SO IT, THE FIRST IS TO CONDUCT A PUBLIC HEARING CONCERNING THE BAYTOWN M DDS DISTRICT, UH, DISTRICT'S FISCAL YEAR 24 25, PROPOSED BUDGET. AND LET SEE, THERE'S A SCRIPT. OH, THERE, SORRY. SO IT IS NOW, UH, EXCUSE ME. THE PUBLIC HEARING TODAY IS BEING HELD FOR THE PURPOSE OF GIVING ALL INTERESTED PERSONS THE RIGHT TO EXPRESS THEIR VIEWS REGARDING THE SUBJECT OF THIS PUBLIC HEARING. IF YOU SWITCH OVER YOUR SCREEN AND CLICK ON ITEM TWO A, YOU'LL BE ABLE TO SEE THE MDD BUDGET, UM, UH, IN DETAIL. IT IS IN THE PACKET. SO WHILE YOU'RE PULLING THAT UP, UM, THE MDD BUDGET, UH, OVERALL HAS A REVENUE OF 8.7 MILLION AND AN EXPENSE OF 9.1 MILLION WITH A, UM, REVENUE OVER EXPENDITURES OF 333,000, A BEGINNING WORKING CAPITAL OF 1.4 MILLION SPENT DOWN TO 1.15 MILLION, UH, PROJECTED AT THE END OF FY 25. UM, AND AS WE JUMP INTO THAT, AS Y'ALL ARE AWARE, UH, THE MDD BUDGET HAS CHANGED OVER THE YEARS, OVER THE LAST TWO YEARS, UH, TO INCLUDE ONLY ECONOMIC DEVELOPMENT ITEMS. I DO WANT TO POINT OUT THAT THIS BUDGET, UH, DOES REPRESENT, UH, THE CURRENT HYATT PROJECTED BUDGET THAT, THAT THEY HAVE GIVEN US. UM, THE HYATT BUDGET IS NOT FINAL, BUT WE HAVE THEIR, UH, PROJECTED BUDGET. THEY WILL GIVE A FINAL BUDGET IN, UH, NEXT MONTH. WHAT WE FORESEE SPENDING ON THE HYATT AT THIS POINT, UM, IS, [00:05:01] UH, YOU HAVE MONEY DEDICATED TOWARDS THE INSURANCE, UH, WHICH IS $1.5 MILLION. YOU HAVE DEBT SERVICE, UH, OF 1.4, UH, WHICH IS NORMAL, WHICH IS WHAT WE SIGNED UP FOR. AND THEN YOU HAVE ADDITIONAL HOTEL DEBT SERVICE, WHICH IS 1.9 MILLION. AND THEN YOU HAVE, UM, HOTEL CONVENTION CENTER OPERATIONS, UH, THAT WE HAVE TO COVER. SO WITH ALL THAT SAID, WHAT I'M TRYING TO GET AT IS YES, THERE'S MONEY DEDICATED TOWARDS THE HYATT THAT WAS PROJECTED FROM THE ORIGINAL STUDY WHEN THE HYATT WAS BUILT, THAT THERE WAS GONNA BE A RAMP UP YEAR, UH, RAMP UP YEARS TO TAKE CARE OF SOME OF THE DEBT PIECES THAT HAVE TO BE PAID FOR. UH, THE POSITIVE NEWS THAT COMES WITH THIS IS THAT THE BUDGET THAT WAS PRESENTED TO US BY THE HYATT SHOWS A OPERATING INCOME, COVERING THE OPERATING EXPENSES, UM, THAT IS A SHIFT AND IT IS HAPPENING EARLIER THAN WE EXPECTED. UH, THE ONE THING THAT WE ARE, WE'RE PREPARED TO PAY FOR WAS THE ADDITIONAL DEBT PAYMENT, WHICH GOES INTO THE PRINCIPAL THIS YEAR, UH, WHICH IS UP TO 1.9 MILLION. WE WERE ONLY PAYING INTEREST UP UNTIL THIS POINT. WE FEEL THAT THAT'LL START BEING COVERED PROBABLY IN THE NEXT THREE YEARS AT THIS POINT. ONE OF THE OTHER ITEMS THAT WAS ASKED OF ME TO MENTION WAS THE BIG GRANT. UM, THE BIG GRANT WAS, UM, OR IS BEING SHIFTED AS WE DISCUSSED IN OUR WORK SESSION, WORK SESSION. I DON'T THINK I DID A VERY GOOD JOB TRYING TO EXPLAIN THAT TO Y'ALL AND I APOLOGIZE ABOUT THAT. BUT IT IS CAN BE, IT IS BEING COMBINED WITH THE HOT GRANTS IN AN EFFORT TO BETTER, UH, STRATEGICALLY PLACE, UH, THE HOT GRANTS AND THE BIG GRANT INTO SOMETHING THAT BETTER MEETS THE CITY COUNCIL'S PRIORITIES. IF Y'ALL HAVE MORE, UH, QUESTIONS ON THAT, THOMAS IS HERE TO ANSWER ANY QUESTIONS THAT Y'ALL HAVE ABOUT THAT PROGRAM. OUTSIDE OF THAT, IT IS PRETTY CUT AND DRY ON WHAT THE EXPENSES ARE. UH, WE STILL HAVE OTHER DEBT THAT WE HAVE TO PAY FOR. UH, TOTAL DEBT SERVICE IN THE, UH, FUND IS $5 MILLION AND THAT IS SOMETHING THAT WE'VE BEEN PAYING ON FOR QUITE A FEW YEARS. THE AROUND AQUATICS AND WASTEWATER TREATMENT PLANT DEBT THAT WERE ISSUED, UM, A FEW YEARS BACK IN 2014, 15 AND 16. DO YOU HAVE ANY QUESTIONS? WE'VE SEEN, UH, SOME FOLKS, I THINK COUNCILMAN, UH, FRANCO AND PAUL, THEY WERE ABLE TO JOIN ME. WE DID A QUICK WELCOME, UH, EARLIER AND, BUT THERE ARE SOME FOLKS THAT, YOU KNOW, OBVIOUSLY THEY'RE IN NEED. WE COVERED THAT AT OUR WORK SESSION, UM, EARLIER, UH, THIS EVENING, AS YOU CAN SEE, THE TOTAL REVENUE, UH, IS 138.5 MILLION TOTAL EXPENSES. UM, BASED ON THE POLICY DIRECTIONS THAT HAVE BEEN GIVEN TO THE CITY, UH, STAFF AT THIS POINT HAVE GROWN, UH, 1.2%, UH, TO ONE 40.6. WE HAVE AN ENDING FUNDING BALANCE OF 22.6 MILLION. I WOULD LIKE TO POINT OUT THAT AS IT'S CURRENTLY PRESENTED TO YOU AND IN THE BOOKS THAT YOU ARE RECEIVING, IT ONLY DOES SHOW A 61 DAY RESERVE. UM, WE DO NOT HAVE THE FIRST PAYMENT FROM EXXON THAT'S COMING IN, INCLUDED IN THIS BUDGET. WE DIDN'T WANT TO CONVOLUTE THE NUMBERS FOR Y'ALL BECAUSE IT WOULD SHOW LIKE THIS MASSIVE GAIN, RIGHT? AND, UH, WE DON'T WANT TO MIX MESSAGES. WE WANT Y'ALL TO SEE APPLES TO APPLES, REALLY. AND THEN ONCE IT'S TIME TO ADOPT THE BUDGET, WE WILL PUT THAT FIRST PAYMENT IN HERE THAT WILL GET US TO WHERE WE NEED TO BE WITH 65 DAYS, ALONG WITH THE APPROPRIATE TRANSFERS NECESSARY TO GET TO 65 DAYS. ONE THING THAT I WILL POINT OUT TO YOU, AS I MENTIONED IN THE WORK SESSION, WE WILL SEE A DIFFERENT SHIFT IN THE PERSONNEL NUMBERS AS WE GET THE TRUE AND ACCURATE COUNT, UH, WITH THE $5 MILLION, UM, $5 MILLION, UH, EXPENDITURE REDUCTION IN THE BUDGET, THE 12 VACANT PERSON, UH, VACANT POSITIONS THAT ARE THERE. AND THIS BUDGET IS BUILT AROUND THE SERVICE DELIVERY CHANGES THAT WERE GIVEN TO YOU DURING THE WORK SESSION. OKAY. ALRIGHT. AND SO WE'LL JUST READ NOW A SMALL BOX, UH, RETAIL REMOVING TRAVEL CENTER FROM GENERAL COMMERCIAL REMOVING VEHICLE AND, UH, SERVICE AND REPAIR FROM, UH, MIXED USE NEIGHBORHOOD, INCREASING THE, UH, UH, DEFINITION AND ANY CONDITIONS OF, UH, MICRO MANIC, UH, MICRO MANUFACTURING TO 10,000 SQUARE FEET.
