THE MORE TURN LANES YOU CAN HAVE AT AN INTERSECTION, THE MORE EFFECTIVE, UH, THE TRAFFIC FLOW IS.
AND THERE'S THE TEMPORARY CONSTRUCTION EASEMENT IN PINK.

UM, SO THIS IS A CAPITAL IMPROVEMENT PROJECT, AND LIKE A LOT OF THE PROJECTS WE BRING TO YOU FOR CONSIDERATION, A LOT OF IT HAS TO DO WITH AGING INFRASTRUCTURE, RIGHT? UH, THIS ONE IS, I'M SURE IT WAS SIZED APPROPRIATELY WHEN IT WAS CONSTRUCTED, BUT NOW IT'S TOO SMALL, UH, DUE TO DEVELOPMENT IN THE AREA.

UH, THE PUMPS ARE UNDERSIZED AND PUMPS ARE A KEY COMPONENT OF LIFT STATIONS, AND THEY'RE REACHING THE END OF THEIR SERVICE LIFE.
SORRY, THAT'S THE WRONG EXHIBIT THERE.
UH, SO THIS PROJECT WAS INTENDED TO BE A REHABILITATION PROJECT, BUT, UH, WHEN OUR OPERATIONS TEAM AND THE ENGINEER MET AND WENT OUT TO THE LOCATION, UH, THEY NOTICED A FEW THINGS ABOUT THE PROJECT.
UH, ONE OF THE THINGS WAS THAT THE STRUCTURE, UH, FOR THE LIFT STATION, WHICH IS ESSENTIALLY THE WET WELL, WHICH IS ESSENTIALLY THE CYLINDER THAT YOU SEE IS NOT, WASN'T DESIGNED TO BE EXPANDABLE, MEANING YOU CAN'T ADD HEIGHT TO IT, TO INCREASE THE VOLUME, WHICH WOULD ALLOW FOR ADDITIONAL CAPACITY.
SO IF WE WERE TO ADD HEIGHT TO IT TO INCREASE THAT CAPACITY, UH, IT WOULD CAUSE STRUCTURAL ISSUES.
SO THAT, THAT'S, THAT'S NOT A GOOD, WE CAN'T RECOMMEND MOVING FORWARD WITH THAT COURSE OF ACTION.
UM, ADDITIONALLY, WHEN YOU'RE CONSTRUCTING OR REHABILITATING, UH, LIFT STATIONS, YOU MUST BE ABOVE THE A HUNDRED YEAR FLOODPLAIN, AND THIS ONE IS NOT.
SO AGAIN, WE'D HAVE TO RAISE IT, WHICH JUST ISN'T FEASIBLE BASED ON THE EXISTING STRUCTURE ITSELF.
UH, IT JUST DOESN'T ACCOMMODATE IT.
UM, ALSO THE CURRENT WET WELL DESIGN IS NOT CONDUCIVE TO LONG PUMP LIFE.

AND OUR INVESTMENTS, UM, FOR THIS YEAR, FOR THIS QUARTER, THE BOOK VALUE IS $279.8 MILLION.

UM, I'M 105,000 LOWER THAN THEM AND I'M 65,000 LOWER THAN THE SECOND PLACE FOLKS.
SO WHAT ARE THE OPTIONS IN MY MIND, SINCE I'VE GOT A MINUTE LEFT, UH, I WOULD SAY PULL THIS FROM AGENDA AND DO SOME PROPER DUE DILIGENCE ON FRONTIER.
AND IF WE FAIL THAT DUE DILIGENCE, AWARD IT TO THE BEST VALUE THEN.
AND SINCE THAT IS STILL NOT THE PARENT WORDY, MAYBE THAT'S NOT THE BEST VALUE.

UM, YOU KNOW, AT THE END OF THE DAY, I'M, I SAW SOME BUDGETS POPPING UP AND I'M LIKE, 60,000, A HUNDRED THOUSAND.
THIS IS A LOT OF MONEY FOR THE CITY TO BE SPENDING AND JUST TO HAVE A GOOD UNDERSTANDING OF WHO THEIR VENDORS ARE AND HOW MUCH THEY'RE SPENDING.
YOU KNOW, I THINK THAT SUPERIOR WASTE WOULD BE ANOTHER GOOD SOLUTION TO Y'ALL'S, UM, TO Y'ALL'S WASTE CONTRACT.
BUT I JUST, I HOPE THAT Y'ALL REALLY TAKE INTO CONSIDERATION ALL YOUR DIFFERENT OPTIONS, UM, AND GIVE THE OTHER COMPANIES A CHANCE TO POSSIBLY SPEAK, UM, IN REGARDS TO THEIR RFP, TO THEIR BITS.

UM, THE, UM, WHEN YOU LOOK AT EVERYTHING, THERE ARE BID SHEETS DONE BY THREE SEPARATE INDIVIDUALS WHO HAVE AN EVALUATING CRITERIA THAT THEY HAVE ZERO INFLUENCE BY ANYBODY ELSE EXCEPT THEIR OWN PERSONAL OPINIONS, WHICH SET OUT THE GRADING CRITERIA, THOUGH THEY DID THEIR DUE DILIGENCE, THEY LOOKED AT SOME OF THE REFERENCES THAT WERE PROVIDED BY EACH VENDOR THEY LOOKED AT, UM, OR THEY CALLED THE, THE REFERENCES.
THEY LOOKED AT SOME OF THE BROCHURES.
UH, THEY TALKED AROUND TO OTHER PEOPLE THAT, UH, THAT HAVE WORKED WITH THESE, UH, INDIVIDUALS IN OTHER CITIES OR OTHER, UH, OTHER AREAS.
UM, IT WAS THE EVALUATOR'S OPINION WHEN THEY DID THE SCORE SHEET THAT, UH, TEXAS MODERN WASTE WAS THE HIGHEST SCORE BASED ON ALL THREE DIFFERENT CRITERIA THAT WENT INTO THE GRADING CRITERIA.
IT IS CORRECT THAT, UM, TEXAS MODERN WASTE WAS NOT THE LOWEST BIDDER.
I BELIEVE THAT IT WAS FRONTIER THAT WAS THE LOWEST BIDDER IN THE PROCESS.
UM, AND MR. BILL, I'M NOT SURE IF IT WAS YOU OR, UH, ANOTHER COLLEAGUE WITH FRONTIER WASTE, BUT THERE WAS, UH, MULTIPLE PHONE CALLS AND, UH, ONE-ON-ONES WITH, UH, UH, THE ASSISTANT CITY MANAGER, BRENT, GARY, AND FRONTIER WASTE, WALKING THROUGH THE PROCESS, ENSURING THAT THE PROCESS WAS FOLLOWED AS IT SHOULD BE.

SO, UH, GREAT WORK, UH, TO THE TEAM FOR, FOR GETTING ALL THAT TOGETHER AND, UH, GETTING IT, UH, DEPLOYED, UH, FROM THE UH, ITS CONGRATULATIONS TO GIL GILBERT GARCIA AND LEVI MASTERSON FOR BEING THE LATEST MEMBERS OF THE IT DEPARTMENT TO RECEIVE THEIR INDUSTRY LEVEL CERTIFICATIONS.
GILBERT EARNED, UH, COMP TIAA PLUS AND A LOT OF OTHER LETTERS.
AND THEN LEVI EARNED, ALSO EARNED THE COMP TIA NETWORK PLUS AND IT OPERATIONS SPECIALIST CERTIFICATION.
UM, AND THE POLICE DEPARTMENT, UM, WE HAVE OFFICER JOHNNY NGU, UH, ACTUALLY STOPPED A BURGLARY IN PROCESS OF A VEHICLE.
UH, SO HE WAS OUT DOING PATROLLING VERY, BEING VERY PROACTIVE AND ACTUALLY ROLLED UP ON SOMEBODY, UH, IN THE MIDDLE OF A CRIME AND WAS ABLE TO THWART THAT.
UH, SO, UH, A SHOUT OUT TO OFFICER NEN FOR MAKING THAT HAPPEN.
AND THEN FINALLY THE LAST ONE I HAVE IS CONGRATULATIONS CORPORAL PARKER.

UM, SO IF YOU HAVEN'T SEEN OVER OFF TEXAS AVENUE, YOU SHOULD COME CHECK OUT THE NEW UTILITIES BUILDING IT UM, IS VERY AESTHETICALLY PLEASING AND I'M EXCITED FOR ALL THE STAFF AND CITIZENS TO, TO HAVE THAT NEW BUILDING.
UM, I WANNA JUST PIGGYBACK ON THE WHOLE JUNETEENTH CELEBRATION.
