MOVE ON TO ITEM TWO B, PRESENTATION OF LIFESAVING AWARD FOR OFFICER B BY OUR NEWLY SWORN IN CHIEF OF POLICE.SO THIS IS ACTUALLY AN HONOR AS MY MY FIRST OFFICIAL ACT IN FRONT OF THE CITY COUNCIL TO BE ABLE TO PRESENT A LIFE SAVING AWARD.
AND ONE OF THE THINGS THAT I WOULD LIKE EVERYBODY TO KNOW IS THAT, UH, YOU KNOW, OUR OFFICERS ON A DAILY BASIS, THIS IS THE TYPE OF THING THAT THEY DO.
THIS IS WHAT THEY LIVE FOR, IS WHEN THEY CAN MAKE A POSITIVE IMPACT AND A POSITIVE DIFFERENCE IN THE LIVES OF OUR CITIZENS.
AND THAT'S EXACTLY WHAT OFFICER B HAS DONE.
AND WE WANNA MAKE SURE THAT HE'S PROPERLY RECOGNIZED AND WE CELEBRATE HIM, AND WE LET OUR CITIZENS KNOW THE GOOD THAT OUR OFFICERS ARE DOING ON A DAILY BASIS, FOR WHICH THEY ASK FOR NO RECOGNITION AND NO PRAISE.
OFFICER B FOR SERVICE ABOVE AND BEYOND THE CALL OF DUTY ON FEBRUARY 8TH, 2021, OFFICER B RESPONDED TO THE FRED HARTMAN BRIDGE UPON HEARING A RADIO CALL OF A DISTRAUGHT WOMAN WHO IS THREATENING TO JUMP IN AN ATTEMPT TO END HER LIFE UPON A ARRIVAL.
OFFICER B LOCATED THE WOMAN ON THE BRIDGE AND MADE CONTACT WITH HER AS HE GOT OUT OF HIS POLICE VEHICLE AND IMMEDIATELY GRABBED AND PULLED HER FROM THE AREA OF THE BRIDGE WHERE SHE COULD BE IN DANGER TO HERSELF.
OFFICER B TRANSPORTED HER TO THE HOSPITAL WHERE SHE RECEIVED THE HELP THAT SHE NEEDED.
OFFICER B'S QUICK THINKING, FOLLOWED BY HIS QUICK AND DECISIVE ACTIONS, NOT ONLY SAVED THE LIVES, THE LIFE OF THIS CITIZEN, BUT GAVE HER AN OPPORTUNITY TO RECEIVE THE HELP THAT SHE NEEDED.
THIS ACT OF INTELLIGENT AND DECISIVE POLICE WORK BRINGS CREDIT TO OFFICER B, THE LAW ENFORCEMENT PROFESSION, AND IS CONSISTENT WITH THE FINEST TRADITIONS OF THE BAYTOWN POLICE DEPARTMENT.

IT'S ONE OF THE FIRST TIMES WHERE THE CITY MANAGER OFFERED THE CITIZENS TO GIVE INPUT ON FOUR DIFFERENT CANDIDATES THAT CAME HERE AND THE CITY AND THE CITIZENS THOUGHT THAT SERGEANT STRINGER WAS THE, CAN I CALL YOU SERGEANT
SO THERE WAS A TRANSFORMATION TAKING PLACE YEARS AGO WHEN I WAS PULLED OVER BAYTOWN POLICE OFFICER.
I WAS HELPING OUT SOMEONE WHO HAD, UH, HAD CRASHED.
I DIDN'T REALIZE BY TAKING HIM TO GO TO A HOSPITAL THAT THAT WAS FLEETING FROM A SCENE OF A CRIME.
SO I WAS PULLED OVER BY BAYTOWN POLICE AND WHEN I WAS, THE RHETORIC USED THERE IN THAT EXCHANGE WASN'T VERY NICE.
IT WAS GET OUT OF THE CAR, USE STUPID N WORD.
AND, UM, THAT WAS 15 YEARS AGO AND I WAS STUPID BACK THEN, I GUESS.
BUT, UH, NOT KNOWING THE LAW, IF YOU FAST FORWARD TO LAST MONTH WHEN I WAS PULLED OVER, UH, I WAS, UH, ADDRESSED DIFFERENTLY.
IT WAS A YES SIR, NO SIR, TYPE OF THING.
AND WHEN YOU HAVE THAT AND YOU HAVE A CITIZEN DRIVEN COMMUNITY ADVISORY BOARD HERE, WHEN YOU HAVE A CHIEF WITH INPUT FROM THE CITY, FROM OUR CITIZENS, THEN WE HAVE A FUTURE TO LOOK FORWARD TO.
THERE'S A HISTORY HERE IN BAYTOWN NEIGHBORHOODS LIKE OAK CONDITION, NEIGHBORHOODS LIKE CENTRAL HEIGHTS WHERE EQUITY WAS SQUEEZED OUT OF THOSE NEIGHBORHOODS.
THERE WERE ONES HOTELS THERE, THERE WERE ONES COMMERCIAL BUILDINGS, COMMERCIAL PROPERTIES.
AND WE GOTTA UNDERSTAND THAT PART OF THE NARRATIVE, PART OF THIS TRANSFORMATION THAT WE'RE SEEING NEEDS TO ADDRESS THAT PART OF OUR HISTORY AS WELL.

UM, LAST MONTH, UH, WE WERE AT THE TEXAS RECREATION AND PARKS SOCIETY'S ANNUAL AWARD CEREMONY WHERE WE PICKED UP FIVE DIFFERENT AWARDS, UH, WHICH WAS THE MOST OF ANY COMMUNITY IN OUR REGION.
UH, IF YOU DON'T KNOW, THE TEXAS RECREATION AND PARKS SOCIETY OR TRAPS IS A NONPROFIT, EDUCATIONAL AND PROFESSIONAL, UM, ORGANIZATION FUNDED 77 YEARS AGO TO ADVANCE THE PROFESSIONAL PARKS, RECREATIONAL AND LEISURE SERVICES IN TEXAS.
OUR REGION IS COMPRISED OF 76 MEMBER COMMUNITIES WITH ALMOST 500 PROFESSIONAL MEMBERS.

THE FIRST AWARD WAS THE LONE STAR PROGRAMMING AWARD.THE PURS PURPOSE OF THIS AWARD IS TO, UH, TO RECOGNIZE THE INNOVATIVE FIRST TIME RECREATION PROGRAM.
AND WE WERE HONORED TO ACCEPT THIS AWARD FOR THE FIRST YEAR EVENT OF, FOR JUNETEENTH THAT AIMED TO COMMEMORATE, EDUCATE, AND CELEBRATE SUCH A HISTORIC EVENT WITH AN ESTIMATED, WITH A CONSERVATIVE ESTIMATED CROWD OF OVER 5,000 GUESTS.
THE TWO DAY EVENT ACHIEVED ITS GOAL OF HOSTING ONE OF THE LARGEST FREE JUNETEENTH CELEBRATIONS IN OUR AREA.
THE JUNETEENTH COMMITTEE LED BY COUNCILMAN CHARLES JOHNSON, PLAYED A KEY ROLE IN SELECTING MUSICAL ACTS, SECURING SPONSORSHIPS, AND PROMOTING THE OVERALL EVENT DETAILS TO OUR COMMUNITY.
WE LOOK FORWARD TO CONTINUING TO PARTNER WITH THE COMMITTEE AGAIN THIS YEAR AS WE HOST, UH, JUNETEENTH ON, UH, FRIDAY, JUNE 17TH AT, UH, LEE COLLEGE AND SATURDAY JUNE 18TH AT THE, UH, BI ANTONIO PARK.
UM, NEXT IS THE INNOVATION AND FACILITY DEVELOPMENT.
UH, WE WERE AWARDED THIS FOR THE COMPLETE MAKEOVER OF THE CHILDREN'S DISCOVERY ROOM AT THE EDDIE V.
UH, THE STAR OF THE SHOW IS IN THE CENTER PHOTO THERE.
IT'S A, UH, BUILT-IN PUPPET THEATER, UH, TREE HOUSE, UH, THAT WAS MADE OUT OF SIMPLE MATERIALS SUCH AS PLYWOOD, SPRAY, FOAM, AND PAINT.
IT WAS DESIGNED AND CONSTRUCTED BY CARLA LER, OUR SENIOR EDUCATION TECHNICIAN.
BY RENOVATING THE SPACE, OUR STAFF CAN NOW OFFER ACTIVITIES AND STATIONS THAT INCLUDE SORTING ACTIVITIES, GAMES, AND PUZZLES ABOUT WILDLIFE HABITATS AND ECOSYSTEMS. A LIBRARY FULL OF FAMILY, UH, AND KID FRIENDLY BOOKS, AND SO MANY OTHER ACTIVITIES DESIGNED TO STIMULATE CREATIVITY, EXCITEMENT FOR OUR CLASSES, CAMPS, AND EVENT FOR OUR COMMUNITY.
CONGRATULATIONS TO CARLA LER, TRACY PROTHRO, AND ALL THE OTHER ENVIRONMENTAL STAFF AND VOLUNTEERS THAT MADE THIS GREAT IDEA TO A REALITY.

WE'VE PARTICIPATED IN THE BAYTOWN PUBLIC SAFETY AND EMERGENCY COMMUNICATIONS FACILITY, GROUNDBREAKING.

OFFICERS ARE BECOMING MORE FAMILIAR AND COMFORTABLE WITH THE PROGRAM, AND THE MOST IMPORTANT ASPECT OF THIS PROGRAM IS GETTING 16 INDIVIDUALS INTO A POSITION TO GET THE NECESSARY HELP THAT THEY NEED AT THE TIME OF THEIR CRISIS ON A, ON AT LEAST TWO OCCASIONS.
AND I WAS VERY IMPRESSED WITH THIS WHEN LIEUTENANT DORIS PROVIDED THIS INFORMATION ON AT LEAST TWO OCCASIONS.

AND SO IT WAS A VERY UNIQUE SITUATION.
SO DEFINITELY THERE'S, THERE'S SOME GOOD RESOURCES THAT ARE COMING AVAILABLE AS A RESULT OF THIS.

IS ADDICTION PART OF MENTAL HEALTH WHEN WE HAVE VICTIMLESS CRIMES, PEOPLE GETTING PULLED OVER FOR THINGS LIKE MARIJUANA OR COCAINE OR ANYTHING LIKE THAT? IS THAT A MATTER OF ADDICTION? IS THAT A MATTER OF MENTAL HEALTH? HOW DO WE ADDRESS THOSE VICTIMLESS CRIMES? I HOPE TO BRING SOME MORE OF THAT COMMUNICATION TO THIS COMMITTEE AND TRY TO TALK ABOUT IT.

MOST OF THE QUESTIONS ON THIS YEAR'S SURVEY WERE THE SAME ONES WE'VE ASKED IN PREVIOUS YEARS, SO THAT WE CAN MEASURE TRENDS OVER TIME AND SEE HOW PRIORITIES HAVE CHANGED.
AND THEN WE'RE ALSO ABLE TO COMPARE YOUR RESULTS WITH OTHER COMMUNITIES ACROSS THE COUNTRY.
SO THIS SURVEY WAS ADMINISTERED BY A COMBINATION OF MAIL AND ONLINE

TO RANDOMLY SELECT RESIDENTS THROUGHOUT THE CITY.THAT'S OUR STANDARD METHODOLOGY FOR THESE TYPES OF SURVEYS.
OUR GOAL WAS TO RECEIVE AT LEAST 600 COMPLETED SURVEYS.
WE ENDED UP WITH 607 AND THE RESULTS OF THESE 607 SURVEYS AT THE 95% LEVEL OF CONFIDENCE HAS A MARGIN OF ERROR PLUS OR MINUS 4%.
SO THAT MEANS THAT IF WE CONDUCTED THIS SURVEY THE SAME WAY A HUNDRED TIMES 95 TIMES, THE RESULTS WOULD BE PLUS OR MINUS 4% FROM WHAT WE'RE REPORTING.
SO THE RESULTS AREN'T PERFECT, BUT IT IS A SMALL MARGIN OF ERROR.
HERE WE HAVE A MAP OF THE CITY.
THE RED DOTS ARE HOUSEHOLDS THAT COMPLETED A SURVEY SUITE, A GOOD DISTRIBUTION THROUGHOUT THE CITY.
AND WE ALSO HAD A GOOD REPRESENTATION FROM KEY DEMOGRAPHIC AREAS SUCH AS AGE, RACE, ETHNICITY, AND GENDER.
SO HERE ARE OUR MAIN CONCLUSIONS FROM THE SURVEY.
WE FOUND THAT OVERALL RESIDENTS HAVE A POSITIVE PERCEPTION OF THE CITY OF BAYTOWN.
ABOUT TWO THIRDS OF SURVEY RESPONDENTS ARE SATISFIED WITH THE OVERALL QUALITY OF CITY SERVICES.
THAT'S COMPARED TO ONLY 9% WHO ARE DISSATISFIED.
AND THIS IS ONE OF THE MOST IMPORTANT QUESTIONS ON THE SURVEY BECAUSE HERE WE'RE ASKING YOUR RESIDENTS TO TAKE INTO ACCOUNT ALL THE SERVICES THAT YOU'RE PROVIDING AND REALLY GIVE AN OVERALL RATING FOR HOW WELL YOU'RE DOING.
SO THIS IS AN EXCELLENT RATIO OF POSITIVE TO NEGATIVE RESPONSES.
WE ALSO FOUND THAT THE CITY'S MOVING IN THE RIGHT DIRECTION.
WHEN I WAS LOOKING THROUGH THE RESULTS, THIS IS ONE OF THE AREAS THAT REALLY STOOD OUT TO ME THE MOST.
UH, SINCE 2019, WHICH WAS THE LAST TIME WE CONDUCTED THIS SURVEY, SATISFACTION RATINGS HAVE EITHER INCREASED OR STAYED THE SAME IN 71 OUT OF THE 103 AREAS THAT WE COMPARED.
AND THAT INCLUDES 21 AREAS THAT HAVE HAD A SIGNIFICANT INCREASE IN SATISFACTION, ONLY FOUR AREAS THAT HAD A SIGNIFICANT DECREASE.
AND THE REASON THIS REALLY STOOD OUT TO ME IS BECAUSE THIS DEFINITELY GOES AGAINST THE TREND OF WHAT WE'VE BEEN SEEING LATELY, UM, OVER THE LAST YEAR, MOST CITIES THAT WE'VE SURVEYED HAVE HAD A DECREASE IN SATISFACTION COMPARED TO THEIR PREVIOUS YEARS.
SO THIS, THIS DEFINITELY, UH, IS DIFFERENT THAN WHAT WE'VE TYPICALLY BEEN SEEING LATELY.
WE ALSO FOUND THAT BAYTOWN RATES 23% ABOVE THE TEXAS AVERAGE AND THE OVERALL QUALITY OF CITY SERVICES.
UH, AGAIN, THAT'S ONE OF THE MOST IMPORTANT QUESTIONS ON THE SURVEY.
AND YOU RATED 24% ABOVE THE TEXAS AVERAGE AND CUSTOMER SERVICE PROVIDED BY CITY EMPLOYEES OBVIOUSLY.
ANOTHER REALLY, REALLY IMPORTANT QUESTION ON THE SURVEY AND THE TOP OVERALL PRIORITIES ARE TRAFFIC FLOW, UH, MAINTENANCE OF CITY STREETS, AND THEN STORM WATER RUNOFF.
SO WE FOUND THAT RESIDENTS HAVE A POSITIVE PERCEPTION OF THE CITY.
HERE WE ASK RESIDENTS TO RATE THEIR PERCEPTIONS OF BAYTOWN IN A NUMBER OF DIFFERENT WAYS.
SO THE DARK BLUE ARE ARE RESIDENTS WHO ARE VERY SATISFIED, LIGHT BLUE IS SATISFIED, THE GRAY IS NEUTRAL, AND WE INTERPRET NEUTRAL AS MEETING EXPECTATIONS.
SO RATING OF A THREE ON A FIVE POINT SCALE.
UH, SO IT'S NOT, IT'S NOT A BAD RATING.
AND THEN THE PINK ARE THOSE WHO ARE DISSATISFIED OR VERY DISSATISFIED.
SO WHAT STOOD OUT TO ME THE MOST IS THAT TOP ROW, UH, ABOUT TWO THIRDS OF RESIDENTS GAVE POSITIVE RATINGS TO THE OVERALL QUALITY OF CITY SERVICES COMPARED TO ONLY 9% OR GAVE A NEGATIVE RATING.
SO YOU'VE GOT MORE THAN A SEVEN TO ONE RATIO OF POSITIVE TO NEGATIVE RATINGS FOR THE OVERALL QUALITY OF CITY SERVICES.
UH, FOR MOST CITIES THAT RATIOS MORE ALONG THREE OR FOUR TO ONE.
THIS WAS THE VERY FIRST QUESTION ON THE SURVEY HERE.
WE ASKED RESIDENTS TO RATE MAJOR CATEGORIES OF CITY SERVICES AND RATE THESE AREAS AT THE BIG PICTURE DEPARTMENTAL LEVEL.
AND THEN LATER ON IN THE SURVEY WE ASKED ABOUT SOME MORE SPECIFIC AREAS WITHIN SOME OF THESE CATEGORIES.
SO AGAIN, THE POSITIVE RATINGS OVERALL BY FAR OUTWEIGH THE NEGATIVE.
THE HIGHEST RATED AREAS ARE FIRE SERVICES, EMERGENCY MEDICAL SERVICES, LIBRARY PARKS AND RECREATION, TRASH RECYCLING AND YARD WASTE.
THERE WERE ONLY THREE AREAS WHERE MORE THAN 30% OF RESIDENTS WERE DISSATISFIED.
THOSE ARE STREETS, STORM WATER RUNOFF AND TRAFFIC FLOW.
BUT EACH OF THOSE THREE AREAS HAVE FEWER DISSATISFIED RESIDENTS THIS YEAR COMPARED TO THE LAST SURVEY, FOR EXAMPLE, FOR TRAFFIC FLOW, 47% OF RESIDENTS WERE DISSATISFIED.
UH, TWO YEARS AGO THAT NUMBER WAS 58%.
SO A SIGNIFICANT IMPROVEMENT OVER THE PAST COUPLE OF YEARS.
HERE WE HAVE A MAP OF THE CITY AND WE BROKE THE RESULTS OUT BY CENSUS BLOCK GROUP.
SO THESE ARE SMALL GEOGRAPHIC AREAS AND WHAT THIS DOES IS IT TELLS US IF RESIDENTS IN DIFFERENT PARTS OF THE CITY ARE RATING SERVICES DIFFERENTLY.
UH, THIS MAP IS FOR THE OVERALL QUALITY OF CITY SERVICES.
MOST OF THE AREAS BLUE, THERE ARE JUST A COUPLE OF AREAS THAT ARE YELLOWISH, UH, WHICH IS MORE OF A NEUTRAL RATING, BUT THERE ISN'T ANY ORANGE.
THERE ISN'T ANY RED, WHICH MEANS THERE AREN'T ANY AREAS WHERE RESIDENTS OVERALL ARE DISSATISFIED.
SO WHAT THIS TELLS US IS THAT RESIDENTS THROUGHOUT THE CITY ARE SATISFIED WITH THE OVERALL QUALITY OF CITY SERVICES.
AND IT ALSO TELLS US YOU'RE DOING A GOOD JOB PROVIDING

SERVICES EQUALLY THROUGHOUT THE, UH, CITY OVERALL.SOMETIMES WHAT HAPPENS IS EVEN IF THE RATINGS ARE REALLY GOOD OVERALL, ONCE YOU START BREAKING IT INTO THESE SMALLER GEOGRAPHIC AREAS, YOU SEE SOME AREAS WHERE RESIDENTS ARE DISSATISFIED OR FEEL LIKE THEY'RE NOT GETTING AS GOOD A SERVICE AS PEOPLE IN OTHER PARTS OF THE CITY.
BUT AT LEAST WHEN IT COMES TO OVERALL QUALITY OF CITY SERVICES, UH, THE RATINGS ARE VERY CONSISTENT AND POSITIVE THROUGHOUT THE CITY.
SO I MENTIONED THAT THE CITY IS MOVING IN THE RIGHT DIRECTION.
UH, SINCE OUR LAST SURVEY IN 2019, SATISFACTION RATING HAVE INCREASED IN 60 AREAS, STAYED THE SAME IN 11, DECREASED IN 32 AREAS, AND THAT INCLUDES 21 AREAS THAT HAVE HAD A SIGNIFICANT INCREASE IN SATISFACTION.
UH, ONLY 4% THAT I'VE HAD A SIGNIFICANT DECREASE.
AND AGAIN, THIS VERY MUCH GOES AGAINST THE TREND OF WHAT WE'VE BEEN SEEING OVER THE PAST YEAR, UH, WHERE MOST CITIES OVERALL HAVE BEEN SEEING A DECREASE IN SATISFACTION COMPARED TO PREVIOUS YEARS.
THIS IS SOMETHING WE CALL THE OVERALL SATISFACTION INDEX.
HERE WE'RE GIVING THE SCORE TO OVERALL SATISFACTION WITH THE MAJOR CATEGORIES OF CITY SERVICES, WHICH IS THAT CHART I SHOWED A FEW SLIDES AGO.
AND HERE YOU CAN SEE THE OVERALL SCORE FROM 2016 THROUGH THIS YEAR.
AND YOU CAN SEE THIS YEAR THE OVERALL SATISFACTION INDEX IS AT AN ALL TIME HIGH.
IT INCREASED A LITTLE FROM 16 TO 17 TO 18, WENT DOWN A LITTLE BIT IN 2019, BUT NOW IT'S UP TO THE HIGHEST THAT IT'S EVER BEEN.
AND IF YOU LOOK TO THE RIGHT, YOU CAN SEE YOUR SCORE HAS CONSISTENTLY BEEN HIGHER THAN THE NATIONAL AVERAGE FOR THESE NEXT FEW CHARTS.
THE BLUE LINE ARE RESIDENTS WHO ARE EITHER VERY SATISFIED OR SATISFIED ON THIS YEAR'S SURVEY, DE GREATER THE SATISFACTION RATINGS FOR 2019.
THIS IS FOR THAT MAJOR CATEGORIES OF CITY SERVICES OVERALL, THE RATINGS HAVE EITHER INCREASED OR STAYED THE SAME IN 12 OUT OF 15 AREAS AND THERE HAVEN'T BEEN ANY SIGNIFICANT DECREASES.
UH, BUT THERE ARE FIVE AREAS THAT HAVE HAD A SIGNIFICANT INCREASE IN SATISFACTION.
THAT INCLUDES TRASH RECYCLING AND YARD WASTE, POLICE SERVICES, DRINKING WATER, ANIMAL CONTROL, AND THEN TRAFFIC FLOW.
HERE ARE THE COMPARISONS FOR PERCEPTIONS OF THE CITY.
MOST OF THESE AREAS HAVE HAD A SMALL INCREASE IN SATISFACTION.
THE BIGGEST INCREASES WERE FOR THE OVERALL QUALITY OF CITY SERVICES.
UH, WHICH AGAIN, ONE OF THE MOST IMPORTANT QUESTIONS ON THE SURVEY.
THE OVERALL QUALITY OF LIFE IS ALSO IMPROVED BY 4% SINCE THE LAST SURVEY.
THERE ARE A COUPLE OF AREAS THAT HAVE HAD A DECREASE AND THAT'S NEW DEVELOPMENT, HOW WELL THE CITY'S PLANNING FOR GROWTH.
UM, EVEN THOSE ARE JUST DOWN FOUR OR 6%.
SO NOT REALLY SIGNIFICANT, UH, DIFFERENCES.
THIS IS ANOTHER ONE OF THE CHARTS THAT TO ME IS ONE OF THE HIGHLIGHTS OF THE SURVEY.
UH, WE ASKED RESIDENTS TO RATE DIFFERENT ASPECTS OF CUSTOMER SERVICE FROM CITY EMPLOYEES.
AND YOU CAN SEE ALL FOUR AREAS HAD A SIGNIFICANT INCREASE IN SATISFACTION SINCE 2019 AND THE RATINGS WERE GOOD IN 2019.
SO THAT MAKES THIS ESPECIALLY IMPRESSIVE.
UM, SO WE'VE HAD SIGNIFICANT INCREASES IN EMPLOYEES BEING COURTEOUS AND POLITE, UH, GIVING PROMPT AND ACCURATE ANSWERS TO QUESTIONS, DOING WHAT THEY SAY THEY WOULD IN A TIMELY MANNER, AND THEN HELPING RESIDENTS RESOLVE WHATEVER ISSUE UM, THEY HAD.
HERE ARE COMPARISONS FOR DRINKING WATER.
WE'VE HAD SIGNIFICANT INCREASES IN MOST OF THESE AREAS.
SO THIS INCLUDES EVERYTHING FROM WATER PRESSURE TO THE COLOR AND TASTE OF TAP WATER, AS WELL AS JUST OVERALL CITY EFFORTS TO KEEP DRINKING WATER SAFE.
AND THEN HERE ARE THE COMPARISONS FOR TRANSPORTATION.
UH, WE ALSO HAD SIGNIFICANT INCREASES IN MOST OF THESE AREAS.
IF YOU LOOK AT THE BOTTOM TWO ROWS, UM, THOSE ESPECIALLY STOOD OUT TO ME.
UH, IN 20 19, 20 4% OF RESIDENTS WERE SATISFIED WITH HOW WELL THE CITY WAS MANAGING TRAFFIC.
THIS YEAR, THAT NUMBER'S UP TO 35%.
UH, SO IT'S REALLY SIGNIFICANT INCREASE JUST OVER A COUPLE OF YEARS.
AND THEN IN THAT BOTTOM ROW, UH, IN 2019, 10% WERE SATISFIED WITH TRAFFIC FLOW ON MAJOR STREETS.
UH, NOW THAT NUMBER IS NEARLY DOUBLE TO 19%.
UM, SO THOSE WERE A COUPLE OF THE BIGGEST SATISFACTION INCREASES ON THE SURVEY.
WE ALSO COMPARED YOUR RESULTS OF OTHER COMMUNITIES FOR THIS CHART.
THE BLUE LINE ARE SATISFACTION RATINGS FOR THE CITY OF BAYTOWN.
UH, THE RED ARE THE SATISFACTION RATINGS FOR RESIDENTS FROM ACROSS THE STATE OF TEXAS.
AND THEN THE YELLOW ARE THE RATINGS FROM RESIDENTS ALL ACROSS THE US.
SO THERE'S SEVERAL AREAS WHERE YOU RATE SIGNIFICANTLY HIGHER THAN OTHER COMMUNITIES.
THAT INCLUDES LIBRARY SERVICES, PARK AND RECREATION, TRASH RECYCLING AND YARD WASTE.
THE ONLY AREA THAT RATES SIGNIFICANTLY LOWER IS TRAFFIC FLOW.
UM, BUT WE SAW THAT'S IMPROVED SIGNIFICANTLY SINCE THE LAST SURVEY.
SO ROOM FOR IMPROVEMENT, BUT IT'S DEFINITELY HEADED IN THE RIGHT DIRECTION.
SO NOW WE'LL TAKE A LOOK AT TOP PRIORITIES.

AND THE IDEA BEHIND THIS IS THAT THOSE AREAS THAT HAVE A COMBINATION OF LOW SATISFACTION, BUT AT THE SAME TIME ARE THE AREAS THAT RESIDENTS RATED AS THE MOST IMPORTANT SHOULD BE THE HIGHEST PRIORITIES.
UH, SO WE BROKE THESE INTO THREE TIERS.
THE HIGHEST PRIORITIES ARE IN THE RED, THAT'S TRAFFIC FLOW, UH, MAINTAINING CITY STREETS, STORM WATER RUNOFF.
UH, THERE'S ONE AREA THAT FELL INTO THE HIGH PRIORITY CATEGORY, THE YELLOW, WHICH IS ENFORCING CODES.
AND THEN, UM, THE REST IS IN THE MEDIUM PRIORITY.
THE THOSE TOP FIVE PRIORITIES, TOP FOUR PRIORITIES ARE THE SAME AS THE LAST SURVEY.
THERE WERE SOME CHANGES THOUGH IN THE MEDIUM CATEGORY.
UH, LAST TIME POLICE SERVICES WERE THE SIXTH HIGHEST PRIORITY.
AND THAT'S BECAUSE THE LEVEL OF IMPORTANCE AS INCREASED A LITTLE FOR THOSE TWO CATEGORIES.
THIS IS REALLY JUST A DIFFERENT WAY OF LOOKING AT THE SAME INFORMATION.
UM, FOR THIS CHART, IF YOU START TO THE RIGHT, THOSE ARE THE AREAS THAT RESIDENTS RATED AS THE MOST IMPORTANT.
AND AS YOU MOVE LEFT, THE LEVEL OF IMPORTANCE GETS LESS AND LESS.
IF YOU START AT THE TOP, THOSE ARE THE AREAS WITH THE HIGHEST SATISFACTION.
AND AS YOU MOVE DOWN, SATISFACTION GETS LOWER AND LOWER.
SO THE AREAS IN THAT BOTTOM RIGHT HAND CORNER WHERE IT SAYS OPPORTUNITIES FOR IMPROVEMENT, THOSE ARE THE ONES WITH THAT COMBINATION OF LOW SATISFACTION BUT ALSO HIGH IMPORTANCE.
UM, SO THAT INCLUDES TRAFFIC FLOW, UH, STREETS, STORM WATER RUNOFF, CODES, AND ORDINANCES.
TWO YEARS AGO, DRINKING WATER WAS ALSO IN THIS CATEGORY.
UH, BUT THE SATISFACTION HAS INCREASED AND THEN THE IMPORTANCE HAS GONE DOWN, UM, BECAUSE OF THE SATISFACTION INCREASING.
SO IT'S MOVED OVER TO THE, UH, QUADRANT TO THE LEFT.
NOW WE ALSO CREATE IMPORTANT SATISFACTION RATING FOR SOME SPECIFIC AREAS.
THIS ONE'S FOR MAINTENANCE SERVICES.
AGAIN, WE HAVE THREE TIERS OF PRIORITY.
THE HIGHEST PRIORITY ARE OVERALL MAINTENANCE OF CITY STREETS AS WELL AS UH, STORMWATER DITCHES.
HIGH PRIORITIES, WHICH IS THE YELLOW, ARE MAINTAINING MAJOR ROADWAYS AND ALSO MAINTENANCE OF NEIGHBORHOOD STREETS.
AND THEN CLEANLINESS OF CITY STREETS, UH, WHICH IS THE FIFTH HIGHEST PRIORITY, THE HIGHEST IN THE MEDIUM.
UH, JUST MISSED BEING IN THAT YELLOW, WHICH WOULD'VE MADE IT A HIGH PRIORITY AS WELL IF FOR PUBLIC SAFETY.
TOP OVERALL PRIORITY IS JUST OVERALL EFFORTS TO PREVENT CRIME.
COUPLE AREAS FELL INTO THE YELLOW, WHICH IS THE OVERALL QUALITY OF POLICE PROTECTION.
AND THEN ENFORCING TRAFFIC LAWS.
UM, HOW QUICKLY POLICE RESPOND TO EMERGENCIES WAS FORTH, UM, AND JUST MISS FALLING INTO THAT YELLOW CATEGORY.
AND THEN FOR PARKS AND RECREATION, TOP TWO PRIORITIES ARE SENIOR RECREATION OPPORTUNITIES AND THEN THE NUMBER OF WALKING AND BIKING TRAILS.
UH, THE APPEARANCE IN MAINTENANCE OF CITY PARKS WAS ACTUALLY RATED AS THE NUMBER ONE MOST IMPORTANT PRIORITY, BUT THE REASON IT'S ONLY THIRD IS BECAUSE THE SATISFACTION RATINGS WERE SO HIGH.
UH, WE SAW THAT RESIDENTS HAVE A POSITIVE PERCEPTION OF THE CITY.
UM, THINGS ARE CLEARLY MOVING IN THE RIGHT DIRECTION.
UH, THERE HAVE BEEN SATISFACTION INCREASES IN MANY AREAS, SIGNIFICANT INCREASES IN 21 AREAS.
UH, OVERALL, YOUR RATINGS ARE SIGNIFICANTLY HIGHER THAN THE REGIONAL AVERAGE WHEN IT COMES TO OVERALL QUALITY OF CITY SERVICES AS WELL AS CUSTOMER SERVICE.
AND THEN THE TOP OVERALL PRIORITIES, TRAFFIC FLOW, UH, MAINTENANCE OF CITY STREETS, AND THEN SOME STORMWATER RUNOFF AND FLOOD PREVENTION.
SO THAT IS EVERYTHING THAT I HAD.
UM, OF COURSE THERE'S ALWAYS ROOM FOR IMPROVEMENTS, UH, BUT REALLY OVERALL THE RESULTS ARE EXTREMELY POSITIVE THIS YEAR.

THEN THE EAST JAMES PROJECT IS, UM, THE STORM DRAINAGE IMPROVEMENTS ALONG EAST JAMES AND WRIGHT BOULEVARD.
AND SO THESE WERE COMBINED INTO ONE PROJECT AND HOWEVER, THEY WILL BE CONSTRUCTED IN TWO PHASES.
SO WE WILL, UM, CONSTRUCT THE FIRST PHASE AS THE STORM DRAINAGE IMPROVEMENTS ALONG HONEYCUTT AND THE EAST JAMES AREA, AS WELL AS THE DETENTION FOR THIS AREA.
AND THEN AFTER THAT, WELL, WHILE THAT FIRST PHASE IS GOING ON, WE WILL WORK ON GETTING EASEMENTS FOR THE CHANNEL IMPROVEMENTS.

AS OUR NEW PARKS AND RECREATION DIRECTOR, CLIFFORD TAKES OVER FROM A VERY SUCCESSFUL PROGRAM FROM SCOTT JOHNSON.
AS YOU SAW FROM OUR SURVEY RESULTS, OUR CITIZENS HAVE A V VERY HIGH OPINION OF OUR PARKS AND RECREATION.
OUR, OUR PUBLIC SPACE MAINTENANCE, ET CETERA, HAS SPECIAL EVENTS, AQUATICS, UH, OUR, UH, ECOLOGY, UH, AREA, THAT'S WHAT I CALL IT, THE NATURE PARK.
UH, BUT, AND, AND ALL THOSE DIVISIONS, IT'S QUITE A TRICKY THING.
THERE'S QUITE A FEW, UH, PROGRAMS THAT IS MANAGED BY THE PARKS AND RECREATION DEPARTMENT.
UH, I APPRECIATE ALL OF THEIR EFFORT VERY MUCH, AND I BELIEVE CLIFFORD HATCH WILL GUIDE THIS DEPARTMENT, UH, INTO THE FUTURE AND MAINTAIN THOSE VERY HIGH MARKS FROM OUR PUBLIC.

SHE RECENTLY COMPLETED THE CREDENTIALING TO BECOME A CERTIFIED PROFESSIONAL PUBLIC BUYER.
UH, THIS REQUIRED A TREMENDOUS AMOUNT OF STUDY AND, AND TRAINING.
SHE IS ONE OF, I THINK, FOUR SUCH CREDENTIALED PROFESSIONALS IN THE STATE OF TEXAS, AND BAYTOWN HAS ONE OF 'EM.
SO, UH, JOIN ME IN CONGRATULATING HER WITH THIS SIGNIFICANT ACCOMPLISHMENT.
ALSO, UM, DURING THE CHRISTMAS, UH, SEASON, WE DIDN'T HAVE A LOT OF TIME SINCE OUR LAST MEETING, I THINK WAS ON, UH, THE NINTH OF, UH, DECEMBER.
UH, WE HAD AN ANGEL TREE THAT HAD, UH, BEEN, UH, PLACED IN CITY HALL.
AND THIS WAS TO BENEFIT FAMILIES AND, AND YOUNGSTERS THAT, UH, OF, UH, LOW AND MODERATE MEANS AND, AND, UH, REALLY APPRECIATE THE GENEROSITY THAT WAS EXPRESSED BY OUR EMPLOYEES AND OTHERS TO, UH, FILL THOSE NEEDS.
BUT I WANT TO COMPLIMENT FRANKIE LINDER, UH, ADRIANA MALVO AND SHARON ROSE FOR, FOR SPEARHEADING THIS EFFORT AND IT SHOWS OFF OUR CORE VALUE OF CARING.
SO WITH THAT MAYOR COUNCIL, THAT IS ALL I HAVE FOR YOU TONIGHT.
COMMENT ABSOLUTELY ON THE, ON THE ANGEL TREE.
UH, COUNCILMAN JOHNSON, I KIND OF CAME BY THAT DAY.
I TELL YOU WHAT THOSE EMPLOYEES DESERVE.
THAT WAS, WE CAME IN HERE, THIS ENTIRE AUDITORIUM WAS FULL OF PRESENCE FOR THOSE KIDS AND STUFF.
AND, AND WHILE I WAS HERE, THEY, THERE WERE DEPARTMENT HEADS AND DEPARTMENT MEMBERS OF DEPARTMENTS ALL ACROSS THE CITY STILL BRINGING GIFTS, GIFTS AND PRESENTS IN HERE.
AND IT WAS, IT WAS JUST PHENOMENAL.
SO, KUDOS, KUDOS, KUDOS TO THOSE THREE INDIVIDUALS THAT STEPPED UP TO, TO PULL IT OFF AS WELL AS ALL OF OUR STAFF ACROSS THIS CITY STEPPING UP TO, TO PROVIDE THOSE.

ENTERTAIN A MOTION, UM, TO YES, TO CONCLUDE THAT YES, WE'RE ALWAYS VERY PLEASED WITH THE JUDGE.SO WE WOULD LIKE TO AWARD A 6% SALARY INCREASE THIS YEAR.
AND I THINK A LOT OF THE SENTIMENT WAS, UH, JUDGE ANTE CONTINUES TO RUN IN EFFICIENT AND VERY FAIR COURT AND, UH, AND SO WE JUST WISH, WISH HER, UH, CONTINUED SUCCESS AND, AND, UH, WE CERTAINLY, UM, APPLAUD, UH, HER PERFORMANCE AND SO, SO THANK YOU, UH, JUDGE ESCALANTE.
