WE'RE ABOUT TO GO INTO DISTRICT FOUR WITH PLANS TO SERVICE THE ENTIRE CITY. UH, THESE SPEEDS WILL BE UP TO 10 GIGABYTES, UM, AND AT RATES USUALLY ON PAR OR EVEN LOWER THAN WHAT PEOPLE ARE PAYING RIGHT NOW. UM, THIS ALL STARTED BECAUSE OF A STUDY THAT THIS COUNCIL COMMISSIONED IN 2023, UH, WHERE YOU DID A BROADBAND STUDY, A NEEDS ASSESSMENT, AND A MASTER PLAN. WE SAW THAT, WE SAW THAT THERE WAS A NEED IN BAYTOWN, AND WE SAW THAT THE GOVERNMENT HAD INTEREST AND WANTED FIBER COMPANIES TO COME. AND THAT IS WHY WE ARE HERE TODAY. UM, WITH ALL MAJOR INFRASTRUCTURE PROJECTS. UM, THERE'S SOMETIMES ISSUES. UH, SO I'M NOT GONNA TELL YOU EVERYTHING WILL BE PERFECT OR TELL YOUR CONSTITUENTS EVERYTHING WILL BE PERFECT, BUT PLEASE JUDGE US ON HOW WE RESPOND. IF ANYBODY HAS ISSUES, I CAN PROVIDE YOU A NUMBER THAT THEY CAN CALL FOR OUR IN THE FIELD ONSITE CONSTRUCTION MANAGER. AND THAT'S WHY WE ARE VERY, UH, UH, APPRECIATIVE TO EVERYTHING THE CITY HAS DONE. LASTLY, I'LL JUST MAKE SURE THAT, YOU KNOW, CONSTITUENTS WILL KNOW WHEN WE'RE COMING. UH, WE ARE NOT JUST GOING TO, WE ARE IN THE PUBLIC RIGHT OF WAY IN THE FRONT YARDS. WE ARE NOT GOING INTO BACKYARDS OF ANY HOUSES. STARTING AS A PATROL OFFICER, SHE QUICKLY DEMONSTRATED HER INVESTIGATIVE ACUMEN, AND WITHIN THREE AND A HALF YEARS ADVANCED TO THE DETECTIVE DIVISION. OVER THE NEXT 11 AND A HALF YEARS, SHE EXPERTLY HANDLED DIVERSE AND CHALLENGING CASES, INCLUDING PERSONS CRIMES, PROPERTY CRIMES, FINANCIAL CRIMES, AND CRIMES AGAINST CHILDREN, EMBODYING THE DEPARTMENT'S MISSION TO SERVE AND PROTECT WITH HONOR AND PROFESSIONALISM. THE OTHER ONE IS THEY'LL ALLOW HIM ELECTRICITY, BUT NO OTHER UTILITIES. I CAN UNDERSTAND NOT HAVING THE THREE UTILITIES THAT YOU NEED FOR BASIC RESIDENTIAL SERVICE, ELECTRICITY, WATER, AND SEWER, ELECTRICITY AND WATER. MAKES SENSE. I WANNA TO GO PLANT FRUIT TREES THREE OR FOUR YEARS BEFORE I BUILD A HOUSE, OR THREE OR FOUR YEARS BEFORE I BUILD A CARPORT. I NEED A WATER 'EM, AND I NEED ELECTRICITY TO RUN THE LIGHTS SO I CAN ENJOY MY BARBECUE AND MY FRIENDS OVER ON THE BAYOU. IF THESE ARE LARGE PROPERTIES IN MY AREA, I, I WAS SURPRISED TO FIND OUT THERE'S ACTUALLY A LARGE NUMBER OF LARGE PROPERTY LOTS INSIDE THE CITY. AND THEY HAD THE SAME ISSUES. YOU KNOW, AGAIN, SOME OF THE FENCING REQUIREMENTS, BUT STICKING WITH THIS, SO AGAIN, I, I THINK WE OUGHT TO APPROVE THIS. IT'S A PROCESS, BUT I DON'T LIKE THE, THE IDEA THAT WE REQUIRE RESIDENTIAL PROPERTIES TO GO THROUGH A PRIMARILY COMMERCIAL PROCESS. SUVS. I THINK WE NEED TO CONTINUE TO LOOK AT THE ULDC TO FIX THE ISSUE OF A CARPORT MEETS THE DEFINITION OF A SECONDARY STRUCTURE. UM, NOW FOR A LOT OF CITIES, THEY DON'T SEE 1.1 BILLION IN THEIR CAPITAL PROJECT PLAN. UM, WE ARE FORTUNATE OR UNFORTUNATE, WHICHEVER ONE THAT YOU WANT TO USE, DEPENDING ON HOW YOU LOOK AT THIS, UH, TO HAVE, UM, A LOT OF GREAT THINGS HAPPENING IN THE CITY. WE ALSO HAVE THE OBLIGATION TO MAINTAIN OUR INFRASTRUCTURE AND, UM, THAT ADDS UP. A LOT OF WHAT HAS BEEN PUT ON THE GROUND IN BAYTOWN HAS NOT BEEN ADDRESSED, UM, UM, AS PROACTIVE AS IT PROBABLY SHOULD HAVE BEEN THROUGHOUT THE PAST. AND A LOT OF THE, A LOT OF THE PROJECTS WERE JUST PUT TO THE SIDE BECAUSE THEY ARE VERY EXPENSIVE. AND WE HAVE BEEN, UM, AS A COMMUNITY A LITTLE APPREHENSIVE TO DEBT. AND WHEN YOU'RE APPREHENSIVE TO DEBT, YOU PUSH PROJECTS TO THE SIDE AND IT'S TIME TO START FIXING THAT INFRASTRUCTURE. AND ONE THING THAT WE'VE BEEN WORKING ON AS A COUNCIL FOR THE PAST TWO YEARS IS A BETTER WAY TO ENSURE MORE CITIZEN INVOLVEMENT AND ALSO CITIZENS HAVING A VOTE ON THE DEBT THAT WE ARE GOING TO BE ISSUING. AND THEN THAT HAS LED US TO THIS GO BOND PROCESS. THIS IS NOT SOMETHING THAT HAPPENED OVERNIGHT. AS A MAJORITY OF YOU KNOW, THIS HAS BEEN DISCUSSED FOR AT LEAST A YEAR AND A HALF WITH Y'ALL, UH, THROUGH THE FINANCE COMMITTEE AND THROUGH THE CIP COMMITTEE. WE ARE CURRENTLY IN OUR CURRENT FY 25 ADOPTED CIP PROJECT AT 86.8 MILLION, UH, FOR THE FUNDS GOING TOWARDS THAT PROJECT. THAT ALONE IS A LOT OF MONEY, BUT IT STILL LEAVES A BILLION DOLLARS ON THE TABLE, UM, TO BE ADDRESSED, UH, FOR THE REST OF THE PROJECTS. AND YOU LOOK AT ALL THAT AND WHAT'S INTERESTING TO SEE IS THAT WATER AND WASTEWATER TAKE UP QUITE A BIT OF THE, OF THE PROJECTS THAT NEEDED TO BE. NOW, ONE THING THAT WE DO WANNA MAKE CLEAR AND DO NOT WANNA MISLEAD ANYBODY, UM, IS THAT THE COUNCIL'S GOAL IS TO KEEP WATER AND WASTEWATER PROJECTS ON THE CERTIFICATE OF OBLIGATION AND NOT THROUGH A GENERAL OBLIGATION, UH, PROCESS. OKAY? THE GENERAL OBLIGATION PROCESS IS GEARED TOWARDS THE OTHER HALF OF THE PIE CHART THAT YOU HAVE IN FRONT OF YOU. THAT'S GONNA BE THE TRANSPORTATION, THE PARKS, THE FACILITIES, AND THE DRAINAGE. OKAY? SO IT'S ROUGHLY A LITTLE OVER 50% THAT NEEDS TO BE ADDRESSED, UH, USED IN GENERAL FUND OBLIGATION AT THIS POINT. NOW, UH, THAT'S STILL QUITE A BIT, IF YOU JUST CUT IT IN HALF, THERE'S STILL 500 MILLION THAT WE HAVE TO ADDRESS AS, AS A COMMUNITY. AND SO WE HAVE TO START SOMEWHERE. AND RIGHT NOW THAT MEANS WE HAVE TO START, YOU KNOW, A YEAR AND A HALF AGO AND GET READY TO ANNOUNCE THIS TO THE PUBLIC THAT THIS IS WHAT WE ARE GOING TO BE DOING FOR THIS, UH, BOND. AND HERE'S THE TIMELINE IN FRONT OF YOU. SO FROM JANUARY TO MARCH, WE'VE BEEN WORKING ON THE BOND CAPACITY THAT WE WANT TO, UH, RELEASE TO THE PUBLIC ON WHAT WE, UM, OR WHAT WE ARE PROPOSING, EXCUSE ME, FROM NOVEMBER UNTIL NOW. BASICALLY WE'VE BEEN WORKING ON THE PROJECTS AND THOSE HAVE BEEN THROUGH THE CIP COMMITTEE. UH, THEY HAVE NOT BEEN FINALIZED OUTTA THE CIP COMMITTEE. THEY HAVE BEEN DISCUSSED THROUGH THE CIP COMMITTEE AND THE NUMBERS HAVE BEEN DISCUSSED WITH THE FINANCE COMMITTEE ON THE, UH, THINGS THAT WE ARE LOOKING AT CURRENTLY, WHAT THE CIP WHAT BOTH COMMITTEES ARE RECOMMENDING WITH THIS TIMELINE IN FRONT OF US IS ANYWHERE BETWEEN 300 AND $500 MILLION FOR A BOND PROCESS. NOW, THROUGH ALL THOSE DISCUSSIONS, IT HAS, IT IS IMPORTANT FOR THE RESIDENTS TO KNOW THAT THE, THE NUMBER ONE THING THAT ALL OF Y'ALL HAVE TALKED ABOUT THROUGH THAT PROCESS IS WHAT CAN WE DO TO BUILD TRUST WITH THE COMMUNITY TO MAKE THEM UNDERSTAND THAT WE ARE NOT DOING ANYTHING EXTRA. THERE IS NO ICING IN THIS BOND PROJECT. IT IS STUFF THAT IS CRITICAL TO DO BECAUSE WE HAVE A, UM, A SCHEDULE TO KEEP TO WHEN WE LOOK AT OUR INFRASTRUCTURE. AND ONE WAY TO DO THAT IS THE COMMITTEE WORK THAT YOU'VE BEEN DOING. THE NEXT PIECE OF THAT IS THE PART OF THE PUBLIC OUTREACH ON THE TIMELINE THAT PUBLIC OUTREACH INVOLVES A BOND COMMITTEE. THAT BOND COMMITTEE Y'ALL WILL BE WORKING ON AT THE RETREAT NEXT MONTH, UH, OR THE ADDITION OF THE GENERAL BOND, UH, PROCESS YOU'LL BE WORKING ON AT [00:55:01] THE RETREAT. AND THEN AT THE MEETINGS IN FEBRUARY, YOU'LL BE WORKING ON GETTING A BOND COMMITTEE READY, UH, SO THAT THEY CAN START THEIR WORK IN MARCH. THAT WORK THAT THEY'RE GONNA DO IS, IS CRITICIZING THE WORK THAT Y'ALL HAVE ALREADY DONE, UH, ON COMMITTEES TO SEE IF IT'S, IF THEY ARE FRUITFUL CON, UM, UH, UH, PROJECTS OR NOT. THERE ARE, UH, THE OCCUPATIONS CODE DEALS WITH, UM, THE RIGHT OF THE HOTEL TO, UH, CONTROL, UH, GUN POSSESSION IN ITS, UH, HOTEL. AND IT ALSO PROVIDES, UH, THE RIGHTS OF CITIZENS TO CARRY, UH, TO THEIR ROOMS AND TO, UH, ALLOW, UH, THEIR FIREARMS TO BE PLACED IN THE ROOM. BUT, UH, IT DIDN'T CONTRIBUTE TO ANY OTHER COLLISIONS ON THE, ON THE, ON THE FREEWAY. SO WE WERE VERY FORTUNATE TEXTILE . IT'S BECAUSE EVERYBODY KNOWS THAT THEY FOUND POOL OF EXCELLENT DRIVERS . TWICE FILLED A 30 YARD ROLL OFF DUMPSTER TIRE AND E-WASTE COLLECTION WERE ALSO PART OF THE EVENT. I WAS OUT THERE AS WELL TO, UH, DROP OFF SOME THINGS AND THANK Y'ALL FOR BEING INVOLVED.
