COUNCIL CHAMBER, CITY HALL 2401 MARKET STREET, BAYTOWN, TEXAS 77520 For those members of the public that cannot or do not wish to be physically present at the meeting, they will be able to participate through two-way communications. 1. ELECTION CANVASS
a. Canvass the returns of the City of Baytown’s November 7, 2023, General Election.
b. Consider an ordinance declaring the results of the City of Baytown General Election held on Tuesday, November 7, 2023.
2. RUNOFF ELECTION
a. Receive the Certification of Runoff Candidates for Council Member District No. Four (4).
b. Consider an ordinance calling for the City of Baytown Runoff Election to be held on December 9, 2023, for the purpose of electing a Council Member for District No. Four (4).
c. Consider an ordinance authorizing the City Manager to negotiate and execute a Joint Election Agreement with Harris County, Texas, for the Runoff Election for Council Member No. Four (4) to be held on December 9, 2023.
4. RECOGNITIONS AND CITIZEN COMMUNICATIONS
a. Recognize City of Baytown Employees for their Years of Service.
b. Recognize the Youth Leadership Academy participants.
5. PROPOSED ORDINANCES
a. Consider the first reading of an ordinance for the proposed annexation of approximately an 54.589 acre tract of land out of Restricted Reserve “A” Blk 1 of the Replat of Restricted Reserve “A” of Cedar Crossing Phase II Subdivision, herein described tract being out of the residue of that called 102.12 acre tract, save and except a 14.229 acre tract conveyed to Cedar Crossing, situated in the John Steele Survey, Abstract No. 227, Chambers County, Texas, and all property situated in Industrial District No. 3 required for the described annexation.
b. Consider an ordinance authorizing the automatic yearly price adjustment to the base rate for services of 6.9% for the second year of a five-year contract for the Annual Residential Solid Waste Collection, Disposal, and Recycling Services Contract with Best Trash, LLC.
6. PROPOSED RESOLUTIONS
a. Consider a resolution amending Resolution No. 2861, approved by the City Council of the City of Baytown, Texas, on September 28, 2023, to delete the requirement for a General Plan.
7. CONSENT All Consent Agenda items listed are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member requests, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda.
o. Consider an ordinance approving The Baytown Household Hazardous Waste Collection Day that is scheduled for Saturday, December 16, 2023, at the City of Baytown Storage Facility, located at 1200 Lee Drive, Baytown, Texas from 9:00 A.M. to 2:00 P.M.
8. APPOINTMENTS
a. Consider a resolution casting the City of Baytown's ballot for the election of a representative to serve on the Board of Directors of the Harris Central Appraisal District.
b. Consider selecting the Chairperson for both the Baytown Finance and Capital Improvement Plan Committees.
9. MANAGER'S REPORT Notice is hereby given in accordance with Section 551.0415 of the Texas Government Code, the City Council of the City of Baytown may receive a report about items of community interest from City staff and/or a member of the City Council, but no action or possible action shall be taken or discussed concerning the subject of such report, except as provided by Section 551.042 of the Texas Government Code.
10. COUNCIL MEMBER DISTRICT REPORT
a. Receive a report from Council Member Jacob Powell regarding projects, programs and events in District No. 5.
