UM, CALLING TO ORDER THE MEETING.

WE DO HAVE A QUORUM THAT IS HERE, AND WE ARE GONNA START OFF TONIGHT WITH OUR PLEDGE AND INVOCATION WITH, UH, COUNCIL MEMBER MIKE LESTER.

THE PURPOSE OF THE CITIZEN'S COMMENT IS TO GIVE ALL INTERESTED CITIZENS THE RIGHT TO EXPRESS THEIR VIEWS.

EVERYONE DESIRING TO SPEAK SHOULD HAVE EITHER SIGNED THE APPROPRIATE LIST IN THE FOYER OR EMAILED THE CITY CLERK PRIOR TO THE POSTED TIME OF THIS MEETING.

EACH CITIZEN SHALL GIVE HIS OR HER NAME AND ADDRESS IN ORDER TO PROVIDE A PROPER RECORD OF THESE COMMENTS.

THE RULES ALLOW EACH PERSON ONE MINUTE TO SPEAK.

UH, I JUST WANTED TO REMIND EVERYBODY THAT BACK IN MAY, I SUBMITTED A COMPLAINT TO DPS, UH, OVER THE FLOCK SYSTEM BECAUSE THEY WERE OPERATING WITHOUT THE REQUIRED STATE LICENSE, WHICH IS ILLEGAL TO DO IN THE STATE OF TEXAS.

UH, AT THAT TIME, I REALLY DIDN'T RECEIVE ANY KIND OF RESPONSE FROM ANYONE IN ADMINISTRATION IN THE CITY, UH, EVEN ACKNOWLEDGING THAT I SUBMITTED THIS AND IT'S A VALID CONCERN.

THANKFULLY, THE ONES THAT REALLY MATTER ARE DPS.

THEY'RE THE REGULATORY AGENCY.

AND JUST THIS JULY, I, I FOUND OUT THAT DPS WAS ALREADY INVESTIGATING FLOCK FOR NOT HAVING A LICENSE.

THIS JULY, THEY ISSUED A CEASE AND DESIST THE FLOCK TO STOP THEIR OPERATIONS, AT LEAST ON PRIVATE PROPERTY BECAUSE THEY'RE OPERATING WITHOUT A LICENSE.

AND I DON'T HAVE MUCH TIME, BUT DUE TO THIS, I'M ACTUALLY ANNOUNCING A NEW PROGRAM.

UH, AND CHIEF, I HOPE THIS ISN'T UP TO YOUR STANDARDS, TO, TO PARTNER WITH SOMEBODY THAT'S BREAKING THE LAW TO TRY AND ENFORCE THE LAW.

UM, IT WOULD COST THE CITY AROUND $20 MILLION TO PROVIDE SERVICES FOR ALL FIVE OF THE, THE ANNEXATION AREAS.

BUT WE WERE TOLD WE WOULD GET THAT SEVEN YEARS AGO.

HADN'T GOT ANYTHING EXCEPT THE VOTE.

WHY NOT SAVE SOME MONEY AND LET US GO? NOW, SURELY THE CITY COULD SPEND THE MONEY ON OTHER NOBLE AND NECESSARY PROJECTS LIKE GOLF COURSES AND HOTEL MANAGEMENT.

I'M NOT SURE WHO, WHO TO ADDRESS THIS PART WITH THE CITY MANAGER, THE CLERK, THE ATTORNEY, PUBLIX WORKS OR COUNCIL MEMBER.

BUT WHY IS THE DE ANNEXATION PROCEDURES PETITIONED FORMALLY INTRODUCED TONIGHT, NOT MENTIONED SIX MONTHS AGO WHEN WE FIRST BROUGHT IT UP.

IF I WANT TO ANY OTHER PERMIT FOR THE CITY, I GO TO THE CLERK.

I FILL OUT A PAPER, I GIVE IT TO 'EM.

THEY GIVE, GIVE ME WHAT I NEED TO HAVE.

UH, WHEN WE FIRST ADDRESSED IN JANUARY ABOUT WANTING TO BE DNX FROM THE CITY, IT REALLY WAS NEVER MENTIONED ABOUT THE PETITION.

THE ONLY REASON WE DID NOT DO THAT ROUTE WAS BECAUSE WE WERE ACTUALLY HOPING YOU AS A CITY COUNCIL WOULD DO THE RIGHT THING AND GO AHEAD AND DE ANNEX US.

BUT NOW WE KNOW THAT WE NEED THE PETITION.

ORIGINALLY, WHENEVER WE WERE GOING TO BE ANNEXED IN THE CITY, MR. KAMINSKI WENT THROUGH OUR NEIGHBORHOOD AND GOT APPROXIMATELY 75% SIGNATURE STATING WE DID NOT WANT TO BE ANNEXED INTO THE CITY.

THAT FELL UPON DEAF EARS.

THE, THE PROBLEM, Y'ALL MADE A COMMENT ABOUT OUR WATER WELL AND OUR SEWER SYSTEM WAS THAT WE COULD JUST NOT HOOK UP IF IT WENT DOWN.

WE HAD TO GET Y'ALL'S PERMISSION TO DO SOMETHING.

WE DON'T HAVE AN OPTION TO JUST HOOK UP TO CITY SERVICES, WHICH IN CHAPTER, I BELIEVE CHAPTER 43 OF THE STATE CODES STATES THAT WHEN, WHEN PROPERTY IS ANNEXED, YOU ARE SUPPOSED TO BE GIVING ALL SERVICES, NOT SOME.

AND THAT'S BEEN, THAT'S BEEN DISPUTED SEVERAL MONTHS.

ALL SERVICES.

WE DO NOT HAVE THE OPTION OF WATER.

WE DO NOT HAVE SEWER.

YES, WE HAVE POLICE.

I HAD POLICE WITH THE COUNTY.

I HAD FIRE WITH THE COUNTY.

I HAD TRASH PICKUP THAT I PAID THROUGH A PRIVATE SERVICE.

THESE ARE NOT SERVICES THAT Y'ALL PROVIDED.

THE SERVICES THAT WE WERE SUPPOSED TO BE PROVIDED WAS WATER SERVICES AND SEWER SERVICES, WHICH WE ARE DON'T, WE DON'T HAVE.

AND WE LIVE IN SUCH A REMOTE AREA.

Y'ALL SAW ON THE MAP, IT'S NOT FEASIBLE.

IT'S NOT POSSIBLE.

I CANNOT CROSS MY NEIGHBOR'S PROPERTY TO RUN A WATERLINE TO NORTH MAINE.

I DON'T GET ALONG WITH MY NEIGHBOR.

NEIGHBOR.

SO I STILL REQUEST THE ANNEXATION.

AND NOW THAT I KNOW, WE HAVE A PETITION TO GET IN FURTHER.

WHEN I SPOKE EARLIER AND I LISTENED SOME OF THE COMMENTS I WANTED TO CORRECT, SOME OF THE THINGS WERE SAID, YES, THERE WAS A TIME LIMIT THAT THE CITY HAD TO PROVIDE, SAID SERVICES.

IT WAS 30 MONTHS.

THE CITY COULD HAVE FILED FOR AN EXTENSION, WHICH I NEVER SAW AN EXTENSION.

THOSE SERVICES WERE POLICE, FIRE, SEWER, WATER, AND TRASH PICKUP.

ALONG WITH VOTING.

WE HAD POLICE WITH HARRIS COUNTY.

WE HAD FIRE BECAUSE WE WERE IN THE TERRITORY OR DISTRICT.

WE PAID FOR IT THROUGH OUR TAXES.

SEWER, WATER, YOU KNOW, IT'S NOT THERE.

THAT'S $18 MILLION.

SA I'M SAVING THE CITY.

DON'T SPEND IT.

I MEAN, IT, IT WOULDN'T BE FEASIBLE.

YOU DON'T HAVE THE MONEY TO DO IT.

WHY DO IT? UM,

IF THERE WAS WATER AND SEWER IN FRONT OF OUR PROPERTY, IF WE WERE LESS THAN 50 FEET, WE HAD TO TIE INTO IT MANDATORY, WHETHER WE HAD A WELL OR SEPTIC.

THEY CHANGED THAT TO A HUNDRED FEET DURING THAT ANNEXATION TO GRAB IN MORE PEOPLE, WHICH I'M STILL 300 FEET OFF, SO I DON'T, IT'S NOT MANDATORY FOR ME TO TIE IN.

NOW, IF MY WA SEWER AND WATER WENT OUT, I WOULD NOT GET A PERMIT.

I WOULD BE FORCED TO TIE IN, WHICH IT'S NOT THERE.

DON'T SPEND THE MONEY.

AND WHEREAS HOME FIRES CAUSED 2,700 CIVILIAN DEATHS IN THE UNITED STATES IN 2022, ACCORDING TO THE NATIONAL FIRE PROTECTION ASSOCIATION, AND FIRE DEPARTMENTS IN THE UNITED STATES RESPONDED TO 360,000 HOME FIRES.

AND WHEREAS SMOKE ALARMS SINCE WHERE SMOKE ALARMS SINCE SMOKE WELL BEFORE YOU CAN ALERTING YOU TO DANGER IN THE EVENT OF FIRE IN WHICH YOU MAY HAVE AS LITTLE AS TWO MINUTES TO ESCAPE SAFELY.

AND WHEREAS RESIDENTS SHOULD INSTALL SMOKE ALARMS IN EVERY SLEEPING ROOM OUTSIDE EACH SEPARATE SLEEPING AREA, AND ON EVERY LEVEL OF A HOME.

AND WHEREAS RESIDENTS WHO HAVE PLANNED AND PRACTICED A HOME FIRE ESCAPE PLAN ARE MORE PREPARED AND WILL THEREFORE BE MORE LIKELY TO SURVIVE A FIRE.

AND WHEREAS WORKING SMOKE ALARMS CUT THE RISK OF DYING AND REPORTED HOME FIRES ALMOST IN HALF.

AND WHEREAS FIRST RESPONDERS ARE DEDICATED TO REDUCING THE OCCURRENCE OF HOME FIRES AND HOME FIRE INJURIES THROUGH PREVENTION AND PROTECTION EDUCATION.

AND WHEREAS THE CITY OF BAY TOWN'S RESIDENTS ARE RESPONSIVE TO PUBLIC EDUCATION MEASURES AND ARE ABLE TO TAKE PERSONAL STEPS TO INCREASE THEIR SAFETY FROM FIRE, ESPECIALLY IN THEIR HOMES.

UH, WE HAVE NOW NEGOTIATED, UH, WHAT WE THINK WILL BE A BETTER, UH, AGREEMENT WITH TROON FOR LONG TERM MANAGEMENT OF THE COURSE.

UH, AND IT WILL NOT REQUIRE ANY ADDITIONAL FUNDS OTHER THAN WHAT YOU APPROVED BEFORE.

SO IT WOULD JUST TAKE WHATEVER WAS LEFT OVER FROM YOUR PREVIOUS ORDINANCE AND ROLL THAT INTO THIS AGREEMENT.

UH, I'M NOTICING THAT WE DO HAVE A COUNCIL MEMBER JUST LIKE BEFORE THAT'S NOT HERE.

UH, ARE WE GOING TO CONTINUE THE PRECEDENT THAT YOU'VE ALREADY SET, OR ARE WE GONNA SAY THAT THIS DISTRICT DOESN'T GET TO GET REPRESENTED IN THIS VOTE? IT'S A SIMILAR VOTE.

UH, SO I WOULD HOPE THAT SOMEBODY AT LEAST SAYS THAT WE SHOULD BE CONSISTENT WITH WHAT WE DO.

IF IT WAS GOOD BEFORE, IT'S GOOD NOW, WE SHOULDN'T JUST DO IT WHEN IT, IT'S AN ADVANTAGE TO US.

UH, I WOULD ALSO LIKE TO GO BACK, I ACTUALLY WENT BACK AND WATCHED THE VIDEO OF THE PRESENTATION OF THE BREAKDOWN ON THE ROUGHLY $1.9 MILLION THAT WAS APPROVED ON WHAT MR. REYNOLDS SAYS IT WAS GOING TO BE SPENT ON.

UH, A FEW THINGS, UH, THAT I RECALL WAS ABOUT 700,000 OF THE 1.9 MILLION WAS FOR EXISTING OR PREVIOUS OBLIGATIONS, INCLUDING ABOUT $400,000 FOR LOCAL VENDORS.

SO THAT'S ABOUT 700,000.

THE, THERE WERE TWO ITEMS. ONE WAS FOR THE BUILDING AND ONE WAS FOR THE RESTAURANT.

BOTH OF THOSE ADDED UP TO ROUGHLY ABOUT $1 MILLION.

SO THAT'S 1.7 MILLION OUT OF $1.9 MILLION.

AND THEN THERE WAS ALSO ABOUT $300,000 THAT WAS SUPPOSED TO COVER, UH, OPERATIONAL LOSSES OR SOMETHING TO THAT EFFECT.

UH, SO I'M TRYING TO FIGURE OUT, WRAP MY HEAD AROUND HOW WE ALREADY FOUND HUNDREDS OF THOUSANDS OF DOLLARS TO CONTINUE FOR ANOTHER YEAR, ESPECIALLY WHEN THE COMMENTS WERE THAT SOME OF YOU WERE VOTING SPECIFICALLY SAYING, THIS IS ONLY TO FUND THIS THROUGH THE END OF THE FISCAL YEAR IN SEPTEMBER, AND NOW THE GOALPOSTS ARE GETTING PUSHED AGAIN.

MY CONCERN IS THAT ONE, WHERE DID THIS MONEY COME FROM? DID YOU CUT BACK ON THE PAYOUT TO PREVIOUS AGREEMENTS? DID YOU CUT THE EXPENSES FOR THE, THE, UH, THE CLUBHOUSE? UH, WHERE DID IT COME FROM? UH, I WOULD ALSO LIKE TO KNOW WHAT THE OTHER, UH, PROPOSALS WERE FROM THE OTHER VENDORS.

UH, I THINK THAT SHOULD BE MADE PUBLIC.

I REQUESTED THAT, AND SINCE YOU GUYS HADN'T TAKEN ACTION ON IT, THAT THE CITY WOULDN'T GIVE THOSE PROPOSALS TO ME.

UH, WHICH I UNDERSTAND IT'S PROPER, BUT, YOU KNOW, I THINK THAT SHOULD BE DISCUSSED.

AND MY CONCERN IS THAT E EVEN IF THIS LOOKS GREAT, FOR RIGHT NOW, IT SEEMS LIKE A TEMPORARY FIX AND A TEMPORARY BANDAID, WHAT ARE YOU GONNA DO AT THE END OF 2025 WHEN THIS MONEY RUNS OUT? YOU'RE GONNA HAVE TO ALLOCATE MORE MONEY FOR IT.

SO WE'RE JUST KICKING THE CAN DOWN THE ROAD FOR ANOTHER YEAR.

WHAT IF WE USE THIS SUDDEN NEWFOUND MONEY THAT YOU'VE ALREADY APPROVED TO TURN IT BACK INTO THE DISC GOLF COURSE THAT SOME OF YOU LIKE THAT WE MIGHT HAVE TO DO EVENTUALLY ANYWAY? HOW ABOUT WE USE SOME OF THIS MONEY TO FIX THE IRRIGATION ON THERE? IF YOU REMEMBER, THERE WAS A, A BAYTOWN SUN ARTICLE.

AND SO WE WOULD GET, UH, AN ANNUAL PLAN OR A BUDGET, UM, TOWARDS THE END OF EVERY CALENDAR YEAR.

AND, UH, THAT BUDGET WOULD BE FOR THE NEXT CALENDAR YEAR.

SO, UH, WITHIN THE NEXT COUPLE OF MONTHS, WE'LL HAVE THAT FOR CALENDAR YEAR 2025.

ONE OF THE THINGS THAT, UM, ONE OF THE GOALS OF STAFF IN PREPARING THIS AGREEMENT WAS TO TRY TO ADDRESS AS MANY OF THE DIFFERENT PRIORITIES THAT WAS EXPRESSED THAT, UH, FROM COUNCIL TWO STAFF FOR THIS AGREEMENT.

UH, THIS AGREEMENT DOES PROVIDE FOR FOUR OPTIONS FOR TERMINATION.

UH, ONE, UH, TERMINATION WITH CAUSE OBVIOUSLY THAT, UH, OUR CITY ATTORNEY CAN TELL YOU ABOUT, UM, BASICALLY FAILURE TO COMPLY WITH THE CONTRACT.

UM, SECOND TERMINATION FOR CHANGE OF USE IF WE DECIDE TO CHANGE THAT, UM, THE USE OF THAT AREA, UM, THERE'S A TERMINATION OPTION FOR THAT THERE.

TERMINATION FOR SALE, IF WE DECIDE TO SALE TO SELL THE PROPERTY, GO THROUGH THAT PROCESS, THERE'S AN OPTION FOR THAT.

AND THEN TERMINATION WITHOUT CAUSE.

NOW ALL OF THOSE TERMINATION OPTIONS DO HAVE A 90 DAY REQUIREMENT.

THE ONLY, UH, CAVEAT TO THAT IS THE TERMINATION WITHOUT CAUSE, WHICH WOULD MEAN THAT THE CITY WOULD CONTINUE TO OPERATE THE GOLF COURSE BUT WANTED TO LOOK AT A DIFFERENT OPERATOR.

THE TERMINATION WITHOUT CAUSE WOULD NOT BE AVAILABLE TO THE CITY UNTIL JANUARY OF 27.

UM, BUT IT, AFTER THAT, IT WOULD, UM, NECESSITATE A 90 DAY NOTICE PERIOD AS WELL.

SO, UM, WITH ALL OF THAT IN MIND, UM, ALSO I'LL MENTION THE MANAGEMENT FEE HAS GONE DOWN FROM 10,000 A MONTH TO 8,500 A MONTH WITH THE OPPORTUNITY FOR AN INCENTIVE FEE.

THAT INCENTIVE FEE, UH, WOULD BE PAID OUT OF REVENUES THAT EXCEED EXPECTATIONS AND EXCEED EXPENDITURES.

AND SO BASICALLY TRU GAVE UP $18,000 A YEAR, UM, AND HAS THE POSSIBILITY TO MAKE, I WANNA SAY ABOUT 25,000 A YEAR.

HOWEVER, I WANTED TO MENTION THAT TONIGHT WHEN WE WERE IN OUR CIP MEETING, WE RECENTLY JUST FOUND OUT THAT WHEN OUR DISC GOLF COURSE, UM, OUR AWARD-WINNING NATIONAL DISC GOLF COURSE WAS REMOVED FROM THE EVERGREEN PROPERTY, IT WAS SUPPOSED TO BE RELOCATED OFF OF MARKET STREET, UM, KIND OF ACROSS FROM LEE HIGH SCHOOL.

AND WE ARE NOW BEING TOLD THERE IS, UM, THE MONEY IS THERE, IT IS GOING TO BE COMPLETELY FUNDED, AND IT IS NOW GOING TO BE PUT IN THE ACREAGE THAT IS IN THE FRONT OF THE EVERGREEN NEIGHBORHOOD.

UM, IT'S ACTUALLY ALREADY IN THE PROCESS AND HOPEFULLY GONNA BE DONE VERY, VERY SOON.

AND, UM, I THINK TWO YEARS AGO IT STARTED TO GO UP.

AND, UH, THIS YEAR I THINK IT'S A LITTLE BIT HIGHER THAN THE PAST TWO INCREASES THAT WE'VE SEEN.

I WILL TELL YOU, UH, TO MISS TO THE MAYOR'S COMMENTS ABOUT HAVING DIFFERENT CONVERSATIONS ABOUT THE SERVICES, UM, STAFF IS HAVING THOSE CONVERSATIONS.

UH, WE WILL CONTINUE TO HAVE THOSE CONVERSATIONS IF THERE'S A MORE AFFORDABLE WAY TO PROVIDE A VERY SIMILAR SERVICE.

UH, BECAUSE WE DO KNOW THE RESIDENTS ARE USING IT.

WE ALSO KNOW THAT THERE ARE SITUATIONS THAT HAPPEN AT THESE STATIONS THAT THE PD HAS TO TAKE CARE OF.

WE ALSO KNOW THAT THE PARKS DEPARTMENT HAS TO MAINTAIN SOME OF THE SERVICES AT THE STATION OR AT THE BUS STATIONS THAT THE PARKS DEPARTMENT HAS TO STORE SOME OF THE STATIONS AT THEIR FACILITY.

UM, AT THE SAME TIME, THIS SERVICE ALSO PROVIDES US THE ABILITY TO GET GRANT MONEY, UH, TO DO MORE SIDEWALKS.

UM, SO EACH YEAR, I BELIEVE THEY PUT IN A SO MANY LINEAR FEET OF SIDEWALKS THAT CONNECT THE BUS STATIONS, UH, THROUGHOUT THE CITY.

AND I BELIEVE THAT THE PLANNING DEPARTMENT GETS A, UH, WITH CDBG, THEY GET A, A GRANT THAT FUNDS SERVICE PIECES SO THAT INDIVIDUALS CAN USE IT, UH, AT A MUCH LOWER OR REDUCED COST.

UM, JUST COMPLEX PIECE OF IT.

IT IS, AND I DIDN'T KNOW ABOUT THEM PROVIDING THE, THE SIDEWALK FOOTAGE, BUT I WILL SAY I, I DO HAVE BIG CONCERNS SINCE WE HAVE BEEN TALKING SO MUCH ABOUT, UM, SAVING MONEY.

UM, I ASKED HOW MANY BUS PASSES WE GIVE OUT WITH A GRANT, AND I WAS TOLD SOMEWHERE AROUND 128.

I KNOW THAT WHEN WE GOT THE METRO SYSTEM MANY, MANY YEARS AGO, I DON'T KNOW IF Y'ALL KNOW IF YOU REMEMBER THE YEAR WELL, NO, IT IS JUST, BUT IT WAS JUST AN EXPRESS FROM BAYTOWN TO DOWNTOWN.

THE THE REASON THE YEAR IS IMPORTANT TO ME IS BECAUSE IN 2024, MOST OF THE PEOPLE, UM, THAT, THAT I KNOW THAT FOR EXAMPLE, SOME SENIOR CITIZENS THAT LIVE OFF OF GARTH ROAD, MOST OF THEM ARE MORE COMFORTABLE AND FEEL SAFER TAKING UBER OR LYFT.

MANY OF THEM ARE SUBSIDIZED BY THEIR MEDICARE, MEDICAID TO RIDE IN MEDICAL TRANSPORT AND OR UBER OR LYFT.

AND, UM, WHAT I SEE, AND OF COURSE IT IS QUALITATIVE, NOT QUANTITATIVE DATA, BUT WHAT I SEE BEING AND HAPPENING AT THE BUS STOPS IN AND AROUND TOWN IS A DRAIN

ON OUR CITY AND ACTUALLY CAUSES A, A LOT MORE PROBLEMS THAN HELP.

AND SO I WOULD BE VERY INTERESTED IN GETTING REAL DATA ON WHO'S RIDING THE BUSES AND WHAT THEY'RE USING IT FOR.

I DON'T KNOW IF THE TRANSIT SYSTEM COULD, COULD, UM, PROVIDE THAT FOR US, THE METRO SYSTEM THAT, THAT OVERSEES AT HARRIS COUNTY.

I'M NOT TRYING TO OPEN UP A CAN OF WORMS HERE, BUT WE ARE DIVING INTO ALL THESE AREAS OF TRYING TO SAVE MONEY.

AND WHEN WE'RE TALKING ABOUT THINGS GOING UP $40,000 AND WITHOUT OFFENDING ANYBODY MM-HMM .

THERE ARE MAJOR PROBLEMS THAT GO ON THAT ARE TIED TO THE BUS STOPS.

AND THEY SUBSIDIZED THE COST OF THAT UBER OR LYFT, MUCH LIKE WHAT THEY WERE, WHAT THEY WERE PAYING TO THEIR TRANSIT SERVICE.

UM, THE SENIORS AND THE DISABLED INDIVIDUALS MUCH PREFER 'CAUSE THEY'D ACTUALLY DON'T HAVE TO WALK TO THE BUS STATION AND THEY DON'T, THEY CAN BE PICKED UP RIGHT IN FRONT OF THEIR DOOR.

AND IT IS PROBABLY $2 MORE PER RIDE, UH, TO OFFER THAT TYPE OF SERVICE FOR THE INDIVIDUAL.

UH, BUT WHAT THE, THE LIMITED DATA THAT HAS BEEN GIVEN TO US IS THAT THEY'RE WILLING TO PAY THAT BECAUSE THEY'RE NOT HAVING TO WALK OR STAY MM-HMM.

AT A STATION.

THEY CAN JUST BE PICKED UP RIGHT WHEN IT'S TIME TO BE PICKED UP.

UM, NOW THE DIFFERENCE IS THAT BAYTOWN IS A LITTLE BIT LARGER, UM, UH, LAND MASS WISE THAN PFLUGERVILLE IS.

UM, IN ADDITION TO THIS ONE, ONE OF THE DRAWBACKS THAT WE SEE WITH HARRIS COUNTY TRANSIT IS THAT IT DOES NOT GO INTO CHAMBERS COUNTY.

AND SO THIS SERVICE IS NOT OFFERED IN THE CHAMBERS COUNTY, AND WE WANNA FIND A WAY THAT IT'S OFFERED TO THE FULL CITY.

SO, UM, A CITIZEN WHO WAS STOPPED FOR A TRAFFIC VIOLATION TOOK THE TIME TO WRITE A COMPLIMENT FOR THE PROFESSIONALISM EXHIBITED BY OFFICER HIGHTOWER.

THE CITIZEN'S NARRATIVE IS BRIEF, BUT IT SPEAKS VOLUMES.

EACH INTERACTION LIKE THIS IS A DEPOSIT OF LEADERSHIP CAPITAL WITH OUR COMMUNITY.

ON AUGUST 29TH AND 30TH, 2024, AND AGAIN ON SEPTEMBER 30TH, 2024, DETECTIVE MELVIN LLOYD DEMONSTRATED THAT HE HAS EXPERTISE, EXPERIENCE IN, UH, EXCEPTIONAL KNOWLEDGE IN THIS AREA.

FURTHERMORE, DETECTIVE LLOYD DEMONSTRATED ENTHUSIASM FOR THE SUBJECT MATTER AND HIS COMMITMENT TO TEACHING WAS APPARENT TO ALL AT WHO ATTENDED THIS TRAINING.

THE INDIVIDUAL, UH, WROTE, I GRADUATED FROM THE BAYTOWN POLICE ACADEMY ALONG WITH OFFICER BOBBY POLK ON JUNE THIR, UH, JUNE 3RD, 1977.

AND JUST A QUICK TANGENT, WE RECENTLY, UH, HAD AN HONOR CHAIR, UH, SERVICE, UH, FOR, FOR OFFICER POLK, UM, UH, WHO WAS KILLED WHILE SERVING THE BAYTOWN POLICE DEPARTMENT.

AND, UM, IT IS PRETTY FANTASTIC TO HAVE SOMETHING LIKE THIS POP UP IN, IN A LETTER.

AND, UH, THIS WAS, UM, MP JACKSON IN THE CLASS WITH OFFICER BO, UH, WITH OFFICER PO.

AND UH, I JUST WANNA SAY THANK YOU TO THIS INDIVIDUAL FOR SENDING SOMETHING LIKE THIS IN WRITING IN AND SAYING THANK YOU, TELLING HOW GREAT OUR STAFF IS AND THEN JUST PROVIDING A LITTLE MEMENTO, UM, THAT, UH, IS PROBABLY JUST MEANS A LOT, ESPECIALLY COMING ON THE HILLS OF, OF THE HONOR CHAIR.

I MEAN IT'S TOUGH TO FOLLOW CITY MANAGER OF ALL THE GREAT STUFF HE HAS, BUT, UH, BUT PUBLIC WORKS AND ENGINEERING STAY BUSY ALL THE TIME.

UH, IT'S NICE TO SEE, TO HEAR FROM THE OTHER DISTRICTS WHEN THEY TALK ABOUT ALL THE ACTIVITIES THAT PUBLIC WORKS IS DOING.

AND THEN I GET A LIST IN MY DISTRICT AND, AND THEY'RE JUST AS BUSY IN DISTRICT SIX AS THEY ARE ANYWHERE ELSE.

THEY HAVE ASPHALT REHAB ON WALKER, MCPHAIL, KLEIN ANDERSON, SINGLETON, UH, HOPEFULLY BE DONE BY ABOUT MID-NOVEMBER DEPENDING ON WEATHER AS ALWAYS.

UM, REPLACEMENT OF, UH, UH, MANHOLES, UH, ARE GOING ON PLACE.

BALE HARBOR STREET DRAINAGE IMPROVEMENT PROGRAMS ABOUT 80% COMPLETE.

I KNOW BAY OAK HARBOR HAS, HAS BEEN A WORKING AREA FOR A LONG TIME AND THOSE FOLKS DOWN THERE REALLY APPRECIATE IT.

UH, THEY APPRECIATE THE CONCRETE STREETS MORE AND, AND I APPRECIATE THAT EFFORT AS WELL.

PLANNING AND DEVELOPMENT IS BUSY, UH, AS EVERYWHERE.

UH, 2,400 MASSEY TOMPKINS, THE NEW CONVENIENCE STORE IS APPROXIMATELY 37% COMPLETE.

I KNOW EVERYBODY THAT'S IN THAT AREA IS EXCITED TO GET THAT PLACE OPENED UP.

UM, THE CMEX OFFICE, UH, AREA OFF OF 1 46 IS, IS IN THE PROCESS OF INSPECTIONS AND THEN THE CENTRAL DISTRICT EAST DISTRICT, WHICH WHAT TREATMENT PLANT, THEIR NEW, UH, OFFICE BUILDING, NEW ADMIN IS UH, UNDERWAY.

SO THAT'S GOOD TO KNOW.

PARKS AND RECREATION, THEY STAY BUSY, WE ALL GET LONG LISTS.

THEY HOLD A YOUTH SAND VOLLEYBALL CLINIC AT DISTRICT SIX IS ROSALYN PARK, UM, WHICH WAS

WELL ATTENDED.

THE CLUBHOUSE IS BEING RENTED ON A REGULAR BASIS WITH AN INCREASE THROUGH JULY, WHICH ALWAYS INCREASES DURING THE SUMMER MONTHS.

SO WE APPRECIATE THEM STAYING BUSY AND IT IS A WONDERFUL VENUE FOR, YOU KNOW, THAT SIZE OF THE VENUE.

AND THEN AN EVENT THAT I MISSED, I WAS AT TOWN, THE HEALTH DEPARTMENT HOSTED A COMMUNITY CLEANUP AT ROSELAND PARK.

UH, ON SEPTEMBER 21ST.

THEY FILLED THREE 40 QIC CARD ROLL OFFS AND COLLECTED 29 TIRES.

THEY HAD A NUMBER OF VEHICLES GO THROUGH AND APPROXIMATELY 50 PEOPLE THAT PARTICIPATED IN THAT EVENT.

I, I KNOW THOSE EVENTS ARE WELL RECEIVED IN THE, IN THE GENERAL COMMUNITIES WHERE THEY ARE.

IT'S AN OPPORTUNITY FOR PEOPLE TO GET STUFF OUT OF THEIR YARDS AND, AND, UH, OUT OF THEIR GARAGES THAT THEY DON'T NORMALLY HAVE THE OPPORTUNITY TO DO.
