THEY'VE ISSUED 861 CITATIONS, A TOTAL OF 295 ARRESTS. THEY'VE HAD 182 FELONY CHARGES SO FAR. AND, UH, 334 OF THOSE ARE CLASS C ARREST WITH 72 OF THEM BEING MISDEMEANORS. THE BAYTOWN POLICE DEPARTMENT USES THESE FUNDS WITH THE APPROVAL OF THE CCPD BOARD TO FINANCE COST OF CRIME CONTROL BY SUPPORTING PERSONNEL ENHANCEMENT OF SERVICES AND PROGRAMS AND CAPITAL EXPENDITURES. THE INFORMATION CONTAINED IN THIS REPORT REFLECTS FUND USAGE FOR THE FISCAL YEAR 23. INFORMATION ON FISCAL YEAR 24 TO DATE HAS ALSO BEEN INCLUDED FOR REVIEW TO DEMONSTRATE THE ONGOING RESULTS. BPD USES CCPD FUNDS TO ENHANCE CRIME PREVENTION AND PATROL SERVICES PATROL AND THE STREET CRIMES UNIT, ALSO FORMERLY KNOWN AS THE HOTSPOT UNIT, ARE ENHANCED THROUGH PURCHASES OF FULLY EQUIPPED PATROL VEHICLES TO ENSURE THAT UNIFORMED OFFICERS ARE AVAILABLE FOR PATROL 24 HOURS A DAY YEAR ROUND TO ENGAGE IN CRIME CONTROLLED DUTIES AND PROJECTS SUCH AS FOCUSED CRIMINAL CONTROLS. UH, PATROLS DURING FISCAL YEAR 23 CCPD FUNDED AS I WAS, EXCUSE ME, UH, DURING THIS TIME, CCPD FUNDED THE AXON BODY-WORN CAMERAS, UH, BODY-WORN, UH, UH, [00:15:01] ELECTRONIC CONTROL DEVICES, ALSO KNOWN AS TASERS EVIDENCE.COM INFORMATION STORAGE SYSTEM. THE AXON BUNDLE AS IT'S KNOWN, UH, ENHANCES CAPABILITIES FOR INFORMATION SYSTEM STORAGE, A VIDEO PHOTOGRAPHIC AND AUDIO EVIDENCE IN THE EVIDENCE.COM SYSTEM. UH, THE BWC ALSO HELP US TO MEET OUR REQUIREMENTS FOR RACIAL PROFILING, UH, THROUGH THE STATE OF TEXAS. THE PROGRAM ALLOWS THE EVIDENCE.COM PROGRAM ALLOWS FOR SHARING OF EVIDENCE WITH A PROSECUTOR'S OFFICE. PROSECUTORS CAN ACCESS THIS INFORMATION EFFICIENTLY THROUGH THE CLOUD USING CJ SECURITY REQUIREMENTS. PATROL OFFICERS ARE ASSIGNED BSCS TO RECORD INTERACTIONS WITH THE PUBLIC AUDIO AND VIDEO RECORDINGS ARE DIGITALLY STORED FOR 90 DAYS UNLESS REQUIRED TO BE MAINTAINED FOR EVIDENTIARY PURPOSES. OTHER ENHANCED INFORMATION SYSTEM PROGRAMS INCLUDE THE FLOCK AND VIGILANT AUTOMATED LICENSE PLATE READER CAMERAS. THESE INVESTIGATIVE TOOLS ENHANCE INFORMATION AVAILABLE TO INVESTIGATE LEADS REGARDING CRIMINAL ACTIVITY WHERE VEHICLES ARE USED IN THE COMMISSION OF CRIMES. THIS ALSO INCLUDES WANTED PERSONS FROM OTHER AGENCIES. WE CAN ALSO USE THEM FOR WELFARE CHECKS ON MISSING PERSONS OR TO LOCATE STOLEN VEHICLES. ADDITIONAL PROGRAMS FUNDED INCLUDE AN ENHANCEMENT OF SPECIAL UNITS THAT ACT IN SUPPORT ROLES, UH, SUPPORT ROLES FOR CONTROL AND PREVENTION, UH, OF CRIMINAL ACTIVITY, INCLUDING THE BOMB SQUAD, SPECIAL WEAPONS AND TACTICS TEAM, AND THE HOSTAGE NEGOTIATION TEAM. GIVEN THE CRITICAL INFRASTRUCTURE IN AND IMMEDIATELY SURROUNDING OUR CITY, THESE CAPABILITIES ARE NECESSARY TO RESPOND TO THESE CRIMINAL CRITICAL INCIDENTS. EXCUSE ME. IN FISCAL YEAR 23 AND SO FAR IN FISCAL YEAR 24, BPD HAS BEEN ABLE TO FIND THE ACQUISITION AND IMPLEMENTATION OF FLOCK LICENSE PLATE REAR CAMERAS WITH 62 NOW IN INVENTORY. THIS IS ONE OF MANY INVESTIGATIVE TOOLS THAT COMBINED WITH PROFESSIONAL POLICE WORK HAS IMPACTED THE ABILITY TO MORE EFFICIENTLY SOLVE CRIME. JUST AS A NOTE, IN FISCAL YEAR 21, 22 SAW THE INITIAL IMPLEMENTATION OF THE FLOCK A LPR PROGRAM WITH FUNDING FOR PHASE ONE IN THE FIRST 18 LPRS. PHASE ONE INSTALLATION WAS COMPLETED BY DECEMBER OF 2022. IN FISCAL YEAR 2223, WE FUNDED PHASE TWO CONSISTING OF 18 ADDITIONAL LPR AND PHASE THREE CONSISTING OF AN ADDITIONAL 24. THESE UNITS WERE ACTIVATED IN MARCH OF 2023 AND AUGUST OF 2023 RESPECTIVELY. THIS FUNDING ALSO CONSOLIDATED THE RECURRING COST FOR PHASE ONE OF THIS PROGRAM IN FISCAL YEAR 2223. WE ALSO SAW THE FUNDING FOR MOTOR ROT VIGILANT PROGRAM ADDED TO THE CCPD. THIS PROGRAM IS FOR THE RECURRING SUBSCRIPTION COST FOR LPR CAMERAS ON THREE MOBILE TRAILERS PURCHASED OUT OF THE FISCAL YEAR 2021 BUDGET, UH, GENERAL FUND. THIS PROVIDES A MOBILE OPTION FOR THE LPR CAMERAS TO BE PLACED ON THE CITY OF BAYTOWN OWNED PROPERTY AND HOTSPOT LOCATIONS TO TARGET CRIME THROUGHOUT THE AREA. EXCUSE ME. UH, VEHICLES BPD HAS BEEN ABLE TO ORDER 22 FULLY EQUIPPED MARKED VEHICLES FOR BOTH FISCAL YEAR 23 AND FISCAL YEAR 24. THIS NOT ONLY ENSURES REGULAR PATROL ACTIVITIES AND ENHANCES CRIMINAL CONTROL OR CRIMINAL, ENHANCES OTHER CRIME CONTROL ACTIVITIES THROUGH FOCUS PATROLS, BUT ALSO ENSURES THAT THE AGING FLEET WILL BE RENEWED ON A REGULAR SCHEDULE. AND CHIEF HOLDEN, YOU SAID THAT WAS 2.1 MILLION. THAT WAS A 2.1 MILLION, UH, CAPITAL EXPENDITURE AS PART OF THE CCPD FUNDS ALSO PURCHASED EACH FISCAL YEAR WERE TWO UTVS THAT ENHANCED PARKS PATROL TO PROVIDE SECURITY AS WELL AS COMMUNITY POLICING, UH, OPPORTUNITIES IN OUR LOCAL PARKS. THESE VEHICLES MAY ALSO BE USED FOR SPECIAL EVENTS TO ENHANCE SAFETY IN CROWDED AREAS DURING CITY EVENTS. EXCUSE ME. UH, DURING, DURING THIS TIME, UH, FISCAL YEAR 23, UH, WE WERE ABLE TO PURCHASE THE UH, AXON BUNDLE, WHICH INCLUDES 116 BODY WORN CAMERAS, 116 TASERS AND 13 INTERVIEW CAMERAS, INTERVIEW ROOM CAMERAS, UH, EVIDENCE.COM. THE EVIDENCE INFORMATION STORAGE AND SHARING SYSTEM ALSO, UH, IS PURCHASED THROUGH THIS OTHER EQUIPMENT. IN BOTH FISCAL YEARS, THE VPD HAS BEEN ABLE TO REPLACE 40 UNITS OF BODY ARMOR EACH YEAR. THAT'S 80 OFFICERS WITH CURRENT BULLETPROOF VEST. IN TWO YEARS, WE WERE ABLE TO PURCHASE EIGHT BALLISTIC SHIELDS EACH YEAR TO PLACE IN PATROL AND DETECTIVES VEHICLES FOR RAPID RESPONSE TO ACTIVE SHOOTERS. THE MDT BATTERY REPLACEMENTS ENSURE WE MAINTAIN AN ENHANCED INFORMATION SYSTEM THAT WE CAN SHARE, UH, ACROSS VEHICLES AND DISPATCH. IN FISCAL YEAR 23, BPD WAS ABLE TO PURCHASE POLICE RADIOS FOR VEHICLES AND PERSONNEL TO ENSURE THE AGENCY REMAINED ON THE COUNTYWIDE RADIO SYSTEM, AN ENHANCEMENT TO INTERDEPARTMENT AND MULTI MULTI-AGENCY COMMUNICATIONS. IN FISCAL YEAR 23, THE HOSTAGE NEGOTIATION TEAM [00:20:01] AND FISCAL YEAR 23 AND 24, UH, WAS ABLE TO REPLACE AND UPDATE CAMERAS AND MONITORING EQUIPMENT AS WELL AS UPGRADE TECHNOLOGY AND PROTECTIVE GEAR. FOR FISCAL YEAR 23, THE HNT ACTUALLY HAD 21 DEPLOYMENTS AND SIX SO FAR. IN FISCAL YEAR 24, THE SWAT TEAM WAS ABLE TO OBTAIN TRAINING MATERIALS, UNIFORMS, AND PROTECTIVE EQUIPMENT TO ASSIST WITH SPECIALIZED SERVICES AND CRIME CONTROL. SWAT TYPICALLY SUPPLEMENT THE STREET CRIMES UNIT OR THE SPECIAL INVESTIGATIONS DIVISION WHO ARE TASKED WITH FOCUSING ON DANGEROUS CRIMINALS. DURING FISCAL YEAR 23, SWAT WAS USED 17 TIMES SUPPORTING EFFORTS TO TAKE DANGEROUS PERSONS INTO CUSTODY OR SERVE HIGH RISK WARRANTS AS A PART OF CRIME CONTROL ACTIVITIES. SO FAR IN FISCAL YEAR 24, THE TEAM HAS BEEN USED 11 TIMES FOR THE SAME PURPOSES. AND I MIGHT ADD THAT WE HAVE HAD NO SERIOUS INCIDENTS AS A RESULT OF THESE, UH, USAGES OF SWAT. UH, CVE AND TMT AS YOU JUST SAW, CONTINUE TO BE PRODUCTIVE. UH, THESE UNITS MADE 2,928 TRAFFIC STOPS AND WROTE 1,822 CITATIONS IN FISCAL YEAR 23. THEY WERE ALSO RESPONSIBLE FOR FOCUSED DUI ENFORCEMENTS IN AREAS WITH HIGH CRASH RATES TO REDUCE OUR DWI FATALITIES. TO DATE, IN FISCAL YEAR 24, THE UNITS HAVE CONDUCTED 1,870 TRAFFIC STOPS AND 1,341 CITATIONS. THEY WERE ALSO RESPONSIBLE FOR CONDUCTING PUBLIC SAFETY EDUCATIONAL PROGRAMS CAMPAIGNS, FOCUSING ON TOPICS SUCH AS SCHOOL ZONES, PROPER REGISTRATION, SAFE DRIVING FAIRS, AS WELL AS LEADING OUR INTERNAL CAMPAIGN TO REDUCE FATALITIES BY 20% DATE. ACCORDING TO OUR CRIMINAL, UH, UH, ANALYST, OUR CRIME ANALYST, THE BPD IS CURRENTLY ON TRACK TO REDUCE TRAFFIC FATALITIES BY 22%. AND DWI RELATED FATALITIES BY 25%. WE ORIGINALLY SET A 20%, UH, GOAL OF REDUCING THESE FATALITIES, UH, ASSOCIATED WITH OUR FISCAL YEAR 24 BUDGET OR YEAH, SO THE STREET CRIMES UNIT. AND AS WE DISCUSSED A FEW MEETINGS AGO, WHILE THESE POSITIONS ARE NO LONGER FUNDED THROUGH THE CCPD, UM, I KNOW THAT YOU WANTED A HYBRID REPORT. SO WE'VE INCLUDED THEIR STATS IN THIS REPORT BECAUSE THEY DO TAKE ADVANTAGE OF SOME OF THE EQUIPMENT THAT'S PURCHASED TO ENHANCE THEIR OPERATIONS. THE STREET CRIMES UNIT HAS BEEN SUCCESSFUL IN CRIME CONTROL AND PREVENTION, ENGAGING IN, LEMME CHANGE THAT FOR YOU. ENGAGING IN FOCUS PATROL IN AREAS WITH HIGHER INCIDENCES OF CRIMINAL ACTIVITY, AS WELL AS SUPPORTING THE MAJOR INVESTIGATIONS OF THE SPECIAL INVESTIGATIONS DIVISION. THE SPECIAL INVESTIGATIONS DIVISION IS TEST PRIMARILY WITH DETECTING AND DISMANTLING CRIMINAL ORGANIZATIONS. THE SCU WAS ASSIGNED TO THE SID AS A UNIFORMED UNIT, WHICH KEEPS OUR UNIFORM PATROL OFFICERS ASSIGNED TO PATROL IN THE NEIGHBORHOODS AND BUSINESSES AREAS FOR REGULAR SERVICE OF SPECIAL SIGNIFICANCE TO CRIME CONTROL AND PREVENTION. OF THE 100 5106 FELONY CHARGES AND 428 TOTAL ARRESTS PRODUCED BY THIS UNIT DURING FISCAL YEAR 23 SCU PERSONNEL STILL RECEIVE ASSISTANCE FROM THE EQUIPMENT USED TO TO ENHANCE THEIR OPERATIONS. AND IN FISCAL YEAR 24, SO FAR, THIS UNIT'S BEEN RESPONSIBLE FOR 295 ARRESTS AND 1 182 FELONY CHARGES. AND WHAT YOU'LL SEE HERE IS A GRAPH THAT INDICATES THE IMPACT THAT WE ARE CURRENTLY HAVING ON, UH, CRIME AND SAFETY HERE IN THE CITY OF, UH, BAYTOWN. AND WHILE THIS INFORMATION REFLECTS DEPARTMENT WIDE EFFORTS IN CRIME CONTROL AND PREVENTION, THESE FUNDS THAT ARE USED TO ENHANCE THESE PROGRAMS AND INITIATIVE PROVIDE SPECIAL SUPPORT, ENHANCED INFORMATION SHARING AND OTHER INVESTIGATIVE TOOLS IS A DIRECT IMPACT ON THE DATA THAT YOU SEE BEFORE YOU. UH, IF YOU'LL NOTICE, THIS GRAPH, UH, INDICATES THAT AS OUR PROACTIVE MEASURES RISE, WE BEGIN TO SEE, UH, NEGATIVE INCIDENTS FALL. THESE CASES ARE SUBMITTED TO A VINS PROGRAM, WHICH IS A NATIONAL DATABASE WHERE WE CAN, WE CAN RUN THE BALLISTICS OR WE CAN RUN THE PATTERNS ON SPENT SHELL CASINGS AND IT WILL LET US KNOW IF THEY'VE BEEN USED IN OTHER, UH, CRIMINAL EVENTS. UH, BUT THIS, THIS IS SIGNIFICANT BECAUSE IT INDICATES THAT WE'RE RESPONDING TO FEWER SHOTS, UH, FIRED CALLS BECAUSE OUR OFFICERS GO, UH, TO ALL THE FIRE, ALL THE CALLS, AND IF THEY LOCATE, SHE, UH, SHELL CASINGS, EVEN IF IT'S CRIMINAL MISCHIEF, THEY'RE SHOOTING AT A STREET SIGN OR THEY SHOOT AT A CAR OR THEY'RE JUST SHOOTING IN THE AIR, WE COLLECT ALL OF THOSE SHELL CASINGS AND SUBMIT THEM.
