I'VE BEEN BORN AND RAISED HERE.

I'M ALSO THE DIRECTOR OF HOMELESS SERVICES WITH MARCELLUS WILLIAMS RESOURCE CENTER.

WE ARE LOCATED IN HIGHLANDS IS WHERE OUR MAIN OFFICE IS LOCATED AT.

BUT I DO HAVE AN OFFICE HERE IN BAYTOWN AT THE STERLING MUNICIPAL LIBRARY ON TUESDAYS.

THIS IS WHERE I SERVICE THE HOMELESS CLIENTS OF BAYTOWN, UH, FOR ANY SERVICES THAT THEY MAY NEED, SUCH AS FILING FOR SOCIAL SERVICES, AS WELL AS REPLACING DOCUMENTATION, SHELTER, HOUSING, UH, CASE MANAGEMENT SERVICES IS WHAT WE DO.

UH, MY CONCERN IS, UH, A LOT OF THE CLIENTS FOR THE PAST FEW WEEKS HAVE BEEN COMING AND TELLING ME, UH, THAT THEY HAVE BEEN HARASSED BY THE POLICE DEPARTMENT, OR THEY HAVE BEEN, UM, APPROACHED IN AN UNFRIENDLY WAY BY THE POLICE DEPARTMENT.

MY CONCERN AND QUESTION IS, YOU KNOW, I KNOW THAT SOMETIMES SOME OF THEM ARE A NUISANCE.

I UNDERSTAND THAT.

I UNDERSTAND THAT SOME OF 'EM CAN BE A HANDFUL, BUT I JUST WANT TO, UH, SOME OF 'EM HAVE BEEN TOLD THEY'VE BEEN RUN OFF FROM, UH, SOME WOODED AREA THAT THEY MAY BE TRYING TO REST IN FOR THE NIGHT.

UH, MY THING IS, I JUST WANT TO KNOW THE, THE ALLEGATIONS THAT THEY HAVE BEEN BROUGHT TO ME, ARE THEY TRUE? AND WHAT CAN WE DO TO WORK TOGETHER? I WANT TO WORK TOGETHER, YOU KNOW, UH, TO HELP THE, THE HOMELESS COMMUNITY IN BAYTOWN.

I'M AN ADVOCATE FOR THEM.

YOU KNOW, I SEE THEM DAY IN AND DAY OUT AND I KNOW WHAT THEY NEED.

I KNOW WHAT THEY'RE GOING THROUGH, BUT I DON'T WANT THE POLICE DEPARTMENT TO BE HARD ON THEM HARASSING THEM, RUNNING THEM OUT WHEN THEY'RE TRYING TO DO THE VERY BEST THAT THEY CAN.

THE HOMELESS SITUATION HAS GROWN IN BAYTOWN OVER THE PAST FOUR YEARS.

WE STARTED THIS PROGRAM IN 2020 AND IT HAS GROWN, UH, EACH AND EVERY WEEK I SEE AT LEAST UP TO 10 NEW PEOPLE EVERY WEEK THAT I HAVE NEVER SEEN BEFORE.

I WANNA WORK WITH THE BAYTOWN POLICE DEPARTMENT TO HELP THEM, TO HELP THEM MAYBE MOVE ON SOMEWHERE ELSE IF POSSIBLE, OR WHATEVER THE SITUATION IS OR WHATEVER THEIR NEEDS ARE.

I WANT TO WORK TOGETHER NOT TO, FOR THEM TO FEAR YOU, BECAUSE RIGHT NOW A LOT OF 'EM ARE AFRAID.

A LOT OF 'EM ARE, ARE FEARFUL, AND THEY COME TO ME TELLING ME THEIR CONCERNS.

AND I JUST WANNA MAKE SURE THAT WE ALL CAN WORK TOGETHER TO FIND A SOLUTION TO HELP THEM AND HELP THEM TO BECOME STABLE CITIZENS, UH, PRODUCTIVE CITIZENS, CITIZENS OF THE COMMUNITY IF THEY CHOOSE TO STAY IN BAYTOWN OR WHATEVER THE SITUATION IS.

I'M JUST HERE TO ADVOCATE.

I'M JUST HERE TO GET ANSWERS TO WHAT IS REALLY GOING ON WITH THE POLICE DEPARTMENT AS FAR AS THE HOMELESS POPULATION IN BAYTOWN.

WHEN IT COMES TO THAT NATURE, WHAT HAPPENS A LOT OF TIMES IS WE'LL GET CALLS FROM BUSINESSES MM-HMM .

WHO WILL WANT THE, THE INDIVIDUALS WHO ARE STAYING OR CAMPING OR LOADING IN THE CITY TO BE REMOVED FROM THEIR PROPERTY, WHICH IS ALSO AGAINST CITY ORDINANCE.

YES.

UH, SO WHEN WE GET THE CALLS, WE HAVE TO GO AND SEE IF WHAT EXACTLY IS GOING ON.

MM-HMM .

IF THEY ARE UNDER A CRIMINAL TRESPASS AFFIDAVIT MM-HMM .

SO EVEN THE CLOSED BUSINESSES AND WE SEE INDIVIDUALS THERE, WE HAVE TO ASK THEM TO LEAVE.

UM, IN NO WAY DO WE TRY TO BE RUDE TO THEM OR ANYTHING ELSE.

HOWEVER, SOMETIMES JUST OUR PRESENCE ALONE MM-HMM .

IS DISTURBING.

UM, WE ACTUALLY HAVE OFFICER KING WHO HAS BEEN WORKING TIRELESSLY ON THIS EFFORT MM-HMM .

AND WHERE WE'LL ASK THEM, WOULD YOU LIKE TO GO TO THE DIVERSION CENTER? MM-HMM .

WHICH IS IN HOUSTON MM-HMM .

AND IT ACTUALLY GETS THEM TO, UH, AS WHAT YOU'RE DOING HERE MM-HMM .

BECAUSE WE HAVE HEARD ABOUT THE STERLING LIBRARY AND I'VE EVEN, UH, TOLD PEOPLE TO GO THERE WHENEVER THEY'RE TRYING TO GET ON THEIR FEET.

THE DIVERSION CENTER IS A GREAT STEP FORWARD.

HOWEVER, WE CAN'T FORCE THEM TO GO.

YOU KNOW, YOU'RE GONNA HAVE TO GET YOUR STUFF AND GO SOMEWHERE ELSE AND FIND SOMEWHERE SAFE TO GO.

AND IF THE POLICE DO APPROACH YOU AND THEY ASK YOU TO LEAVE, YOU HAVE TO ABIDE BY THE RULES.

ESPECIALLY IF YOU'RE ON PRIVATE PROPERTY, YOU KNOW.

I DO, I DO PUT THAT INTO THEM.

BUT SOME OF THEM, YOU KNOW, THEY FEEL LIKE THEY HAVE BEEN MISTREATED.

BUT I JUST WANT TO MAKE SURE THAT WE ALL CAN WORK TOGETHER ON ONE ACCORD.

UM, SO WE'LL START WITH, UH, OUR STAFFING LEVELS ARE AT ABOUT 95%, UM, WHICH IS SOMETHING THAT WE'RE REALLY EXCITED ABOUT.

UM, WE CURRENTLY HAVE 10 LATERAL APPLICANTS UNDER REVIEW.

AND OUR LATERALS ARE OFFICERS THAT WE HIRE FROM, UH, OTHER AGENCIES WHO HAVE BEEN PEACE OFFICERS BEFORE.

UH, THAT PROGRAM HAS BEEN VERY SUCCESSFUL.

UH, AND WE'RE PROBABLY, I CAN'T GIVE YOU AN EXACT NUMBER OF LATERAL ENTRY OFFICERS THAT WE HAVE RIGHT NOW, BUT IT'S QUITE A FEW.

AND THE, THE BENEFIT TO THAT IS WE'RE GETTING OFFICERS IN HERE FROM OTHER AGENCIES WHO ARE, UM, UH, EXPERTS IN CERTAIN AREAS.

SO IT'S SAVING US A LOT OF TRAINING HOURS AND A LOT OF TIME GETTING THEM UP TO SPEED TO HELP, UH, IN THESE VARIOUS AREAS THAT WE HAVE THAT WE NEED TO ATTEND TO.

UM, BUT, UH, WE'VE BEEN DOING A NUMBER OF RECRUITING EVENTS.

UM, WE'RE, UM, ADVERTISING ON A LOT OF SOCIAL MEDIA, UH, PLATFORMS AND ATTENDING A LOT OF SCHOOL FUNCTIONS AND THINGS LIKE THAT TO TRY TO GET, UH, 'CAUSE WE'RE STILL HIRING THOSE THAT DO NOT HAVE EXPERIENCE.

UM, ONE OF OUR GOALS, AS YOU KNOW, AND IT WAS ONE OF THE GOALS IN OUR STRATEGIC PLAN, WAS TO HAVE THE DEPARTMENT DEMOGRAPHICS, UH, MATCH MORE UP WITH THE COMMUNITY DEMOGRAPHICS.

AND WE HAVE REALLY MADE A LOT OF IMPROVEMENTS IN THAT AREA

IN THE LAST, UH, PROBABLY 18 MONTHS.

AND I THINK YOU'RE GONNA START SEEING THAT, UH, AS THESE OFFICERS HIT THE STREET, YOU'RE GONNA START SEEING THAT THE, UM, THE DEMOGRAPHICS OF THE DEPARTMENT ARE MUCH MORE, UM, UH, MATCHING TO THE, TO THE COMMUNITY, UH, COLLABORATION AND OUTREACH.

UM, WE HAD 20 EDUCATIONAL CONTACTS SUCH AS CRIME STOPPERS AND CAMPUS CRIME STOPPERS, CHILD, UH, SAFETY SEAT CLASSES, UH, RAPE, AGGRESSION DEFENSE, AND OUR TRAFFIC MANAGEMENT TEAM.

UH, EVEN DURING THEIR ENFORCEMENT EFFORTS OR DURING TRAFFIC STOPS, UH, THEY'RE NOTICING THAT, UH, SOME CITIZENS ARE NOT, UH, PUTTING THEIR KIDS IN THE CAR SEATS ACCORDING TO STANDARDS.

AND SO THEY'RE ACTUALLY TAKING THE TIME TO SHOW THE, UM, UH, THE PEOPLE, UH, HOW TO PROPERLY, UH, AFFIX A CAR SEAT, UH, IN A CAR, AND ALSO HOW TO PROPERLY PUT THAT INFANT OR THAT CHILD IN THERE.

AND WE FIND THAT THERE'S A LOT OF PEOPLE THAT REALLY DON'T KNOW HOW THOSE THINGS ARE SUPPOSED TO BE SET UP.

AND WHAT I'M MOST EXCITED ABOUT IS WE WERE ABLE TO, THROUGH DONATIONS FROM THE PUBLIC, WE WERE ABLE TO GIVE AWAY THREE CAR SEATS ON TRAFFIC STOPS AND ACTUALLY HAVE THE OFFICERS INSTALL THEM IN THE CARS FOR THOSE THAT DIDN'T, DIDN'T HAVE THEM AVAILABLE.

SO THAT'S A REALLY NEAT, A NEAT, UH, PROGRAM THAT WE'VE, THAT WE'VE GOT GOING ON THERE.

AND WE DO THAT IN, IN A COLLABORATION WITH OUR COMMUNITY SERVICE BUREAU, UH, TRAINING.

UM, MAN, I TELL YOU, WE GOT A LOT OF TRAINING GOING ON DOWN THERE RIGHT NOW.

UM, AND I'LL JUST KIND OF READ THE OVERVIEW OF SOME OF THE HOURS.

UM, SINCE, UH, JANUARY, UH, THE, WE'VE, UH, RECEIVED A TOTAL OF 1,843 TRAINING HOURS.

UM, AND, UH, THREE OFFICERS HAVE RECEIVED THEIR ADVANCED PEACE OFFICER LICENSE.

UM, THE BAYTOWN POLICE ACADEMY PROVIDED A TOTAL OF 2,184 TRAINING HOURS FOR FROM JANUARY THE 23RD TO THE PRESENT, UH, 14 COURSES WITH A TOTAL OF 142 STUDENTS.

UH, WHAT I'M REALLY EXCITED ABOUT IS WE HAVE SOME, UH, NEW LEGISLATIVELY MANDATED CLASSES THAT WE'RE, THAT WE'RE TEACHING THIS YEAR.

ONE IS A, A CLASS ON FOR OFFICERS ON HOW, UH, TO BE TO FOR, FOR OFFICER WELLNESS.

IT TALKS ABOUT HOW TO REDUCE STRESS LEVEL.

IT TALKS ABOUT HOW TO COPE WITH SOME OF THE PTSD THAT OFFICERS RECEIVE.

IT EVEN TEACHES US HOW TO EXERCISE BETTER, HOW TO EAT BETTER SO THAT WE'RE HEALTHIER AND THAT ALL THAT REDUCES OFFICER INJURIES.

UM, WE'RE, WE'RE TAKING CLASSES ON, ON HOW TO, UH, BETTER, UM, UNDERSTAND THE VICTIMS OF VIOLENT CRIMES AND, UM, AND HOW THE DYNAMICS OF THAT ARE AND HOW THE MIND WORKS.

AND THERE ARE SOME TIMES WHEN YOU CAN'T, UM, UH, WHEN, WHEN YOU HAVE A VICTIM WHO CANNOT RECALL ALL OF THE DETAILS AT ONE TIME DUE TO THE TRAUMA THAT'S, UH, UH, THAT'S OCCURRED IN THEIR LIFE, THAT THEY'RE NOT NECESSARILY BEING EVASIVE WITH YOUR QUESTIONS.

SO THAT IS A REALLY NEAT, UM, UH, SET OF TRAINING CIRCUMSTANCES THAT WE'RE GOING THROUGH THERE TO HELP US BETTER UNDERSTAND THESE VICTIMS. AND WE'RE ALSO GOING THROUGH A REALLY, UM, INTENSE, UH, DEFENSIVE TACTICS TRAINING PROGRAM.

ALL OF THE BAYTOWN POLICE OFFICERS WENT THROUGH THAT IN JANUARY 23, AND WE'RE GOING BACK THROUGH IT AGAIN THIS YEAR.

WE'RE GONNA DO IT EVERY TWO YEARS.

AND WHAT THAT DOES IS THAT HELPS US BETTER LEARN HOW TO DEFEND OURSELVES WITHOUT USING LETHAL WEAPONS.

UM, AND SOME OF THE INFORMATION ON THAT, UM, THAT, UH, OBVIOUSLY EVERYONE KNOWS THAT ALL OF OUR PATROL CARS ARE EQUIPPED WITH DIGITAL, UH, RECORDING EQUIPMENT.

ALL OF THE OFFICERS ARE NOW EQUIPPED WITH, UH, BODY CAMERAS, DIGITAL BODY CAMERAS THAT, UH, THAT RECORDS ALL

UM, WE HAVE POLICIES IN PLACE, UH, THAT DEFINE AND PROHIBIT RACIAL PROFILING ON THE PART OF OUR OFFICERS.

UH, WE GIVE CLASSES, UM, ON A REGULAR BASIS ON CULTURAL AWARENESS, ANTI-BIAS AND RACIAL PROFILING.

UM, AND WE DO ACCEPT COMPLAINTS OF MISCONDUCT.

AND THAT CAN BE MADE IN SEVERAL DIFFERENT WAYS.

THEY CAN BE MADE IN PERSON, THEY CAN BE MADE OVER THE PHONE OR ON, UH, THE, UH, CITY'S PD, UH, INTERNET PAGE ON THE WEBSITE.

UM, WE ALSO WILL TAKE, YOU KNOW, MOST PEOPLE DON'T USE SNAIL MAIL ANYMORE, BUT WE WILL ALSO ACCEPT LETTERS THAT GET SENT TO US THAT ARE ADDRESSED TO THE DEPARTMENT AS WELL.

UH, SOME OF THE DATA, UH, IN THAT RACIAL PROFILING REPORT, UH, IN 2023, THERE WERE 13,545 INTERACTIONS, UH, WITH VIOLATORS.

UM, 37% OF THOSE DRIVERS WERE WHITE, WHICH IS UP 4%.

33% WERE HISPANIC, WHICH IS DOWN 5%.

AND 28% WERE BLACK, UH, WHICH IS UP 1% 93% OF THE TIME.

RACE WAS NOT KNOWN PRIOR TO THE STOP.

UH, THERE WERE 1,460 SEARCHES CONDUCTED, UH, ONLY 11%.

UM, AND 47% OF THOSE WERE INCIDENT TO AN ARREST, UH, ARREST ON TRAFFIC STOPS EQUALED 1065.

UH, 40% OF THE ARRESTS WERE FROM TRA UH, FROM TRAFFIC STOPS WERE WHITE.

UH, 32% WERE BLACK AND 27% WERE HISPANIC.

UH, THERE WERE NO RACIAL PROFILING COMPLAINTS FILED WITH THE DEPARTMENT IN 2023.

UH, AND BASED ON DATA COLLECTED, A PERIODIC REVIEW OF OFFICERS VIDEO AND AUDIO RECORDINGS, WHICH IS CONDUCTED BY THE SUPERVISORS, UH, IN COMPARISON TO TO PREVIOUS YEAR'S RACIAL PROFILING, THAT DATA IS CONSISTENT AND THERE IS NO INDICATION THAT THE DEPARTMENT OR INDIVIDUAL OFFICERS ARE ENGAGING IN ANY TYPE OF RACIAL PROFILING.

UM, SO THAT'S THE REPORT.

UM, WE'VE, UH, WE'VE REALLY DONE A LOT OF GOOD WORK IN THE LAST, UH, FEW, UH, MONTHS.

UH, OUR OFFICERS CONTINUE TO, TO SHINE ABOVE, UH, AND BEYOND, UH, AND MEET ABOVE AND BEYOND EXPECTATIONS THAT WE SET.

UH, THEY'RE VERY PROACTIVE.
