KENNETH DO SERGEANT WITH THE POLICE DEPARTMENT.

KENNETH GRADUATED FROM ROSS STERLING HIGH SCHOOL IN 1985 AND IN 1987 HE BECAME A JAILER WITH THE BAYTOWN POLICE DEPARTMENT.

HE WENT ON TO ATTEND THE UNIVERSITY OF HOUSTON DOWNTOWN POLICE ACADEMY, WHERE HE GRADUATED THIRD IN HIS CLASS IN DECEMBER OF 1994.

HE WAS HIRED AS A PATROL OFFICER WITH THE BAYTOWN POLICE DEPARTMENT ASSIGNED TO WORK BOTH THE EVENING AND GRAVEYARD SHIFTS.

THREE YEARS LATER, HE TRANSFERRED TO THE HARRIS COUNTY ORGANIZED CRIME NARCOTICS TASK FORCE UNIT, WHERE HE WORKED MULTI-JURISDICTION CASES INVOLVING STATE AND FEDERAL AUTHORITIES.

IN 1998, HE RETURNED TO FILL A VACANCY IN THE LOCAL NARCOTICS SQUAD.

AFTER SPENDING SEVEN YEARS IN THIS DIVISION, HE TRANSFERRED TO THE CRIMINAL INVESTIGATIONS DIVISION WHERE HE INVESTIGATED BURGLARY, THEFT AND PERSONS CRIMES.

IN MARCH OF 2008, HE WAS PROMOTED TO THE RANK OF SERGEANT WHERE HE SUPERVISED THE HOTSPOT UNIT.

SERGEANT DEW CURRENTLY SERVES AS A SUPERVISOR FOR THE SPECIAL OPERATIONS UNIT.

KENNETH CURRENTLY HOLDS A MASTER TEXAS PEACE OFFICER CERTIFICATE, AND IN ADDITION TO VARIOUS LETTERS OF APPRECIATION FROM CITIZENS AND COMMENDATIONS FROM SUPERVISORS, HE HAS ALSO RECEIVED THE FOLLOWING AWARDS, OFFICER OF THE MONTH, NOMINATED FOR PUBLIC SAFETY OFFICER OF THE YEAR TWO COMMANDER AWARDS FOR EXCELLENCE, EMERGENCY SERVICE, RIBBON WORK, HONORABLE CONDUCT MEDALS.

WE'VE ALSO BEEN TALKING ABOUT HOW WE CAN REALLY, UH, INTEGRATE THE SOUTH SIDE OF OUR CITY, UM, BETTER INTO OUR COMMUNITY, GET SOME BUSINESSES DOWN THERE, CREATE SOME JOBS ON THE SOUTH SIDE THAT ARE, UH, NOT JUST ON A TILT WALL TYPE OF OPERATION.

AND, UM, SOMETHING I'VE BEEN WORKING ON FOR A WHILE, WE'RE ABLE TO BRING IN A COUPLE OF NATIONAL DEVELOPERS WHO WE BELIEVE HAVE SOLVED THIS ISSUE FOR US.

AND I'VE GOT APPROXIMATELY 35 YEARS OF EXPERIENCE IN A WIDE ARRAY OF, OF CAPITAL ASSETS FROM RETAIL TO MULTIFAMILY OFFICE AND INDUSTRIAL PRE-ENGINEERED BUILDINGS IN TILT UP CONSTRUCTION.

THAT'S ESSENTIALLY MY, MY BACKGROUND.

I'M GONNA INTRODUCE YOU HERE IN A COUPLE SECONDS TO RICK TON, WHO'S GOT AN INCREDIBLE PEDIGREE IN GOLF COURSE DESIGN, BOTH INTERNATIONALLY AND NATIONALLY, UH, 35 PLUS YEARS EXPERIENCE.

AND, UM, HE HAS BEEN CULTIVATING AND DEVELOPING A CONCEPT THAT BAYTOWN WILL HAVE THE FIRST OF ITS KIND WORLD CLASS 18 HOLE, UH, CHAMPIONSHIP GOLF COURSE HERE IN BAYTOWN IN THE OLD, UM, EVERGREEN, UH, SITE.

UH, HE'S WORKED WITH A WIDE ARRAY OF, UM, PROFESSIONAL GOLFERS, UH, AND, UH, UH, ARCHITECTS, WESOFF, UH, LAYMAN, UH, COREY AND CRENSHAW.

'CAUSE WE HAVE TO SHAPE IT IN.

BUT WHAT I LIKE ABOUT THIS

THE CHALLENGE, OBVIOUSLY, IS THE AMOUNT OF LAND 105 ACRES.

AND JUST TO LET YOU KNOW, WITH 105, UH, ACRES, YOU REALLY HAVE THREE OPTIONS FOR, LET'S CALL IT GOLF.

AND THAT WOULD BE, UM, SIMPLY A NINE HOLE GOLF COURSE.

PAR 35, 3100 YARDS.

UH, YOU DO AN 18 HOLE PAR THREE COURSE, ALL PAR THREES, UH, THEY WOULD ALL BE ABOUT 160 TO 175 YARDS.

OR YOU CAN DO WHAT WE'RE CALLING, UM, THIS NEW CONCEPT RIGHT NOW, WE'RE REFERRING TO IT AS A DOUBLE LOOP.

AND, UM, WITH THAT WE CAN HAVE A 7,200 YARD, UH, I'M SORRY, A 6,200 YARD PAR 70 WITH, UH, EIGHT PAR FOURS, SIX PAR FIVE, UM, PAR THREES, AND FOUR, UH, PAR FIVES.

YOU'RE GONNA BE HITTING GENERALLY MIDDLE IRONS OR EVEN SHORT IRONS INTO THE, THAT GREEN.

AND THEN THE FOURTH HOLE OVER IS ONE THAT WOULD BE EXTREMELY INTERMI.

THAT'S PLENTY OF ROOM.

IT'LL BE A VERY SAFE GOLF COURSE.

AND IT GIVES US PLENTY OF ROOM TO SPREAD THE GREENS AND THE TEES.

AND THE COURSE GENERALLY RUNS NORTH AND SOUTH ADVANTAGE TO THAT IS THAT THE MORNING SUN FOR THE STARTING HOLES WILL NOT BE A PROBLEM.

AND YOU KNOW, 'CAUSE YOU'RE GOING .

YOU KNOW, A COMPRESSED ALTERNATIVE CONCEPT THAT'S UNPROVEN IS A DISTANT NUMBER THREE IN ALL THE DISCUSSIONS I'VE HAD.

BUT IN THE FIRST QUARTER ENDING IN DECEMBER, WE HAD RECEIVED OVER ONE THIRD OF THE ENTIRETY OF OUR PROPERTY TAX RECEIPTS FOR THE YEAR.

SALES TAX CONTINUES TO BE, AS I SAY, INCREDIBLY ROBUST.

I SIGNED BORING EVEN TO MYSELF IN SAYING IT.

UH, BUT WE'RE 17% UP YEAR OVER YEAR LOOKING IN RIGHT ACROSS THE GENERAL FUND.

ON THE REVENUE SIDE, OBVIOUSLY VERY HEALTHY, LARGELY BECAUSE THE IDA REVENUES, 85% OF THOSE HAVE ALREADY COME IN AT THE END OF DECEMBER, ALTHOUGH THEY HAVE UNTIL THE END OF JANUARY.

AND I WOULD ANTICIPATE THAT WE WILL HAVE ALMOST 100% COLLECTION BY THAT STAGE.

ON THE EXPENDITURE SIDE A LITTLE BIT DOWN, UM, I THINK IT'S FAIR TO SAY THAT THERE'S A REFLECTION OF THE ONGOING ISSUES THAT ALL OF THE DEPARTMENTS ARE HAVING AND FILLING VACANCIES.

UH, CERTAINLY IT IS HURTING IN MY DEPARTMENT AND OTHERS ARE FEELING IT TOO.

UH, THE UPSIDE FOR US ON THE FINANCIAL SIDE IS THAT, UH, WERE AT 22% OF SPEND AT THE QUARTER WAY MARK OF THE

YEAR, UH, ON THE AQUATICS FUND.

OBVIOUSLY THE MAIN SEASON HASN'T YET, UH, HAPPENED.

UM, WE ARE HOPEFUL THAT THIS YEAR WILL BE EVERY BIT AS GOOD AS, UH, LAST, IF NOT BETTER.

UH, SO I'M LOOKING TO SEE, UH, THE AQUATICS FUND AGAIN, UH, YIELDING A SURPLUS AND BEING ABLE TO REPAY A PORTION OF ITS LOAN TO THE GENERAL FUND.

UH, I'M SORRY, I MADE A JOKE TO MYSELF EARLIER.

IT'S REALLY AWFUL, BUT I'M GOING TO SAY IT.

UH, HOT REMAINS HOT, UH, AND 28%, UH, IN THE FIRST QUARTER ARE REVENUES FROM THE, THE HOT TAX ARE STILL INCREDIBLY, INCREDIBLY HEALTHY, UH, ON THE SPEND SIDE, UH, YET TO REALLY, UH, HIT THAT.

SO ONLY AT 4%, UH, A VERY, VERY HEALTHY FUND BALANCE ON THE HOT FUND, WATER AND SEWER SANITATION, STORM WATER, ALL YIELDING SURPLUSES IN THE FIRST QUARTER.

UH, AND FOR, LET ME SAY, FOR SANITATION FUND PARTICULARLY, THAT IS A HUGE KUDOS THERE.

AS YOU KNOW, A NUMBER OF YEARS AGO, UH, THAT WAS IN, UH, IN THE RED, IT IS NO LONGER SO STREET MAINTENANCE FUND, AGAIN, BECAUSE OF THE, UH, VERY HEALTHY SALES TAX.

WE'RE RUNNING A LITTLE BIT AHEAD THERE ON THE SPAN SIDE, WE'RE RIGHT ON THE MONEY WHERE WE WOULD EXPECT TO BE IN THE FIRST QUARTER ON THE INVESTMENTS A LITTLE CHANGE QUARTER OVER QUARTER.

UH, YOU'VE PROBABLY HAD A LOOK AT THE MARKETS TODAY.

INTEREST RATES WILL INEVITABLY GO UP, MAYBE NOT AS HIGH AS EVERYBODY HAD ANTICIPATED.

UH, GIVEN THE OTHER EVENTS OF TODAY AND THE EFFECT ON THE MARKET, UH, WE WILL, AS I SAID BEFORE, UH, BE MOVING A LITTLE BIT LOWER FROM THE POOLS AND INTO SOME OF OTHER HIGHER YIELDING INVESTMENTS OVER THE NEXT COUPLE OF QUARTERS.

SO ANTICIPATE THAT OUR EARNINGS WILL START TO INCREASE.

SO I DROVE AROUND THE, MY DISTRICT LAST WEEK OR SO.

UM, FOR THOSE OF YOU THAT HAVE NOT BEEN INCONVENIENCED ON THE MCKINNEY ROAD PROJECT, OR FOR THOSE OF YOU THAT HAVE IT, IT IS MOVING ALONG.

IT'S GONNA BE A GREAT, UH, IMPROVEMENT TO THE CITY WHEN THAT ROAD FINALLY GETS FINISHED UP.

UH, IF THOSE OF YOU THAT HAVE BEEN PAYING ATTENTION RUNNING UP AND DOWN, UH, ALEXANDER DRIVE OVER THE LAST SIX TO EIGHT MONTHS OR YEAR, UM, THE TRAFFIC LIGHTS HAVE BEEN PAINTED BLACK, UH, POWDER COATED BLACK AND HAS REALLY, UM, CHANGED THE AESTHETICS.

WE REPAIRED A SIGNIFICANT AMOUNT OF, UH, SIDEWALKS ALONG ALEXANDER AND ADDED A SIGNIFICANT AMOUNT OF SIDEWALKS ALONG ALEXANDER SO THAT, AGAIN, ALEXANDER IS COMING ALONG AND THE SIDEWALK PROGRAM HAS BEEN SUPPORTED BY THE MAYOR QUITE A BIT.

SO AS 90 NINES GETTING READY TO BE COMPLETED, 99 IS STARTING TO TO SPRUCE UP AND THAT'S A GREAT THING.
