UH, CONSIDER RESOLUTION AUTHORIZING THE FOURTH CONTRACT AMENDMENT TO UNTREATED WATER SUPPLY CONTRACT WITH THE CITY OF HOUSTON TO INCREASE CONTRACT QUANTITIES.

UH, BOARD MEMBERS, UH, THIS AMENDMENT WITH THE CITY OF HOUSTON ALLOWS US TO, UH, EXPAND THE, UH, BOW EAST, UH, SURFACE WATER TREATMENT PLANT.

SO THIS IS THE AMENDMENT THAT WE'VE BEEN WAITING FOR FROM THE CITY OF HOUSTON.

UM, THE ONLY CHANGE TO THE, UH, CONTRACT IS INCREASING OUR, UH, TAKE LIMIT AT, UH, AT THE EAST PLANT BY ANOTHER SIX MGD.

SO, UH, IT IS EXACTLY WHAT WE ASKED FOR AND THERE ARE NO OTHER CONTRACT CHANGES, SO, UH, STAFF RECOMMENDS APPROVAL.

SO IS THIS, UH, IN ADDI? IS THIS FOR THE EXPANSION? YES, SIR.

IT'S OKAY.

SO SAME PRICE AND EVERYTHING.

CORRECT.

THE ONLY TERM THAT WAS CHANGED WAS THEY JUST INCREASED OUR ALLOWED, UH, QUANTITY.

SO THE CONTRACTS STILL, THE CONTRACT WILL STILL GO THROUGH 2040? YES MA'AM.

[b. Consider a resolution authorizing payment to United Rentals (North America), Inc., through the Purchasing Cooperative Contract with Choice Partners for emergency pump rental services at the Baytown Area Water Authority Fritz Lanham Water Treatment Plant.]

CONSIDER RESOLUTION AUTHORIZING PAYMENT TO UNITED RENTALS NORTH AMERICA THROUGH THE PURCHASING COOPERATIVE CONTRACT WITH CHOICE PARTNERS FOR EMERGENCY PUMP RENTAL SERVICES AT THE BAYTOWN AREA WATER AUTHORITY, FRITZ LAND AND WATER TREATMENT PLANT.

GOOD AFTERNOON ALL.

UM, THE ITEM BEFORE YOU IS TO APPROVE PAYMENT FOR, UH, PUMP RENTAL SERVICES PROVIDED BY UNITED RENTALS.

UM, EARLIER IN THE YEAR, UH, WE HAD THE BACKWASH, UM, PUMP SYSTEM.

UH, ONE OF THE PUMPS HAD AN ISSUE AND IT HAD TO GET SENT OFF FOR REPAIR.

UH, WE BROUGHT IN, UM, SOME EMERGENCY PUMPS SO THAT WE COULD CONTINUE WITH OUR OPERATIONS.

UM, THIS ITEM IS TO RELEASE PAYMENT FOR THAT, UM, PARTICULAR ITEM.

SO, UH, STAFF WOULD RECOMMEND APPROVAL.

OKAY.

UM, I NEED A MOTION I MOVE TO APPROVE SECOND, I'LL SECOND, UH, QUESTIONS OR COMMENTS? SO, THE BACKWATER PUMP THAT WENT DOWN, WE, WE NORMALLY HAVE THOSE SERVICED.

AND WAS IT, HOW LONG AGO HAS IT BEEN SERVICED? THIS, THIS PUMP THAT WENT OUT, IS IT, WOULD IT BE UNDER WARRANTY OF ANY TYPE? IT, IT WAS NOT UNDER WARRANTY.

UM, THE, UH, SERVICE PM SERVICES, UM, ARE NOT TYPICALLY GONNA BE, UH, EXTENDED FOR WARRANTY.

THE REPAIRS SERVICES ARE WHAT'S TYPICALLY PROVIDED BY A WARRANTY BY ONE YEAR.

SO WAS IT THE ACTUAL PUMP OR WAS IT THE ELECTRIC MOTOR OF THE PUMP? THAT'S THE PROBLEM.

SO WE HAVE TWO BACK WASH PUMPS, PUMP 7 31 AND PUMP 7 32.

ON PUMP 7 31, THE ACTUAL PUMP NEEDED TO BE REBUILT ON PUMP 7 32, THE MOTOR AND THE PUMP NEEDED TO BE REBUILT.

SO THERE WAS ACTUALLY TWO PUMPS IN THIS PROCESS THAT TOOK A 10 MONTH TIMEFRAME TO REPAIR WHERE WE HAD TO USE THE 14 INCH RENTAL PUMP FROM UNITED REYNOLDS.

ARE THEY ON A PM SCHEDULE? YES.

YES.

WE HAVE MONTHLY PMS, WE HAVE WEEKLY PMS, AND WE HAVE YEARLY PMS DEPENDING UPON WHAT EQUIPMENT IT IS.

BUT OUR PUMPS ARE ALL ON PM SCHEDULE.

THEY WERE REGULARLY SERVICED.

THE LAST TIME THAT THEY HAD TO HAVE WORK DONE WAS SIX YEARS AGO.

OKAY.

SO WE'RE GETTING A SIX YEAR LIFESPAN FROM THESE PUMPS.

OKAY.

SO THIS WAS JUST A CATASTROPHIC SITUATION END OF LIFE OR SOMETHING? CORRECT.

IT WAS BASED OFF OF NORMAL WEAR AND TEAR AND THE FIRST PUMP WENT DOWN, WE SERVICED THAT.

IT JUST SO HAPPENED THAT THE SECOND PUMP DETERIORATED, IT WAS OPERATING AT 15% AND WE NEEDED TO KEEP THAT RENTAL PUMP IN ORDER TO HAVE THAT SERVICE TOO.

SO, YES.

YEAH.

IS IT, IS IT SO HARD TO BUY A NEW PUMP? I MEAN, IF IT TAKES 10 MONTHS TO, TO REPAIR A, OR IS IT JUST IMPOSSIBLE TO BUY THAT TYPE OF PUMP? NEW PUMPS WERE SIX MONTHS ON BACK ORDER, SO WE WOULD'VE EXPERIENCED THE SAME EXACT ISSUE.

ON TOP OF THAT, A REBUILT PUMP IS AROUND $50,000.

A NEW PUMP IS A HUNDRED THOUSAND DOLLARS.

SO YOU'D BE PAYING A HUNDRED THOUSAND DOLLARS, IT WOULD BE BACK ORDER FOR SIX MONTHS.

YOU STILL WOULD'VE HAD THE RENTAL PUMP.

SO THE CHARGES WOULD'VE BEEN MORE IF WE WOULD'VE WENT WITH A NEW PUMP, THERE'S NO WAY THAT'LL WORK IN OUR FAVOR, ANYWAY.

RIGHT.

YEAH.

I MEAN, THE SPARE IS TOO EXPENSIVE AND, AND CORRECT.

THEY JUST DON'T HAVE BACKUPS, YOU KNOW, AT THE, AT THE PUMP REBUILD SHOP.

THEY JUST DON'T HAVE ONE OUT BACK READY TO GO, YOU KNOW, SO I GUESS I'M, I'M SURPRISED WE WOULDN'T HAVE A SPARE LIKE THAT IN THE WAREHOUSE OR SOMETHING.

IS ONE ACTING AS A SPARE? THEY, THEY ARE SPARES FOR EACH OTHER.

THE 7 31 7 32, CORRECT? CORRECT.

WE NOW HAVE A SPARE MOTOR.

NOW FROM THIS, THIS PARTICULAR ISSUE, WE HAVE A SPARE MOTOR, SO IT'S NOT A PUMP.

THE PUMP'S TOO BIG TO PUT ON A KEEP ON THE SHELF.

WE'RE GONNA SEE THE REPORTS ON THE, UH, BAYTOWN AREA WATER AUTHORITY EAST EXPANSION PROJECT.

UH, GOOD AFTERNOON AGAIN.

UM, I'M ABOUT TO, UH, BRING UP, UH, LINDSEY KOVAR WITH UH, BGE TO GIVE YOU AN UPDATE ON THE EXPANSION PROJECT.

WE ARE STILL IN THE, THE PLANNING, UH, PHASE.

HOWEVER, I DID WANT TO WANT TO, UM, CORRECT ONE ITEM THAT WE REPORTED LAST MONTH.

SO, UH, WE HAD A MEETING, UH, IMMEDIATELY BEFORE THE BOARD MEETING AND WE DISCUSSED WAYS TO ACCELERATE THE PROJECT AND THAT'S WHERE WE TALKED ABOUT COMBINING THE RFQ AND RFP INTO ONE RFP.

UM, SUBSEQUENT TO THAT MEETING, WE, UH, DISCUSSED IT WITH, UH, THE LEGAL ADVISOR AND THEY LET US KNOW THAT THAT IS NOT ALLOWED UNDER THE LAW.

SO WE DO HAVE TO DO TWO SEPARATE, UH, ACTIONS.

UH, WE WILL TRY TO ACCELERATE THE RFQ BECAUSE AS WE SAID BEFORE, WE DON'T EXPECT, YOU KNOW, A, A TON OF, UM, UH, REQUESTERS AND, UM, SO I DON'T THINK WE'RE GONNA GET A LOT OF VALUE OUT OF IT, BUT IT IS REQUIRED BY LAW.

SO THAT IS ONE CORRECTION AND THAT WAS SOMETHING THAT, LIKE I SAY, I HAD ASKED HIM TO DO AND SUBSEQUENT WE WENT AND CHECKED AND WE'RE NOT ABLE TO DO THAT.

SO THAT, THAT WAS, UH, JUST ONE CORRECTION.

I WANT TO LET YOU KNOW, LINDSEY WILL GIVE YOU AN UPDATE ON THE STATUS OF THE REST OF THE PROJECT.

THE PMEP, THAT'S THE PROJECT MAN MANAGEMENT AND EXECUTION PLAN.

UM, THAT'S PROVIDING KIND OF THE GUIDANCE TO THE BIDDERS ON, YOU KNOW, HOW DO WE EXPECT THEM TO DOCUMENT, HOW DO WE EXPECT THEM TO COMMUNICATE, HOW DO WE EXPECT THEM TO MAINTAIN A SCHEDULE? UM, YOU KNOW, IF THERE'S A CHANGE, THIS IS HOW WE EXPECT YOU TO, UM, TO DEAL WITH IT.

UM, AND YOU WANT TO PROVIDE THAT AS A PART OF THE RFQ PROCESS SO THAT YOU KNOW THAT THE DESIGN BUILD TEAMS THAT ARE BIDDING ARE QUALIFIED TO MEET THOSE GUIDANCE AND UNDERSTAND THEY HAVE TO HAVE A TEAM TO BE ABLE TO MEET THOSE GUIDELINES.

SO WE HAVE FINISHED THE DRAFT OF THAT.

WE SUBMITTED IT TO, UM, BOW WALL FOR THEIR REVIEW ON SEPTEMBER 18TH.

SO WE'RE, UH, LOOKING FOR COMMENTS RIGHT NOW.

WE'VE BEEN GETTING A FEW QUESTIONS.

AND SO, UM, RIGHT NOW THAT'S UNDER REVIEW.

THE SECOND ITEM WAS THE BASIS OF DESIGN REPORT.

THAT DRAFT HAS ALSO BEEN SUBMITTED.

UM, IN THE MEETING WE HAD BEFORE THIS, WE WERE TALKING A LOT THROUGH SOME OF THE ALTERNATIVES, UM, IN THE BASIS OF DESIGN REPORT.

UM, I THINK LAST MONTH WHEN I WAS HERE, WE TALKED A LITTLE BIT THAT THE QUESTION CAME UP WAS LIKE, WELL, ISN'T THIS JUST A SIX MGD, YOU KNOW, EXPANSION? AND WE SAID, WELL, YES IT IS.

THERE ARE SOME, YOU KNOW, OPERATIONAL CONCERNS OR SOME THINGS THAT THIS MIGHT BE A CHANCE TO MAKE MORE EFFICIENT OR TO DO BETTER.

AND THOSE ARE KIND OF THE ALTERNATIVES, YOU KNOW, THAT WE'VE BEEN LOOKING AT.

AND SO THE BASIS OF DESIGN REPORT KIND OF PRESENTS WHAT ARE THE ALTERNATIVES THAT COULD GET YOU THERE.

AND SO WE WERE TALKING WITH THE OPERATIONS TEAM AND SUCH ABOUT LIKE, ARE THESE ALTERNATIVES THAT Y'ALL WOULD BE SATISFIED WITH?

ULTIMATELY WE'LL HAVE THE DESIGN BUILD TEAM ACTUALLY DO THAT DESIGN, BUT WHAT WE'RE TRYING TO DO IS KIND OF NARROW THE FOCUS AND THE SCOPE OF WHAT THAT DESIGN BUILD TEAM WOULD BE DOING.

SO WE HAVE SUBMITTED THE DRAFT, WE'VE HAD THAT MEETING TODAY AND WE'LL PROBABLY HAVE ANOTHER MEETING NEXT WEEK TO KIND OF FINISH THAT UP AND LOOK AT THAT ALL WHILE WE'RE DOING THIS, WE'RE DOING COST ESTIMATING TO MAKE SURE WE'RE STAYING WITHIN THE BUDGET AS WE'RE LOOKING AT THIS OPTIMIZATION.

YOU GO, I PERSONALLY DRIVE A SUBARU, SO I I'M GONNA SAY THAT YOU'RE, YOU'RE GETTING A SUBARU, BUT NOT EVERYBODY MIGHT, UM, LIKE THAT, THAT, UM, THAT COMPARISON.

NO, I, I DON'T THINK WHAT WE'RE TRYING TO GET YOU IS THE CADILLAC, YOU KNOW? AND THAT'S, THAT'S THE EXACT DISCUSSION WE WERE HAVING TODAY.

SO LIKE FOR INSTANCE, THE THE FOUR BAY AND THE PUMPS WE WERE TALKING ABOUT, YOU COULD ADD IN A FOUR BAY FOR REDUNDANCY.

THAT MAKES SENSE.

BUT THERE'S A SEVERAL DIFFERENT PUMPING SCHEMATICS YOU COULD ADD TO THAT TO GIVE YOU PUMPING REDUNDANCY ALL WITH A DIFFERENT COST.

SO HOW DO YOU BALANCE, LIKE YOU SAID, THAT BENEFIT VERSUS THAT COST.

AND THOSE ARE THE EXACT CONVERSATIONS, YOU KNOW, THAT WE WERE HAVING.

WELL, AND I'LL JUST TELL YOU, YOU KNOW, WHEN WE BUILT THE PLANT FOR TWICE IS WHAT WE THOUGHT WE WERE GOING TO.

AND THEN, AND THEN WHEN THEY CAME BACK AND SAID, WELL, IF WE DO A 6 MILLION GALLON EXPANSION, IT'S GONNA COST THE SAME AS THIS THE WHOLE PLANT DID BEFORE, INCLUDING ALL THE GRUBBING AND THE LAND PREPARATION AND ALL THAT.

AND I'M LIKE, I'M, I'M JUST HAVING A HARD TIME.

YOU KNOW, I DON'T KNOW IF THAT WAS FOR SHOCK VALUE OR, OR WHAT WORK NO, NO.

IT, IT, IT IS REAL COSTS AND IT IS BECAUSE COSTS HAVE ESCALATED THAT MUCH IN THE INDUSTRY IN THE LAST, YOU KNOW, FIVE, FIVE YEARS.

SO, UH, I JUST WANTED TO CORRECT ONE THING, UH, THAT YOU SAID, UM, BG WILL NOT BE DESIGNING THE, THE PROJECT.

WE'RE GONNA HIRE A DESIGN, UH, BILL TEAM AND THEY WILL DESIGN IT.

UH, WHAT WE'RE DISCUSSING NOW ARE, UM, OPTIONS THAT IMPACT THE COST.

AND SO, UH, WE ARE TRYING TO FIGURE OUT, YOU KNOW, WHAT IS ABSOLUTELY NEEDED AND WHAT IS, YOU KNOW, PREFERRED AND WHAT IS, YOU KNOW, THE WANTS AND HOW DO THOSE ITEMS FIT WITHIN THE BUDGET AND, AND WHAT IS, YOU KNOW, THE, THE, UM, THE CAPACITY FOR BAWA TO PAY FOR THIS PROJECT.

SO THOSE ARE ALL THE THINGS THAT IS, IS BEING LOOKED AT INITIALLY TO MAKE SURE THAT WE ARE GONNA HAVE AN AFFORDABLE PROJECT.

SO, SO THE SLIDE THAT SAYS DESIGN REQUEST ITEMS IS, IS THE WISHLIST? YES.

SO AGAIN, NOT NECESSARILY ALL WILL BE IN, YOU KNOW, THE DESIGN, BUT THAT'S WHAT WE'RE LOOKING AT.

AND, AND IT WILL HAVE SOME OPTIONS FOR THE DESIGN BUILD TEAM TO PROPOSE ON AND THEY MAY, YOU KNOW, GIVE US A PRICE AND, AND ONCE WE CAN GET PRICES FROM THE DESIGN BUILD TEAM, THEN WE CAN DETERMINE, YOU KNOW, WHAT, WHICH ONES ARE THE BEST COST BENEFIT OPTIONS.

UM, AS FRANK MENTIONED, YOU KNOW, WE'VE BEEN ASKED LIKE, IS THERE ANY WAY TO SHORTEN UP, YOU KNOW, THAT, THAT TIME? AND SO WHAT I'M PRESENTING HERE IS WHAT I'M HOPING, KIND OF WORST CASE, BUT WE'RE GONNA SEE WHAT WE CAN DO TO SHORTEN UP THAT TIME PERIOD.

THE REASON WE, WE CURRENTLY ARE PLANNING THAT IS JUST BECAUSE NOVEMBER AND DECEMBER ARE IN THE HOLIDAY, YOU KNOW, MONTHS AND, UM, CONTRACTORS, BECAUSE THIS IS THE DESIGN BUILD TEAM AND IT'S PART CONTRACTORS DON'T ALWAYS WORK, YOU KNOW, WITHIN THOSE MONTHS.

AND SO WE DON'T WANNA SHORT, YOU KNOW, THE, WHAT WE GET BACK AND THE TEAMS THAT WE GET BECAUSE WE ARE NOT GIVING THEM THE OPPORTUNITY TO PROVIDE US, YOU KNOW, WITH THAT, THAT RFQ.

BUT WE'RE GONNA REACH OUT TO A COUPLE OF OUR CONTACTS AND THE CONTRACTORS JUST TO SEE IF, YOU KNOW, IF WE BRING THAT BACK INTO DECEMBER, YOU KNOW, DO WE THINK THAT WOULD CAUSE ANY ISSUES AND SUCH? SO I DON'T THINK IT'LL BE ANY LATER THAN THAT, BUT WE'RE DOING WHAT WE CAN TO TRY TO BRING THAT FORWARD.
