UH, GOOD EVENING, MAYOR AND COUNSEL. I'M HERE TODAY TO PRESENT THE THIRD QUARTER, UH, FINANCIAL REPORT FOR PERIOD ENDING JUNE 30TH, 2024. UH, MDD HAS A FUND BALANCE OF 1.8 MILLION, APPROXIMATELY $6 MILLION IN REVENUE IS RECEIVED, OF WHICH 5.6 MILLION WITH SALES TAX, UM, WHICH EQUATES TO 68% OF THE BUDGET. THE TOTAL EXPENDITURES WAS 4.9 MILLION AT 61% OF THE BUDGET. PLEASE REMEMBER THAT THE SALES TAX HAS A TWO MONTH DELAY, WHICH MEANS SALES TAX IS STATED AS OF APRIL, 2024. UH, WHEN THE MDD FIRST RECEIVED THIS BUDGET, IT WAS BEFORE IT WAS FINALIZED OR BEFORE IT WAS READY TO KICK OFF FROM HYATT'S POINT OF VIEW, HYATT HAD TO PROVIDE A BUDGET THAT THEY THOUGHT WAS GONNA BE THERE. OUR ASSET MANAGER WORKED WITH THE HYATT TO BETTER THE EX, UH, REVENUE EXPENSE RATIO. AS YOU CAN SEE, UH, THE UPDATED PROJECTED BUDGET FOR THE HYATT DID INCREASE BY 200,000 FOR THE REVENUE AND THEIR GROSS OPERATING PROFIT DUE TO CONTROLLING MORE EXPENSES AT THE HYATT, [00:05:01] OR MORE THAN DOUBLED AT THIS POINT. OKAY, MAYOR AND COUNSEL, UM, THIS, UH, SNAPSHOT IS WHAT YOU'VE, UH, RECEIVED PREVIOUSLY IN REGARDS TO THE BUDGET. UM, WE WERE GONNA PROPOSE 0.71999, UM, IN THE BUDGET WE HAVE 999 EMPLOYEES. THE TOTAL REVENUE IS 256.7 MILLION. TOTAL EXPENDITURES 261.1 MILLION. UM, WE WERE IN THE NEW CREDIT CARD FEE OF 4%. UM, THE TOTAL FY 25 CIP BUDGET WAS 99.5 MILLION AND THAT INCLUDES ALL THE FUNDS. UM, SANITATION RATES WERE GONNA INCREASE, UH, BY $10. THE GREEN CENTER RATE WAS GONNA INCREASE FOR $5 BY $5 AND, UM, $10 FOR, UH, TRAILERS OVER EIGHT FEET. WE ALSO HAD A WATER AND SEWER RATE INCREASE IN THERE OF 6% WITH A FEW EXCEPTIONS THAT FRANK, UM, WANTED TO MENTION. AND THEN THE GENERAL FUND DEBT FOR CIP WOULD'VE BEEN 13 MILLION. YOU WANNA GO? YES, SIR. MAYOR AND COUNSEL? UH, JUST A COUPLE OF EXCEPTIONS. ONE WAS WHAT WE DISCUSSED AT THE, UH, WORK SESSION, WHICH WAS BRINGING THE LOWEST TIER UP TO HALF OF THE DIFFERENCE BETWEEN THE EXISTING AND THE COST OF WATER. THERE WAS, UH, JUST A FEW CENTS DIFFERENCE AND JUST TO AVOID ANY CONFUSION, I THOUGHT IT'D BE BETTER IF THEY WERE THE SAME. UM, WE ADDED THE SEWER CAP AT 12,000 GALLONS AND THE OUTSIDE CITY MULTIPLIER REMAINS AT 1.5. UM, WE DELETED THE, THE HIGH, THE SEWER HIGH VOLUME RATE CLASS AND THE MOBILE HOME RATE CLASS, THEY WERE NOT USED. SO, UM, JUST CLEAN UP THOSE THINGS AND I'M HAPPY TO ANSWER. UH, ANY OTHER QUESTIONS? SO WITH THAT SAID, THE ITEM THAT WE'RE FOCUSING ON IS GONNA BE THE NO NEW REVENUE RATE OF 7 0 0 4 3. YOU WILL SEE THAT IT'S A LITTLE BIT LOWER, UH, THAN WHAT WE WERE ALL ANTICIPATING, AND THERE'S A REASON FOR THAT. OVER THE PAST TWO YEARS, UM, THE TEAM HAS BEEN WORKING TO RIGHT THE SHIP AND WE HAVE CONTINUED TO UNCOVER STONES. AND, UH, LAST YEAR WE WERE GOING THROUGH THE TAX RATE SITUATION AND THERE WERE INCONSISTENCIES THAT WERE COMING TO US FROM OUR TAX RATE OR OUR TAX DESIGNEE. SO FOR THOSE THAT DO NOT KNOW, JUST A LITTLE BACKSTORY, THE CITY OF BAYTOWN DOES ACTUALLY DOES NOT ACTUALLY MAKE THE TAX RATE WE VOTE ON THIS. YES, MY NAME WILL BE ON THIS WHEN IT'S ALL SIGNED AND TURNED IN, BUT THE CITY OF BAYTOWN DOES NOT ACTUALLY DO THE TAX RATE. WE ARE THERE TO DOUBLE CHECK THE TAX RATE THE BEST THAT WE CAN, BUT WE DO NOT ACTUALLY GET THE NUMBERS DIRECTLY FROM HARRIS COUNTY OR CHAMBERS COUNTY. UH, THE BODY, THE CITY OF BAYTOWN HAS A TAX DESIGNEE, UM, THAT DOES THIS WORKSHEET FOR US. THEY ARE TRAINED PROFESSIONALS. THEY HAVE THE STATE MANDATED TRAINING TO STAY UP WITH THE TEXAS OR THE TAX CODE AND ALL THE REGULATORY ISSUES THAT GO WITH MAINTAINING THIS WORKSHEET. THE CITY OF BAYTOWN DOES NOT HAVE AN EMPLOYEE THAT DOES THIS. THIS IS SOMETHING, UM, THAT TWO PEOPLE LOOK OVER, WHICH IS GONNA BE ME AND THE FINANCE DIRECTOR. AND WE CHALLENGE IT WHEN WE FEEL THAT THINGS ARE NOT, UH, CORRECT. SO [00:40:01] GOING BACK TO LAST YEAR, THERE WERE INCONSISTENCIES WITH THIS WORKSHEET. THE FINANCE DIRECTOR AND I WERE NOT HAPPY WITH HOW IT WAS BUILT. IT TOOK ROUGHLY UNTIL ABOUT THE SAME TIME, UH, TO GO BACK AND FORTH WITH THAT WITH OUR TAX DESIGNEE WHO WAS WORKING ON THIS WORKSHEET. AND WE DISAGREED WITH THEM FOR QUITE SOME TIME. IT ULTIMATELY CAME DOWN TO THAT WE HAD TO ADOPT A TAX RATE. WE CAME TO A GENERAL AGREEMENT GIVING THEM THE BENEFIT OF A DOUBT, UH, OF THE DOUBT, UH, BECAUSE THEY HAVE MORE NUMBERS THAN THAN WE DO. WE SETTLED ON A TAX RATE OF 72 CENTS. THAT'S THE CURRENT BUDGET THAT WE WERE OPERATING UNDER. THE THINGS THAT WE WERE NOT HAPPY ABOUT WERE THE APPRAISED VALUE OR THE TAXABLE VALUE AND THE TURS VALUES. WE, WE, UM, DISAGREED WITH THEM ON WHAT THOSE NUMBERS WERE. UH, ULTIMATELY HAD TO AGREE TO A TAX RATE. AND THAT'S WHERE WE WERE MOVED TO THIS YEAR. WE STARTED THIS ON JULY 25TH, AND WE'VE BEEN WORKING SINCE JULY 25TH TO GET THIS WORKSHEET TOGETHER BECAUSE AGAIN, WE DO NOT GET THESE NUMBERS. THIS GOES TO, UH, ANOTHER ENTITY TO PUT THIS TOGETHER. IT STARTED AGAIN WITH THE SAME SCENARIO THAT WE WERE FACING LAST YEAR. WE DISAGREED OVER AND OVER WITH WITH OUR TAX EE. WE CHALLENGED THEM ON THE TAXABLE APPRAISED VALUE. WE CHALLENGED THEM ON THET VALUES, THE DIFFERENT VARIATIONS THAT WE GOT FROM JULY 20. THIS WORKSHEET, WE GOT, I BELIEVE, SIX OR SEVEN WORKSHEETS. THEY VARIED ANYWHERE FROM 71 CENTS TO 83 9 5 FOR THE NO NEW REVENUE RATE. SO YOU CAN SEE THAT THERE WAS QUITE A SPREAD ON THE TAX RATE AND IT CONTINUED TO CHANGE AND WE WERE UNHAPPY. WE CHOSE, I CHOSE, I DON'T WANNA PUT ANYBODY ELSE THERE. I CHOSE TO HIRE A TAX CONSULTANT. UM, I HIRED A TAX CONSULTANT TO COME THROUGH AND WORK THROUGH THIS WORKSHEET WITH US AND LOOK FOR DISCREPANCIES THAT WERE, THAT WERE, WE WERE NOTICING AS AN ENTITY AND THE TAX RATE CONSULTANT, UM, OR IS, IS AN ATTORNEY, UH, AGREED WITH OUR ASSESSMENT. AND WHEN I SAY OUR, THE CITY OF BAY TOWN'S ASSESSMENT, THAT THERE WERE INCONSISTENCIES WITH THE DATA, THE INCONSISTENCIES TURNED OUT TO BE AN, AN OVERVALUED TAXABLE APPRAISAL NUMBER AND INCONSISTENT NUMBERS ON DETER NUMBERS. SO WHAT THAT MEANS IS THAT WHEN IT ALL CAME DOWN TO IT, UM, THE TAXABLE VALUES HAVE BEEN WRONG FOR QUITE A FEW YEARS AT THIS POINT. AND, UM, WE ARE IN A COURSE CORRECTION AT THIS POINT. THE COURSE CORRECTION IS THAT OUR APPRAISED VALUE IS 5.7 BILLION. WHEN WE STARTED THIS ON JULY 25TH, IT WAS AT 7 BILLION. AND EVEN WITH THAT MAY SEEM LOWER, THE ONLY RATE THAT THE, THE ONLY WAY THAT THE TAX RATE SHOULD GO DOWN IS IF YOUR VALUES WENT UP. AND SO THE VALUES DID GO UP SLIGHTLY FROM THE, WHAT THE CORRECTED NUMBERS WERE FOR FY 24. UM, AND SO THAT DID DRIVE THIS TAX RATE DOWN. THAT DOES HAVE IMPLICATIONS BECAUSE IT ALSO CORRECTED THE TAXABLE VALUE. THE TAXABLE VALUE LAST YEAR WHEN WE CREATED THE TAX RATE, I BELIEVE WAS SOMEWHERE AROUND 6.3 BILLION. IT'S NOW AT 5.7 BILLION. UM, WE FEEL VERY COMFORTABLE THIS IS WHERE IT SHOULD BE. WE ARE GOING TO PROPOSE THAT, UH, THE SEVEN, UH, THE NO NEW REVENUE RATE TO STAY WITH THAT. THAT'S WHAT WE'VE BEEN, THAT'S WHAT WE'VE BEEN SAYING FOR MONTHS. UH, AS WE BUILT THIS BUDGET THAT DOES HAVE FINANCIAL IMPACTS TO THE BUDGET, THE FINANCIAL IMPACTS ARE IN THE SUM OF ROUGHLY FIVE TO $6 MILLION THAT WE HAVE TO ACCOUNT FOR. UM, AS WE PLAN FOR THE FY 26 BUDGET. THIS NUMBER THAT WE ARE WORKING ON RIGHT NOW SETS THE FY 25 BUDGET IN MOTION. BUT WE KNOW AS SOON AS WE ADOPT THIS BUDGET ON SEPTEMBER 26TH, UH, THAT THERE WILL BE A FINANCIAL DELTA THAT WE HAVE TO START WORKING TO, UH, FIX OF ROUGHLY $6 MILLION AT A MINIMUM $6 MILLION FOR THE FY 26 BUDGET. BEFORE WE GET THERE, AS I SAID, THIS IS A COURSE CORRECTION. IT PUTS THE NUMBERS WHERE IT SHOULD BE OR WHERE THEY SHOULD BE. UM, I WOULD SAY WE ANTICIPATE SOMETIME, UM, LATER THIS YEAR LEADING INTO THE BEGINNING OF 2025. OKAY. AND, AND THAT'S PART OF THE REASON WHY WE'RE ENTERING INTO THIS AGREEMENT FOR THAT PUBLIC FOR, TO ADD TO THAT PUBLIC PIECE. SO PEOPLE ARE AWARE OF PROJECT VECTOR, CORRECT? CORRECT. OKAY. CORRECT. AND IF, IF YOU DON'T MIND, UH, MR. GRIFFITH, I JUST TO ADD A LITTLE BIT TO THAT THERE, THROUGH THIS PROCESS, THERE HAVE BEEN NUMEROUS NON-DISCLOSURE, NON-DISCLOSURE AGREEMENTS THAT WE HAVE BEEN PART OF. UM, PART OF THAT INCLUDES SITE PROJECTS. PART OF THAT INCLUDES PARTNERSHIPS THAT WE ARE WORKING WITH, UM, THAT WAS GETTING THE FEASIBILITY ASPECT UP AND RUNNING SO THAT WE WOULD BE ABLE TO, UH, BRING HARRIS COUNTY SPORTS CORPS OR WHOMEVER. 'CAUSE YOU MAY NOT BELIEVE IT, HARRIS COUNTY SPORTS CORPS WAS NOT PART OF THIS WHEN THIS ALL KICKED OFF. UH, THIS IS NEW WITH HARRIS COUNTY SPORTS CORPS. UM, AND THEY WERE THERE FOR A BUYING ASPECT FOR DIFFERENT REASONS AND NOT PART OF WHAT THEY ARE NOW. UM, SO GETTING ALL THAT UP TO THIS POINT, UM, EVERYTHING HAS BEEN CONCEALED FROM OUR PARTNER'S POINTS OF VIEW, UH, NOT HAVING PRICE GO EXORBITANT BECAUSE AS WE HAVE SEEN OVER THIS YEAR AND A HALF, AS SOON AS ANYBODY HEARS THAT BAYTOWN HAS MONEY, IT'S LIKE, BOY, LET ME TELL YOU WHAT I CAN DO FOR YOU. AND SO A LOT OF IT HAS BEEN LIKE VERY DELIBERATE OF US DEALING WITH PARTNERSHIPS AND, UH, TRYING TO BE CLOSED LIPPED ON WHAT WE CAN TO GET TO THE POINT WHERE WE ARE TODAY. SO HARRIS COUNTY SPORTS COURT TAKING ON A NEW ROLE AT THIS POINT IS GETTING TO WHERE WE ARE DEFINED ON WHAT WE ARE MOVING FORWARD, WHICH IS WHY WE PUT OUT TO THE PUBLIC AS SOON AS, AS SOON AS WE WERE ABLE TO PUT IT OUT, THAT THIS WAS GONNA BE A MULTI, UH, SPORTS FACILITY THAT, UH, MR. WALSH AND HIS TEAM PUT OUT THE, THE LAST MONTH THAT THEY, THAT THEY WERE HERE. UM, AND THIS WOULD ALLOW THEM, WITH US CHOOSING VERY RECENTLY TO MOVE FORWARD WITH THEM ON, THEY WOULD MANAGE US AND START PUTTING OUT AND GET A VISIONING PIECE DONE WITH THE CITIZENS ON WHAT THEY WOULD WANT, HOW THEY, UH, HOW THEY WANT THIS MULTI-USE FACILITY TO LOOK AND BRING THOSE RECOMMENDATIONS FOR COUNCIL TO ULTIMATELY TAKE A VOTE ON. BECAUSE Y'ALL TOO HAVE NOT HAD A LOT OF, UH, INPUT ON THE IT PIECE, RIGHT? LIKE JUST THE UNDERSTANDING OF THE IDEA. UH, WE NEED TO HEAR FROM THE CITIZENS. RYAN AND HIS TEAM WILL PUT ALL THAT TOGETHER. THEY WILL BRING IT TO THE COUNCIL. COUNCIL WILL SAY, HEY, WE LIKE WHAT THE CITIZENS HAVE TO SAY AND WHAT THE PROFESSIONALS HAVE TO SAY WITH THIS, AND IT WILL BE VOTED ON. WE ARE JUST NOW GETTING TO THE POINT WHERE WE CAN GET IT OUT TO THE PUBLIC TO START TALKING ABOUT WHAT IS NEXT WITH THIS PROJECT. YEP. I HOPE THAT HELPS, MR. OKAY. YES MA'AM. AND SO BEING ABLE TO MOVE FORWARD, PROJECT VECTOR AND ALL OF THE THINGS THAT IT COULD BE FOR THIS COMMUNITY IN SO MANY WAYS, WHETHER IT'S AMENITIES, SPORTS, EDUCATION, MORE MONEY, ANYTHING LIKE THAT, THAT IS GOING TO MAKE BAYTOWN A BETTER PLACE FOR THE CITIZENS THAT ARE HERE AND ALL THE ONES THAT WANT TO COME. UM, SO INFRASTRUCTURE WAS NOT NOT TIED TO IT. UM, THERE'S OTHER WAYS THAT WE GET REVENUES THAT CAN GO INTO INFRASTRUCTURE AND THAT IS WHAT WE'RE LOOKING FOR, UM, AS THE ONSET AND, AND YOU KNOW, THE, THE BENEFITS OF HAVING THIS TYPE OF FACILITY WITHIN THE COMMUNITY AND AGAIN, WHAT IT COULD DO, UM, TO THE SURROUNDING AREA AS WELL. SO IT, IT, UH, I JUST WANNA MAKE SURE THAT BECAUSE INFRASTRUCTURE WAS MENTIONED AS, AS A POSSIBLY, UH, UH, AREA TO FUND IN INSTEAD OF THIS, UM, UNFORTUNATELY THAT WOULD NOT BE AT PLAY FOR THIS PARTICULAR USE. UM, AND THE MONEY THAT WAS GIVEN TO US, UM, WE JUST CAN'T PUT IT INTO INFRASTRUCTURE OR ANYTHING ELSE. ALRIGHT. ANYBODY? I KNOW YOU SAID YOU HAD A QUESTION OR SOMETHING.
