HAVE FOR DISCUSSION IS RECEIVE AND DISCUSS A PRESENTATION REGARDING THE REHAB OF ATRIUM HOUSING INC.OF BAY TERRACE APARTMENTS AND APPROXIMATELY 130 UNIT AFFORDABLE RENTAL HOUSING COMPLEX, LOCATED AT 1502 NOLAN ROAD.
UH, MR. SCRIBNER, I'M TOLD THAT YOU ARE THE PERSON THAT'S GONNA PRESENT THIS OR SURE.
UM, ACTUALLY, UH, SO MARTIN SCRIBNER UH, PLANNING AND DEVELOPMENT, UH, I AM JUST KIND OF INTRODUCING THE APPLICANT BECAUSE AT THIS POINT, UM, SO FOR ANY OF YOU WHO'S NOT THAT HAVE NOT BEEN THROUGH THIS BEFORE, UM, THE APPLICANT IS APPLYING FOR THE LOW INCOME HOUSING TAX CREDIT AND AS PART OF THAT, THEY NEED SOMETHING FROM THE CITY THAT SAYS THAT WE DON'T OBJECT TO WHAT THEY'RE DOING AND THEY'RE GONNA DESCRIBE THE PROJECT, BUT IT'S BASICALLY REHAB OF EXISTING UNITS.
UM, MY UNDERSTANDING IS THEY'RE NOT ADDING UNITS OR ANYTHING LIKE THAT.
THEY'RE REALLY BRINGING UP THE, UM, THE QUALITY OF THE, THE HOUSING UNITS THAT ARE THERE IN BAY TERRACE.
NOW, UM, FOR, UH, FOR THOSE OF YOU WHO SAW THIS, WE HAD ONE OF THESE LAST YEAR AS WELL, UM, FROM THE SOUTHEAST TEXAS HOUSING, UM, THAT WAS THE SAME TYPE OF REQUEST.
SO, UM, NOT ASKING YOU FOR ANY KIND OF APPROVALS TONIGHT, THIS IS MERELY A PRESENTATION OF WHAT THEY PLAN TO DO IN PREPARATION FOR, FOR ASKING FOR THAT LETTER OF NO OBJECTION AT THE NEXT MEETING.
AND WITH THAT, UM, OUR APPLICANT CAN GO AHEAD AND IT'S ALL YOURS.

I UNDERSTAND WE NEED TO MAKE THIS PRETTY QUICK, BUT WE'RE CERTAINLY AVAILABLE FOR QUESTIONS AFTERWARDS.
HELLO, MY NAME IS LAURA MYRICK AND I'M WITH BETCO CONSULTING.
AND I AM THE CONSULTANT THAT IS WORKING WITH A DEVELOPER IN, UM, AN EFFORT TO APPLY FOR HOUSING TAX CREDITS TO REHABILITATE BAY TERRACE APARTMENTS.
AS WAS NOTED PREVIOUSLY, IT IS, WE'RE, WE'RE NOT BUILDING ANYTHING NEW.
WHAT WE WANNA DO IS UP, UM, DO A LITTLE UPDATING TO THE EXISTING, UH, DEVELOPMENT.
UM, A LOT OF THE FOCUS IS GOING TO BE INSIDE THE UNITS TO MAKE THEM MORE ENERGY EFFICIENT AND TO, UM, REALLY REHAB THOSE, THOSE UNITS IN ON THE INTERIOR.
WE ARE GONNA DO WORK ON THE EXTERIOR, BUT THE FOCUS IS GOING TO BE ON THE INTERIOR.
I THINK ONE OF THE OTHER THINGS THAT I WANTED TO MENTION IS THAT THIS IS FOR THE 9% PROGRAM.
I BELIEVE THAT THE LAST TRANSACTION THAT CAME BEFORE YOU WAS A 4%.
SO THERE'S A COUPLE OF OF PROGRAMS THAT DEAL WITH HOUSING TAX CREDITS.
ONE OF THEM IS A 4% OR A NON-COMPETITIVE HOUSING TAX CREDIT.
THIS IS A 9% TRANSACTION, WHICH IS A COMPETITIVE HOUSING TAX CREDIT TRANSACTION.
SO WE ARE ACTUALLY PICKING UP POINTS AND PUTTING THEM IN OUR LITTLE BASKETS AND TRYING TO COMPETE WITH OTHERS IN THE STATE OF TEXAS.
WE WILL BE APPLYING UNDER THE AT RISK, UM, SET ASIDE.
SO THERE IS A GREATER CHANCE FOR US TO, UM, RECEIVE AN AWARD FROM T-D-H-C-A.
SO, UM, WE'RE GOING TO, THERE'S UM, A LITTLE BIT OF AN OVERVIEW OF THE, UM, DEVELOPMENT IN YOUR PACKAGES.
SOME OF YOU, AGAIN, HAVE PROBABLY GONE THROUGH THIS PROCESS, KIND OF KNOW WHAT THE HOUSING TAX CREDIT, UM, IS ALL ABOUT AND HOW THAT WORKS.
THE DIFFERENCE HERE AGAIN, IS THAT WE ARE IN A, IN A COMPETITIVE CYCLE.
SO THERE ARE THINGS THAT WE NEED FOR POINTS, AND IT'S A LITTLE DIFFERENT IN THAT WHEN YOU DO A 4% TRANSACTION, YOU NEED A RESOLUTION OF NO OBJECTION ON A 9% TRANSACTION.
YOU NEED A RESOLUTION OF SUPPORT.
SO WE WOULD NEED A RESOLUTION THAT SAYS THAT YOU ARE SUPPORTIVE OF OUR, UM, DEVELOPMENT AND WE'LL GET TO SOME OF THE THINGS THAT WE NEED.
'CAUSE I'VE ADDED A TIMELINE AND I'VE ADDED, UM, A PAGE THERE THAT TALKS ABOUT WHAT WE NEED.
UM, IF YOU ARE NOT FAMILIAR WITH THE HOUSING TAX CREDIT PROGRAM, IT WAS, UM, A PROGRAM THAT WAS BROUGHT IN BY RONALD REAGAN IN 1986.
IT HAS BEEN PROVIDING, IT IS PROBABLY ONE OF THE BIGGEST PROGRAMS, IF NOT THE BIGGEST PROGRAM THAT HAS BROUGHT WORKFORCE HOUSING ACROSS THE NATION.
IT IS AN EXTREMELY, UM, NOT JUST A GREAT PROGRAM, BUT IT HAS, UM, PROVIDED SO MUCH AFFORDABLE HOUSING ACROSS THE NATION.
AND I THINK IT'S, IT CAN ACTUALLY BOAST LESS THAN 1% FORECLOSURE.
AND ONE OF THE REASONS THAT IS, IS BECAUSE WE HAVE THE INTERNAL REVENUE SERVICE.
THIS IS A PROGRAM THAT COMES THROUGH THE INTERNAL REVENUE SERVICE.
SO THEY ARE IN THE PICTURE AND NO ONE REALLY WANTS TO GET INTO IT WITH THE INTERNAL REVENUE SERVICE.
T-D-H-C-A IS THE ALLOCATING AGENCY AND T-D-H-C-A IS ALSO THE MONITORING AGENCY.
SO THEY'RE THE ONES THAT ARE GOING

TO BE COMING OUT AND DOING MONITORING AND DOING REVIEWS OF FILES, BUT ALSO DOING REVIEWS OF THE PROPERTY AND ENSURING THAT IT IS UP TO PAR.UM, WE HAVE A VERY EXTENSIVE EXPERIENCE TEAM, SO KIND OF WANTED TO PUT THAT IN THERE.
I KNOW THAT I'M KIND OF GOING THROUGH THIS QUICKLY, BUT I KNOW THAT YOU PROBABLY HAVE A LOT MORE TO TALK ABOUT THAN JUST THIS.
UM, WE HAVE A VERY EXPERIENCED MANAGEMENT, UH, COMPANY THAT WILL BE OVERSEEING THE PROPERTY AND ENSURING THAT EVERYTHING, UM, STAYS COMPLIANT WITH NOT JUST THE PROGRAM RULES AND FEDERAL RULES, BUT THE RULES OF THE CITY TO ENSURE THAT WE ARE MAINTAINING THE PROPERTY AT THE STANDARDS OF THE CITY.
AGAIN, I'VE BEEN DOING THIS SINCE 2011 OUT HERE.
I WORKED FOR BOTH THE STATE OF OKLAHOMA AND TEXAS.
I'M DOING THIS FOR 25 PLUS YEARS, SO I'VE PROBABLY DATED MYSELF.
UM, I'VE SEEN THIS PROGRAM DO WONDER, SO WE'RE REALLY HAPPY TO WORK WITH IT.
ATRIUM HOUSING IS A VERY EXPERIENCED DEVELOPER AND I'M SURE STEVE IS HAPPY TO ANSWER ANY QUESTIONS FOR YOU.
WE HAVE, UM, THESE ARE JUST EXAMPLES OF SOME OF THE PROPERTIES THAT WE HAVE DONE AND SO WE WANTED TO KIND OF PUT THAT IN.
HERE IS, UH, THE, UM, PROPERTY IN QUESTION.
UM, WE WILL BE UPDATING AGAIN, THE EXTERIOR AND REFRESHING THE EXTERIOR AND LOOKING AT THE, UM, HVAC AND, AND ALL OF THOSE, UM, SYSTEMS THAT NEED TO BE UPDATED.
BUT OUR FOCUS IS ALSO THE INTERIOR OF THE UNITS, MAKING SURE THAT THOSE ARE, UM, UPDATED AND UM, HAVE ENERGY EFFICIENT PACKAGES.
WE WANTED TO PROVIDE A LITTLE DETAIL ON WHAT THE, UM, GROSS RENTS WILL BE.
SO WE WILL BE TARGETING, UM, FAMILIES THAT ARE 50, 60% OF THE AREA MEDIAN INCOME.
UM, WE EXPECT FOR THE IMPROVEMENTS TO BEGIN THE WINTER OF 2023.
WE WILL LAST ABOUT, UM, 12 MONTHS.
UM, I THINK IT'S FAIR TO SAY THE 12 MONTHS FOR THE RENOVATION, THE RENOVATION IS GOING TO BE A ROLLING REHAB AS MUCH AS POSSIBLE.
AND WE WANT THE RESIDENTS TO BE OUT OF THEIR HOMES FOR AS LITTLE TIME AS POSSIBLE IF NECESSARY.
WE ARE PREPARED TO, UM, GET HOTEL ROOMS, MAKE SURE THAT WE PAY FOR THEM, PUT THEIR, UM, BELONGINGS IN STORAGE THAT WILL BE TAKEN CARE OF BY THE DEVELOPER AND WITHIN 10 DAYS HAVE THEM BACK AT THEIR PROPERTY.
WE WANT TO HAVE THEIR UNITS REFRESHED, BUT WE UNDERSTAND THAT RESIDENTS WANNA COME BACK TO THEIR UNITS.
SO WE WANT TO DO THAT AS QUICKLY AS EFFICIENTLY AS WE POSSIBLY CAN.
AND HERE'S SOME OF THE THINGS THAT WE WILL COURSE BE DOING, UM, FOR THE UNITS.
HERE'S SOME OF THE PICTURES OF THE EXISTING CONDITIONS AND UM, WE JUST, AGAIN, WANT TO TOTALLY REFRESH THIS.
IT'S BEEN A WHILE SINCE IT WAS BUILT.
SOME OF THE BENEFITS THAT, UM, WE, UM, WILL HAVE IS I WANT TO KIND OF SPEND SOME TIME ON THIS ONE.
WE HOPE TO, UM, BRING IN ABOUT $8 MILLION IN CONSTRUCTION.
SO WE WANT TO HAVE THAT INVESTMENT HERE IN THE CITY.
WE WILL BE CREATING APPROXIMATELY 35 JOBS, MAYBE MORE THAN THAT, AND WE'LL HAVE SOME PERMANENT JOBS, UM, POTENTIALLY COMING IN AS WELL.
WE DO EVERYTHING WE CAN TO, UM, CONTRACT LOCALLY SO THAT LOCAL, UM, PROVIDERS HAVE THE ABILITY, THE OPPORTUNITY TO WORK ON THIS PROJECT.
WE ARE REALLY HAPPY AND EXCITED ABOUT THIS.
UM, THE OTHER THING I WANTED TO STRESS IS THAT ONE OF THE THINGS THAT THE 9% PROGRAM ALSO INCENTIVIZES IS THE SUPPORTIVE SERVICES THAT WE BRING TO THE RESIDENTS AND THAT IS BASED ON YOUR POPULATION.
SO THIS IS A FAMILY POPULATION.
SO WE WOULD WANT TO BRING IN AFTER SCHOOL TUTORING, AFTER SCHOOL PROGRAMS, UM, THINGS LIKE MOVIE NIGHT, THINGS LIKE, UM, FAMILY ACTIVITIES IN THE EVENING, UM, EXERCISE CLASSES, UM, FINANCIAL LITERACY CLASSES, VARIOUS THINGS THAT WE HAVE A MENU THAT WE CAN PICK AND WE WILL HAVE A VARIETY OF SUPPORTIVE SERVICES ON THE PROPERTY.
CURRENTLY THERE IS A BUILDING THAT, UM, HOUSES, UM, OTHER THINGS SUCH AS MAINTENANCE AND OTHER, UM, ITEMS ON THE PROPERTY.
WE WANT TO REVAMP THAT BUILDING AND MAKE THAT A COMMUNITY SPACE.
SO A LOT OF THESE ACTIVITIES CAN TAKE PLACE IN THAT COMMUNITY SPACE.
THERE WILL BE ANOTHER BUILDING THAT WILL BE BUILT FOR THE MAINTENANCE WHERE THAT WILL JUST ALL BE OVER THERE.
AND WE WANT TO REFRESH THAT BUILDING THAT EXISTS NOW BECAUSE IT'S A NICE SIZED ROOM AND WE THINK THAT THAT WILL BE GREAT FOR THE COMMUNITY SPACE SO THAT WE CAN HAVE THE SUPPORTIVE SERVICES THAT WE WERE TALKING ABOUT.
SO WHAT WE WILL NEED IN ORDER TO BE COMPETITIVE IN THIS ROUND, IN 2023,

WE WOULD NEED A RESOLUTION OF SUPPORT.IT'S A LITTLE DIFFERENT FROM THE RESOLUTION OF NO OBJECTION, BUT IT DOES HAVE TO STATE THAT THE CITY OF BAYTOWN SUPPORTS OUR, UM, OUR DEVELOPMENT AND THAT WE WANT, UH, SUPPORTS THE REHABILITATION OF THE, UM, DEVELOPMENT.
THERE IS A FINANCIAL CONS CONTRIBUTION THAT IS REQUIRED FOR, AGAIN, POINTS IN THIS PROCESS.
IT IS $500, SO THAT CAN BE CASH, THAT CAN BE WAIVED FEES.
AND I BELIEVE THAT WE FALL WITHIN THE REINVESTMENT ZONE.
SO THAT MAY BE HELPFUL WITH THE WAIVED FEES.
UM, THE RESOLUTION IS, UM, 17 POINTS THAT'S PRETTY HEFTY AND IN THE COMPETITIVE ROUND, ONE POINT MAKES A DIFFERENCE.
SO 17 POINTS IS PRETTY SUBSTANTIAL AND THAT'S WHAT THAT RESOLUTION OF SUPPORT CAN BRING.
WE ALSO, UM, AS PART OF THIS, UH, PROCESS, NEED TO HAVE A LETTER OF SUPPORT FROM REPRESENTATIVE KANE.
WE HAVE REACHED OUT TO THE O HIS OFFICE AND WE'VE SENT NOTICES.
WE WILL BE TALKING FURTHER WITH HIM AND, UM, ASKING FOR THAT LETTER OF SUPPORT.
SO PRE-APPLICATION WERE DUE TO T-D-H-C-A ON JANUARY 6TH.
WE DID GET A LOG TODAY, HOWEVER, THERE WERE SOME ERRORS WITH IT.
SO T-D-H-C-A WILL BE REISSUING THE LOG TOMORROW AND WE WILL SEE HOW COMPETITIVE WE ARE.
CURRENTLY WE ARE SCORING AROUND 163 POINTS AND IN THIS SET ASIDE 164, SOME ONE 60 FIVES MADE IT.

SO WE FEEL THAT WE HAVE A PRETTY GOOD CHANCE OF BEING AWARDED FUNDS IN THIS ROUND.
FULL APPLICATIONS ARE DUE TO T-D-H-C-A MARCH 1ST.
AND WHAT WE WILL NEED IN ORDER TO SUBMIT A FULL APPLICATION WITH FULL POINTS IS THE RESOLUTION OF SUPPORT, THE FINANCIAL CONTRIBUTION AND REPRESENTATIVE KANE'S LETTER.
THERE IS ALSO THE ABILITY FOR REPRESENTATIVE KANE TO NOT HAVE TO SUBMIT A LETTER IF WE HAVE RECEIVED A RESOLUTION OF SUPPORT FROM THE CITY AND IF HE CHOOSES TO JUST BE SILENT AND LET THAT RESOLUTION OF SUPPORT MOVE FORWARD, WE GET THE EIGHT POINTS.
SO THERE'S TWO PATHS ACTUALLY FOR REPRESENTATIVE KANE.
UM, SCORING NOTICES WILL BE ISSUED IN JUNE OF THIS YEAR.
SO IT IS IN JUNE WHERE WE KIND OF START SEEING WHO'S FALLEN OUT, WHO'S NOT MADE IT, WHO'S WITHDRAWN, WHO'S BEEN TERMINATED, AND WHO'S ACTUALLY GOING TO LOOK TO RECEIVE THE HOUSING TAX CREDITS.
BY STATUTE AGAIN, WE UM, WELL T-D-H-C-A, I STILL SAY WE, UM, T-D-H-C-A MUST AWARD ALL THE HOUSING TAX CREDITS BY STATUTE BY JULY 31ST.
SO WE WILL KNOW IN JUNE WHETHER WE WILL GET THE AWARD, WE WILL GO TO THAT BOARD MEETING.
AND WHEN THAT GAVEL COMES DOWN AND WE'RE IN THE AWARD LIST, WE START THE PROCESS OF REHABILITATING BAY TERRACE APARTMENTS AND THAT IS, TRY TO DO IT IN 10 MINUTES.

THERE'S TALK ABOUT RENTAL VERSUS OWNER, UH, OWNER OCCUPIED, AND QUITE FRANKLY THERE'S BEEN A LOT OF CONFUSION SURROUNDING WHAT THE CITY OF BAYTOWN NEEDS OR DOESN'T NEED OR, OR HOW IS THAT, HOW IS THAT FUNCTIONING? UM, BUT THE POINT BEING IS THAT THIS IS NOT AIMED AT WHETHER IT'S SINGLE FAMILY OR MULTIFAMILY OR ANYTHING IN BETWEEN.
WHAT IT IS AIMED AT IS MAKING SURE THAT WE ARE ACCURATELY, ACCURATELY PORTRAYING WHAT THE NEEDS OF THE COMMUNITY ARE IN ALL HOUSING TYPES.
SO, UM, WE DON'T FEEL THAT THIS IS GOING TO, UM, REFLECT ON CURRENT APPLICATIONS IN ANY WAY.
WE ARE GOING TO CONTINUE DOING OUR BEST TO, TO PRESENT THOSE AS YOU KNOW, AS, AS WE CAN.
UM, BUT UNDERSTANDING THAT REALLY THE HOUSING MARKET, ESPECIALLY IN THE LAST YEAR OR TWO HAS BEEN SUCH A MOVING TARGET, UM, THAT IT REALLY BECOMES DIFFICULT TO, UM, TO NAIL THAT DOWN WITH ANY TRUE ACCURACY UNTIL WE GET SOME REALLY UP TO DATE, UH, INFORMATION.
AND THAT'S WHAT WE'D LIKE TO PROVIDE, UM, BOTH TO YOU AND TO OUR, OUR POTENTIAL DEVELOPERS.
SO AGAIN, UM, TONIGHT I'D LIKE TO AGAIN GIVE YOU THAT INFORMATION BUT ALSO GAUGE AS TO WHETHER THIS BO BOARD WOULD BE OPEN TO, UM, THAT MORATORIUM FOR 90 DAYS WHILE WE COMPLETE THAT, THAT PROCESS.

UM, YOU KNOW, WHAT I SEE A LOT OF TIMES IN SINGLE FAMILY ZONED AREAS, PARTICULARLY IN THE OLDER AREAS OF TOWN WHEN UM, YOU HAVE A SINGLE FAMILY HOME THAT GETS DEMOED FOR WHATEVER REASON COULD BE OWNER DRIVEN AND IT GETS REPLACED WITH A MOBILE HOME.
AND I DON'T THINK, YOU KNOW, I GET A LOT OF COMMENTS FROM SOME, SOME AREA RESIDENTS WHEN THEY SEE THAT THEY'RE LIKE, YOU KNOW, IT, THIS KIND OF TAKES AWAY FROM THE AMBIANCE OF A REGULAR NEIGHBORHOOD WHEN, WHEN MOBILE HOMES ARE KIND OF THE REPLACEMENT, BUT THEY DO QUALIFY IN A SENSE AS SINGLE FAMILY.
SO I'D LIKE US TO MAYBE EVEN ENTERTAIN A DISCUSSION REGARDING, UM, MOBILE HOMES WOULD ONLY BE PERMITTED TO BE PLACED IN A MOBILE HOME COMMUNITY THAT ALREADY EXISTS OR, OR IF IT'S APPROVED IN THE FUTURE, BUT NOT WHERE IT CAN BE CONSIDERED, UH, KIND OF INFILL FOR PREVIOUS, PREVIOUSLY, UM, PROPERTIES THAT PREVIOUSLY HAD A SINGLE FAMILY STRUCTURE.
SO TO, TO ANSWER THAT, I THINK SINCE WE'RE GOING THROUGH THE ULDC UPDATE RIGHT NOW, AND WE ACTUALLY, WE HAD TWO DAYS OF MEETINGS WITH THE CONSULTANTS ON THAT.
THAT'S A, THAT'S A VALID POINT AND THAT'S SOMETHING THAT WE WOULD PUT INTO THAT CONVERSATION.
BUT IN TERMS OF THE NEEDS ASSESSMENT, I DON'T THINK WE'RE GOING TO GET INTO THAT LEVEL OF DETAIL, LIKE WHERE THINGS ARE, ARE TO BE PLACED.

SO I THINK IT'S AN OPPORTUNITY, ALTHOUGH DIFFERENT FROM YOUR NEEDS ASSESSMENT, I THINK IT'S AN OPPORTUNITY TO REALLY LOOK AT ALL THE HOUSING.
UM, IT'LL TAKE MANY YEARS IF COUNCIL'S WILLING TO GO AND SET POLICY TO NOT DO THAT TO WHERE WE CAN REPLACE SINGLE FAMILY WITH MOBILE HOMES.
UM, IT'LL TAKE YEARS PROBABLY TO REFLECT, BUT YOU HAVE TO DRAW THE LINE IN, IN THE SAND SOMEWHERE.
UM, THERE'S SOME AREAS OF TOWN THAT LOOK PRETTY DEPLORABLE IN A NEIGHBORHOOD AND IT'S, AND A LOT OF 'EM ARE JUST, THEY'RE, THEY'RE DETERIORATING MOBILE HOMES AND THEN THEY COME AND THEY'LL PUT SOME TYPE OF SIDING ON IT, I GUESS, AND IT WILL LAST A FEW MORE YEARS.
BUT, UM, JUST SOMETHING TO LOOK AT.
WE HAD A CON, IF WE REALLY WANT TO TURN THE TIDE ON HOUSING, WE NEED TO LOOK AT THE ENTIRETY OF, OF, OF THE TYPE OF HOUSING THAT GETS PLACED.

UM, WHAT IS THE TIMELINE THAT YOU'RE LOOKING AT FOR THE ASSESSMENT PROCESS? HAVE YOU STARTED OR WHERE ARE YOU ON IT? WE'RE STARTING NOW AND THE CONSULTANT HAS SAID THAT, THAT THEY CAN HAVE THIS COMPLETED IN THREE MONTHS.
SO, UM, CONSIDERING THAT, AND WE WOULD BRING THIS, UH, FOR ADOPTION, UM, BY THE COUNCIL THAT WE WOULD ASK FOR 90 DAYS.
SO WE HAVEN'T, WE'RE NOT ASKING FOR THAT MORATORIUM TONIGHT.
WE WOULD HAVE TO COME BACK WITH AN ORDINANCE FOR THAT.
UM, AND WE WOULD ASK FOR 90 DAYS.
UM, THE REASON I ASK IS BECAUSE THE, UM, OUR COMMUNICATIONS TEAM IS ALSO DOING A SURVEY, UM, THAT INCLUDED THOSE INDIVIDUALS WHO DID NOT MOVE TO BAYTOWN AND WHY.
AND UM, PERHAPS THERE MAY BE SOME DATA THAT CAN BE SHARED AS FAR AS WHAT TYPE OF HOUSING THAT THEY'RE LOOKING FOR.
UH, BECAUSE I DON'T KNOW WHAT YOUR, UH, BASE FOR THE ASSESSMENT WILL BE.
IS IT JUST CITY OF BAYTOWN RESIDENTS? ARE YOU GONNA GO FURTHER? UM, SO I'M THINKING THERE MIGHT BE OPPORTUNITIES FOR, FOR SHARING.
I BELIEVE THE SCOPE IS TO, TO LOOK AT THE REGIONAL ASSESSMENT.

DEVELOPERS ARE SAYING WE NEED THIS, OUR COMPREHENSIVE PLAN SAYS ONE THING AND THEN WE NEED AN UP TO DATE.
SO DEFINITELY HAVE MY SUPPORT FOR THE MORATORIUM AND ALSO GETTING BETTER DATA.
I THINK THE MORATORIUM WORKS THAT WAY.
WE'RE NOT IN THE PROCESS OF POTENTIALLY CHANGING SOMETHING AND, AND THE APPLICANTS COME ON BOARD AND HAVE TO SHIFT GEARS IN MIDWAY.
THOSE THAT ARE ALREADY IN THE SYSTEM THOUGH WILL CONTINUE TO MOVE FORWARD.
AND, AND WE, WE HAVE ASKED A COUPLE, WE'VE, WE'VE GONE TO THE, THE, UH, COUPLE OF APPLICA APPLICANTS THAT HAVE SOME IN THE SYSTEM.
UM, NOT ANY THAT ARE HERE TONIGHT, BUT THERE WAS A COUPLE OTHERS WHERE WE SAID, LOOK, WE'RE, WE'RE LOOKING AT GOING THROUGH THIS PROCESS AND WE THINK IT MAY BENEFIT YOU TO HOLD OFF A LITTLE BIT.
AND THEY HAVE WILLINGLY HELD OFF.
SO, UM, AT THIS POINT THEY'RE JUST, THEY'RE GONNA WAIT AND, BUT THEY'RE STILL IN LINE.
