2. MUNICIPAL DEVELOPMENT DISTRICT ITEMS
a. Conduct a public hearing concerning the Baytown Municipal Development District's Fiscal Year 2024-2025 Proposed Budget.
b. Consider a resolution adopting the Baytown Municipal Development District Fiscal Year 2024-2025 Budget.
c. Consider approving the minutes of the City Council and Baytown Municipal Development District Joint Meeting held on May 23, 2024.
d. Consider approving the minutes of the City Council and Baytown Municipal Development District Joint Meeting held on June 27, 2024.

4. SPECIAL DISTRICTS BUDGETS FOR FISCAL YEAR 2024-2025
a. Receive the Baytown Crime Control and Prevention District Fiscal Year 2024-2025 Adopted Budget.
b. Receive the Baytown Fire Control, Prevention, and Emergency Medical Services District Fiscal Year 2024-2025 Adopted Budget.
5. MUNICIPAL BUDGET FOR FISCAL YEAR 2024-2025
a. Receive the City Manager's Proposed Municipal Budget and budget message for Fiscal Year 2024-2025.
b. Consider a resolution setting the dates for the budget work sessions to discuss the Proposed Municipal Budget for Fiscal Year 2024-2025.
c. Consider an ordinance setting the date, time and place for a public hearing regarding the Proposed Municipal Budget for Fiscal Year 2024-2025.
6. PROPOSED ORDINANCES
a. Consider an ordinance to repeal and replace the Unified Land Development Code (ULDC) and accompanying zoning map. Repeal and replacement of Subpart B, Appendix A, Unified Land Development Code in the Baytown Code of Ordinances, as a new Chapter 111 of the Baytown Code of Ordinances.
7. PROPOSED RESOLUTIONS
a. Consider a resolution authorizing the City Manager to submit an application to the Department of Housing and Urban Development (HUD) for the 2024-2025 Community Development Block Grant (CDBG) funds.
b. Consider a resolution adopting the revised Community Development Block Grant (CDBG) Owner-Occupied Housing Rehabilitation Program Guidelines.
c. Consider a resolution adopting the revised Community Development Block Grant (CDBG) Homebuyer Assistance Program Guidelines.
d. Consider a resolution adopting the revised Community Development Block Grant (CDBG) Sewer Line Repair and Replacement Program Guidelines.
8. CONSENT All Consent Agenda items listed are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member requests, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda.
9. MANAGER'S REPORT Notice is hereby given in accordance with Section 551.0415 of the Texas Government Code, the City Council of the City of Baytown may receive a report about items of community interest from City staff and/or a member of the City Council, but no action or possible action shall be taken or discussed concerning the subject of such report, except as provided by Section 551.042 of the Texas Government Code.
10. COUNCIL MEMBER DISTRICT REPORT
a. Receive a report from Council Member Sarah Graham regarding projects, programs and events in District No. 2.
