I WRITTEN NOW A PUBLIC HEARING FOR THE UM, 2023 KEEPER REPORT IN THIS PUBLIC HEARING CONCERNING THE PROPOSED CITY OF BEONE 20 23, 20 24 TO FOLLOWING DAY OF PERFORMANCE AND EVALUATION FOR KEEPER.
ALL PURPOSES DESIRING, UM, TO SPEAK, TO SIGN THE LIST IN FRONT OF THE ROOM IF THEY NOT HAVE ALREADY DONE SO.
TODAY'S HEARING IS FOR THE PURPOSE OF RECEIVING INPUT WITH REGARD TO THE 20 23 20 24 CONSOLIDATOR PERFORMANCE EVALUATION, UM, REPORT.
SINCE THERE IS, SINCE THERE BEING NO ONE ELSE DESIRING TO SPEAK, HOWEVER, NOW CLOSE.
SO OUR CAPER IS OUR CONSOLIDATED ANNUAL PERFORMANCE EVALUATION REPORT.
SO EVERY YEAR AT THE BEGINNING OF THE YEAR PRIOR TO THE PROGRAM YEAR BEGINNING, WE SUBMIT AN ACTION PLAN.
AND THAT'S BASICALLY HOW, WHERE WE TELL HUD HOW WE'RE GONNA SPEND OUR MONEY FOR THE UPCOMING YEAR.

SO THIS TIME PERIOD COVERS OCTOBER 1ST, 2023 TO SEPTEMBER 30TH TO 2024.
TELLS US HOW THE FUNDS WERE EXPENDED.

I AM WAITING FOR THE FINAL FINANCIAL REPORTS FROM OUR FINANCE DEPARTMENT.
AND THE REASON THAT WE DO THIS IS TO COMPLY WITH THE STATUTORY REQUIREMENT FROM HUD.

SO FOR OUR LITTLE RUNDOWN OF ALL OF OUR PROGRAMS FOR OUR OWNER OCCUPIED HOUSING REHABILITATION PROGRAM, WE HAVE THREE PROJECTS THAT ARE PENDING AND I'LL TALK ABOUT THOSE.
DURING THE MANAGERS REPORT, WE WERE ABLE TO COMPLETE ONE SEWER LINE PROJECT THAT'S ACTUALLY LESS THAN WE NORMALLY DO.
WE HAVE BEEN DOING WHAT WE'VE BEEN TRYING TO DRUM UP MORE INTEREST IN THE PROGRAM.
SOME OF YOU MIGHT HAVE SEEN AN INSERT IN THE WATER, IN YOUR WATER BILL OR UM, IF YOU DO HAVE A PLIP AT YOUR HOUSE, THEN YOU WOULD'VE RECEIVED A LETTER LIKE SAYING, HEY, YOU HAVE A PLIP, IT NEEDS TO BE FIXED.
IF YOU DON'T KNOW IF YOU HAVE ONE, LOOK AT YOUR WATER BILL.
IF YOU ARE PAYING AN ADDITIONAL $25 A MONTH AND IT SAYS PLIP FEE, IT'S BECAUSE YOU NEED TO HAVE YOUR SEWER LINE REPAIRED.
WE HAVE A PROGRAM TO WHERE WE CAN DO THAT, BUT THERE ARE OF COURSE INCOME ELIGIBILITY RESIDENCY, THINGS LIKE THAT WITH CDBG DOLLARS.
PUBLIC WORKS ALSO, THEY CREATED A PROGRAM THAT MIRRORED OURS, BUT ONE OF THE REQUIREMENTS FOR THEIR PROGRAM IS THAT YOU'RE DENIED BY US BECAUSE YOU'RE OVER INCOME.
SO ANYBODY THAT WE DENY BASED ON INCOME, THEY WILL PICK 'EM UP.

SO THAT'S SOMETHING THAT Y'ALL CAN BE ON THE LOOKOUT FOR.
AND MAYBE IF Y'ALL HAVE TIME, IT'S DURING THE WEEK.
UM, BUT IT'S SOMETHING THAT WE, I THINK IT WOULD BE A GOOD THING FOR US TO ALL GET TOGETHER TO DO BECAUSE WE'RE SEEING BASICALLY WHERE OUR DOLLARS ARE GOING.
COMMUNITIES AND SCHOOLS WAS ABLE TO PROVIDE 119 STUDENTS WITH ACCESS TO WORKSHOPS THAT WOULD HELP THEM APPLY FOR COLLEGE OR APPLY FOR JOBS.
REALLY ALL DEPENDS BECAUSE A LOT OF KIDS DON'T GO TO COLLEGE RIGHT OUT OF HIGH SCHOOL.
IT'S NOT ALWAYS AN OPTION FOR PEOPLE.
SO THEY'RE TRYING TO OPEN DIFFERENT AVENUES FOR THEM.
OUR NEW YEAR IN NEW SHOES PROGRAM, WE WERE ABLE TO ASSIST 366 CHILDREN AND TEENS WITH A NEW PAIR OF SHOES FOR THE SCHOOL YEAR.
WE PARTNERED WITH FAMOUS FOOTWEAR.
AND WHAT ENDS UP BEING ACTUALLY REALLY COOL IS THAT DURING THE TIME, SO EVERY FAMILY GETS UP TO $50 PER CHILD.
WELL THEY USUALLY HAVE BOGO GOING ON AT THAT TIME, SO WE'LL ACTUALLY ALLOW THEM TO GET, IF IT'S WITHIN THAT $50, THEY CAN GET ONE PAIR AND THEN GET A SECOND PAIR FOR HALF OFF.
AS LONG AS IT'S WITHIN THE 50 OR IF IT'S MORE THAN 50, THEN THEY CAN, THE PARENTS CAN PAY THE DIFFERENCE.

WE HAVE SOME PEOPLE WHO ONLY USE IT FOR THE TAXI SERVICE.
AND THEN WE HAVE SOME PEOPLE WHO ONLY USE IT FOR THE BUS, WHICH IS WHY THE NUMBERS DON'T ALWAYS MATCH UP BECAUSE WE DO HAVE PEOPLE THAT USE THE TAXI FOR DIALYSIS AND THINGS LIKE THAT.
SO PATSY'S DESTINY, WHICH IS THAT BAY AREA REHABILITATION CENTER, THEY WERE ABLE TO, UM, UTILIZE ALL OF THEIR FUNDING TO DO PHASE TWO OF THE REHABILITATION OF THE WHEELCHAIR ACCESSIBLE PLAYGROUND THAT THEY HAVE IN FRONT OF THEIR FACILITY.
SO PROGRAM ADMINISTRATION, THAT IS US.
UM, FUNDING WAS USED TO PREPARE REPORTS FOR HUD TO MONITOR OUR SUB-RECIPIENTS.
WE ATTENDED A COUPLE OF TRAININGS AND WE PROVIDE TECHNICAL ASSISTANCE TO OUR CURRENT SUB-RECIPIENT AND FUTURE SUBRECIPIENTS, UM, ON AN AS NEEDED BASIS.
AND THAT IS THE END OF MY PORTION OF THINGS.
DO Y'ALL HAVE ANY QUESTIONS? THAT 109, UM, THE TRANSPORTATION PROGRAM IS, IS THAT UP FROM? I THINK IT'S UP BY LIKE THREE FROM LAST YEAR.

SO THAT WOULD BE TO WHERE WE COULDN'T FUND ANYONE ELSE JUST TO FUND TRANSPORTATION.

AND THEN THERE ARE FOUR BUS ROUTES THAT ARE PRIMARILY IN BAYTOWN AND THEN THERE'S ABOUT THREE THAT WILL TAKE YOU EITHER TO CROSBY TO PASADENA OR TO NORTH SHORE COUNTY.
IT SEEMS LIKE A LOT OF PEOPLE ARE STARTING TO GET IT USING THE PUBLIC TRANSPORTATION.
YES, IT'S PUBLIC TRANSPORTATION IS VERY IMPORTANT.
IT MORE FUNDS TOO, RIGHT? IT SHOWS FOR A NEED FOR PUBLIC TRANSPORTATION.
YEAH, I REMEMBER WHEN IT STARTED IT WAS, IT WAS I, 'CAUSE WHEN I MOVED TO BAYTOWN IN 2004, WE DIDN'T HAVE PUBLIC TRANSIT AND COMING FROM NEW YORK CITY.
SO YOU KNOW, LIKE THAT'S WHAT I GREW UP WITH.
YOU KNOW WHAT I MEAN? LIKE I DIDN'T KNOW LIFE WITHOUT GETTING ON A SUBWAY.
SO I DON'T THINK IT STARTED UNTIL 2006 OR SEVEN.
