RECENTLY, RE RELIEVED ENGINEER STEVIE RODRIGUEZ RAN ACROSS THE STREET ONCE IN FRONT OF THE BUILDING.
HE LOOKED THROUGH THE OPEN DOOR OF THE APARTMENT WHERE THE FIRE WAS LOCATED, AND OBSERVED AN UNRESPONSIVE MAN ON THE FLOOR.
ENGINEER RODRIGUEZ DID NOT HESITATE TO ENTER THE BUILDING, GRABBED THE MAN BY THE ARMS AND PULL HIM OUT OF THE BURNING HOME TO SAFETY.
HE PROVIDED PATIENT CARE, AT WHICH POINT THE MAN BECAME RESPONSIVE.
HE THEN, HE THEN RAN BACK TO THE OTHER APARTMENTS WITHIN THE COMPLEX TO NOTIFY RESIDENTS TO EVACUATE THE SAFETY FOR HIS ACTIONS.

BUT REALLY THE, THE, UM, THE BASIS FOR THE WAIVING THE BUILDING PERMIT FEES WAS GOING TO BE THE DAMAGE ASSESSMENT THAT WE RECEIVED FROM OUR EOC.
UM, SO, UH, I WOULD KIND OF LOOK TO OUR CITY MANAGER, MR. LESTER, IF, UH, IF COUNCIL SO WISHES AND WANTS TO MAKE, UM, A FURTHER PIECE TO GIVE THE CITY MANAGER THE AUTHORITY TO WORK WITH THE PLANNING DIRECTOR TO APPROVE PERMIT FEES FOR BUILDINGS THAT MAY HAVE BEEN OUTSIDE OF THE TORNADO ZONE.
WE CAN LOOK AT THAT AS PERMIT COMES IN OR PERMIT AS PERMITS COME IN.
I WOULD APPRECIATE THAT AMENDMENT.

I'M HERE TO PRESENT THE FOURTH QUARTER FOR THE PERIOD ENDING SEPTEMBER 30TH, 2022.
WE PROVIDED MORE CHARTS AND GRAPH FOR THOSE WHO PREFER MORE VISUALS.
UM, WHEN THEY'RE LOOKING AT NUMBERS, THE GENERAL FUND REVENUE HAS A MARGINAL INCREASE OF 5.4% TO 129 MILLION DUE TO AN INCREASE IN TAX REVENUE AND THE 3.2 MILLION IN SETTLEMENT PROCEEDS FROM FIDELIS.
OUR TAX REVENUE RECEIPT FOR THE YEAR IS 22.8 MILLION FOR PROPERTY TAX AND 19.5 MILLION FOR SALES TAX WAS IN LINE WITH THE BUDGET TRANSFERS TO THE CAPITAL REPLACEMENT FUND AND CAPITAL IMPROVEMENT PROJECTS INCREASED THE GENERAL FUND EXPENSES BY 20%, LEAVING EXPENSES AT 133.8 MILLION.
THE GENERAL FUND FUND BALANCE ENDED AT 44.9 MILLION FOR THE YEAR.
THE HOTEL TAX FUND REVENUE IS 1.5 MILLION AND THE EXPENSES IS A 799,000 FOR THE YEAR, LEAVING A FUND BALANCE OF 2.3 MILLION WHILE THE WATER AND SEWER EXPENSES REMAINED LEVEL AT 47 MILLION IN COMPARISON TO LAST YEAR, THE REVENUE HAD A SLIGHT DECREASE OF 1.8% TO LAST YEAR, BRINGING IN 45.5 MILLION AND LEAVING A WORKING CAPITAL BALANCE OF 6.8 MILLION.
THE SANITATION FUND HAD A SLIGHT INCREASE IN WORKING CAPITAL DUE TO THE REVENUE AND THE EXPENSES NETTING ONLY 24,000 RESULTING IN A WORKING CAPITAL BALANCE OF 823,000 FOR THE YEAR.
BOTH THE STORMWATER AND STORMWATER REVENUE AND EXPENSES INCREASED BY AROUND 1.1 MILLION IN COMPARISON TO LAST YEAR, LEAVING A ENDING WORKING CAPITAL BALANCE OF 2.6 MILLION.
THE AQUATICS REVENUE HAD AN INCREASE OF 1 MILLION OVER THE YEAR, WHICH RESULTED IN 3.9 MILLION AND THE EXPENSES DECREASED BY AROUND 8% TO 3.9 MILLION.
HOWEVER, THE AQUATICS WORKING CAPITAL BALANCE IS NEGATIVE BY 1.8 MILLION DUE TO THE 2.5 MILLION ADVANCE FROM GENERAL FUND.
THE STREET SALES TAX REVENUE INCREASED BY 7% TO 5.5 0.1 MILLION AND THE EXPENSES INCREASED BY AROUND 550,000, LEAVING A FUND BALANCE OF $5.9 MILLION.
THE INVESTMENTS FOR THE FOURTH QUARTER IS $1.4 MILLION WITH 230,000 ACCRUED INTEREST.
