GLENN GREW UP IN THE PASADENA AREA AND GRADUATED FROM SOUTH HOUSTON HIGH SCHOOL IN 1992.

HE WENT ON TO ATTEND TEXAS A AND M UNIVERSITY UNTIL 1997, MAJORING IN HISTORY.

WHILE THERE, HE BECAME A MEMBER OF THE CORPS OF CADETS AND ENLISTED INTO THE UNITED STATES MARINE RESERVES FOR A SIX YEAR COMMITMENT.

IN OCTOBER OF 1998, HE WAS HIRED AS A PATROL OFFICER WITH THE BAYTOWN POLICE DEPARTMENT, WORKING PRIMARILY THE EVENING SHIFT.

HE PROMOTED TO SERGEANT IN APRIL, 2007 AND LED A PATROL SHIFT FOR APPROXIMATELY A YEAR BEFORE TRANSFERRING TO THE TRAINING DIVISION.

IN JUNE, 2011, HE RETURNED TO THE PATROL DIVISION, SERVING AS A SERGEANT ON PATROL.

SINCE HIS PROMOTION TO LIEUTENANT IN 2016, GLENN HAS SERVED AS A PATROL LIEUTENANT AND IS CURRENTLY THE PROFESSIONAL STANDARDS LIEUTENANT AND PROGRAM MANAGER FOR T-P-C-A-F DEPARTMENTAL ACCREDITATION.

DURING HIS TENURE WITH BAYTOWN PD GLENN HAS RECEIVED THE ARMED FORCES RIBBON, THE HONORABLE CONDUCT, MEDAL TO EMERGENCY SERVICE, RIBBONS, THE CHIEF'S UNIT, CITATION, THE LIFESAVING AWARD, THE DISTINGUISHED SERVICE CROSS, AND THE 100 CLUB OFFICER OF THE YEAR.

GLENN ENJOYS TROPHY HUNTING AROUND THE WORLD, INCLUDING TRIPS TO BOTSWANA, SOUTH AFRICA AND ARGENTINA.

MOST RECENTLY TAKING A CAPE BUFFALO IN SOUTH AFRICA AND A WATER BUFFALO IN ARGENTINA.

UM, AND THEN ONE OTHER THING I JUST WANTED TO POINT OUT QUICKLY WAS THERE ARE SOME, SOME, WE DID FIND SOME INTERNET ISSUES, UH, SOME, SOME BROADBAND ISSUES, UH, IN, IN THE CITY.

AND ONE OF THE QUESTIONS WE JUST ASKED, JUST SO WE ALL HAVE A FEEL FOR THIS, IS THAT WITH THE PROBLEMS THAT DO SHOW UP, UM, WOULD, WOULD THE, THE CITIZENS, WOULD THEY LIKE TO SEE THE CITY OR DO THEY SUPPORT YOUR, THE CITY WORK WORKING ON THOSE AND LOOKING AT THOSE? THAT'S, WE, WE DO A LOT OF THESE, AND THAT'S VERY HIGH NUMBERS.

LIKE, UH, 60% OF THE COMMUNITY REALLY EVEN HIGHER THAN THAT, SAID THAT IF THERE'S SOMETHING THE CITY COULD DO THAT THEY WOULD, THEY WOULD APPRECIATE THE CITY BEING INVOLVED IN HELPING WITH IT.

THAT THOSE ARE VERY HIGH NUMBERS OF WHAT WE SEE ACROSS THE COUNTRY.

SO, UM, NOW HERE, HERE'S WHAT I WANT TO GET INTO.

JUST, JUST TO, AGAIN, A VERY HIGH LEVEL, JUST, JUST SHOW THAT THERE ARE SOME ISSUES.

SO THE GREEN SHOWS WHAT IS ON, WHAT'S ON THE GRANT MAPS TO SAY WHO'S ELIGIBLE.

AND IF YOU LOOK AT THE GREEN, LIKE ALMOST NONE OF BAYTOWN ON THE SURFACE IS ELIGIBLE FOR GRANTS.

AND WE THOUGHT, WELL, OKAY, MAYBE THAT'S, BUT THEN YOU LOOK AT THE SURVEY THOUGH, AND THAT'S THE RED THAT SHOWS THAT THOSE ARE ACTUALLY UNSERVED, THAT'S THE RED DOTS.

BUT THE SURVEY DIDN'T SHOW THAT, AND THAT'S WHERE WE WERE LIKE, WAIT A MINUTE.

SO, SO WE TOOK SOME OTHER STEPS TO DIG DEEPER AND IN DIGGING DEEPER, WE WENT TO THERE, THERE'S OTHER DATA SOURCES WE CAN GET THAT ARE ACTUAL.

UM, IT HAD A, UM, IT, IT, IT WAS PRESENTED AS THE MOST CHALLENGING SITE OF THE THREE BECAUSE OF, UH, SOME OF THE FLOODING ISSUES OUT THERE.

THIS AGREEMENT WILL ACTUALLY, UM, ALLOW US TO, OR ALLOW FOR A PRELIMINARY DESIGN, A BOUNDARY SURVEY, EXCUSE ME, AND MOST IMPORTANTLY, THE TOPOGRAPHIC SURVEY THAT WILL IDENTIFY THE AREAS THAT WE CAN, UH, ACTUALLY BUILD ON AND IMPROVE.

NOW, WE HAVE SAID THAT WE WILL ALLOW THEM IN SOME CIRCUMSTANCES, WHICH WILL INCLUDE NEW OFF-PREMISES SIGNS PERMITTED ON PUBLIC PROPERTY AND PROPERTY USED FOR COMMERCIAL ACTIVITY.

SO LONG AS SUCH SIGNS, AND THIS IS A REFERENCE TO THE OLD LANGUAGE THAT WAS THERE BEFORE OR ATTACHED PAINTED FAST AND ON OFF-PREMISES SIGNS, WHICH WERE PROPERLY PERMITTED ON JUNE 27TH, 1996.

UH, SIGNS THAT ARE ERECTED FOR A PERIOD OF NO MORE THAN SEVEN DAYS IN ANY 30 DAY PERIOD.

UH, AS YOU KNOW, MARTIN SCRIBNER AND HIS, HIS DEPARTMENT HAS A STRATEGIC PLAN THAT INCLUDES A LOT OF THE ETJ IN THIS TOWN.

WE WANT REPRESENTATION WHEN IT COMES TO OUR TAX DOLLARS.

WE SPEND MONEY AT THE, UH, MARKETPLACES AT OUR RESTAURANTS.

UH, WHENEVER, UH, YOU MAKE DECISIONS IN THE MDD, WHENEVER YOU DECIDE TO MAKE DECISIONS IN THIS ECONOMIC DEVELOPMENT ADVISORY COMMITTEE THAT YOU'RE CHOOSING TO CREATE TODAY, IT WILL AFFECT, HAVE A PROFOUND EFFECT ON TENS OF THOUSANDS OF PEOPLE WHO LIVE RIGHT OUTSIDE OF THE CITY LIMITS.

THAT INCLUDES NEIGHBORHOODS LIKE SPRINGFIELD, THAT INCLUDES NEIGHBORHOODS LIKE, UH, UH, UH, PRESTON PLACE THAT INCLUDES NEIGHBORHOODS LIKE MEADOW LAKE VILLAGE, RIGHT NEXT TO THE MALL, RIGHT NEXT TO THE HEART AND SOUL OF THE CITY.

WE NEED TO MAKE A DECISION.

WE SHOULD DECIDE TODAY WHETHER OR NOT WE WANT TO BE AN INCLUSIVE GOVERNMENT, WHETHER OR NOT WE WANNA INCLUDE THESE PEOPLE TO BE A PART OF THE CONVERSATION.

WE SHOULD EXPLORE THE EFFICACY OF LOOKING AT LOWERING THE SALES TAX.

WHAT KIND OF EFFECT WOULD THAT HAVE ON CONSUMERS IN BAYTOWN? IF WE ARE TO SPEND OUR DOLLAR AT FOODTOWN WHERE GROCERIES ARE GOING UP, WHERE GASOLINE IS GROWING UP, WE WANNA SPEND OUR, UH, UH, OUR DOLLARS WITHIN BAYTOWN.

I THINK IT WOULD HAVE A, AN EFFECT, A POSITIVE EFFECT FOR US TO AT LEAST EXPLORE THE EFFICACY OF DOING SO.

WE HAD A GENTLEMAN HERE TONIGHT REPRESENTING ONE, UH, INSTITUTION THAT WOULD EXPLORE THE EFFICACY OF EXPANDING BROADBAND IN THIS TOWN.

WE HAVE THE RESOURCES TO DO IT, AND I WOULD LIKE TO URGE THE COUNCIL TODAY TO DO IT.

SO PLEASE, IN SUMMARY, PLEASE, UH, CONSIDER ADDING ETJ NOT JUST TO THIS COMMITTEE AS WE LOOK TO, UH, DISCUSS MORE COMMITTEES.

UM, ONE SMALL BUSINESS DEVELOPMENT GROUP, UM, AND THREE INTERESTED CITIZENS WHO DO NOT HAVE A PROFESSIONAL OR PERSONAL AFFILIATION SIMILAR TO THOSE REPRESENTED BY OTHER APPOINTEES ON THE COMMITTEE.

THIS IS SOMETHING THAT WE DID SIMILARLY WITH THE ANIMAL ADVISORY COMMITTEE.

IF YOU REMEMBER, WE MADE SURE THAT THE INTERESTED CITIZENS WERE NOT ANYWAY, AFFILIATED WITH, UM, OTHER APPOINTEES ON THE COMMITTEE.

SO CURRENTLY WE HAVE THEM SERVING TWO YEAR TERMS, UM, UH, WITH MEMBERS SERVING STAGGERED TERMS QUARTERLY OR AS NEEDED.

SO ONCE THEY START MEETING, IT WOULD BE UP TO THEM, UM, TO DECIDE HOW OFTEN THEY SHOULD MEET.

UM, ANY ADVISORY BOARD MEMBER WHO WORKS WITH THE, UM, THIS ADVISORY BOARD MEMBER OR ADVISORY BOARD WILL WORK WITH THE CITY ECONOMIC DEVELOPMENT STAFF TO IDENTIFY AND REVIEW OPPORTUNITIES THAT WILL GROW AND ENHANCE THE QUALITY OF LIFE FOR THE CITY OF BAYTOWN, INCLUDING, BUT NOT LIMITED TO REVIEWING BUSINESS IMPROVEMENT GRANTS AND MAKE RECOMMENDATIONS TO CITY COUNCIL, UM, AND ON OTHER ECONOMIC DEVELOPMENT PROJECTS OF HIGH COMMUNITY INTEREST.

THIS IS THE EXTENT OF OUR BOARDS AND COMMISSIONS, AND WE WENT THROUGH EVERY SINGLE PAGE, EVERY COMMITTEE.

UM, WE GAVE A REPORT ON A LITTLE MORE THAN HALF OF IT, UM, LAST TIME.

SO WE JUST WANTED TO FINISH UP, UM, THE REMAINING, UM, UH, BOARDS AND COMMISSIONS AND WHERE WE STAND WITH THOSE RIGHT NOW.

UM, BUILDING ORDINANCE REVIEW COMMITTEE.

WE ARE KEEPING, UM, WE HAVE, UM, LOOKED EXTENSIVELY AT THE ETHICS, UH, COMMISSION.

UH, WE HAVE DECIDED TO DISSOLVE THIS PARTICULAR COMMISSION.

HOWEVER, UM, THERE ARE MEASURES IN PLACE THROUGH THE TEXAS UR ATTORNEY GENERAL'S OFFICE, AS WELL AS THROUGH OUR OWN LEGAL DEPARTMENT THAT WILL, UM, BASICALLY TAKE ON ANY ISSUES, UM, THAT MAY COME UP, UH, THAT WOULD'VE PERTAINED TO THE ETHICS COMMISSION.

UM, SO WE FELT THIS WAS DUPLICATE WORK.

UM, LOCAL LAW ENFORCEMENT BLOCK GRANT ADVISORY BOARD, WE ARE CHOOSING TO DISSOLVE THIS COMMITTEE, UM, STRATEGIC PLANNING ADVISORY COMMITTEE, WHICH IS, UH, FORMERLY SPAC.

UM, WE VERY MUCH APPRECIATE ALL THE WORK THAT THEY'VE PUT INTO IT.

AND, UM, WE CONTINUE TO ADVANCE THE WORK, UM, OF THE CITY.

UM, AND SO WE AT THIS MOMENT ARE CHOOSING TO DISSOLVE.

UM, WE FEEL THERE ARE STILL A LOT OF OPPORTUNITIES FOR OUR CITIZENS TO PROVIDE INPUT, UM, AS WE MOVE FORWARD IN OUR INITIATIVES.

UM, THEN THE COUNCIL MEETING NEXT MONTH, UM, IT'S GONNA BE A LITTLE DIFFERENT BECAUSE OF MOVING INTO THE HOLIDAY, UH, TIMEFRAME.

SO IT'S CURRENTLY SCHEDULED NOVEMBER 20TH, WHICH WILL BE THE CANVASSING OF THE ELECTION AT THE SAME TIME.

SO, UH, THE TYPICAL, UH, SECOND, FOURTH, UH, THURSDAY IS NOT IN PLAY.

NEXT MONTH IT WILL BE NOVEMBER 20TH.

AND THEN HAVE ONE, UH, AND THEN DO THE SAME WITH THE DECEMBER AS WELL.

I'LL KEEP THIS AS QUICKER AND AS POSSIBLE COMPARED TO MY LAST TIME.

, UM, PROJECTS, WE HAVE THE I 10 LIFT STATION.

UH, NUMBER ONE IMPROVEMENTS IS 90% PLANNED.

IT'S 90% TO PLAN, UH, UH, TO PUBLIC WORKS IN NOVEMBER.

UH, ROW EASEMENT PROCUREMENTS IN PROGRESS.

UH, A NEW KAYAK LAUNCH AT BAY TOWNS NATURE CENTER IS ONGOING, IS AN ONGOING EFFORT.

THE KAYAK LAUNCH HAS BEEN IN PERMITTING PROCESS WITH THE ARMY CORPS OF ENGINEERS AND THE PORT AUTHORITY INSTALLATION IS CURRENTLY SCHEDULED FOR DECEMBER, UH, PLANNING AND ZONING.

STAFF MET WITH FIDELIS AND THEIR DEVELOPMENT TEAM LAST WEEK TO DISCUSS AN INITIAL DRAFT OF CIVIL PLANS FOR THE SAN JACINTO MARKETPLACE DEVELOPMENT.

STAFF WILL CONTINUE WORKING WITH THE DEVELOPER AS THEY DEVELOP, DEVELOP THEIR PLANS.

UH, PARKS, UH, EVENTS.

UH, THE LAKEWOOD PARK WILL BEGIN SOON, WHICH WE JUST APPROVED.

EXCITED ABOUT THAT WE'RE REPEATING AGAIN.

THE NATURE CENTER FESTIVAL WAS HELD IN OCTOBER, UH, OF FOUR OFF OCTOBER 14TH.

UH, IT WAS A BEAUTIFUL BREEZY DAY.

I SAW, I'VE BEEN TOLD I WASN'T ABLE TO CONTEND THAT 'CAUSE I HAD A PRIOR ENGAGEMENT I HAD SCHEDULED SIX MONTHS PRIOR, AND I'M REALLY, REALLY SORRY I MISSED OUT ON THAT.

BUT I HEARD IT WAS VERY NICE.

IT WAS BREEZY.

UH, 5,900 PEOPLE ATTENDED, HAD 36 EXHIBITION EXHIBITIONS, UM, YOU KNOW, A LOT OF ANIMALS TO SEE WAS A GREAT EVENT I HEARD.

UM, I JUST WANT TO SPOTLIGHT, UH, ANOTHER FACILITY THAT'S IN OUR,

MY DISTRICT DISTRICT THREE IS BAY AREA REHABILITATION CENTER.

THEY CELEBRATED THEIR 75TH ANNIVERSARY AS AS OLD AS BAYTOWN.

UH, I GOT A CHANCE TO SIT DOWN AND TALK WITH THEIR NEW CEO, UM, KIMBERLY WATSON, SHE'S BEEN WORKING WITH BAY AREA REHABILITATION FOR 15 YEARS.

SHE'S NEW TO THE ROLE OF CEO AND SHE IS VERY, VERY PROUD OF WHAT THEY'RE DOING THERE FOR OUR, UM, PEOPLE WITH SPECIAL NEEDS AND, UM, UH, SERVICE THROUGH THE A DA ACT.

SO, JUST WANT TO GIVE THEM A SHOUT OUT AND WE APPRECIATE THEM BEING THERE.

THEY, UH, THE REHABILITATION CENTER HOSTS ALL KINDS OF THERAPY FOR PEOPLE WITH SPECIAL NEEDS FROM AQUATICS TO, UH, PHYSICAL THERAPY.

AND THEY DO IT AT A VERY LOW PRICE.

THEY DO A WELL HIGH QUALITY WORK AT A VERY LOW PRICE.

SO WE REALLY APPRECIATE WHAT THEY'VE DONE FOR BAYTOWN OVER THE PAST, SINCE BAYTOWN HASS BEEN A CITY.

SO, THAT'S ALL I HAVE.
