DETECTIVE EE CAREER WITH BAYTOWN PD HAS BEEN MARKED BY CONSISTENT EXCELLENCE AND RECOGNITION. HE WAS NAMED AN OFFICER OF THE YEAR BY THE BAYTOWN VETERANS OF WARS IN 1999 AND TRANSITION TO THE INVESTIGATIONS DIVISION AS A DETECTIVE IN 1998. BY 2001, HE JOINED THE CRIME SCENE UNIT WHERE HIS METICULOUS WORK CONTRIBUTED TO SOLVING HIGH PROFILE CASES, PARTICULARLY WITH IN DNA TECHNOLOGY. IN 2020, DETECTIVE THERAPY TOOK ON A NEW ROLE AS MATERNAL AFFAIRS DETECTIVE, BRINGING HIS EXPERIENCE AND INTEGRITY TO A VITAL POSITION. HE STARTED AS A FIREFIGHTER AT STATION TWO AND LATER PROMOTED TO A FIRE ENGINEER IN JUNE, 2001. IN MAY OF 2004, HE PROMOTED TO LIEUTENANT WHERE HE LED HIS SHIFT AT STATION THREE. IN JULY, 2008, ASSISTANT CHIEF GASKIN WAS PROMOTED YET AGAIN. THIS TIME TAKING ON THE ROLE OF BATTALION CHIEF AND BECOMING A SHIFT COMMANDER. DURING HIS TIME AS SHIFT COMMANDER, HE ROTATED THROUGH ALL THREE SHIFTS BEFORE TRANSITIONING TO THE TRAINING DIVISION IN DECEMBER, 2020. ASSISTANT CHIEF GASKIN IS ALSO A SEASONED PARAMEDIC AND SKILLED INSTRUCTOR IN RESCUE, HAZMAT AND INCIDENT COMMAND. HIS LEADERSHIP EARNED HIM THE HURRICANE HARVEY, HIS CAMPAIGN RIBBON FOR HIS DEDICATION DURING THE MULTI-DAY DISASTER OPERATION. UM, IF YOU REMEMBER, UM, IN THE CURRENT 2025 CODE, IT DOES STATE THAT ON PROPERTIES GREATER THAN ONE ACRE, WE HAD JUST A RATHER WIDE OPEN ALLOWANCE FOR, UM, WE ALLOWED FOR ACCESSORY STRUCTURES THAT COULD BE LARGER THAN THE PRIMARY STRUCTURE. THERE WAS NO, NO UPPER CEILING OF THAT. UM, UPON FURTHER REVIEW, WE DID LOOK AT THE CODE AND WHAT WE DETERMINED IS THAT, UH, WE THINK THAT THERE DOES NEED TO BE A CEILING, AND THAT WOULD BE 10% OF THE LOT AREAS. SO IF IT'S AN ACRE, YOU'RE LOOKING AT ABOUT 4,356 SQUARE FEET OF ACCESSORY STRUCTURES YOU COULD HAVE ON THAT PROPERTY. UM, IF IT IS AN ACRE, UM, OR MORE, UM, AND AGAIN, THAT WOULD BE HIGHER WITH THE LARGER AMOUNT OF PROPERTY THAT YOU HAVE. UM, YOU WOULD STILL HAVE TO MEET SETBACKS, BUILDING, UM, UH, UH, LOT COVERAGE, THINGS LIKE THAT. BUT THAT DOES GIVE AT LEAST AN UPPER MAXIMUM, WHICH WE FELT WAS A LITTLE BIT MORE COMFORTABLE THAN JUST SAYING YOU CAN HAVE IT LARGER THAN, UM, YOUR, YOUR PRIMARY HOME. SO, UM, THAT IS THOSE TWO CHANGES. IN TERMS OF FRONT YARD FENCES, WE HAD HEARD SOME QUESTIONS ABOUT, FOLKS WERE ASKING, UM, YOU KNOW, WHAT ABOUT PUTTING FENCES IN FRONT YARDS? UH, WE LOOKED AT SEVERAL OF OUR, UH, PEER COMMUNITIES AND KIND OF CAME UP WITH THAT. MOST OF THE COMMUNITIES KIND OF COALESCED AROUND THE 36 TO 42 INCH HEIGHT FOR AN OPAQUE FENCE IN THE FRONT YARD. SO WE WENT WITH THAT. WE WOULD ALLOW FOR OPAQUE FENCES OR A PRIVACY FENCE IN THE FRONT SETBACK OF UP TO 42 INCHES IN HEIGHT. YOU COULD GO UP TO THE SIX FOOT, UM, IF IT IS AN OPEN, UH, FENCE, LIKE A ROD IRON OR SOMETHING LIKE THAT. UM, BUT, UM, AGAIN, WE ARE ALLOWING A PRIVACY OR AN OPAQUE FENCE OF UP TO 42 INCHES, UM, IN HEIGHT IN THE FRONT YARD, UM, IS WHAT WE ARE PROPOSING PORTABLE STORAGE UNITS OR PODS. UM, AND SO WHAT WE ARE SAYING HERE IS THAT A PORTABLE STORAGE UNIT COULD BE PLACED IF IT IS BEHIND THE FRONT OF THE PRIMARY STRUCTURE, UM, FOR UP TO THREE MONTHS WITH A BUILDING PERMIT. AND AGAIN, THE REASONING FOR THAT IS IF THERE'S A FIRE OR IF SOMEBODY'S DOING A REMODEL, A LOT OF TIMES THEY'RE USING THOSE PORTABLE STORAGE UNITS TO PLACE, UH, MATERIALS OR PLACE THINGS IN. UM, AND SO WE WANTED TO TO MAKE SURE THAT WE'RE, WE'RE REASONABLE ON THAT. UH, THE PLAN IS CURRENTLY UNDER REVIEW. THE NEW BUSINESS PARK WITH, WITH APPROXIMATELY 20 BUILDINGS IS PLANNED FOR 1500 SAN TAVI. SO FAR, ONE BUILDING HAS BEEN PERMITTED AND TWO MORE ARE UNDERWAY. THE BAYTOWN LIFT STATION PROJECT IS NEARING COMPLETION WITH ONLY THE FENCING DRIVEWAY, UH, AND BAKER ROAD MEDIAN REMAINING, SO PEOPLE WILL BE HAPPY THERE WITH THE, WITH THE TRAFFIC.
