THIS CITY COUNCIL, THIS GOVERNING BODY ALONG WITH THE MAYOR, UH, AND I BELIEVE SOME OF THE STAFF, UH, MET IN GALVESTON FOR A RETREAT TO TALK ABOUT LEGISLATIVE PRIORITIES, PRIORITIES HERE IN THIS CHAMBER.
UH, SO I JUST WANNA CORRECT ONE MISTAKE.
SARAH GRAHAM IS LISTED AS DISTRICT ONE, UH, AND LAURA ALVARADO'S LISTED AS DISTRICT TWO.
UH, JUST THAT'S A CORRECTION IN THE MINUTES IN CASE YOU GUYS ARE JUST GONNA GO AHEAD AND APPROVE IT.

IT'S A SURPRISE TO ME, AND I HATE THAT I HAD TO GO AND DIG IT UP AND GO AND LOOK AND TO DO THIS.

AND IF YOU LOOK AT MUNICIPALITIES RECENTLY, UH, I ATTENDED THE, IT IS THE SAN JACINTO, UM, CITY CLERKS.
I BELIEVE THAT THEY HAVE AN ASSOCIATION WHICH COVERS VERY, VERY LARGE FOOTPRINT OF SOUTHEAST TEXAS.
AND I WENT IN THE ROOM TO WELCOME THEM.
THEY, THE MS, MS. JACKSON AND HER STAFF WERE HOSTING THEM? YES.
AND SO THEY WERE HOSTING, UH, MANY CITY CLERKS SLASH CITY SECRETARIES AMONGST THE AREA.
AND WHEN I ASKED THEM WHO'S TIRED FROM LAST NIGHT'S ELECTIONS, WHICH JUST WAS IN NOVEMBER, IT WAS THE FOLLOWING DAY, RAISE YOUR HAND IF YOU HAD NOVEMBER ELECTION.
SO I THINK THERE WAS 64 DIFFERENT CITIES REPRESENTED.
THE ONLY PEOPLE THAT CAN RAISE THEIR HAND WAS BAYTOWN.
AND THE REASON WHY I SAW WAS HERE WHEN WE, WHEN WE MOVED THE, THE MEETINGS, OR EXCUSE ME, THE, UH, ELECTIONS FROM MAY TO NOVEMBER AND IT WAS ON THE HILLS OF TWO DIFFERENT THINGS.
ONE MOST IMPORTANTLY WAS, UH, HARRIS COUNTY COULD NOT GUARANTEE EAST SLATES AT THE TIME TO THE BAYTOWN CITIZENS.
SO WE DIDN'T KNOW WE WERE GONNA HAVE THE ABILITY TO ACTUALLY HOLD AN ELECTION.
SO THAT WAS THE MAIN DRIVING FORCE TO MOVING IT FROM MAY TO NOVEMBER.
AND THIS IS THE REASONING BEHIND MY PERSPECTIVE, AND I'LL CONTINUE TO STAY, STAY WITH THAT WOULD BE IN NOVEMBER.
IF THEY'RE JOINT ELECTIONS, IT COULD BE WITH THE COUNTY, THAT'S WHEN THE COUNTY AND THE PARTIES, THEY GET THE PULL, THEY GET TO PICK THE LOCATIONS.
AND SO WHEN THAT HAPPENS, THERE'S A LOT, WE GET A LOT OF CALLS OF WHY, WHY AM I NOT GOING TO THE COMMUNITY CENTER? AND IF THE PARTIES DON'T PICK THE COMMUNITY CENTER OR LEE COLLEGE, THEN IT DOESN'T, DOESN'T HAPPEN.
SO MY PERSPECTIVE IS TO ALLOW BAYTOWN CITIZENS AND LOCAL GOVERNMENT SELECTION ELECTIONS TO HAPPEN IN A MAY ELECTION SO THAT THE DIRECT THAT THEY'RE NOT REALLY DILUTED IN THE MASSES THAT THAT, THAT DO COME OUT IN NOVEMBER.
AND A LOT OF TIMES, I'M SURE MANY OF PEOPLE HERE WHO HAVE CAMPAIGNED, YOU'LL SEE CITIZENS THAT WILL SAY, YOU KNOW, BESIDES, YOU KNOW, WHAT PARTY YOU ARE OR, OR WHATEVER THE CASE MAY BE, ALL THEY DO IS WANNA VOTE FOR THE PRESIDENT.
AND THAT DILUTES YOUR VOICE AS A VOTER AND THE CITIZENS OF, OF BAYTOWN.
SO MY PERSPECTIVE IS TO RETURN IT LIKE MANY MUNICIPALITIES IN THE AREA TO A MAY ELECTION SO THAT YOUR VOICE CAN BE HEARD BETTER AND CLEARER.
SO WHEN YOU'RE CAMPAIGNING GOING DOOR TO DOOR, YOU'RE JUST NOT LOST IN THE MASSES OF THE SIGNS AND ALL THAT.
MR. ISAAC, YOU AND I EXPERIENCED THAT IN OUR ELECTION THERE WAS A SENATE RACE.
AND SO YES, I DO WANT VOTERS TO COME OUT IN NOVEMBER, OUR MAY, BUT WHEN IT'S, WHEN IT'S OUR ISSUES, CERTAINLY OUR LOCAL ISSUES IN MAY, I BELIEVE IT'S MORE IMPORTANT THAT WE GET OUR CITIZENS TO COME OUT AND VOTE IN OUR ELECTIONS.

UM, THERE WERE A COUPLE OF QUESTIONS AND I THINK THERE WAS ALSO, I THINK IT WAS COUNCIL MEMBER POWELL WHO HAD SAID, I'D LIKE TO GIVE, UM, THE FOLKS IN THIS AREA A LITTLE BIT MORE TIME, JUST SORT OF, UM, UH, ABSORB WHAT THE CHANGES WERE TO THE MU DISTRICT AND TO THE, THE POTENTIAL CHANGES TO, UH, TO THEIR AREA.
WE ALSO HAD A QUESTION FROM, I BELIEVE IT WAS THE MAYOR WHO ASKED A QUESTION ABOUT WHAT THE BUFFERING MIGHT BE CURRENTLY BETWEEN, UM, THIS PURPLE MIXED USE, WHAT YOU SEE HERE IN THIS PART OF THE EXISTING RESIDENTIAL NEIGHBORHOOD TO THE SOUTH.
SO TO ANSWER THAT QUESTION, UM, IT IS A 20 FOOT BUFFER IN BETWEEN MU AND A RESIDENTIAL ALONG WITH A, UM, AN OPAQUE FENCE.

UH, THEY PROVIDED THE TCEQ PERMIT THAT SHOWS, UH, WHAT'S ALLOWED AND WHAT'S, UH, WHAT'S NOT ALLOWED.
