UH, THE CITY HIRED EHRA TO COMPLETE A PRELIMINARY ENGINEERING REPORT FOR THE NORTHERN PART OF THE SAN JACINTO, UH, BOULEVARD DISTRICT. UM, THIS FOLLOWS A STUDY DONE BY, UH, EHRA ON THE ENTIRE SAN JACINTO BOULEVARD DISTRICT. UM, THAT STUDY PRIMARILY LOOKED AT, YOU KNOW, UH, REGIONAL DETENTION AND, UM, SOME OF THE UTILITIES. UH, SO THIS NORTHERN, UH, PORTION DOING A, UH, PRELIMINARY ENGINEERING REPORT, UH, IT'S DONE TO, UM, LOCATE AND SIZE THE, UH, LOCATION OF THE, UM, REGIONAL DETENTION, AS WELL AS OTHER UTILITIES, AS WELL AS, UM, THE EXTENSION OF LONE STAR BOULEVARD, UH, AND LOCATION OF A PARKING RIDE FACILITY THAT WILL BE RELOCATED TO THIS AREA. UM, THERE'S SOME PENDING DEVELOPMENT IN THE AREA, SO, UH, THAT'S WHY WE TOOK THE NORTHERN PORTION AND DECIDED TO DO, YOU KNOW, THE PER FOR THIS PORTION. UM, SO I HAVE, UH, FRED, UH, S HERE WITH, UH, EHRA. HE'S GONNA TAKE US THROUGH THE, UH, PER YEAH. THAT THEY COMPLETED. SO, UP ON THE SCREEN IS JUST A GENERAL VIEW OF, OF THE OVERALL AREA, UH, PRE-DEVELOPMENT. AND THIS TAKES A LOOK AT THE LAND PLAN THAT WAS COMPLETED LAST YEAR, UM, DURING THE SUMMER, UH, BY EHRA. UH, THEY DID FOR, LIKE FRANK SAID, FOR THE ENTIRE AREA. BUT WE'RE JUST LOOKING AT WHAT'S KIND OF IN, ENCLOSED IN THE RED FOR THE NORTHERN UH, AREA. UM, AS YOU CAN SEE, UH, WELL, IT MAY BE HARD TO SEE, BUT THERE'S A DETENTION POND ON THE LEFT, AND THERE'S ANOTHER AMENITY POND KIND OF IN THE CENTER OF THE SCREEN. UH, AND ON THE WEST SIDE, THERE IS A PARK AND RIDE FACILITY FOR, UH, HARRIS COUNTY TRANSIT THAT IS PROPOSED AS WELL AS, UM, CALIBER COLLISION CURRENTLY SITS SOMEWHERE AROUND HERE, AND THAT WILL HAVE TO BE RELOCATED, UH, TO THE WEST SIDE OF JOHN MARTIN. UM, OTHER THAN THAT, UM, YEAH, THIS IS BASICALLY OUR PROJECT, UH, LIMITS. THIS ACTUALLY MIGHT BE, UH, UM, THIS IS TAKING A LOOK AT THE FEMA FLOOD HAZARD ZONE. UM, THE BLUE IS THE 100 YEAR FLOOD ZONE, AND THE ORANGE IS THE 500 YEAR. UH, AS YOU CAN SEE, MOST OF THE PROJECT IS, IS ALL LOCATED WITHIN THE FLOODPLAIN. UM, HARRIS COUNTY FLOOD CONTROL. THEY HAVE A WIDENING THAT IS ONGOING ON GOOSE CREEK, WHICH WE'RE COORDINATING WITH THEM TO BASICALLY ACCOMMODATE OUR, UH, DETENTION PONDS, UH, JUST TO MAKE SURE THAT WE, YOU KNOW, HAVE EVERYTHING, UH, UH, COORDINATED WITH THEM. UM, BASICALLY ANYTHING THAT WHEN YOU, WHEN YOU DEVELOP THIS PROPERTY OR WHEN A DEVELOPER COMES IN, UH, ANY FILL THAT THEY PLACE WITHIN EITHER ONE OF THOSE FLOOD ZONES WILL HAVE TO BE MITIGATED, UH, BY DIGGING OUT ONE-TO-ONE, UH, CUT VERSUS FILL. UH, THAT'S ALL IN, UH, THE WESTERN DETENTION POND. THE EASTERN ONE IS JUST STRICTLY FOR DETENTION. SO NOW JUST KIND OF LOOKING AT, AT THE PHASING OF THIS, WE, WE SEPARATED INTO TWO PHASING. UM, WHAT IS SHOWN IN RED IS BASICALLY WHAT HAS BEEN FILLED, UH, BASED ON THE DETENTION POND SIZES OF THIS POND WOULD BE FULLY CONSTRUCTED. THIS ONE WOULD BE MOSTLY CONSTRUCTED WITH THE OUTFALL, THE GOOSE CREEK, UM, JUST TO GET THAT THROUGH THERE. BOTH OF 'EM ARE ABOUT FOUR TO ONE, UH, SIDE SLOPES, FIVE TO ONE ON THE WESTERN ONE. AND THEN THERE IS A PHASE TWO, UH, WHICH BASICALLY IS, IS FULL DEVELOPMENT WITHIN THIS NORTHERN SAN [00:05:01] JACINTO BOULEVARD DISTRICT, UM, WITH FULL CONSTRUCTION OF THE PONDS. UM, AND THAT INCORPORATES ALL THE, THE DETENTION AND MITIGATION ON THIS, AS WELL AS, AS THE REGIONAL DETENTION, WHICH IS OBVIOUSLY VERY IMPORTANT. WE ARE CONSTRUCTING LONE STAR AVENUE FROM I 10, UH, TO BASICALLY A STUB OUT OVER OFF OF SAN JO SINO BOULEVARD, UM, AS WELL AS, AS THE ROADWAY. WE'LL ALSO BE INSTALLING UTILITIES FOR THE DEVELOPMENTS TO TIE INTO, UH, THE MAGENTA IS A SANITARY SEWER, UH, AND THE, UH, THE CYAN IS, IS A WATER LINE TO SERVICE THOSE PROPERTIES. UM, WE ALSO DID A, UH, TRAFFIC WARRANT ANALYSIS TO DETERMINE WHERE TRAFFIC SIGNALS ARE NEEDED. UH, THE WARRANT BASICALLY, UH, SET OF TRAFFIC SIGNALS NEEDED AT JOHN MARTIN ROAD AND, UH, LONE STAR AVENUE, UH, WHEN THIS PROJECT'S COMPLETED. AND IN 2025 AND THE SAN JACINTO BOULEVARD AND LONE STAR INTERSECTION DOESN'T, UH, MEET THE WARRANT BEFORE YOU LEAVE THAT. OH, YES. COULD YOU, UH, TALK ABOUT THE HARRIS COUNTY, UH, PROJECT ALONG GOOSE CREEK, THE, THE FLOOD CONTROL PROJECT? YES. SO IT, IT'S A MUCH LARGER PROJECT THAN JUST THIS GENERAL AREA HERE, BUT THEY WILL BE WIDENING GOOSE CREEK MAINLY TO THE EAST. THAT'S KIND OF WHY OUR DETENTION PONDS OFFSET A LITTLE BIT TO ACCOMMODATE, UH, THEIR WIDENING. UH, BECAUSE OF FEMA REGULATIONS AND WHATNOT, THEY KIND OF HAVE TO BENCH IT AND PUT ANOTHER CHANNEL ADJACENT TO IT. UM, BUT WE ARE JUST, UM, WE'VE HAD SEVERAL COORDINATION MEETINGS. UM, THEY, THEY STILL HAVE A LITTLE WAYS TO GO ON THEIR PROJECT, BUT WE JUST WANNA MAKE SURE THAT WE, WE TIE OUR OUTFALL, UM, FOR THAT POND INTO, INTO GOOSE CREEK AND MAKE SURE THAT WE DON'T HAVE ANY CONFLICTS WORKING WITH HARRIS COUNTY, UH, REPLACEMENT OF THE CHANNEL, UH, TO MAKE SURE THAT WE CAN PLACE THE EXTENSION OF LONE STAR IN THE RIGHT PLACE AND STILL MAINTAIN A DEVELOPABLE TRACK AT THAT CORNER, UH, JUST WEST OF BUCKY'S. UM, ALSO, UH, THE PLAN FOR THIS IS TO, UH, FOR THE SAN JACINTO DISTRICT IS TO HAVE REGIONAL DETENTION. SO, UH, THAT'S WHY WE'RE PROCEEDING WITH, UH, DE TURS, UH, PUTTING THE MONEY UP FRONT TO, UH, DESIGN AND CONSTRUCT THE DETENTION PONDS. AND THEN AS DEVELOPMENT HAPPENS, THE DEVELOPERS WOULD REIMBURSE DETERS FOR DETENTION OF ON THEIR SITE. UM, SO THAT, YOU KNOW, I SAY PROVIDES A HIGHER LEVEL OF DEVELOPMENT SO THAT YOU DON'T HAVE TO HAVE DETENTION PONDS ON EACH TRACK. UM, SO LOOKING FORWARD, UH, WE WOULD LIKE TO FINALIZE THIS REPORT, UM, AND THEN MOVE INTO FINAL DESIGN FOR THE NORTHERN, UH, REGION, THE DETENTION, UH, LONE STAR EXTENSION AND THE PARKING LOT FACILITY. UH, HARRIS COUNTY IS, UH, PARTICIPATING IN THE, UH, PARKING LOT FACILITY WITH FEDERAL FUNDING. SO, UH, THAT'S WHY WE WANT TO MOVE FORWARD, UH, WITH THIS PROJECT. , DO WE NEED A MOTION TO APPROVE? UH, NO MA'AM. THIS DISCUSSION ITEM. UM, SO THE NEXT ITEM THAT YOU SHOULD SEE FOR, UH, APPROVAL WOULD BE, UH, A FINAL, UH, DESIGN CONTRACT WITH A FIRM TO DESIGN, UM, BOTH LAUNCH STAR EXTENSION, THE PARKING RIDE FACILITY. AND THEN THE TUR WOULD BE REIMBURSED OVER TIME. YES. SO THE TURS, AS YOU KNOW, RECEIVES PROPERTY TAXES PAID DIRECTLY INTO IT. UH, AND SOME OF THAT'S ACCOUNTED FOR ALREADY, UM, RELATING TO PREVIOUS DEBT ISSUANCES [00:10:01] AND SOME OTHER ONGOING, UM, ACTIVITIES DURING THE YEAR. BUT THERE'S A FAIR DEGREE OF CAPACITY IN THE DETER. THERE'S ALSO A SIZABLE FUND BALANCE, ALBEIT WHERE WE'RE LOOKING TO USE THAT ON SOME OF THE OTHER, UH, PROJECTS. BUT YOU'VE GOT CAPACITY TO DO THIS AND OBVIOUSLY YOUR DETER WILL BE, WILL BE GROWING. WE'VE ADDED TO IT OVER THE LAST YEAR, WHICH HAS INCREASED THE REVENUES COMING INTO IN THE NEXT YEAR. OKAY. YOU SAID THE, I GUESS THE NEXT STEP WOULD BE FOR TS TO APPROVE, I GUESS HAVE A VOTE FOR THE APPROVAL FOR THE FINAL DESIGN FOR THE CON CONTRACT. FOR THE CONTRACT. AND THAT WOULD BE FOR THE, TO MAKE SURE THAT GOES TOTS AND COUNCIL OR, I'M NOT SURE I PROCESS ON THAT, BUT I'LL, SO THAT'LL BE AT A LATER, LATER DATE, CORRECT? YES, SIR. AND WE WILL WORK WITH, WITH, UH, WITH, WITH THE ENGINEERING TEAM AND, AND IN PUBLIC WORKS TO MAKE SURE THAT THAT IS THE CASE. AND IF FOR SOME REASON SOME OF THE PROJECTS DO NOT FALL INSIDE THE, YOU KNOW, KNOW THE PROJECTS THAT WERE ORIGINALLY IDENTIFIED, WE WILL MAKE SURE THE PROJECT AND FINANCE PLAN IS UPDATED AND THEN PRESENTED FOR YOUR CONSIDERATION AS PART OF THE NEXT STEP.
