UH, WE RECEIVE CITIZEN INPUT CONCERNING POLICE OUTREACH, COMMUNITY POLICING, UH, OFFICER TRAINING, AS WELL AS POLICIES AND PROCEDURES. THIS ITEM GIVES ALL INTERESTED PERSONS THE RIGHT TO EXPRESS THEIR VIEWS REGARDING POLICE OUTREACH, COMMUNITY POLICING, OFFICER TRAINING, AS WELL AS POLICIES AND PROCEDURES. IT IS THE GOAL AND MISSION OF THIS COMMITTEE TO ENHANCE AND ENCOURAGE COMMUNICATION BETWEEN THE RESIDENTS OF THE CITY AND TO PROVIDE VALUABLE COMMENTS, SUGGESTIONS, AND RECOMMENDATIONS TO THE CITY COUNCIL. EVERYONE DESIRING TO SPEAK SHOULD HAVE SIGNED THE LIST IN THE FOYER OR EMAIL THE CITY CLERK PRIOR TO THE POSTED TIME OF THIS MEETING. EACH PARTICIPANT SHALL GIVE HIS HER NAME AND ADDRESS IN ORDER TO PROVIDE A PROPER RECORD. THE RULE ALLOWS EACH PERSON THREE MINUTES TO PRESENT INFORMATION. AND I JUST WANNA SAY, IT'S IMPORTANT THAT THE TRUTH BE TOLD, AND PEOPLE KNOW WHAT'S GOING ON IN THIS TOWN. UM, I UNDERSTAND THERE ARE SOME TIMES THAT, AND I'VE BEEN ASKED BY OTHER CHIEF, UH, POLICE CHIEFS, UH, NOT, NOT MR. STRINGER, BUT IN THE PAST TO NOT PRINT SOMETHING OR WRITE SOMETHING, UH, BECAUSE OF, UH, IT COULD BE, UH, IT COULD COMPROMISE AN INVESTIGATION. BUT AS FAR AS, UH, CRIME, UH, GOING ON IN THIS TOWN, I HATE TO WRITE ABOUT IT. UH, I LOVE TO WRITE ABOUT THE GOOD STUFF. AND THEY JUST ARE REALLY CONCERNED THAT HE'S BACK OUT PATROLLING GARTH ROAD. THAT'S THE INPUT I HAVE. ANYTHING ELSE? UH, THE ONLY THING THAT CAME TO ME, UM, AT THE COLLEGE WAS THERE, WE WORK CLOSELY WITH THE BRIDGE OVER TROUBLE WATERS. AND THEY HAD VOICED IN A MEETING, UM, THE CLOSE COLLABORATION THAT THEY HAVE WITH THE PASADENA POLICE DEPARTMENT BECAUSE THEY ARE BASED, THEIR HOME BASE IS OFF SHAVER. AND SO THEY WERE WANTING TO SEE HOW, HOW THEY CAN GET IN WITH THE BAYTOWN POLICE DEPARTMENT AND HAVE A BETTER RELATIONSHIP WITH THEM. SO I DEFINITELY WANTED TO PASS THAT. I SAID I WOULD PASS THAT INFORMATION ALONG SINCE I HAVE YOUR EAR 100% RIGHT HERE IN FRONT OF ME, UH, TO LET YOU KNOW THAT THERE IS AN INTEREST OF HAVING THEM, UH, AND HAVING A COLLABORATION SINCE THEY ARE A DOMESTIC VIOLENCE SHELTER. UM, AND HAVING A MORE OF A COM, LIKE MORE COMMUNICATION WITH THE BAYTOWN POLICE DEPARTMENT, LIKE THEY DO WITH PASADENA. ANYTHING ELSE FROM COMMUNITY INPUT? ALRIGHT, SO OUR NEXT ITEM [a. Discuss concerns about school safety and shootings. ] UP FOR GRABS, UH, IS THE, THE DISCUSSION WE'RE GONNA DISCUSS, DISCUSS CONCERNS ABOUT SCHOOL SAFETY AND SHOOTINGS. I BELIEVE WE HAVE A SPEAKER SPECIFIC TO THAT. AND THAT IS, UH, YES. PRISCILLA, PRISCILLA RA, WHO WANTS TO SPEAK. SHE GETS THREE MINUTES AS WELL, CORRECT? THE MAIN CONCERN I JUST WANNA ADDRESS HERE TODAY IS A LACK OF FULL-TIME OFFICERS HERE AT G-C-I-S-D SCHOOL, SPECIFICALLY THE IMPACT SCHOOL. WE ONLY HAVE ONE OFFICER, WE SHARE HIM WITH LEE, UM, HIGH SCHOOL. HE GOES BACK AND FORTH. AND THIS REALLY RAISES, UM, CONCERNS, ESPECIALLY AMONGST THE STUDENTS AND FACULTY AS WELL, WHEN THIS ONE OFFICER SPREAD THIN. AND IN CASES OF EMERGENCY, ESPECIALLY SEEING WITHIN THE STATUS QUO TODAY WITH THE RISE IN SCHOOL SHOOTINGS AND THREATS, AND ESPECIALLY A CURRENT THREAT THAT HAPPENED WITH LEE COLLEGE, WE DID NOT HAVE THAT OFFICER ON THAT CAMPUS AT THE TIME OF THAT THREAT. AND THE STUDENTS FELT VERY UNSAFE, ESPECIALLY WHEN THESE STUDENTS HAVE TO GO IN PUBLIC AREAS, ESPECIALLY LIKE BICENTENNIAL PARK WHEN THEY WALK TO LEE COLLEGE. SO WHEN THEY'RE WALKING TO LEE COLLEGE, THEY DON'T HAVE THAT ONE OFFICER PATROLLING THEM. AND THERE'S A LACK OF SURVEILLANCE AS WELL. IT JUST RAISES A BIG SAFETY CONCERN FOR PARENTS AND STUDENTS AND FACULTY. AND THE OTHER MAIN CONCERN MAY MA, MAINLY FOR G-C-I-S-D, SAFETY IS G-C-I-S-D POLICE, UM, DEPARTMENT OR FACULTY OR OFFICERS, THEY'RE REALLY NOT FOCUSED ON THE, THE'RE, REALLY FOCUSED ON REACTING TO PROBLEMS INSTEAD OF BEING PROACTIVE AND NOT LETTING THEM HAPPEN. THIS IS IN CASE OF SCHOOL FIGHTS OR DRUG USE, ESPECIALLY ON CAMPUS. IT, THE PROBLEM ONLY GETS ADDRESSED AFTER THE FACT. AND I THINK THERE'S OTHER PROACTIVE MEASURES THAT WE CAN ADAPT AND USE TO NOT LET THESE PROBLEMS HAPPEN, ESPECIALLY ON THESE CAMPUSES. AND I THINK THE BAYTOWN POLICE CAN OBVIOUSLY HELP THEM WITH TRAINING OR RESOURCES THAT THEY HAVE TO OUTREACH WITH THEM, COLLABORATE WITH THE G-C-I-S-D, UM, POLICE OFFICERS AS WELL. AND ALSO TO BUILD THESE RELATIONSHIPS WITH THESE STUDENTS. I KNOW WE WERE TALKING ABOUT, AND EVEN IN THE LAST BPAC MEETING, TO START BUILDING THESE COMMUNITY RELATIONSHIPS. AND I THINK A GOOD PART OF DOING THAT IS STARTING IN GRASSROOTS WITH THE HIGH SCHOOLERS, THE MIDDLE SCHOOLERS, AND THE ELEMENTARY SCHOOLERS. I THINK WHEN WE TRY TO STOP SCHOOL FIGHTS OR STOP DRUG USE, ESPECIALLY [00:10:01] HAPPENS. IT, IT STARTS AT THE YOUNG AGE. AND I THINK BUILDING THOSE RELATIONSHIPS AND GRASSROOTS THEM AND CURATING THEM THROUGHOUT IS GOING TO REALLY HELP THE RELATIONSHIP THAT THE COMMUNITY HAS WITH THEIR POLICE DEPARTMENT WHEN THEY SEE THEM FROM A YOUNG AGE, AND THEN THEY SEE THEM OUT IN THE COMMUNITY AS WELL. WE'RE ACTUALLY MEETING NEXT WEEK TO DISCUSS A, UM, NOT A FULL SCALE DRILL, BUT A SMALL SCALE, UH, FIELD TRAINING EXERCISE BETWEEN BAYTOWN POLICE DEPARTMENT, BAYTOWN FIRE DEPARTMENT, AND G-C-C-I-S-D POLICE DEPARTMENT ON ACTIVE SHOOTER RESPONSE, WHERE WE WILL BE TESTING NOT ONLY OUR PHYSICAL RESPONSE TO A SCHOOL THREAT, BUT ALSO THE ABILITY TO SET UP THE UNIFIED COMMAND SYSTEM, AS WELL AS A PROGRAM THAT WE'RE WORKING ON WITH, UH, BAYTOWN FIRE DEPARTMENT. IT'S THE SAME, UH, SAME PROGRAM THAT WE HAD IN AN AREA WHERE I CAME FROM. AND IT'S CALLED A RESCUE TASK FORCE. AND THE THEORY BEHIND THAT IS WE PUT, UH, PARAMEDICS AND BODY ARMOR AND BALLISTIC SHIELDING HELMETS, AND WE MOVE THEM INTO AN AREA OF THE EVENT, WHETHER IT'S A SCHOOL OR A BUSINESS OR A PARK OR WHATEVER IT IS THAT WOULD BE CONSIDERED A WARM ZONE, THAT THERE'S NOT A DIRECT THREAT TO PUBLIC SAFETY PERSONNEL. AND WE BEGIN TRIAGING PATIENTS AND TREATING THEM IMMEDIATELY AND STOP THE BLEED. AND THEN WE MOVE THEM OUT TO, UH, COLLECTION POINTS FROM THERE. UH, AND WE ARE BASING THAT ON A TABLETOP EXERCISE THAT WE DID LAST YEAR. AND ONCE WE'VE DONE THIS, THE PLAN IS TO INITIATE A FULL SCALE, UH, DRILL WHERE WE WILL USE THE ENTIRE SCHOOL. UH, WE'LL INVITE MULTIPLE AGENCIES TO PARTICIPATE, UH, TO INCLUDE THE SHERIFF'S DEPARTMENT, UH, CONSTABLE'S OFFICE. AND, UM, WE'LL ALSO ASK THE MEDIA TO COME IN AS ROLE PLAYERS AND LET THEM ACTUALLY, UH, GET, GET A STORY ON IT AND, UH, TRACK WHAT WE'RE DOING. EXCUSE ME. BUT THAT'LL HELP US EXERCISE OUR, OUR UNIFIED COMMAND SYSTEM. 'CAUSE ONE OF THE MOST IMPORTANT THINGS YOU CAN DO IN AN EVENT LIKE THIS IS ONCE YOU HAVE FIRST RESPONDERS ENTER THE, THE STRUCTURE TO MITIGATE THE THREAT IS SOMEBODY HAS TO BEGIN TO GET THAT THING ORGANIZED SO THAT YOU KNOW WHERE YOUR ASSETS ARE, YOU KNOW WHERE YOUR PERSONNEL ARE, YOU KNOW WHAT RESOURCES YOU'RE GONNA NEED, AND YOU CAN BEGIN TO STAGE THEM IN AREAS SO THAT THEY'RE READILY ACCESSIBLE AND YOU CAN GET THEM IN WHEN YOU NEED THEM. THE RESCUE TASK FORCE BEING A REALLY GOOD EXAMPLE, UH, ALSO YOU WANNA BE ABLE TO PUT YOUR MEDIA IN A CERTAIN PLACE, OR YOU WANNA BE ABLE TO IDENTIFY AREAS WHERE YOU WOULD HAVE HELICOPTERS, LAND FOR MEDEVAC. SO THOSE ARE ALL THINGS THAT WE WILL BE EXERCISING, UM, AND WE DO OUR BEST TO ASSIST WITH PATROL AND SCHOOL ZONES, UH, ESPECIALLY IN THE MORNINGS AND THE AFTERNOONS WHEN SCHOOL IS, IS OPENING UP AND LETTING OUT. UM, AS FAR AS THE, UM, THE ROLE OF THE G-C-C-I-S-D-P-D, CLEARLY THAT'S THEIR JURISDICTION. UM, AND, UH, THEY HAVE THEIR OWN CHIEF OF POLICE AND THEIR OWN POLICIES AND PROCEDURES AND RULES OF OPERATIONS. AND, AND, AND, AND IT WOULDN'T BE APPROPRIATE FOR ME TO SPEAK TO HOW THEY RUN THEIR OPERATIONS, BUT WE ARE ALWAYS STANDING BY TO ASSIST. UH, WE HAVE OPEN LINES OF COMMUNICATION AND, UM, WE, UH, WE HAVE OFFICERS IN THE SCHOOL WITH THE DARE PROGRAM. SERGEANT JONES IS ACTUALLY OVER THE UNIT THAT RUNS THAT, SO I'LL ALLOW HIM TO, TO FOLLOW UP ON ANYTHING WHEN I'M DONE. BUT I ABSOLUTELY AGREE THAT, UM, WE NEED TO CONTINUE TO FOLLOW UP WITH OUR STUDENTS. UM, I THINK I MENTIONED THAT LAST TIME WAS WE DO A REALLY GOOD JOB WITH DARE PROGRAMS, AND IT'S A MIDDLE SCHOOL CALLED GAUGE WITH THE, IT IS THE ANTI-GANG PROGRAM THAT, UH, THE G-C-C-I-S-D-P-D DOES. UM, SO I KNOW THEY GOT A PROGRAM WHERE THEY DO THAT, BUT THEN THESE STUDENTS GO TO HIGH SCHOOL AND THAT'S WHEN THEY REALLY BECOME ARTICULATE AND THEY CAN TELL US WHAT'S ON THEIR MIND AND WHAT THEY NEED. AND, AND I WOULD SAY THIS IS PROBABLY LAW ENFORCEMENT ACROSS THE NATION. JUST PART OF THE TRAP THAT WE'VE FALLEN, FALLEN INTO IS THEY'RE ABOUT TO ENTER THE REAL WORLD AND BECOME ADULTS AND GO TO WORK AND GO TO COLLEGE, AND MAYBE EVEN COME ON OUR CITY COUNCIL. AND THEY SPEND FOUR YEARS [00:15:02] WITHOUT A RELATIONSHIP WITH THE POLICE DEPARTMENT. THEY'RE STAKEHOLDERS IN THE COMMUNITY LIKE ANYBODY ELSE. JUST BECAUSE THEY'RE NOT, UM, THEY'RE NOT HOMEOWNERS AND THAT SORT OF THING, DOESN'T MEAN THAT THEY DON'T HAVE VALUABLE INPUT, DOESN'T MEAN THAT THEY CAN'T TEACH US SOME THINGS. AND IF WE CAN DEVELOP THOSE KIND OF RELATIONSHIPS, ONE, IT HELPS THEM SEE THAT POLICE OFFICERS ARE PEOPLE TOO. IT HELPS THEM UNDERSTAND, UH, A LITTLE BIT MORE ABOUT US AND WHY WE'RE ON THE JOB AND WHAT WE WANT TO DO. AND, UH, IT ALSO HELPS US UNDERSTAND THAT, UH, THERE MAY BE BETTER WAYS OF SPEAKING TO THEM, TALKING TO THEM, AND COMMUNICATING WITH 'EM. AND IF WE CAN LEARN THAT, THEN WE'LL FIND OUT THOSE THINGS THAT ARE GOING ON IN THE SCHOOLS. RIGHT NOW, WE'RE WORKING TOWARD ESTABLISHING A BASIC PEACE OFFICERS COURSE FOR NEW POLICE OFFICERS. AND THE ENHANCED, UPDATED VERSION OF THE CURRENT COURSE WILL DEFINITELY BE INCLUDED IN THAT. UM, THIS YEAR, ALL BAYTOWN POLICE PERSONNEL DID RECEIVE A TWO HOUR SUPPLEMENTAL TRAINING ON CULTURAL DIVERSITY, UH, TITLED ANTI-BIAS TRAINING. IT'S A NEW TO COURSE THAT WE WERE ALL REQUIRED TO TAKE. AND, UM, I MADE A LIST OF SOME OF THE TOPICS THAT, UM, THAT WERE INCLUDED IN THE INSTRUCTION. UM, I GOT A LOT OUT OF IT. I DON'T KNOW ABOUT, UH, THE OTHER OFFICERS IN THE ROOM, BUT IT WAS, IT WAS VERY INTERESTING, UH, BECAUSE THE, THE FOCUS WAS ON THE CONSTANTLY EVOLVING CULTURAL TRAINING BECAUSE SOCIETY IS CONSTANTLY EVOLVING. AND, UM, THE PRIMARY FOCUS OF THIS WAS ON CULTURAL HUMILITY. UM, IT DISCUSSED THE, UH, THE HISTORY OF ANTI-BIAS TRAINING, HOW IT BEGAN WITH CULTURAL AWARENESS, AND THERE WAS CULTURAL SENSITIVITY, AND THEN THERE WAS CULTURAL COMPETENCE. AND ONE OF THE, THE THINGS THAT THIS REALLY FOCUSED ON WAS THE FACT THAT, UM, TO EXPECT SOMEONE TO BE CULTURALLY COMPETENT MEANS THEY HAVE TO BE AN EXPERT IN ALL CULTURES. AND EVEN WITH THAT, YOU MAKE CERTAIN ASSUMPTIONS BECAUSE SOMEBODY'S A MEMBER OF A CULTURE, THEY MAY NOT ADHERE TO EVERY, EVERY ASPECT OF THAT CULTURE. UM, AND SO YOU KIND OF HAVE TO LET THE INDIVIDUAL LEAD YOU AS TO WHAT'S CULTURALLY APPROPRIATE, AND THAT REQUIRES A CERTAIN AMOUNT OF HUMILITY. UM, IT DISCUSSED, IT DISCUSSES HOW OFFICERS CAN, EXCUSE ME, UH, ADAPT COMMUNICATION THAT ATTEMPTS TO UNDERSTAND A PERSON'S BACKGROUND, THEIR EXPERIENCES, UH, SOCIOECONOMIC STATUS, GENDER IDENTITY, SEXUAL ORIENTATION, THEIR SOCIAL NEEDS, AS WELL AS THEIR EDUCATION AMONG OTHER ASPECTS OF THEIR CULTURE. UH, WE ALSO, UH, LEARNED ABOUT INDIVIDUAL'S CULTURE, LIKE I SAID, FROM THE INDIVIDUAL. AND, UH, THAT THAT IS IN DIRECT RELATION TO THE UNINTENDED CONSEQUENCES OF CULTURAL COMPETENCY. UH, EXCUSE ME. ANOTHER SECTION, UH, OF THIS PARTICULAR TRAINING IS THE SCIENCE OF BIAS. UH, WE DISCUSSED, UH, GROUPING BEHAVIORS AND BELONGING AND HOW THAT KIND OF STUFF DEVELOPED AND, UH, DISCUSSING, UM, PERCEIVED PREJUDICES AND HOW ADAPTIVE PROCESSES AND HUMAN HISTORY AND EVOLUTION, UH, MAY HAVE LED TO CERTAIN PREJUDICES. UM, AND THAT IT'S THE QUICK CATALOGING OF EVENTS AND APPEARANCES AND THE NEGATIVE CONSEQUENCES THAT THAT CAN HAVE ON AN INDIVIDUAL. UM, SO THERE WAS AN AWARENESS OF HOW UNCONSCIOUS MENTAL GROUPINGS AND IMPACT RELATIONS, UM, IMPACT RELATIONS IN THE COMMUNITY. AND THEY DEVELOPED STRATEGIES FOR INDIVIDUAL OFFICERS AND OTHER SERVICE PERSONNEL, UH, TO BE AWARE AND OVERCOME THEM. UM, THIS, UH, PARTICULAR TRAINING ALSO, UH, AS I MENTIONED EARLIER, DISCUSSED THE HISTORY AND PROGRESSION OF ANTI-BIASED TRAINING IN THE US. UH, THE DIFFERENT TYPES OF BIAS TRAINING THAT I MENTIONED EARLIER. UH, AS WELL AS RECOGNIZING COMMON BIASES AND DEVELOPING EFFECTIVE STRATEGIES TO OVERCOME THEM. UM, IT ALSO, UH, THERE'S AWARENESS OF IMPLICIT BIAS AND STRATEGIES TO OVERCOME WITH A STRONG EMPHASIS, UH, IN THIS PARTICULAR TRAINING ON, UM, THE L-G-B-T-Q, UH, [00:40:01] COMMUNITY AND RESPECT AND CONSIDERATION, ESPECIALLY FOR THE FOLLOWING, UH, FOLLOWING TOPICS, THE TRANSGENDER EXPERIENCE, GENDER EXPRESSIONS, GENDER TRANSITION, AND UNDERSTANDING HOW GENDER IDENTITY, IDENTITY AND, UM, OR UNDERSTANDING GENDER. I, I CAN'T SPEAK TONIGHT, GEN GENDER IDENTITY AND BIOLOGICAL ORIGINS. UM, AND IT FOLLOWED UP WITH CULTURAL HUMILITY WITH IMMIGRANT COMMUNITIES. UM, WE ARE ALSO, IN ADDITION TO THIS TRAINING THAT THEY'VE HAD AND PLANNING ON CONTINUING OUR, UH, EFFORTS TO UPGRADE OUR ANTI-BIASED TRAINING AS WELL AS SOME OTHER THINGS, UH, WE ARE CURRENTLY ENGAGED IN A HEAVY TRAINING CYCLE RIGHT NOW TO REDUCE THE USE OF FORCE LIABILITY. UH, WE'RE TRAINING ALL SWORN PERSONNEL IN ONE PARTICULAR COURT, DEFENSIBLE DEFENSIVE TACTICS PROGRAM, WHICH IS SCHEDULED TO BE A NEARLY YEAR LONG PROCESS BECAUSE IT'S, UM, IT'S ABOUT A 40 HOUR CLASS, IF I REMEMBER CORRECTLY. I USED TO BE AN INSTRUCTOR IN IT. BUT, UH, I FIRMLY BELIEVE THAT, UH, USE OF FORCE INCIDENCES CAN OCCUR IN, UH, UH, UH, UH, GREATER NUMBERS WHEN PEOPLE ARE NOT COMPETENT BECAUSE THEY'RE NOT CONFIDENT. AND WHEN YOU'RE NOT CONFIDENT, IT'S VERY EASY TO GO BACK TO MAYBE WHATEVER YOU DID GROWING UP ON THE SCHOOL YARD. UH, SO THERE HAS TO BE SOMETHING WHERE OFFICERS ARE TRAINED AND THEY'RE RE-CERTIFIED ON AN ANNUAL BASIS. AND WE HAVEN'T BEEN DOING THAT WITH THE BAYTOWN POLICE DEPARTMENT IN RECENT YEARS. SO THIS IS A VERY PROFESSIONAL SYSTEM. IT'S, UH, WELL THOUGHT OUT. UH, IT HAS CLASSROOM PORTIONS TO IT AS WELL. AND, UM, I HAVE HAD VERY GOOD EXPERIENCE WITH IT ACROSS, UH, THE LAST PROBABLY 10, 12 YEARS, UH, AT LEAST IN MY LAW ENFORCEMENT CAREER. IN MY PREVIOUS AGENCY, WHEN WE WENT TO IT, WE DID SEE, UH, USE OF FORCE INCIDENTS ACTUALLY DROP. AND, AND I DO ATTRIBUTE THAT TO THE FACT THAT WHEN YOU'RE PROFESSIONAL AND YOU'RE WELL TRAINED, YOU'RE COMPETENT. AND IF YOU'RE COMPETENT, YOU'RE CONFIDENT AND YOU'RE NOT AS QUICK TO REACT. AND, UM, SO THAT'S WHAT WE'RE WORKING ON. THE INDIVIDUAL WHO DEVELOPED THIS PARTICULAR SELF-DEFENSE, UH, SYSTEM ACTUALLY CHANGED HIS SCHEDULE AND FLEW IN TO, UH, PROVIDE INSTRUCTION FOR OUR OFFICERS AS WELL AS SOME AREA OFFICERS.
