UM, THIS PARTICULAR AREA IS INSIDE OF ONE OF THE UNDEVELOPED PORTIONS OF THE CORRIDOR, UH, CROSBY, CEDAR BAYOU AND OR PARTS SPARSELY DEVELOPED AREA.

I'M SORRY.

IT IS DEVELOPED.

UM, THIS PARTICULAR AREA, UH, HAS AN INTERSECTION OF TWO MAJOR ARTERIALS.

SO CROSBY, CEDAR BAYOU, AND ALSO MASSEY TOMPKINS ARE TWO MAJOR ROADS.

IT CARRIES A LOT OF TRAFFIC AND THAT KIND OF ENDED IS INDICATED ALONG WITH THE DEVELOPMENT PATTERN THAT IS THERE, OR AT LEAST THE EXPECTATION OF THE DEVELOPMENT PATTERN.

THE FUTURE LAND USE PLAN HAS, HAS THE CORRIDOR.

ONE HALF OF THE, OF THE INTERSECTION IS DEDICATED AS COMMERCIAL CORRIDOR.

THE OTHER HALF IS LOW TO MEDIUM DENSITY RESIDENTIAL AND THE, IT'S A DIRECT SPLIT.

SO THE MAP THAT YOU SEE BEFORE YOU, UM, SHOWS CLEARLY WHERE THE COMMERCIAL CORRIDOR ABRUPTLY ENDS AND WHERE THE LOW TO MEDIUM DENSITY, UH, RESIDENTIAL BEGINS FOR THE FUTURE LAND USE PLAN.

UM, STAFF LOOKED AT THIS PARTICULAR AREA AND WE FEEL THAT THIS IS STILL IN KEEPING WITH THE COMMERCIAL CORRIDOR SECTION BECAUSE IT IS JUST ACROSS THE STREET.

GENERALLY WHEN YOU DRAW THE FUTURE LAND USE PLAN LINES, THEY ARE NOT PARCEL BASED.

THEY'RE GENERAL GUIDELINES AGAIN.

SO BEING SO CLOSE IN SUCH CLOSE PROXIMITY, WE FEEL THAT IT IS STILL IN KEEPING WITH WHAT THE FUTURE LAND USE PLAN IS SUGGESTING.

UM, THE REMAINDER OF THIS AREA, UM, THIS TWO ACRES THAT IS BEING REZONED IS A PART OF A LARGER TRACK.

UM, SO SIX ABOUT 16 ACRES REMAINS UNENCUMBERED AFTER THE ZONING, UH, IS CONSIDERED.

AND AT THIS PARTICULAR INTERSECTION, WHAT WE'RE TALKING ABOUT IS, UH, GENERAL COMMERCIAL BEING LOCATED ON THE WEST SIDE OF THE INTERSECTION.

AND THEN AGAIN, UH, LOAD SF TWO BEING LOCATED ON THE EAST SIDE OR ON THE EAST SIDE.

AND THEN SF ONE BEING LOCATED ON THAT SOUTH EASTERN PORTION OF THE THE CORRIDOR.

UM, MR. CHAVEZ HAS OBVIOUSLY ALREADY KIND OF GONE THROUGH THE, UM, UH, DESCRIPTION OF THE PROJECT.

WHAT WE'RE LOOKING AT IS A TOTAL OF 18 ACRES, UM, THAT IS, UH, CURRENTLY ZONED AS SINGLE FAMILY ONE.

WE'RE LOOKING TO JUST REZONE THE CORNER AT THE MAJOR INTERSECTION OF TWO ARTERIALS TO, UM, GENERAL COMMERCIAL.

WE FEEL LIKE THIS IS BETTER USE OF THAT PROPERTY AND IT'LL HELP SPUR THE DEVELOPMENT AROUND THAT AREA.

UM, ON THE OTHER TWO CORNERS, THEY'RE ALREADY GENERAL COMMERCIAL ON THE LAST REMAINING CORNER THAT DOES HAVE A, UM, DEVELOPMENT ON.

IT IS ACTUALLY ZONED FOR WHATEVER REASON, SINGLE FAMILY TOO, BUT HAS A COMMERCIAL DEVELOPMENT ON IT.

SO IT'S NON-CONFORMING.

UM, SO THE LIKELIHOOD OF THAT, YOU KNOW, IMPROVING ITSELF AND HAVING A BRAND NEW DEVELOPMENT.

SO IT'S LITTLE TO NOTHING.

SO, UM, WE FEEL LIKE THIS IS A GOOD SPOT FOR REDEVELOPMENT AWAY FROM THE GARTH ROAD CORRIDOR, UH, FOR REDEVELOPMENT THAT WE'D HOPE WOULD SPUR MORE REDEVELOPMENT ALONG THE MASSEY TOMPKINS CORRIDOR AND HAVE SOME INTERNAL, INTERNAL CITY, UM, DEVELOPMENT OR REDEVELOPMENT, NEW DEVELOPMENT OR REDEVELOPMENT.

SO I'M HERE TO ANSWER ANY, ANY QUESTIONS YOU MAY HAVE.

IT, IT'S A LITTLE AWKWARD.

WE WOULD ORDINARILY ENCOMPASS AN ENTIRE, UH, AN ENTIRE INTERSECTION, UM, AT LEAST THE FOUR CORNERS BECAUSE THAT, THAT MAKES A LITTLE BIT MORE SENSE, UM, FROM A, FROM A PRACTICAL STANDPOINT, UM, WHETHER WE, I'M, I'M SURE WE'VE LOOKED AT THIS CORRIDOR AND THE CORNER, UM, THE, THE NEW FUTURE LAND USE MAP AS I'VE SEEN, THE FIRST DRAFT IS A LITTLE, UM, IT'S A LITTLE MORE SPECIFIC THAN THE ONE WE HAVE NOW FOR SURE.

AND I'M, AND I'M SURE WE WOULD TAKE THAT INTO ACCOUNT, BUT I I, I COULDN'T SAY OFF THE TOP OF MY HEAD WHETHER WE DID THAT OR NOT.

UM, THE FIRST TWO ON THE LIST ARE RELATED.

SO IT'S THE ANNEXATION OF, UH, 34

AND A HALF ACRES AT JOHN MARTIN AND I 10, IF YOU GUYS REMEMBER, THAT WAS PART OF A 96 ACRE REZONE THAT WAS GOING FROM THAT OR TO, UM, TO GC, WHICH IS A, UM, THIS ONE IS A SPECULATIVE THERE.

WE DIDN'T HAVE A CONCEPT MAP OR ANYTHING LIKE THAT FOR THE, FOR THIS PROPERTY.

SO THAT WAS APPROVED BY COUNCIL.

UH, AND THEN WE ALSO HAD A REZONE OF 57 ACRES, UM, LET'S SEE, NORTHWEST CORNER OF MAIN STREET, NORTH MAIN AND HUNT ROAD.

UM, THAT WENT FROM SINGLE FAMILY ESTATE TO SF MOSTLY SF TWO, UH, AND GC, WHICH IF YOU REMEMBER THAT PIECE THAT WAS OUT ALONG NORTH MAIN WAS ALREADY GC.

SO WE WERE JUST KIND OF TAKING IT JUST A LITTLE BIT MORE.

PLUS THE REST OF THAT STRIP TO THE WEST, UM, BECAME SF TWO THAT WAS ALSO APPROVED BY COUNCIL.

AND THEN WE HAD THE, UM, PUD OF 13 AND A HALF ACRES OUT ON SAN JACINTO.

AND THAT, UH, THAT WAS OUR, UM, COTTAGE, THE, THIS, THE, UM, MULTIFAMILY COTTAGES THAT WAS ALSO, UH, APPROVED BY COUNCIL.

UM, I HAVE A COUPLE OF OTHER ITEMS AND THEY'RE MORE SORT OF, UM, UH, OPERATIONAL FOR THIS BOARD.

AND SO, UM, THE STRICTEST INTERPRETATION HAS ALWAYS BEEN TWO PUBLIC HEARINGS.

UM, WE'VE DECIDED TO MAKE A CHANGE AND, UH, ONLY REQUIRE ONE PUBLIC HEARING, WHICH IS WHAT MOST OF THE COMMUNITIES AROUND HERE DO.

AND IN FACT, WE WERE NOT ABLE TO FIND ANOTHER COMMUNITY THAT DOES TWO PUBLIC HEARINGS, UH, AT PUBLIC HEARING OR AT, UM, EXCUSE ME, AT PLANNING COMMISSION.

AND SO WE'VE DECIDED TO GO AHEAD AND REMOVE THAT SECOND PUBLIC HEARING FROM THE PROCESS THAT ESSENTIALLY, UH, CUTS 30 DAYS OFF OF THE PROCESS FOR THE APPLICANTS, WHICH WE FEEL IS, IS A, IS A GOOD THING.

BUT IT ALSO STILL, IF YOU REMEMBER, WHEN THEY GET TO CITY COUNCIL, THEY STILL HAVE A SECOND PUBLIC HEARING AT THAT TIME.

SO WE FEEL LIKE THE, THE DUE PROCESS IS STILL SERVED.

WE FEEL LIKE THE INTENT OF THE STATUTE IS SERVED.

SO, UM, SO YOU'LL START SEEING THAT FROM NOW ON.

YOU WON'T SEE ONE OR TWO PUBLIC HEARINGS.

YOU'LL JUST SEE ONE PUBLIC HEARING.

NOW WITH THAT, UM, THIS MAY BE A LITTLE CONFUSING TOO.

WELL, IN A LOT OF OTHER COMMUNITIES WHAT YOU DO IS YOU HAVE ONE PUBLIC HEARING.

SO YOU JUST SAY, OKAY, AT THE END OF THE PUBLIC HEARING, WE'RE GONNA VOTE.

THAT'S JUST HOW IT WORKS.

AND YOU DON'T NECESSARILY NEED A SECOND ITEM FOR THAT.

SO WE'RE ESSENTIALLY GONNA TAKE THAT ITEM AND WE'RE GONNA REMOVE IT.

AND BECAUSE NOW YOU'RE ONLY DOING ONE PUBLIC HEARING, YOU DON'T REALLY NEED THAT REMINDER WHETHER IT'S THE FIRST OR THE SECOND ONE.
