ITEM TWO A, WHICH IS A TECHNICAL ASSISTANT WORKSHOP.AND WE, UM, THE COMMUNITY DEVELOPMENT WILL HOLD A COMMUNITY DEVELOPMENT BLOCK.
GRANT REQUEST FOR PROPOSAL TECHNICAL ASSISTANCE WORKSHOP.
SO TODAY WE'RE GOING TO DISCUSS THE TECHNICAL ASSISTANCE WORKSHOP FOR THE 2023 COMMUNITY DEVELOPMENT BLOCK GRANT REQUEST FOR PROPOSALS.
SO I JUST WANTED TO GIVE A BRIEF INTRODUCTION OF COMMUNITY DEVELOPMENT STAFF.
THEN WE'RE GONNA DO A BASIC OVERVIEW OVER THE CDBG PROGRAM.
I'M GONNA GO OVER THE, UM, APPLICATION FORMAT AND REQUIREMENTS, SOME DEADLINES, A LITTLE BIT ABOUT GRANT WRITING, AND THEN WE'LL ANSWER ANY QUESTIONS.
SO FOR OUR STAFF, WE HAVE OUR DIRECTOR, MR. SCRIBNER, AND THE ASSISTANT DIRECTOR OF PLANNING AND DEVELOPMENT SERVICES, WHICH IS MR. CHAVIS.
UH, MYSELF AS THE COMMUNITY DEVELOPMENT SUPERVISOR.
KIM BECKER IS OUR COMMUNITY DEVELOPMENT GENERALIST.
AND STEPHANIE MEDINA IS OUR COMMUNITY OUTREACH SPECIALIST.
SO WHAT IS THE COMMUNITY DEVELOPMENT BLOCK GRANT? SO THAT, UH, SHORT FOR THAT IS CDBG.
AND THAT IS A GRANT THAT IS PROVIDED TO COUNTIES, STATES, CITIES, AND LOCAL JURISDICTIONS THROUGH THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT.
THERE ARE THREE MAIN GOALS IN THE PROGRAM, AND THAT IS TO PROVIDE DE DECENT, SAFE, AND SANITARY HOUSING, PROVIDE A SUITABLE LIVING ENVIRONMENT, AND EXPAND ECONOMIC OPPORTUNITIES FOR THE FIRST TIME IN A LONG TIME.
WE ACTUALLY KNOW WHAT OUR ENTITLEMENT IS GOING TO BE FOR THE NEXT YEAR.
UM, AND IT ACTUALLY HAS GONE UP.
IT'S THE HIGHEST I'VE EVER SEEN IT.
UM, THAT WILL LEAVE US WITH $111,000, JUST UNDER $112,000 FOR PUBLIC SERVICE ACTIVITIES, WHICH IS OUR LOCAL NONPROFITS THAT WE FUND FOR THE PUBLIC SERVICES THAT THEY DO IN THE COMMUNITY.
AND THIS HERE IS KIND OF JUST A QUICK LITTLE OVERVIEW OF CDBG OVER THE PAST 10 YEARS TO GIVE YOU AN IDEA OF HOW IT FLUCTUATES.
AND I DON'T THINK WE'VE GONE OVER 700 IN VERY LONG TIME.
SO ALL OF OUR CDBG ACTIVITIES HAVE TO MEET A NATIONAL OBJECTIVE, WHICH IS OF COURSE TO BENEFIT LOW TO MODERATE INCOME PERSONS AID IN THE PREVENTION OF A SLUM AND BLIGHT, OR MEET AN URGENT NEED.
ELIGIBLE ACTIVITIES, UH, INCLUDE BUT ARE NOT LIMITED TO ACQUISITION AND DISPOSITION, PUBLIC FACILITIES AND IMPROVEMENTS, PUBLIC SERVICES, HOUSING, REHABILITATION CLEARANCE, AND DEMOLITION, AND ECONOMIC DEVELOPMENT.
WE TYPICALLY PROVIDE FUNDING FOR SOME FACILITIES IMPROVEMENTS AS WELL AS THE PUBLIC SERVICE ACTIVITIES AND HOUSING REHABILITATION.
UM, PRIORITY NEEDS THAT ARE IDENTIFIED IN OUR 20 20 20 24 CON PLAN WERE AFFORDABLE HOUSING ADDRESSING SLUM AND BLIGHT INFRASTRUCTURE IMPROVEMENTS, PUBLIC SERVICES AND ADULT EDUCATION AND TRAINING.
THERE ARE OF COURSE THINGS THAT ARE NOT ELIGIBLE TO BE USED WITH CDBG FUNDS, AND THAT IS THE ASSISTANCE FOR BUILDINGS USED FOR LOCAL GOVERNMENT, WHICH MEANS WE CANNOT REBUILD CITY HALL WITH CDBG FUNDS, ANY LOCAL GOVERNMENT, EXPENSIVE POLITICAL ACTIVITIES, NEW HOUSING, CONSTRUCTION, INCOME PAYMENTS, PURCHASE OF EQUIPMENT AND ACTIVITIES, NOT PRIMARILY BENEFITING LOWER TO INCOME BAYTOWN HOUSEHOLDS.
EVERYTHING WE DO HAS TO BENEFIT LOW TO MODERATE INCOME FAMILIES IN BAYTOWN OR LOT OF LOW TO MODERATE INCOME AREAS.
AND WE DETERMINE THAT THROUGH, UM, CENSUS DATA.
SO A LOW TO MODERATE AREA BENEFIT THAT WOULD BE KIND OF LIKE A PARKS PROJECT AND THINGS LIKE THAT.
THAT IS A BENEFIT THAT IS FOR ALL OF

THE RESIDENTS THAT RESIDE WITHIN AN AREA THAT IS 51% OR LOW, MORE LOW TO MODERATE INCOME.THE AREA HAS TO BE DETERMINED BEFORE.
SO WE CAN'T HAVE SOMEBODY APPLY FOR THE FUNDING, GRANT THEM THE FUNDS, AND THEN FIND OUT THAT THEY'RE TRYING TO FIX JENKINS PARK BECAUSE THAT IS NOT A LAMONT AREA.
WE CAN DO IT AT PLY PARK, WE CAN DO IT AT THE BAYTOWN SOCCER COMPLEX OR UNIDAD PARK, THINGS LIKE THAT.
BUT WE WOULD NOT BE ABLE TO, YOU KNOW, DO SOMETHING AT JENKINS PARK BECAUSE THE AREA THAT OF THE PEOPLE THAT LIVE THERE ARE NOT IN WITHIN THAT LOW TO MODERATE INCOME GROUP.
THAT'S PRIMARILY THE PEOPLE THAT OUR LOCAL NONPROFITS SERVE.
AND THAT'S HOMELESS CHILDREN, VICTIMS OF DOMESTIC VIOLENCE, DISABLED, ELDERLY.
AND AS LONG AS 51% OF MORE OF THOSE ARE LMI, THEN THEY WOULD BE ABLE TO BE RECEIVING CDBG FUNDS.
THIS IS AN, IT'S BEEN UPDATED SINCE LAST YEAR, BUT RIGHT NOW THIS IS KIND OF GIVES YOU AN IDEA OF WHAT OUR INCOME LIMITS ARE.
FOR CDBG, THERE ARE GENERAL RECORD KEEPING REQUIREMENTS.
ANY ORGANIZATION OR NONPROFIT THAT RECEIVES FUNDING FROM US DOES HAVE TO KEEP THEIR RECORDS THAT PERTAIN TO CDBG ON FILE FOR AT LEAST FIVE YEARS.
AFTER FIVE YEARS THEY CAN, YOU KNOW, GET RID OF THEM.
BUT WITHIN THAT FIVE YEAR PERIOD, AT ANY TIME, HUD CAN AUDIT US AND THEY CAN REQUEST TO SEE THOSE DOCUMENTS FROM ANYONE THAT RECEIVES FUNDING WITHIN A FIVE YEAR PERIOD.
SO WE ENCOURAGE ALL OF THEM TO KEEP THEIR ADMINISTRATIVE RECORDS, FINANCIAL RECORDS, ANY CASE FILES OR ANYTHING LIKE THAT SO THAT WE ARE READY IN THE EVENT THAT WE GET AUDITED.
SO THIS IS ACTUALLY HOW WE WILL BE DOING OUR APPLICATIONS.
UM, EVERYTHING IS DONE ONLINE NOW WITH THE CITY OF BAYTOWN, WITH THE EXCEPTION OF PROBABLY A BIRTH CERTIFICATE APPLICATION AND THINGS LIKE THAT.

AND THEN WE HAVE TO GO THROUGH THE WHOLE ACTION PLAN PROCESS WITH HUD.

ONCE YOU SUBMIT EVERYTHING, WE WILL HAVE PUBLIC HEARINGS TO WHERE YOU COME AND YOU PRESENT YOUR PROJECT TO OUR BOARD MEMBERS AND THEY WILL BE ABLE TO ASK YOU ANY QUESTIONS REGARDING WHAT IT IS THAT YOU'RE TRYING TO ACHIEVE, WHAT IS THAT YOU'RE TRYING TO HELP, WHAT YOUR TARGET AUDIENCE IS AND WHAT YOU WANNA DO AT THAT MEETING.
WHEN YOU'RE PRESENTING IT, YOU ARE A SALESMAN AT THAT MEETING.

MAY 2ND AND NINTH IS THE DATES OF THE PUBLIC HEARINGS IN MAY ONE, IF YOU DO APPLY FOR THE PROGRAM, WE WILL NOTIFY YOU ABOUT A WEEK OR TWO PRIOR TO THE MEETING TO LET YOU KNOW WHEN IT IS THAT WE'RE SCHEDULING YOU TO PRESENT.
AND IF THAT'S IN CONFLICT FOR YOU, THEN YOU WOULD LET US KNOW AND WE'D SWITCH YOU EITHER FROM THE SECOND OR THE NINTH.
