WE RECEIVE AN ANNUAL ENTITLEMENT FROM THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT AND THEY, IT'S PROVIDED BY HUD, UM, TO STATES, CITIES, COUNTIES AND THINGS. UM, THOSE KINDS OF THINGS, EVEN TO UM, INDIAN TRIBES FOR THEM TO DEVELOP VIABLE COMMUNITIES USING THAT FUNDING. IT'S OF COURSE THROUGH HUD. AND THE GOALS OF THE CDBG PROGRAM IS TO PROVIDE DECENT, SAFE, AND SANITARY HOUSING, PROVIDE A SUITABLE LIVING ENVIRONMENT AND EXPAND ECONOMIC OPPORTUNITIES. THIS IS AN ESTIMATE OF WHAT WE THINK WE MIGHT BE RECEIVING THIS YEAR. WE HAVE NOT RECEIVED OUR ENTITLEMENT FROM HUD FOR THE UPCOMING YEAR. SO THIS IS KIND OF BASED ON AN AVERAGE OF WHAT WE'VE RECEIVED OVER THE PAST 10 YEARS. SO ONCE WE DO RECEIVE OUR ENTITLEMENT, WE'LL HAVE AN A DEFINITE DOLLAR AMOUNT AND MOST OF YOU APPLY FOR PUBLIC SERVICE ACTIVITIES. SO OUR ESTIMATED PUBLIC SERVICE ACTIVITY BUDGET WOULD BE $97,500. THAT IS SUBJECT TO CHANGE THOUGH BECAUSE WE DON'T KNOW HOW MUCH WE'RE GONNA GET. THIS IS AN EXAMPLE OF THE FUNDING OVER THE PAST 10 YEARS. AS YOU CAN SEE, IT GOES UP AND DOWN. THE AVERAGE WAS ABOUT 6 52, SO I JUST LEFT IT AT SIX 50. BUT THIS IS WHAT OUR FUNDING HAS LOOKED LIKE SINCE 2012. SO WE HAVE GOOD YEARS AND WE HAVE BAD YEARS OR NOT BAD, BUT YOU KNOW, NOT AS GOOD AS THE PREVIOUS YEARS. SO FOR YOU TO BE ELIGIBLE FOR CDBG, YOUR PROJECT OR ACTIVITY HAS TO MEET A NATIONAL OBJECTIVE. SO IT HAS TO EITHER BENEFIT LOW TO MODERATE INCOME PERSONS, HAS TO AID IN THE PRESENT THE PREVENTION OR ELIMINATION OF SLUM AND BLIGHT OR MEET AN URGENT NEED. SO ON THE BOTTOM OF THIS SLIDE, THERE'S ACTUALLY THE REFERENCE TO WHICH CODE OF FEDERAL REGULATIONS. IT'S GOING TO GIVE YOU MORE INFORMATION ON THIS. AND LIKE I SAID, THIS WILL BE POSTED ONLINE SO YOU'LL BE ABLE TO LOOK AT IT LATER AND SEARCH FOR THINGS IF YOU WANT TO, JUST TO MAKE SURE THAT YOUR STUFF IS ELIGIBLE. BUT WHAT YOU REALLY WANNA FOCUS ON IS WHAT'S INELIGIBLE. SO ASSISTANCE FOR BUILDINGS USED FOR THE GENERAL CONDUCT OF GOVERNMENT. WE CAN'T USE CDBG FUNDS TO FIX CITY HALL. UM, WE CAN'T USE CDBG FUNDS FOR POLITICAL ACTIVITIES. NEW HOUSING, CONSTRUCTION, INCOME PAYMENTS, PURCHASE OF EQUIPMENT AND ACTIVITIES. NOT PRIMARILY BENEFITING LOW TO MODERATE INCOME PEOPLE. [00:05:01] SO THAT'S THE MAIN THING THAT YOU WANNA MAKE SURE THAT IS THE NUMBER ONE THING WITH CDBG. IT HAS TO BENEFIT LOW TO MODERATE INCOME PEOPLE OR AREAS, WHICH IS WHAT LO MOD AREA IS ABOUT TO TELL YOU. SO A LO MOD AREA BENEFIT IS WHEN FUNDING IS USED IN AN AREA WHERE 51% OR MORE OF THE PEOPLE ARE LOW INCOME. SO YOU CAN USE THAT FOR PARKS PROJECTS, FOR SIDEWALKS, INFRASTRUCTURE, THINGS LIKE THAT. THAT WOULD BE CONSIDERED A LO MOD AREA BENEFIT LIMITED CLIENTELE. THAT'S, UM, A LOT OF THE PEOPLE THAT WE BENEFIT, RIGHT? THAT BENEFITS FROM OUR PROGRAMS. AND THAT IS A SPECIFIC GROUP OF PEOPLE THAT AT LEAST 51% OF THEM OR MORE ARE LOW INCOME. AND THAT WOULD BE, UH, ABUSED CHILDREN, HOMELESS PERSONS, BATTERED SPOUSES, ELDERLY PERSONS AND EVERYTHING ELSE THAT'S LISTED RIGHT THERE ON THE SCREEN. SO HUD SETS FORTH INCOME LIMITS EVERY YEAR. THEY CHANGE, THEY USUALLY CHANGE AROUND APRIL AND EVERY YEAR WE GO AND WE UPDATE IT ON, ON OUR WEBSITE AND IN EVERYTHING ELSE. CURRENTLY, THIS IS THE INCOME LIMITS THAT ARE SET RIGHT NOW. SO IF YOU'RE HELPING A HOUSEHOLD THAT HAS TWO ADULTS AND TWO CHILDREN, THAT'S FOUR PEOPLE IN THE HOUSEHOLD, THE COMBINED INCOME OF THOSE FOUR PERSONS CAN'T BE MORE THAN THOSE AMOUNTS THERE. FOR 30% IT'S 26,500. FOR THE 50% LOW MOD IT'S 39,600. OR FOR THE 80 IT IS 63,350. AND I KNOW SOME PEOPLE, UM, YOU'D BE SURPRISED AT HOW MANY PEOPLE FALL UNDER THAT 30%, EVEN WITH ONE PERSON LESS THAN 16, 6 50. I'VE SEEN PEOPLE THAT MAKE TEN NINE THOUSAND DOLLARS A YEAR. SO, UM, IT IS IMPORTANT THAT WE HAVE THESE PROGRAMS SO THAT WE CAN HELP THOSE PEOPLE. SO WHAT'S IMPORTANT WITH CDBG IS HUD WILL AUDIT US, UM, EVERY SO OFTEN. WE WERE AUDITED ACTUALLY LAST YEAR AND THEY REQUIRE US TO MAINTAIN OUR RECORDS OF ANY OF THE PROGRAMS THAT WE'VE IMPLEMENTED FOR FIVE YEARS. SO IF WE HAVE TO MAINTAIN THOSE, YOU HAVE TO MAINTAIN THOSE AS WELL. SO WE NEED YOU TO MAINTAIN YOUR BASIC GENERAL, GENERAL PROGRAM FILES. IF PEOPLE ARE SUBMITTING APPLICATIONS TO YOU WITH ALL OF THEIR INCOME ELIGIBILITY INFORMATION, YOU'LL NEED TO HOLD ONTO THOSE FOR FIVE YEARS. IF YOU WANNA SCAN 'EM AND SAVE 'EM SOMEWHERE, THAT'S FINE, BUT WE NEED TO BE ABLE TO CALL YOU. IF HUD CALLS US AND SAYS, HEY, WE NEED TO SEE THESE PEOPLE'S FILES, WE NEED TO BE ABLE TO REACH OUT TO YOU. AND YOU HAVE THAT INFORMATION HANDY FOR US. AND LIKE IT SAYS ON THE BOTTOM FIVE YEARS, AFTER FIVE YEARS, IF YOU'RE NOT SURE WHAT IT IS, IF YOU HAD A PROGRAM WITH US FOUR YEARS AGO BUT YOU'RE NOT SURE IF NEXT YEARS THE YEAR THAT YOU CAN GET RID OF IT, GIMME A CALL AND WE CAN LOOK IT OVER. WE'LL LOOK AT THE RETENTION RECORDS AND SEE WHAT IT IS. THESE ARE PROGRAMS THAT ARE RECEIVING FUNDING IN THE CURRENT YEAR. WE HAVE THE BAYTOWN SOCCER COMPLEX, WHICH IS OVER THERE OFF OF AT THE VILLAGE RIGHT ACROSS THE STREET FROM THE VILLAGE. THERE'S THAT BIG EMPTY FIELD. THEY'RE GOING TO BE FIXING THAT UP AND MAKING IT INTO A SOCCER COMPLEX. OUR COMMUNITY DEVELOPMENT HOUSING PROGRAMS, WHICH INCLUDE HOME BUYER ASSISTANCE, HOUSING RECONSTRUCTION, OPERATION, PAINTBRUSH, SEWER LINE. AND THEN WE HAVE OUR COMMUNITY DEVELOPMENT TRANSPORTATION PROGRAM, SUBSTANDARD STRUCTURES, HANDS OF THE CARPENTER, THE NIP, WHICH IS OUR NEIGHBORHOOD IMPROVEMENT PROGRAM, WHICH IS A LM LAMONT AREA BENEFIT NEW YEAR IN NEW SHOES, PATSY'S DESTINY WHEELCHAIR ACCESSIBLE PARK, WHICH IS AT THE BAY AREA REHABILITATION CENTER, PROGRAM, ADMINISTRATION, AND PROJECT BRIDGE.
