IF YOU GUYS REMEMBER, THAT WAS, UM, SINGLE FAMILY, LIKE SINGLE COTTAGES, COTTAGE TYPE BUILDINGS ALONG WITH DUPLEXES AND, AND SIX PLEXES. UM, THAT WAS APPROVED BY COUNCIL. SO THAT IS NOW MF ONE. UH, AND WE DID ACTUALLY, AND THIS IS WHEN I WANTED TO JUST GIVE YOU GUYS A HEADS UP THAT I HAD A CONVERSATION WITH COUNSEL AT THE WORK SESSION REGARDING, UM, HOW, AND, AND IT WAS AT LEAST IN PART KIND OF SPURRED BY SOME OF THOSE CONVERSATIONS WE HAD REGARDING THAT HUNT ROAD, UM, REZONE IN THAT PROJECT BECAUSE WE KEPT TALKING A LOT ABOUT NEED, UM, WHAT CONSTITUTES THAT NEED FOR THE CITY OF BAYTOWN OR THAT PART OF BAYTOWN OR WHEREVER, HOWEVER YOU, HOWEVER YOU WANT TO MAKE THAT CONTEXT. AND SO, UM, WE HAVE CONSEQUENTLY, UM, AND WE, AND WE'VE HAD THAT QUESTION A LOT. WE FEELING THOSE DEVELOPMENT PRESSURES, WE'RE FEELING THOSE REZONE PRESSURES. THAT'S NOT THE LAST, UH, MULTIFAMILY REQUEST YOU'RE GOING TO HEAR. AND SO WITH MORE, WITH, YOU KNOW, LITTLE OLDER POLICIES, BASICALLY SAYING MULTIFAMILY IS NOT WHAT WE WANT CITY COUNCIL SAYING, YOU KNOW, YOU CAN'T DO IT WITHIN A HALF A MILE RADIUS OF ANY OTHER, UH, MULTIFAMILY, UM, TYPE PROJECTS. WE WERE FEELING THAT, YOU KNOW, AND THEN, AND THEN FROM THE MARKET WE'RE HEARING DIFFERENT THINGS. AND SO WE'RE KIND OF, WE'RE WE'RE WAVERING A LOT AND SO WE DECIDED THAT IT WAS TIME TO PUT TOGETHER A HOUSING NEEDS ASSESSMENT. SO WE HAVE CONTRACTED WITH AN OUTSIDE, UM, CONSULTANT TO DO THAT FOR US, AND WE'RE GONNA HAVE THAT IN ABOUT THREE MONTHS AND HOPEFULLY THAT WILL HELP GET, GIVE US BETTER DIRECTION, HELP GIVE YOU BETTER DIRECTION, AND CONSEQUENTLY HELP GIVE BOTH COUNSEL AND POTENTIAL DEVELOPERS BETTER DIRECTION ON WHAT IT IS WE'RE LOOKING FOR MOVING FORWARD. WE WILL ALSO BE LOOKING AT, AND I, JAMILA AND I ARE, ARE DISCUSSING THE SPECIFICS OF HOW THIS IS GOING TO WORK. UM, WE DISCUSS THE IDEA OF A MORATORIUM. NOW FOR THOSE OF YOU WHO DON'T KNOW WHAT A MORATORIUM IS, THAT IS, WE'RE BASICALLY PUTTING A PAUSE, A TEMPORARY PAUSE ON ANY NEW PROJECTS OF A CERTAIN TYPE. IN THIS CASE, WE WOULD ASK THAT BECAUSE THE MULTIFAMILY PROJECTS ARE THE ONES THAT ARE IN QUESTION THAT WE PUT A, A PAUSE ON THOSE, THOSE ANY NEW MULTIFAMILY PROJECTS, UM, TO BE REZONED OVER THE COURSE OF, I THINK THE DEFAULT, UH, BY THE STATE LAW IS 120 DAYS. SO THAT WOULD ALLOW US THE TIME TO FINISH THE NEEDS ASSESSMENT AND BE ABLE TO GIVE THAT BETTER DIRECTION, UM, MOVING FORWARD. SO WE ARE STAFF WAS, OR, UM, COUNCIL WAS SUPPORTIVE OF THAT. AND SO AGAIN, WE'RE, WE'RE TALKING ABOUT THE SPECIFICS AND WHAT THE TIMING LOOKS LIKE. UH, I'D LIKE TO HAVE IT IN FRONT OF YOU AT THE NEXT MEETING BECAUSE YOU DO HAVE A PUBLIC HEARING, UH, RESPONSIBILITY IN THAT PROCESS AND WE WOULD EXPLAIN WHY IT'S NECESSARY AND ALL, ALL OTHER CRITERIA THAT GO ALONG WITH THAT.
