEAR ALLOCATION.

SO YOU RECEIVED ABOUT $3.3 MILLION, UH, OVER THE PAST, UH, FIVE YEARS.

UH, SO AS I INDICATED, YOUR BUDGET YEAR, UH, STARTS OCTOBER 1ST OF EACH YEAR, AND YOUR ALLOCATION IS APPROVED ON OR BEFORE, UH, AUGUST 15TH.

UH, AND THEN YOU HAVE ONE YEAR TO CARRY OUT THOSE .

THE ANALYSIS OF IMPEDIMENTS IS A VERY IMPORTANT COMPONENT, UH, OF THIS PLANNING PROCESS.

UH, THE CITY, IN FACT HAS TO AGREE AND AFFIRM THAT THEY WILL AFFIRMATIVELY FURTHER FAIR HOUSING, UH, WITHIN YOUR COMMUNITY, UH, IN RECEIVING THESE FUNDS.

SO YOU SEE UNDER, UNDER THE CONSOLIDATED, UH, PLAN YOUR CITY PLEDGES, UH, AS A JURISDICTION TO SEEK TO IMPLEMENT THOSE PARTICULAR, UH, REQUIREMENTS, UH, THAT ARE PUT IN PLACE BY HOOD.

AND THEN FINALLY, JUST TO GIVE YOU AN IDEA OF THE TIMETABLE, YOU'RE PROBABLY FAMILIAR WITH THIS EITHER IN PART OR IN HOLD, BUT, UH, YOU'RE IN THE PROCESS RIGHT NOW OF CONSIDERING HOW AND WHAT COMMUNITY NEEDS YOU WANT TO ADDRESS.

SO FEBRUARY IS AN IMPORTANT MONTH IN TERMS OF DETERMINING, UH, THE DATA COMPONENTS OF THIS PLANNING PROCESS AND HELPING YOU TO, UH, DETERMINE WHAT YOUR PRIORITIES ARE, UH, JUNE AND JULY, UH, BEING THE MOST IMPORTANT PARTS OF YOUR COMMUNITY INVOLVEMENT.

SO, UH, DURING, UH, MAY THROUGH JULY, UH, YOU HAVE AN OPPORTUNITY TO BOTH MAKE A DETERMINATION AS TO WHAT YOUR PRIORITIES ARE AS A COMMUNITY, BUT ALSO MORE IMPORTANTLY, BE INVOLVED IN ACTUALLY DETERMINING HOW YOU'RE GOING TO ALLOCATE THE FUNDS, UH, FOR THIS YEAR.

UH, IT DOES REQUIRE YOUR CITY COUNCIL'S, UH, REVIEW OF THE PLAN AND ADOPTION OF THE PLAN.

SO, UH, WITH YOUR RECOMMENDATIONS, UH, YOUR CITY COUNCIL MAKES A DECISION AS TO, UH, HOW THOSE FUNDS, UH, WILL BE USED OVER THE NEXT YEAR.

UH, THE PLAN ALSO REQUIRES A 30 DAY COMMENT

SO THAT'S SORT OF THE, THE PROCESS, UH, OVERALL.

SO THE, THE FIRST STEP WILL BE THAT THE VARIOUS COMPONENTS OF THE PLAN, WHICH IS YOUR MARKET ANALYSIS, WHICH DETERMINES, UH, WHAT YOUR NEEDS ARE WITHIN THE COMMUNITY, UH, THOSE NEEDS THAT YOU CAN CHOOSE FROM IN TERMS OF, UH, SETTING YOUR PRIORITIES, IN TERMS OF FUNDING, FOR EXAMPLE, UM, IF ONE OF YOUR PRIORITIES ENDS UP BEING AFFORDABLE HOUSING, THIS PROCESS.

AND WHAT YOU'LL BE DOING BETWEEN NOW AND AUGUST IS TO DETERMINE EXACTLY WHAT TYPE OF HOUSING ACTIVITIES DO YOU PRIORITIZE TO, UH, TO UNDERTAKE.

WELL, DO WE TAKE THE DATA THAT YOU'RE COLLECTING TO DETERMINE YES.

ARE WE INTERACTING ON AS YOU GET INFORMATION SO WE CAN MAKE DECISIONS? I GUESS THAT'S KIND OF WHAT I'M ASKING.

YEAH, SO, SO EVERY ACTIVITY THAT IS ELIGIBLE, UH, WILL PROVIDE DATA SO THAT YOU'LL KNOW WHERE YOUR COMMUNITY CURRENTLY STANDS IN TERMS OF THE NUMBER OF HOUSING UNITS, THE COST OF HOUSING UNITS, UH, SPECIAL NEEDS, LIKE SENIORS, UH, THOSE WITH DISABILITIES AND SO FORTH.

SO THE AIM WILL BE TO PROVIDE YOU WITH THE DATA FOR YOU TO CONSIDER EVERYTHING FROM COMMUNITY DEVELOPMENT NEEDS TO TRANSPORTATION NEEDS TO HOUSING NEEDS, UH, AND SO FORTH.

SO EVERYTHING THAT'S CONCEIVABLY ELIGIBLE TO BE CONSIDERED.

SO WE GIVE YOU OUR FEEDBACK ON IT, AND THAT IS INCORPORATED INTO THIS.

THERE'S GONNA BE SURVEYS THAT THEY PUT OUT TO THE COMMUNITY AS WELL AS TO Y'ALL TO WHERE YOU CAN ACTUALLY KIND OF RATE WHAT IS IMPORTANT TO YOU, WHAT YOU THINK IS A PRIORITY, SOMETHING THAT WE NEED TO ADDRESS WITHIN THE CITY.

AND THEN THEY TAKE ALL THAT, I KNOW HOW WE'RE GETTING THIS INFORMATION.

SO THEY DO SURVEYS.

AND SO CITIZEN PARTICIPATION, LIKE ANYTHING WITH CDBG IS A HUGE PART OF THIS.

TEXAS LEGISLATION IS CURRENTLY IN SESSION DEBATING ON HOW, ON MANY RATES ON HOW TO LOWER PROPERTY TAXES IN ADDITION TO HOW TO BUILD MORE HOUSES.

SO MY, IS MY QUESTION IS, I, EVEN THOUGH THIS IS FEDERAL, NOT STATE DOGS, HOW DO YOU COMPACT THIS ISSUE IF YOU WANT TO HAVE, UM, AFFORDABLE HOUSING? EVERYBODY WANTS, EVERYBODY CAN AGREE FEDERAL, UM, AFFORDABLE HOUSING IS THERE, BUT NOBODY WANTS IT IN THEIR AREA.

SO HOW DO YOU, WHAT IS YOUR, WELL, THERE ARE A COUPLE THINGS.

FIRST OF ALL, UH, ONE IS MAKING SURE THAT WE COMMUNICATE, UH, TO THE PUBLIC IN TERMS OF WHAT THE HOUSING OPTIONS AND OPPORTUNITIES ARE.

UH, OUR JOB IS TO TRY AND MATCH THE, THE DEMOGRAPHICS OF THE COMMUNITIES, UH, SO THAT, UH, WHEN YOU START TO MAKE DECISIONS ABOUT, UH, HOUSING ACTIVITIES THAT YOU'RE GONNA FUND, THEN YOU ARE MAKING THAT ON THE BASIS OF YOUR HOUSING NEEDS LOCALLY.

SO, UH, IN OTHER WORDS, UH, PART OF THE MARKET ANALYSIS IS TO NOT JUST LOOK AT HOUSING IN GENERAL, BUT TO LOOK AT THE HOUSING NEEDS WITHIN YOUR JURISDICTION.

THE DATA IS INTENDED TO INFORM YOU AS A COMMUNITY, UH, IN TERMS OF WHAT YOUR LOCAL JURISDICTION, UH, NEEDS IN TERMS OF HOUSING, THE TYPE OF HOUSING, UH, AND EVEN QUANTITY OF HOUSING IF YOU'LL, BUT THEN THERE ARE ALSO SORT OF SPECIAL CIRCUMSTANCES.

FOR EXAMPLE, WE WE'RE WORKING WITH COLLEEN AND SOME OTHER CITIES AND, UH, YOU KNOW, IT VETERANS HOUSING, UH, UH, MAY BE A, A MAJOR ISSUE.

SO, WELL, THEY'VE BEEN MAYBE THREE TIMES NOW SERIOUS HURRICANE DAMAGE.

AND I NOTICED SEVERAL YEARS AGO WHEN I WAS IN THE MIAMI, ALL THE NEW HOUSING WAS CENTER BLOCK, WHICH IS, AND I'M SURE THERE WAS MORE TO IT THAN JUST THAT, BUT WHAT I SAW ON THE OUTSIDE OF THE CINDER BLOCK, SO I'M SURE THAT'S WHERE IT CAME, THAT'S HOW THEY BUILD IT ON.
