SO THIS IS THE FIRST TIME, UH, WE'RE REALLY PRESENTING THIS TYPE OF PROCLAMATION, UH, PROFESSIONAL BUYER'S DAY.

AND SO, UH, I DID EXPRESS A FEW THINGS EARLIER THIS WEEK, UH, TO THE FINANCE FOLKS.

IT'S ALL PART OF MONEY IN MONEY OUT, AND THE PURCHASING FOLKS, THERE'S, IT'S REALLY IMPORTANT, UM, CERTAINLY AS A COUNCIL MEMBER, WE GO, WE KNOW THAT FINANCE IS VERY IMPORTANT, BUT, UH, I COULD TELL YOU, UH, ONCE I BECAME MAYOR, I'VE SEEN HOW MUCH DAY TO DAY, UH, IN OPERATIONS THAT FINANCES.

THERE'S LOTS OF THINGS THAT HAPPEN WHEN IT COMES WITH THE AMOUNT OF MONEY THAT WE'RE DEALING WITH, BOTH AS FAR AS REVENUE, AND OBVIOUSLY FOR PURCHASING AND, AND ENSURING THAT INVOICES GET PAID ON TIME AND AND SO ON.

AND A LOT OF PEOPLE, A LOT OF, UH, REALLY GOOD PROFESSIONALS MAKE THAT HAPPEN.

AND SO THAT IS WHAT THIS PROCLAMATION IS ABOUT.

SO, WHEREAS THE PUBLIC PROCUREMENT PROFESSION PLAYS A SIGNIFICANT ROLE IN THE EFFICIENCY AND EFFECTIVENESS OF BOTH GOVERNMENT AND BUSINESS, IN ADDITION TO THE PURCHASE OF GOODS AND SERVICES, PROCUREMENT PROFESSIONALS ADD VALUE TO THE ORGANIZATION BY PERFORMING SUCH FUNCTIONS AS EXECUTING, IMPLEMENTING AND ADMINISTERING CONTRACTS, DEVELOPING PROCUREMENT STRATEGIES, AND CULTIVATING WORKING RELATIONSHIPS WITH SUPPLIERS AND OTHER DEPARTMENTS WITHIN THE ORGANIZATION.

GOOD EVENING, MAYOR COUNSEL, IT IS MY GREAT PLEASURE TO BE HERE TONIGHT TO INTRODUCE TO YOU COURTNEY BONZO.

SHE IS THE NEWEST MEMBER OF THE COMMUNITY ENGAGEMENT TEAM.

AND EVEN THOUGH SHE'S ONLY BEEN HERE FOR A FEW SHORT MONTHS, SHE'S BEEN REALLY FOCUSED ON BUILDING A FRAMEWORK FOR VOLUNTEERISM IN BAYTOWN.

UH, SO WITHOUT FURTHER ADO, I'D LIKE TO INTRODUCE COURTNEY.

HELLO.

THANK YOU SO MUCH.

AND, UM, THANK YOU MARION COUNCIL FOR SEEING ME TODAY.

UM, AS JAMIE SAID, I'M GONNA BE PROVIDING YOU SOME INFORMATION ABOUT WHAT THE COMMUNITY ENGAGEMENT TEAM WILL BE DOING, UM, THIS YEAR FOR OUR VOLUNTEER INCENT, UM, INITIATIVES.

UM, SO THIS PAST COUPLE MONTHS HAVE BEEN FILLED WITH MANY MEETINGS WITH DEPARTMENTS AND LOCAL ORGANIZATIONS TO REALLY TALK ABOUT HOW WE ALL WANTED TO GROW OUR VOLUNTEER PROGRAM AND REALLY CREATE THIS ESSENCE OF VOLUNTEER VOLUNTEERISM AND A CULTURE OF SERVICE IN OUR COMMUNITY.

SO WE DEVELOPED A NEW INITIATIVE CALLED BAYTOWN SERVES.

BAYTOWN SERVES AS A CITY INITIATIVE THAT SEEKS TO MEET COMMUNITY NEEDS BY DEVELOPING AND PROMOTING VOLUNTEER OPPORTUNITIES.

THERE ARE THREE MAIN ASPECTS TO THIS INITIATIVE.

UM, FIRST WORKING WITH CITY DEPARTMENTS TO IDENTIFY AND DEVELOP VOLUNTEER OPPORTUNITIES.

SECOND, CONNECTING INDIVIDUALS AND GROUPS WITH SERVICE PROJECTS.

AND THIRD, PARTNERING WITH OUR LOCAL NONPROFITS, UM, TO PROVIDE A SPACE FOR CLIENT OUTREACH AND PROMOTE THEIR VOLUNTEER OPPORTUNITIES.

SO LET'S LOOK AT WHAT KIND OF OPPORTUNITIES WILL BE, UM, SUPPORTED UNDER THIS INITIATIVE.

OF COURSE, ALL CITY OF BAYTOWN VOLUNTEER PROGRAMS WILL BE A BUS BIG ASPECT TO THIS INITIATIVE.

THERE ARE ALREADY MANY WELL ESTABLISHED, UM, THE VISITOR CENTER AT THE BRUNSON THEATER, THE NATURE CENTER, THE WETLANDS AND EDUCATION CENTER, UM, THE STERLING MUNICIPAL LIBRARY SOON, THE ANIMAL CONTROL CENTER AND NUMEROUS OPPORTUNITIES PROVIDED BY OUR HEALTH DEPARTMENT AND OUR PARKS AND RECREATION TEAM TO SUPPORT OUR EVENTS AND BEAUTIFY OUR COMMUNITY.

SO OUR COMMUNITY ENGAGEMENT TEAM WILL WORK WITH EACH OF THESE DEPARTMENTS TO IDENTIFY NEW WAYS, UM, TO PROVIDE VOLUNTEER PROJECTS, UM, UM, HELP PROMOTE THEIR PROJECTS, AND IN SOME CASES, MANAGE THEIR VOLUNTEERS.

UM, THE COMMUNITY ENGAGEMENT TEAM WILL ALSO COORDINATE LARGE, UM, VOLUNTEER PROGRAMS SUCH AS OUR NEWLY LAUNCHED ADOPT APO PROGRAM.

ADOPT APO IS A LITTER ABATEMENT AND BEAUTIFICATION PROGRAM THAT WILL PROTECT OUR WATERWAYS AND SAVE TAXPAYER MONEY WITH VOLUNTEERS ASSISTING WITH OUR LIT CLEANUP.

UM, WE HAVE THAT CAPABILITY TO DEDICATE OUR STAFF AND OUR RESOURCES, UM, TO OTHER MAJOR PROJECTS THAT OUR COMMUNITY DESIRES.

ADOPT APO GIVES ORGANIZATIONS, GROUPS AND CLUBS THE OPPORTUNITY TO RECEIVE POSITIVE PUBLICITY RECOGNITION DIGITALLY AND THROUGH A PERSONALIZED SIGN IN THEIR ADOPT SPOT AREA.

UM, A PLANNED QUARTERLY TEAM BUILDING ACTIVITY.

UM, AND ALSO JUST THAT ADDED BENEFIT OF PROTECTING OUR NATURAL RESOURCES.

ADOPTABLE LOCATIONS INCLUDE PARKS, ROADWAYS, TRAILS, AND WATERWAYS.

UM, AND SOME LOCATIONS WILL ACTUALLY HAVE OPPORTUNITIES BEYOND LITTER, SUCH AS MAINTAINING A GARDENING BED, UM, REFRESHING MULCH OR, UM, HELPING WITH SOME OF THE WEEDS.

AND ON BAYTOWN ENGAGE, WE DO HAVE AN INTERACTIVE MAP, UM, THAT HAS AVAILABLE HIGH IMPACT LOCATIONS WITH LOCATIONS, UM, ALONG GARTH ROAD, MASSEY TOMPKINS, GOOSE CREEK TRAIL, AND, UM, OTHER PUBLIC SPACES LIKE THE STERLING MUNICIPAL LIBRARY.

UM, THESE AVAILABLE LOCATIONS ON OUR WEBSITE AS WELL AS OTHERS THAT WE'LL CONTINUE TO ADD AS THIS PROGRAM GROWS, UM, HAVE ALL BEEN, UM, REVIEWED BY OUR HEALTH DEPARTMENT, OUR PARKS DEPARTMENTS, AND THEN REALLY CONSIDERED, UM, ABOUT THE VOLUNTEER FEASIBILITY AND THE VOLUNTEER SAFETY.

NOW, WHILE THERE HAS BEEN MANY SIMILAR, UM, LITTER ABATEMENT PROGRAMS IN BAYTOWN IN THE PAST, THIS WILL BE, UM, DEVELOPED THROUGH THE CITY, UM, CITY SUPPORTED AND RESOURCES THROUGH OUR COMMUNITY ENGAGEMENT TEAM.

NOW, AS A WAY TO KICK OFF BAYTOWN SERVES INITIATIVE, WE'LL BE PROMOTING A MONTH OF SERVICE IN APRIL, WHICH IS ALSO KNOWN AS VOLUNTEER MONTH.

UM, THERE WILL BE A PUBLISHED CALENDAR WITH SMALL AND BIG WAYS, UM, THAT YOU CAN GET INVOLVED THROUGHOUT THE COMMUNITY.

UM, SOME OF THE, UM, FEATURED PROJECTS POSTED BY THE CITY WILL BE A POP-UP PARK AND PAINTING OF THE ADAD SKATE RAMP ON APRIL 9TH, UM, SPECIAL OLYMPICS ON APRIL 23RD, AND A COASTAL CLEANUP HOSTED BY OUR YOUTH ADVISORY COMMISSION ON APRIL 30TH.

WHILE THEIR CALENDAR WILL HAVE NUMEROUS CITY OPPORTUNITIES, IT WILL ALSO SHOWCASE SOME OF OUR OTHER LOCAL NONPROFITS, UM, AND THEIR NEEDS AS WELL.

SO WE DEFINITELY ENCOURAGE EVERYONE TO FOLLOW ALONG AND FIND AN OPPORTUNITY, UM, OR AN ORGANIZATION THAT YOU FEEL A PERSONAL CONNECTION WITH.

NOW, A CRUCIAL ASPECT TO BAYAM SERVES SUCCESS WILL BE DEVELOPING OUR LOCAL PARTNERSHIPS WITH, UM, SERVICE ORGANIZATIONS, FAITH-BASED GROUPS AND NONPROFITS.

BAYTOWN SERVES WILL UTILIZE VOLUNTEER CONNECT, WHICH IS A LOCALLY RAN, UM, VOLUNTEER PLATFORM AS A ONE-STOP SHOP, UM, FOR ALL PROJECT REGISTRATION.

UM, WE ALSO WILL HAVE SPACE IN THE, UM, STERLING MUNICIPAL LIBRARY SET UP FOR NONPROFITS TO RESERVE AND PROVIDE SOME DIRECT SERVICES TO CLIENTS.

NOW, THIS IS AN OPPORTUNITY THAT THEY CAN UTILIZE TO BE ABLE TO CONNECT TO A DIFFERENT POPULATION OR A DEMOGRAPHIC IN ANOTHER LOCATION THAT THEY MAY NOT HAVE BEEN ABLE TO AT THEIR CURRENT LOCATION.

UM, WE HAVE ACTUALLY ALREADY BEEN TESTING OUT THIS PROGRAM WITH MARCEL WILLIAMS RESOURCE CENTER AT THE LIBRARY, AND IT'S BEEN VERY POPULAR, UM, AND WE HOPE TO GROW IT SOON.

OVERALL, BAYTOWN SERVES IS ABOUT CON CREATING A CULTURE OF SERVICE WITHIN OUR COMMUNITY.

SO WHILE WE WILL BE AMPLIFYING OUR LOCAL OPPORTUNITIES, WE'LL ALSO BE SHOWCASING PROJECTS, UM, THAT MAKE SERVING MORE ACCESSIBLE IN OUR COMMUNITY.

UM, SOME OF THESE SHOWN HERE INCLUDE LASAGNA LOVE, UM, WHICH IS A, A GLOBAL NONPROFIT THAT CONNECTS NEIGHBORS WITH THOSE IN NEED TO PROVIDE A HOME-COOKED MEAL AND BE MY EYES, WHICH IS A FREE APP THAT CONNECTS, UM, LOW VISION AND BLIND INDIVIDUALS WITH SIGHTED VOLUNTEERS, UM, AND PROVIDE THEM WITH VISUAL ASSISTANCE THROUGH VIDEO CALLS.

SO BAYTOWN ENGAGE.COM/SERVE, THAT WILL BE YOUR PLACE TO GO TO LEARN ALL ABOUT.

UM, BAYTOWN SERVES THE OPPORTUNITIES WITHIN THE CITY AND SOME OF THOSE NEW AND INTERESTING WAYS YOU CAN SERVE WHEREVER YOU ARE.

UH, WE HAVE, UH, THREE COUNCIL MEMBERS, I GUESS, UM, I CAN TOSS IT TO EITHER ONE.

WE HAVE COUNCIL MEMBER LESTER ALVARADO AND JOHNSON.

YEAH, MAYOR, I, I KIND OF KICKED THIS OFF AFTER THE, WE TOOK A TRIP AND DURING THE TRIP THERE WERE SOME DISCUSSIONS, BUT I'VE ALSO HAD A NUMBER OF PHONE CALLS FROM CITIZEN THAT, THAT HAD PARTICIPATED OR AT LEAST VIEWED THE INITIAL PRESENTATION.

AND, AND THEIR COMMENTS TO ME WAS, IS THAT ALL WE'RE GONNA GET OR WE GET TO MAKE MORE COMMENT LATER? AND IT'S KINDA ASSURED THEM WE'D BE MAKING MORE COMMENTS LATER.

YOU KNOW, WHAT, UH, GOLF PUBLICATIONS DID WE ADVERTISE IN TO GET COMPANIES TO COME LOOK AT A POSSIBLE GOLF COURSE HERE? UH, DO WE HAVE A TASK FORCE? DID WE EVER HAVE A TASK FORCE GO OUT AND TALK TO PEOPLE ABOUT IT? DID WE REACH OUT TO SOME OF THE OTHER GOLF COURSES? THE GOLF PROS? WE HAVE, UH, GOLF COURSE PROS, WE HAVE TOUR PROS, RETIRED TOUR PROS, ACTIVE TOUR PROS.

I LOOKED UP THE TOP 25 9 HOLE GOLF COURSES IN THE STATE OF TEXAS.

THEY'RE IN COMMUNITIES OF 2,500 TO 15,000 PEOPLE.

BAYTOWN IS 80 PLUS OR WHATEVER IT IS NOW.

AND THE PRESSURE THAT YOU WOULD HAVE ON THAT GOLF COURSE WITH, WITH A CITY THIS SIZE, IT WON'T SUSTAIN IT.

AND WHEN YOU GET PEOPLE MAD, IF THEY GO OUT AND HAVE A BAD EXPERIENCE, YOU'LL NEVER GET 'EM BACK.

AND THE CONVENTION CENTER IS GONNA BE GOOD FOR THE GOLF COURSE.

I WOULD, NOBODY IN THIS TOWN WOULD LIKE TO SEE GOLF RETURN TO BAYTOWN MORE THAN ME.

HOWEVER, I AM WHAT YOU WOULD CALL A PRO CONVENTIONAL GOLF COURSE GUY.

I CANNOT TELL YOU HOW MUCH I APPRECIATE THE EFFORT OF THE DEVELOPERS AND WHAT THEY'RE TRYING TO DO TO BRING THIS TO BAYTOWN.

BUT WE HAVE AN OPPORTUNITY WITH A LOT OF SMART GOLF PEOPLE, GOLF COURSE MAN MANAGERS, DESIGNERS, GOOD CITY STAFF, AND IN THE NAME OF DUE DILIGENCE, LET'S CONSIDER WHAT IT WOULD TAKE TO CONSTRUCT A CONVENTIONAL 18 HOLE GOLF COURSE.

BUT I CAN TELL YOU THAT INNOVATIVE, UNIQUE PROJECT DID NOT WORK AND JOBS WEREN'T CREATED.

THE MANUFACTURING FACILITY DID NOT GET BUILT.

AND I UNDERSTAND WE STILL HAVE THOUSANDS OF GOLF TEES IN A CITY WAREHOUSE THAT HAVE BEEN THERE FOR OVER A DECADE.

SO, YOU KNOW, THE MOST PERPLEXING ASPECT OF THIS TO ME IS NOT YET ENGAGING A MARKET STUDY AND HOW IT RELATES TO THE 70 OR $80 MILLION INVESTMENT WE'RE MAKING AT BAIN ISLAND.

SURE, IT'S LOGICAL TO, TO, TO THINK AND BELIEVE A GOLF COURSE WOULD COMPLIMENT THE HOTEL CONVENTION CENTER.

EVERYBODY BELIEVES THAT.

I CERTAINLY DO.

BUT IN MY OPINION, THE RESPONSIBLE THING TO DO AS STEWARDS OF TAXPAYER DOLLARS AND TRYING TO GIVE THE CITIZENS WHAT THEY PREFER, I WOULD ASK MY COLLEAGUES TO LOOK AT ENGAGING A MARKET STUDY FEASIBILITY STUDY TO REALLY LOOK AT THE POSSIBILITY OF AN 18 HOLE COURSE.

SOMETIMES THEY HAVE, UH, 36 TRADITIONAL HOLES AND YOU STILL CAN GET JAMMED UP.

SO NOBODY, NOBODY WANTS TO, TO DO THAT.

UM, I THINK I'VE SEEN SOME OTHER DATA WITH SOME ANALYTICS OF HOW THAT TOURNAMENT WOULD PLAY.

UM, THERE'S A LOT O THERE'S A LOT OF OTHER 18 HOLE MUNICIPAL COURSES IN THE AREA, SO WE HAVE TO BE UNIQUE.

WHATEVER IT IS, IT HAS TO BE DIFFERENT.

IF NOT, WE'RE JUST ANOTHER 18 HOLE COURSE.

SO WHATEVER THAT IS, UH, BEING INNOVATIVE, UM, WITH THIS DESIGN WAS ATTRACTIVE TO ME.

I THINK THEY WERE INVESTING ABOUT, UH, PRETTY MUCH GONNA BE LIKE $2 MILLION INTO A 15, UH, MILLION DOLLARS, UM, DEVELOPMENT HERE LOCALLY, UH, LOCALLY ON THE WATER IN A SENSE.

UM, SO BASICALLY LIKE A ONE TO SEVEN TYPE RATIO WHEN IT COMES TO, TO, UM, KIND OF THE CITY DOLLAR VERSUS THE DEVELOPER DOLLAR, OR AT LEAST THE DEVELOPMENT THAT TAKES PLACE.

I THINK I WOULD, I WOULD SAY, UM, WE WOULD SEE SOMETHING THAT WOULD BE MORE FAVORABLE AS FAR AS A RATIO.

WHEN MY HUSBAND AND I MOVED TO BAYTOWN ALMOST 10 YEARS AGO, WE HAD NEVER PREVIOUSLY LIVED IN A GOLF COURSE COMMUNITY.

WE THOUGHT WE WERE AWARE OF THE RISK POSED BY GOLF BALLS THAT ACCEPTED THAT RISK.

JUST IN THE FIRST YEAR, WE HAD OVER A THOUSAND GOLF BALLS LAND IN OUR YARD AND HAD NUMEROUS AREAS OF DAMAGE TO OUR HOUSE.

AS A RESULT, THE THREAT OF PERSONAL INJURY ALSO BECAME OBVIOUS TO US.

IN ONE INCIDENT, I WAS IN OUR YARD TRIMMING A ROSE BUSH WHEN A GOLF BALL LANDED AT MY FEET BETWEEN ME AND THE ROSE BUSH THAT WAS WITHIN ARM'S REACH.

AFTER THAT, WE PURCHASED BASEBALL HELMETS TO WEAR IN THE YARD.

THE SUBSEQUENT CLOSURE OF THE GOLF COURSE HAD BOTH POSITIVE AND NEGATIVE IMPACTS.

THE POSITIVE IMPACTS INCLUDED THE ELIMINATION OF GOLF BALL DAMAGE TO OUR PROPERTY AND THE RISK OF, AND THE REDUCED RISK OF LIMITED OF PERSONAL INJURY.

WE FINALLY REPAIRED ALL THE DAMAGE TO OUR HOUSE IN THE WINTER OF 2019.

JUST THREE YEARS AGO.

THE NEGATIVE IMPACTS THAT WERE WERE THAT OUR CLOSE-KNIT SUBDIVISION BECAME MORE DISTANTLY CONNECTED BECAUSE RESIDENTS COULD NOW WALK AT THE PARK RATHER THAN HAVING TO WALK IN OUR NEIGHBORHOOD WHERE THEY WOULD REGULARLY VISIT WITH VARIOUS NEIGHBORS THROUGHOUT OUR SUBDIVISION.

ALONG THE WAY, WE ALSO BELIEVE THE GOLF COURSE CLOSURE IMPACTED OUR HOME VALUE.

DURING THIS TIME, THE CITY CONSIDERED ASSUMING THEIR OPERATION OF THE GOLF COURSE AND FELT THE NEED TO BRING THE PROPOSITION TO A PUBLIC VOTE.

I MENTION ALL THIS AS BACKGROUND TO MY COMMENTS ABOUT THE NEW COURSE BEING CONSIDERED.

FIRST, I FEEL THAT A ONE OF A KIND NEVER SEEN BEFORE COURSE IS ILL ADVISED.

TWO, WILL THIS PROPOSAL BE SUBMITTED FOR A PUBLIC VOTE? THREE, SHOULD THE CITY DECIDE TO ALLOW THE COURSE TO PROCEED? THE AMOUNT OF TIME BETWEEN SUBMITTALS BY THE APPLICANT, OVERALL COMMUNICATION, UH, BETWEEN THE APPLICANT AND THEIR ENGINEERS OR ARCHITECTS THAT CAN OFTEN HAVE A HUGE, UH, IMPACT ON THAT TIMING.

SO, IN GENERAL, WE'RE ABLE TO GET MOST RESIDENTIAL PERMITS APPROVED IN ABOUT A WEEK.

UM, 95% OF THOSE ARE BEING APPROVED ON THE FIRST PASS.

SO THOSE ARE GREAT NUMBERS FOR US.

UM, WHEN WE GET INTO COMMERCIAL PERMITS, THEN THOSE ARE A LOT TRICKIER.

THEY CAN BE FAR MORE TECHNICAL, MUCH MORE DETAILED, AND IF ANY ONE PERMIT GETS, UH, DELAYED, IT'S USUALLY ONE OF THE COMMERCIAL PERMITS.

SO WE STRIVE TO GET ALL THE COMMERCIAL REVIEWS COMPLETED IN LESS THAN 30 DAYS.

UH, THE FIRST REVIEW ON AVERAGE GETS COMPLETED IN ABOUT 20 DAYS RIGHT NOW.

SO AGAIN, OVERALL REVIEW TIME DEPENDS LARGELY ON THE QUALITY OF THE PLANS THAT WE GET UP FRONT AND WHETHER THE APPLICANT ACTUALLY MAKES THE CHANGES THAT STAFF HAS ASKED FOR, UH, UPON RECENT MODEL.

UM, SO OUR ENTER GOV EXPERTS THAT BUILT THE SYSTEM ARE STILL WORKING EVERY DAY ON FURTHER IMPROVEMENTS AS WE LEARN WHAT WORKS AND WHAT DOESN'T.

THESE ALL ARE PRETTY MINOR, BUT, AND AGAIN, THESE ARE JUST EFFORTS TO KIND OF SHOW THE COMMUNITY THAT WE'RE LISTENING, WE'RE BEING RESPONSIVE AND TRYING TO, TO HELP OUT.

UH, WE ALSO LOOKED AT THE BIGGER PICTURE FOR OUR DEVELOPERS.

A REZONE CAN TAKE ANYWHERE FROM THREE TO SIX MONTHS, AND WE'VE RECENTLY ELIMINATED THE SECOND PUBLIC HEARING FROM THE, UH, PLANNING AND ZONING COMMISSION AGENDA.

AND WE'VE DOUBLED UP ON OUR PUBLIC NOTICE, AND THAT BASICALLY ALLOWED US TO SHAVE ABOUT SIX WEEKS OFF OF THAT PROCESS.

SO WE FEEL THAT'S PRETTY, PRETTY SUBSTANTIAL.

IN 2021, UH, WE BEGAN USING THE BAYTOWN ENGAGED SITES TO GET INFORMATION ABOUT BIGGER PROJECTS OUT TO THE PUBLIC.

WE PRESENTED THAT TO COUNCIL, UH, AT, WHEN THAT CAME ABOUT.

WHAT COMMENTS CAN YOU PROVIDE? SO, UM, WE HAVE HAD A PRETTY LOW RESPONSE RATE, UH, WHICH WAS, WE KIND OF EXPECTED THAT IN JUST OVER SEVEN MONTHS, WE HAVE RECEIVED 31 VALID RESPONSES OUT OF OVER 4,100 APPROVALS THAT WERE ISSUED.

SO LESS THAN 1% RESPONSE RATE.

UM, WE WOULD EXPECT THAT LOW RESPONSE RATE MEANS THAT THE MAJORITY OF CUSTOMERS ARE PRETTY HAPPY WITH THE SYSTEM.

UM, THEY DIDN'T FEEL THE, THE NEED TO COMPLAIN, BUT THEY DIDN'T NECESSARILY FEEL LIKE, OKAY, THIS IS THE BEST THING SINCE SLICED BREAD.

SO, UM, YOU CAN SEE THE REVIEWS ON THE SYSTEM AND OUR STAFF IS OVERWHELMINGLY POSITIVE.

UM, YOU'LL SEE THAT ONLY, LET'S SEE, EIGHT PEOPLE RATED OUR ONLINE SYSTEM A ONE OR TWO OUT OF FIVE AND 18, RATED IT FOUR OR FIVE.

THE PLAN IS TO MAKE SURE THAT THOSE ARE NOT, WE'RE NOT MAKING CHANGES TO THEM AS WE MOVE THEM.

UM, WE HAD THE ILLUSTRIOUS JAMIE AND HER TEAM THERE AS WELL, UM, TO, UH, DO THEIR PRESENTATION FOR THE EMPOWERMENT GRANT.

BUT I'M REALLY HAPPY THAT THEY'RE THERE.

AND MANY OF YOU KNOW THAT THEY DO A, UH, A HUGE TRASH PICKUP.

UM, SO THEY'RE DOING THAT ON APRIL THE 16TH.

AND SO I KNOW THAT THEY'LL BE REACHING OUT TO STAFF FOR ANY NECESSARY PERMITS AND PERHAPS AN OPPORTUNITY TO DO THE BAYTOWN SERVE, UH, CONNECT FOR VOLUNTEERS AS WELL.

MAYBE A PAINTING VOLUNTEER TIME AS WELL.

UM, AND THEN, UM, CENTRAL HEIGHTS IS HAVING THEIR SECOND GRANT AS WELL.

AND IT WILL BE ANOTHER STREET MURAL LEADING TO THE CENTRAL HEIGHTS PARK.

UM, AND THEN, UH, WITH OUR AMAZING PARKS DEPARTMENT, UM, I WANNA THANK THEM FOR ORDERING NEW EQUIPMENT TO BUSH TERRACE PARK, WHICH IS ON AVENUE K.

SOMETIMES THAT NEIGHBORHOOD BACK THERE GETS A LITTLE FORGOTTEN BECAUSE THEY ARE HIDDEN BEHIND, UM, THE, UH, DAYS OF ALL THE COURTS THAT WE'RE STILL WAITING TO SEE WHAT'S GONNA HAPPEN WITH THAT.

AND SO I REALLY APPRECIATE THEIR ATTENTION TO THAT.

AND THEY ALSO GOT A NEW, UH, LIGHT, UM, FIXED IN THAT AREA.

AND, UM, WE ALSO, UH, I RAN, UH, RAN AROUND WITH CORNELL DOING A PARKS AUDIT AND I REALLY ENCOURAGE ALL OF Y'ALL TO DO THAT.

UM, AND HE'S GOT A LOT OF NOTES FROM ME ON WHAT I'D LIKE TO SEE IN THE PARKS, BUT IT'S NOT JUST ME, IT'S FEEDBACK THAT I'VE BEEN GETTING FROM RESIDENTS ON WHAT THEY WANNA SEE IN THEIR PARK SYSTEM.

AND THEN, UM, AS Y'ALL KNOW, WE DID THE TRAFFIC CALMING, UM, NEW, UH, IMPLEMENTATION WITH THE SPEED BUMPS AND EVERYTHING.

SO I WAS HAPPY TO SEE THAT I HAD SOME NEIGHBORHOODS THAT APPLIED FOR THAT.

WE HAD SOME THAT DID NOT QUALIFY, BUT WE DID, UM, PATROL ENFORCEMENT OUT THERE.

AND SO THEY GAVE OUT SOME PRETTY TICKETS.

UM, BUT FOR THOSE THAT DID QUALIFY FOR THE STUDIES, YOU HAD CENTRAL HEIGHT THAT I THINK IT'S GONNA START BY, UM, SECOND QUARTER, UH, HAROLD LANE AND GRANTHAM ROAD.

UM, AND THE LAST TWO PROJECTS, I KNOW THESE ARE MOVING VERY SWIFTLY.

UM, AND YOU CAN GO TO THE THE NEXT SLIDE, UH, WHICH IS OUR MARKET STREET REDEVELOPMENT THAT CONTINUES TO REALLY PUSH FORWARD.

AND I JUST WANTED FOLKS, ESPECIALLY, UH, WITHIN THIS AREA TO REALIZE THE ESTIMATED COST OR INVESTMENT THAT'S GONNA GO INTO THIS AREA, WHICH IS GOING TO BE OVER A MILLION DOLLARS.

I KNOW HARRIS, UH, WE REALLY WANNA THANK HARRIS COUNTY PRECINCT TOO FOR PARTNERING WITH US BECAUSE WE WOULD NOT BE ABLE AS THE CITY, UM, YOU KNOW, FUNNEL THIS MUCH MONEY, UH, WITHIN AN AREA SO QUICKLY.

UM, SO WE HAVE MARKET STREET REDEVELOPMENT, UM, FROM MARKET ALL THE WAY DOWN OR FROM BAYWAY DOWN TO STERLING DRIVE.

AND THEN THE NEXT SLIDE, THE NEXT PROJECT OF COURSE IS THE DRAINAGE IMPROVEMENT.

AND SO I DID SIT THROUGH, UM, THE HARRIS COUNTY MEETING UNTIL, THANK YOU FRANK, FOR SENDING THAT TO ME, .
