A RESOLUTION AWARDING THE BID FOR PURCHASE AND REPLACEMENT OF HVAC UNITS AT THE AUTHORITY, AT THE AUTHORITY TO AMERICAN MECHANICAL SERVICES OF HOUSTON.

UH, GOOD AFTERNOON.

UH, MADAM PRESIDENT.

SO, AS YOU READ, UH, THIS ITEM WILL REPLACE THE HVAC UNIT AT THE, UM, MAIN ADMINISTRATION BUILDING.

UM, WE DID A COUPLE YEARS AGO A FACILITY ASSESSMENT OF ALL OF OUR BUILDINGS AND DETERMINED THAT THE HVAC NEEDED TO BE REPLACED AT THIS, UH, SITE.

SO, UM, IN JULY, WE, WE ADVERTISED FOR BIDS.

UH, WE RECEIVED, UH, TWO BIDS IN AUGUST, ON AUGUST 14TH.

AND, UM, AMERICAN MECHANICAL SERVICES OF HOUSTON WAS SELECTED AS THE BEST VALUE FOR THE CITY.

SO STAFF RECOMMENDS APPROVAL OF THIS ITEM.

AND THE, UH, THE AMOUNT IS NOT TO EXCEED $236,455.

A REPORT ON THE STATUS OF THE AUTHORITIES EAST EXPANSION PROJECT.

SO, UM, WE CONTINUE TO MAKE PROGRESS ON, UH, THE EXPANSION PROJECT FOR BIO EAST.

I HAVE, UM, BGE WHO IS OUR OWNER'S ADVISOR HERE TO GIVE YOU AN UPDATE ON THAT.

AND, UH, LINDSEY KOVAR WILL, UH, BE TALKING TO YOU ABOUT THE UPDATE.

SO WE ARE GONNA TAG TEAM, UH, TODAY'S REPORT A LITTLE BIT.

UM, I HAVE AN AGENDA.

THE OWNER'S ADVISOR SERVICES OVERVIEW IS ACTUALLY A CARRYOVER, UM, PREVIOUS MONTH, SO I'M NOT GONNA GO OVER THAT TOO MUCH.

BUT WE WANTED TO JUMP INTO THE COMPONENTS OF THE EXPANSION FROM SIX TO 12.

MGD.

IF YOU RECALL, LAST MONTH, AND I THINK THE MONTH BEFORE THAT WE TALKED ABOUT, WE WERE LOOKING AT THE BASIS OF DESIGN, YOU KNOW, WHAT WAS GOING TO BE EXPANDED, WHAT WERE SOME OF THE ALTERNATIVES, UM, THAT WERE GONNA BE LOOKED AT.

SO IAN IS GONNA KIND OF TALK THROUGH THAT AND JUST SHOW KIND OF WHAT WE LOOKED AT, WHAT WE'VE TALKED TO THE OPERATIONS STAFF ABOUT MADAM PRESIDENT BOARD MEMBERS.

UM, YOU'LL SEE HERE IS AN OVERVIEW OF THE, UH, CURRENT PLANT.

UH, THOSE ITEMS SHADED IN BLUE ARE SOME OF THE AREAS FOR, UM, THAT WILL BE PART OF THE EXPANSION PLANT.

UM, THE IDEA IS TO DUPLICATE THE, UH, EXISTING FACILITIES, UH, FROM SIX TO 12 MGD, ESPECIALLY THE ONES THAT THE OPERATORS ARE HAPPY WITH, AND TO HAVE FURTHER, UM, ANALYSIS

ON SOME OF THE OTHER, UM, COMPONENTS THAT, UH, ARE, THEY'RE NOT SO COMFORTABLE WITH AND WOULD LIKE TO CHANGE, UH, IF IT MAKES SENSE.

WE ALSO DID, AS PART OF THE BASIS OF DESIGN, UM, DID AN ANALYSIS, UM, WHERE WE TOOK INTO CONSIDERATION, UM, COST AND RELIABILITY AS THE, THE MAIN POINTS FOR EVALUATING, UH, WHAT WAS TO BE INCLUDED IN THIS, THIS PROJECT AS PART OF THE EXPANSION.

UM, AND SO, UH, SOME OF THOSE ITEMS THAT WE, WE IDENTIFIED, UH, WE WERE ABLE TO ELIMINATE, UH, AND IDENTIFY ITEMS THAT WERE TO BE INCLUDED.

AND THEN OTHER ONES WERE THAT WILL REQUIRE ADDITIONAL ANALYSIS, EXCUSE ME, FROM THE DESIGN BUILDER ONCE THEY'RE, UH, SELECTED.

UM, SO IF YOU, YOU NOTICE HERE THE EXISTING, UM, TREATMENT FACILITIES ITEM SIX, SEVEN, AND EIGHT, THAT'S THE, UH, THE SLUDGE BASIN, THE DISINFECTION CHAMBER, AND THE FILTERS.

OPERATIONS ARE VERY HAPPY WITH THE EXISTING SUPER PULSATED, UM, SEDIMENTATION BEDS AND THE, UH, UM, CHLORINE CONTACT BASIN.

UH, THE FILTERS WILL REQUIRE SOME ADDITIONAL ANALYSIS FROM THE DESIGN BUILDER.

UM, AND THEN THEY'LL ALSO NEED TO, TO VERIFY IF THEY NEED AN ADDITIONAL, UH, BACKWASH CLARIFIER, UH, AS PART OF THE TREATMENT PROCESS.

UM, AND THEN ITEM 21, YOU'LL SEE ON THE TOP LEFT THERE OF THE, OF THE, THE SITE LAYOUT.

THAT'S, UH, AREA FOR A MAINTENANCE BUILDING AND STORAGE FOR EQUIPMENT THAT WAS INCLUDED IN THE ORIGINAL DESIGN, BUT REMOVED DUE TO, UH, UM, VALUE ENGINEERING.

AND THEN THE OTHER MAIN PART OF THE EXPANSION WILL BE THE, UH, AN ADDITIONAL FOUR BAY, UH, AND TWO ADDITIONAL SLUDGE LAGOONS, UM, INCLUDED IN, IN ALL OF THESE THAT WILL REQUIRE ADDITIONAL ANALYSIS IS HOW THE DESIGN BUILDER PROPOSES TO INCORPORATE THE NEW FOUR BAY INTO THE, UH, TREATMENT PROCESS.

WHETHER IT'LL BE CONNECTING TO THE EXISTING PUMPS AND PUMPING FACILITY AT THE LOW LIFT PUMP STATION THERE, WHICH IS ITEM NUMBER FOUR ON THE, UH, UM, ON THE SHEET, OR IF THEY'LL CONSTRUCT A NEW ONE THAT'LL MIRROR THE, THE EXISTING ONE.

AND THEN ONCE THEY EXPAND FROM THE 12 MGD TO 18 OR ULTIMATELY 24 MGD, THEY CAN JUST ADD ADDITIONAL PUMPS OR INCREASE THE PUMP SIZES AT EACH ONE OF THESE FACILITIES.

SO, UM, THEY'RE GONNA LOOK INTO TO THOSE OPTIONS AND GIVE US, UH, THE BEST OPTIONS FOR, UM, THE WAY TO CONSTRUCT THAT NOW AND THEN HAVE IT READY FOR, UM, EXPANSION IN THE FUTURE.

UM, AND THEN THERE ALSO ARE SOME ELECTRICAL UPGRADES THAT WILL BE NEEDED AS PART OF THE PROJECT.

UM, SO THE, THE ITEMS LISTED HERE ARE ALL THE DE DESIGN REQUEST ITEMS. MOST OF THESE WILL, UH, IN WILL REQUIRE AT LEAST SOME WORK THAT'LL BE DESIGN WORK FROM THE, UH, DESIGN BUILDER.

UH, AND ALSO SOME OF THEM WILL HAVE ADDITIONAL ANALYSIS THAT WILL BE NEEDED TO BE PERFORMED AND TO SELECT WHICH EXACT, UM, THE, THE ULTIMATE, UH, FINAL DESIGN OF THESE COMPONENTS.

UM, SO THERE WILL BE, UH, AN ADDITIONAL FOUR BAY, UH, METER STATION BYPASSED INCREASED PUMP PUMPING CAPACITY TO THE LOW LIFT PUMP STATION, UH, ADDITIONAL SLUDGE LAGOONS.

UH, THEY'LL NEED ADDITIONAL, UM, CHEMICAL STORAGE AND PUMPING FOR THAT TO BE ABLE TO MEET THE, UH, INCREASED, UH, FLOW THROUGH THE PLANT.

A NEW CT STUDY, WHICH IS A CHLORINE CONTACT TIME STUDY FOR DISINFECTION TO MAKE SURE THAT, UH, THE DISINFECTION THEY'RE USING IS ADEQUATE TO MEET TCQ UM, REGULATIONS.

UM, THEY ALSO, THEY CURRENTLY DON'T HAVE ACCESS TO THE CHEMICAL LINES.

THEY'VE GOT 'EM IN VAULTS AND THE ACCESS TO THE TOP OF THE VAULTS IS SO SMALL THAT I'D GET STUCK TRYING TO GET IN THERE .

AND SO THE, UH, EXISTING, UH, OPERATION MAINTENANCE FOLKS, WE NEED TO MAKE THOSE, THE ACCESS BETTER FOR THOSE.

UM, WE'RE NOT RECOMMENDING THAT WE REPLACE ALL OF THOSE LINES THAT ARE IN PLACE BECAUSE THEY'RE ALREADY INSTALLED, BUT THEY JUST NEED TO BE ABLE TO GET IN THERE AND ACCESS THOSE BETTER.

UM, UH, THERE WILL NEED TO BE AN ADDITIONAL GROUND STORAGE TANK AND ADDITIONAL 6 MILLION GALLONS PER DAY OF TREATMENT CAPACITY.

AND THEN, UH, THE ABILITY TO SERVICE AND PROGRAM, UM, ALL OF THE EQUIPMENT THAT THEY HAVE.

SO THERE WON'T BE ANY PROPRIETARY EQUIPMENT THAT, UH, BAWA WON'T BE ABLE TO MAINTAIN THEMSELVES.

SO THEY WON'T HAVE TO GET INTO, UM, ADDITIONAL SERVICE CONTRACTS WITH, UM, MAINTENANCE BUILDING EQUIPMENT STORAGE, UH, ADDITIONAL LABORATORIES FOR STAFF.

RIGHT NOW, THE, THE, IT LOOKS LIKE THE BEST OPTION FOR THAT IS TO PUT SOME, UH, RESTROOMS IN THE NEW MAINTENANCE BUILDING AND THAT WAY THERE'S NOT A NEED FOR A REMODEL OR CHANGES TO THE EXISTING, UH, OPERATIONS BUILDING.

AND THEN, UH, WINTERIZATION AND WINDPROOF OF THE PUMP STATIONS PIPE

AND PUMP COATINGS.

AND THEN, UH, TO RESOLVE ANY ELECTRICAL ISSUES WITH THE MOTORS.

AND THAT, AND LIKE I MENTIONED BEFORE, ELECTRICAL UPGRADES WILL NEED TO BE DONE.

UH, AN ADDITIONAL, UH, GENERATOR WILL NEED TO BE INSTALLED OUT THERE WITH PARALLELING, UH, GEAR TO MAKE SURE THAT IT CAN OPERATE AT THE NEW, UH, NEW CAPACITIES.

AND THEN WE DID COMPLETE A BASIS OF DESIGN REPORT THAT, UH, CAPTURED ALL OF THIS INFORMATION, UM, UH, WHAT IS REQUIRED AS PART OF THE EXPANSION, WATER QUALITY PARAMETERS, UM, SOME ADDITIONAL SUPPLEMENTAL ITEMS. UH, THERE WILL BE SOME NEW, UH, ROADWAYS THAT WILL, I THOUGHT I PUT THAT SLIDE IN HERE.

UM, NO, UH, SOME ADDITIONAL NEW ROADWAYS THAT'LL NEED TO BE, UM, EITHER INSTALLED OR IMPROVED WITH OPTIONS OF EITHER PUTTING IN, UH, CONCRETE PAVED CONCRETE ROADWAYS OR CRUSHED CONCRETE, YOU KNOW, GRAVEL ROADWAYS.

AND THEN WE'LL LET THE DESIGN BUILDER GIVE US SOME COSTS FOR THOSE SO WE CAN ACTUALLY EVALUATE THOSE WHEN THEY'RE UNDERWAY TO SEE UH, WHAT'S THE, THE BEST, UH, OPTION FOR THOSE.

AND THEN, UM, WE DID UH, DO AN UPDATED PROJECT COST ESTIMATE AND IT DOES APPEAR THAT WE'LL BE ABLE TO, UH, CONSTRUCT ALL OF THESE FACILITIES WITHIN THE, UH, THE CURRENT BUDGET THAT IS PROJECTED FOR THE PROJECT.

AND THEN, UM, AS I MENTIONED, SOME OF THE ALTERNATIVES WE DID IDENTIFY FOR FURTHER VALUATION FROM THE DESIGN BUILDER.

UM, AND THAT IS IT FOR THE, UH, DESIGN PORTION, THE BASE OF DESIGN.

AND I THINK LINDSAY WAS GONNA GO OVER THE, UH, THE SCHEDULE FOR THE RFQ AND RFP.

ANY QUESTIONS FOR IAN BEFORE HE SITS DOWN ? YES.

UM, REMIND ME WHAT YOU SAID WAS VALUE, VALUE ENGINEERED OUT THAT IS THAT APPARENTLY SOMEBODY THOUGHT WAS A BAD IDEA TO KEEP IT IN AND NOW IS BACK IN IS A GOOD IDEA.

SO I THINK IT WAS BUDGETARY REASONS THAT THERE WAS A MAINTENANCE BUILDING INCLUDED IN THE ORIGINAL, UM, PRO PROJECT THAT WAS TAKEN OUT OF THE SCOPE OF FOR THE CONTRACTOR IN ORDER TO UH, UM, GET THE PROJECT DONE WITHIN THE BUDGET THAT Y'ALL HAD.

SO NOT THAT IT WAS A BAD IDEA TO HAVE IT, IT WAS SIMPLY DIDN'T HAVE ENOUGH MONEY TO DO IT COST SAVINGS BASED ON THE BUDGET AT THE TIME.

CORRECT.

YEAH.

SO RIGHT NOW, ALL OF THE EQUIPMENT THAT THE, UH, THAT'S STORED OUT THERE IS OUT IN THE OPEN.

THERE'S NO COVERED STORAGE FOR ANY OF THE EQUIPMENT, RIGHT.

UM, AND THERE'S NO PLACE FOR THE MAINTENANCE FOLKS TO DO MAINTENANCE WORK ON, UM, THEIR ITEMS, YOU KNOW, SO THEY DON'T HAVE A MAINTENANCE SHOP, WHICH IS THE PLANT GETS BIGGER AND BIGGER, THEY'RE GONNA HAVE MORE AND MORE MAINTENANCE THAT'S GONNA NEED TO BE DONE.

AND SO, UM, IT'S A GOOD IDEA TO PUT THAT BACK INTO THE, UH, THE PROJECT.

SO ALL THAT'S UNDER REVIEW RIGHT NOW.

UM, AS OF RIGHT NOW, WE BELIEVE WE CAN MAKE THAT OCTOBER 31ST DATE.

WHAT WE'RE GONNA DO IS, AND THIS IS A LITTLE DIFFERENT, UM, BECAUSE WE'RE DOING PROGRESSIVE DESIGN BUILD THAN TRADITIONAL, UM, WE'RE GONNA HAVE A KICKOFF INFO MEETING.

YOU DON'T ALWAYS HAVE ONE OF THOSE AS A PART IN RFQ, BUT IT'S PRETTY STANDARD TO DO IN A PROGRESSIVE DESIGN BUILD.

AND WHAT THAT DOES IS IT JUST KIND OF GENERATES INTEREST, YOU KNOW, ON YOUR PROJECT.

WE'VE ALREADY STARTED ADVERTISING THAT, UM, PEOPLE ARE ASKING QUESTIONS SO IT GETS, PEOPLE KNOW THAT IT'S ABOUT TO COME OUT SO THEY CAN KIND OF GET STARTED, YOU KNOW, THINKING ABOUT IT, THE ACTUAL DAY OF THE INFORMATIONAL MEETING.

UM, WE'LL HAVE KIND OF LIKE A 20 MINUTE OVERVIEW, YOU KNOW, PRESENTATION.

THIS IS THE STAFF, THIS IS THE PROJECT WE'RE DOING, PROGRESSIVE DESIGN BUILD, HERE ARE SOME KEY DATES, YOU KNOW, FOR IT.

AND THEN WE'LL DO A TOUR ON SITE FOR ANY OF THOSE, UH, PEOPLE WHO COME AND ARE PROSPECTIVE BIDDERS.

UM, REALLY GREAT TIME TO GET ANY LIKE, KIND OF PRELIMINARY QUESTIONS, YOU KNOW, AND STUFF AS WELL, YOU KNOW, FROM THE AUDIENCE.

AND, AND WHERE WILL THAT OCCUR? THAT WILL OCCUR ON SITE AT THE PLANT.

THE NEXT THING THAT'LL HAPPEN, WHICH AGAIN IS, IS A LITTLE DIFFERENT, IS WE'LL HAVE ANOTHER MEETING DATE NOVEMBER 16TH.

THIS ISN'T GONNA BE AS FORMAL AS WE'RE GONNA HAVE A, AN AGENDA AND STUFF, BUT IT'LL ALLOW PEOPLE, LIKE IF THEY HAVE ADDITIONAL QUESTIONS OR THERE'S OTHER THINGS ON THE SITE THEY MAY WANNA SEE THAT THEY DIDN'T GET TO SEE ON THE 31ST, OR MAYBE THEY COULDN'T ATTEND THE 31ST.

THIS GIVES 'EM ANOTHER OPPORTUNITY DURING THE RFQ PROCESS TO DO THAT.

AS OF RIGHT NOW, THE PLAN IS TO GET THE SOQ SUBMITTED ON DECEMBER 14TH.

I CALL THIS TENTATIVE, JUST THIS IS OUR GOAL.

UM, BUT IF FOR, YOU KNOW, ANY REASON WE HAVE TO MOVE IT A DAY OR TWO, YOU KNOW, WANNA MAKE SURE WE HAVE THE FLEXIBILITY 'CAUSE WE WANNA MAKE SURE WE ARE TAKING THE TIME TO DO THE EVALUATIONS AND THAT WE HAVE ALL THE INFORMATION, YOU KNOW, WE NEED.

BUT, UM, THIS IS OUR INTENTION.

SO, AND, UM, THE ADVERTISEMENT CURRENTLY HAS GONE OFF ON YOUR SITE.

UM, PART TWO IS REALLY JUST KIND OF GENERAL, YOU KNOW, INFORMATION ABOUT THE TEAM, WHO'S THE FIRM, UM, WHAT IS YOUR FINANCIAL CONDITION? CAN YOU DO THE APPROPRIATE BONDS, YOU KNOW, FOR THE PROJECT? CAN YOU MEET THE INSURANCE REQUIREMENTS? UM, IT'S REALLY ALMOST A KIND OF A PASS FAIL, YOU KNOW, TYPE OF SITUATION ON THAT, THAT PORTION OF IT.

THE SECOND PART IS THE PROJECT TEAM STRUCTURE AND THE KEY PERSONNEL.

THIS IS THE, PROBABLY THE MOST CRITICAL PART, WHICH IS WHY IT'S 45%.

THIS IS, ARE THE PEOPLE YOU HAVE ON YOUR TEAM QUALIFIED? DO THEY HAVE EXPERIENCE DOING THIS? CAN THEY DO THIS PROJECT ESSENTIALLY? AND THEN THE FOURTH IS RELATIVE PROJECT EXPERIENCE.

TELL US WHERE YOU HAVE DONE, UM, ALTERNATIVE DELIVERY AND WHERE YOU HAVE DONE SURFACE WATER EXPANSIONS IN THE PAST AND WHERE YOU DID A GOOD JOB, YOU KNOW, DOING IT.

AND THAT WE SET AT 40%.

SO REALLY THE QUALIFICATIONS ARE THE KEY PIECE, YOU KNOW, OF THIS.

AND THEN THAT'S THE END OF MY SLIDESHOW, BUT THERE WAS A COUPLE OF OTHER THINGS.

ONE OTHER THING I WANTED TO MENTION, IT JUST HAPPENED AFTER WE HAD PREPARED THE SLIDE.

UM, WE DID ALSO HAVE A MEETING WITH THE TEXAS WATER DEVELOPMENT BOARD LAST WEEK.

UM, IF YOU'RE NOT FAMILIAR, THEY'RE A FUNDING AGENCY.

UH, THEY HAVE REALLY GREAT, UH, GOVERNMENT FUNDING PROGRAMS. UM, SPECIFICALLY ONE THAT WE HAVE LOOKED AT FOR THIS PROJECT IS WHAT YOU CALL THE SWIFT PROGRAM.

SO YOU'RE, YOU'RE FAMILIAR WITH IT? OH, I AM.

YOU'RE SO, UM, BASICALLY IT IS, IF YOU REMEMBER A FEW YEARS AGO, THE LEGISLATION MOVED SOME OF THE RAINY DAY FUND INTO, UM, BASICALLY MONEY FOR INFRASTRUCTURE WATER SPECIFICALLY THE SWIFT PROGRAM IS A LOW INTEREST LOAN PROGRAM THAT USES THAT MONEY FOR THOSE INFRASTRUCTURE PROJECTS.

UM, IT'S USUALLY ABOUT 25% SUBSIDIZED FROM KIND OF MARKET, YOU KNOW, RATES.

SO THAT'S THE DISCOUNT YOU'LL GET ON INTEREST FOR, FOR USING THAT PROGRAM.

I'VE USED IT SEVERAL TIMES AND, AND PROJECTS TW IS VERY GOOD TO WORK WITH.

SO THIS MEETING WAS TO GET, UM, LEGAL AND FINANCIAL IN THERE, TALKING TO TWD TO SEE IF THIS WAS AN OPTION YOU MAY WANT TO USE, YOU KNOW, FOR THIS PROJECT WE STILL NEED TO HAVE A FOLLOW UP WITH THEM KIND OF WITHOUT TWDB TO SEE IF, IF WE DO WANT TO MOVE FORWARD WITH THIS FUNDING, UM, THE ABRIDGED APPLICATIONS FOR THIS ARE DUE.

USUALLY AT THE END OF THE YEAR YOU COULD DO AN ABRIDGED APPLICATION AND IT DOESN'T COMMIT YOU TO ANYTHING.

SO, WE'LL, MORE THAN LIKELY DO THAT JUST TO KEEP THIS AS AN OPTION, YOU KNOW, FOR YOU.

BUT THE, THE BIGGEST BONUS FOR IT IS IT GIVES YOU A LOWER INTEREST THAN YOU USUALLY WOULD GET GOING MARKET.

SO WE ARE STILL LOOKING AT FUNDING OPTIONS FOR, AGAIN, KINDA KEEPING THE, THE PROJECT IN BUDGET.

SO ANY UH, QUESTIONS ON ANY OF THAT? I DON'T HAVE A QUESTION, BUT I HAVE, MY COMMENT IS THAT, UH, I LOVE, UH, THE OBJECTIVE SCORING SYSTEM, UH, AS A PRECURSOR TO WHATEVER SUBJECTIVE, UM, THOUGHTS, STAFF OR YOU GUYS MAY HAVE.
