WE, WE'VE BEEN DOING THIS FOR A, A COUPLE TIMES TO GET EVERYBODY UP TO SPEED.

I, EMERGENCY MANAGEMENT, WHAT WE'VE DONE THE ENTIRE YEAR IN 2021, OUR PROGRAM PRIORITIES WERE OPERATIONS, WHICH MOSTLY WE SPENT FROM 2020 TO 2021 SUPPORTING COVID, UH, EVALUATE AND ASSESS THE NEED FOR EOC EXPANSION THAT ALWAYS POPS UP AFTER ACCIDENT REPORTS, AFTER AN ACTIVATION, UH, PLANNING, TRANSITIONING ALL EMERGENCY MANAGEMENT ANNEXES TO EMERGENCY SUPPORT FUNCTIONS, WHICH IS BECOMING THE STANDARD THE STATE IS USING THAT FEMA USES IT AND IT'S GOING TO TRANSITION DOWN EVENTUALLY.
ONE OF THE THINGS WE NOTICED WITH, WE, WE HAD SOME ISSUES WITH RECOVERY DOCUMENTATION OVER THE YEARS.
SO WE FORMED UP OUR GROUP COMMITTEE WITH FINANCE,

EMERGENCY MANAGEMENT, AND SOME OTHER FOLKS IN THE CITY, AND WE DEVELOPED A DISASTER FINANCE COST RECOVERY PROCESS.AND WE UTILIZED IT SEVERAL TIMES DURING ACTIVATION THIS LAST YEAR.
WE'RE LETTING EVERYBODY KNOW WHEN THEY REALLY NEED TO START DOCUMENTING THE TIME WHEN THE DOCUMENTATION GET PUT IN.
AND FEMA HAS BEEN REAL HAPPY WITH IT.

THE, THE COVID FUNDS FROM FOR CHAMBERS COUNTY AND HARRIS COUNTY ARE COMPLETED.
UH, WE'RE WORKING, WE'VE CLOSED OUT HURRICANE LAURA, AND WE'RE WORKING ON, UH, WINTER STORM YEARLY NOW MITIGATION, UH, IDENTIFYING FUNDING OPPORTUNITIES.
AND I'LL COVER THAT A LITTLE BIT MORE AS WE GO DOWN TO SOME OF THE STATE THINGS.
WE CONDUCTED SOME INCIDENT COMMAND AND INCIDENT, UH, NIMS TRAINING AND EOC 1 0 1 TRAINING TO OUR INTERNAL EOC STAFF.
WE DO THAT EVERY SPRING AND PARTICIPATE IN DISCUSSION BASED EXERCISE.
UH, WE MAINTAINED AN UPDATE DATED OUR MASS NOTIFICATION AND WARNING SYSTEMS. WE JUST WENT THROUGH UPGRADE WITH THE SIREN, UH, SOFTWARE.
WE, WE'VE DONE THE WHOLE YEAR AND REPORTED EVERYTHING FOR EMERGENCY MANAGEMENT PERFORMANCE GRANT TO RECEIVE FUNDS BACK FOR THE PROGRAM THROUGH
I RECEIVED THE EMAIL TODAY THAT ALL OUR REPORTS ARE GOOD, BUT WE'RE JUST WAITING FOR THE STATE TO TELL US HOW MUCH WE'RE GONNA GET SHELTERS.
WE'VE UPDATED THE PLANS AND THE OPERATING GUIDELINES FOR WARMING CENTERS.
THAT WAS SOMETHING WE REALLY LOOKED HARD AT AFTER, WELL, DURING THE WINTER FREEZE.
UH, BUT THOSE HAVE BEEN ACCOMPLISHED.
UH, WE'LL BE HOSTING ADDITIONAL SHELTER OPERATIONS AND CONTINUE TO IDENTIFY LOCATIONS NORTH OF INTERSTATE 10.
AND WE'VE IDENTIFIED SOME, BUT UNFORTUNATELY RIGHT NOW THEY'RE STILL UNDER CONSTRUCTION DISASTERS SUPPLY WAREHOUSE.
THAT'S REALLY COME A LONG WAY.
EVEN SINCE THE LAST PRESENTATION, UH, WE'VE WORKED WITH COMMUNITY SERVICES, WE FOUND A BUNCH OF TARPS THAT FEMA HAD DELIVERED AFTER HURRICANE IKE AND, AND PUBLIC WORKS WAS ABLE TO UTILIZE THOSE, THOSE ROLLS OF TARPS DURING THE WINTER.
I ACQUIRED AND STORED PERSONAL PROTECTIVE EQUIPMENT SINCE WE'RE STILL ALREADY COVID, BEEN WORKING WITH HARRIS COUNTY GOWNS AND SOME MORE MASKS, AND WE HAVE, RIGHT NOW, WE FEEL PLENTY OF MASKS IF WE GOT HIT HARD AGAIN.
AND PALLETIZED COTS AND SHELTER PACKAGES FOR RAPID DEPLOYMENT, ALONG WITH ONE OF THE GOOD THINGS FOR THE WAREHOUSE THAT CAME OUT OF, OUT OF THE WINTER STORM WAS REQUESTING WATER FROM HARRIS COUNTY AND GOT LIMITED WATER, BUT I GOT A TRUCKLOAD OF RES, SO WE HAVE ABOUT 15 PALLETS OF RES SHOULD WE HAVE TO OPEN SHELTERS FOR WARMING CENTERS OUT AT OUR WAREHOUSE.
THESE ARE ALL THE ANNEXES THAT HAVE BEEN UPDATED OR CONVERTED OVER TO ESF, THE DISASTER AND FINANCE OR COST RECOVERY PLAN.
AND THIS IS ALL BEING FORMATTED AND GOING INTO CORRESPONDENCE.
THEY ALIGNING WITH GENERAL LAND OFFICE ON SOME OF THE THINGS THEY'RE DOING WITH CDDG.

H DID A COUPLE OF IN-PERSON HURRICANE PREPAREDNESS SEMINARS, AND WE PUSHED OUT UTILITY BILL MAILERS FOR HURRICANE PREPAREDNESS AS FAR AS THE EMPG PUBLIC AWARENESS PART OF THE, UH, GRANT AND PARTICIPATED IN THE, THE CIVICS ACADEMY, EOC ACTIVATIONS A LITTLE BIT LESS THAN WHAT'S BEEN THERE BEFORE, BUT WE'RE STILL ACTIVE FOR COVID.
UH, WE WERE ACTIVATED FROM MARCH, 2020 TO APRIL OF 2021, AND WE KICKED IT BACK A LITTLE, UH, DOWN BACK TO OUR NORMAL OPERATIONS.
WINTER STORMS, SEVERE STORMS, AND, AND APRIL, UH, PLANNED DEMONSTRATIONS THAT WE HAD.

ALL WORK WITH THOSE DEPARTMENTS DEVELOPED INCIDENT ACTION PLANS FOR US.
RICK HAS, HAS TALKED TO ME ABOUT WINTER STORM COMING UP IN SOME OF THE LONG RANGE FORECASTING.
THE WEATHER PREDICTION CENTERS IS FORECASTING THAT WILL ENTER INTO A LA NINA YEAR, THIS COMING WINTER.
WHAT DOES THAT MEAN FOR US? WHO KNOWS? WE COULD GET SOME BAD WEATHER, BUT NOT AS BAD AS WE HAD EARLY THIS YEAR.
AND I TALKED TO DAN RILEY WITH THE NATIONAL WEATHER SERVICE LAST WEEK AT THE HOUSTON GALVESTON OFFICE.
HE SAID, A A MILE WINTER IS WHAT, WHAT THEY'RE, THEY'RE THINKING RIGHT NOW.
AND THAT CORRESPONDS TO THE FARMER'S OWN ACT.
SO THAT LOOKING PRETTY, PRETTY POSITIVE RIGHT NOW.
BUT IT'S KIND OF LIKE A HURRICANE.

UH, PAGING MATERIALS AND SUPPLY 72 HOURS BEFORE FORECASTED IMPACT.
AND THEY'VE STOCKED ADDITIONAL FITTINGS AND PIPE, UH, AS IF THEY NEED IT.
THEY PURCHASED TARPS, ADDITIONAL INSULATION, THE THERMAL, THERMAL BLANKETS AND CHEMICAL TANK TANKS.
THAT FOLLOW WAS MAIN WATER TREATMENT PLAN HAD BEEN PURCHASED AND INSTALLED.
AND I HAVE SOME PICTURES THERE SHORTLY.
UH, THEY WENT THROUGH THE PROCESS AND CREATED AN SOP FOR THE GENERATOR OPERATIONS THAT FOLLOW IN CASE THEY RUN THAT LOCKOUT SITUATION THAT THEY HAD BEFORE AND PURCHASE ADDITIONAL HEATERS FOR WATER TREATMENT PLANT AT WELL SITES.
THE WASTEWATER TREATMENT PLANTS, UH, THEY'VE INCREASED THE GENERATOR SERVICE CONTRACT FOR SEMI-ANNUAL AND QUARTERLY OF FOLLOW.
AND THEY'VE INITIATED A, A GENERATOR MAINTENANCE OF FACILITY CONTRACT FOR ALL THE GENERATORS IN THE CITY.
AND ACTUALLY MONDAY, THEY'RE COMING OUT TO DO THE EOC GENERATOR THAT WE'VE BEEN WAITING ON PARTS WITH THE SUPPLY CHAIN ISSUE FOR A YEAR TO GET THOSE PARTS WHERE THEY CAN COME IN AND DO SOME HEAVIER MAINTENANCE ON THE EOC GENERATOR.
BUT THEY'RE GONNA DO THAT MONDAY.
UH, THEY'VE INSULATED PIPE, ANY OF THE CITY FACILITIES, UH, THEY'VE INSULATED OR IN BACKFLOW PREVENTION DEVICES.
FIRE DEPARTMENT HAS GONE OUT IDENTIFIED DRAFTING SITES FOR WATER, UH, SINCE WE HAD THAT ISSUE DURING THE WINTER STORM.
THOSE HAVE BEEN IDENTIFIED NOW.
AND THEY'VE ALSO IDENTIFIED MUTUAL AID RESOURCES FOR WATER TENDERS TO HELP SHUTTLE WATER.
SHOULD IT, THESE ARE THERMAL BLANKETS OUT OF BA TANK ON THE LEFT ARE ONE WITH PRIOR TWO.
AND THESE ARE, UH, BLANKETS INSTALLED.
AND THOSE ARE CHEMICAL TANK, CORRECT, FRANK? YES.
UH, WE DID SOME TRAINING THIS YEAR AT BAYTOWN.
UH, WE WERE ONE OF THE ONLY ONES THAT HAD BEEN, HAD THE INSTRUCTORS ABLE TO DO SOME OF THE VIRTUAL TRAINING THROUGH TM.
UH, DID THIS TRAINING BACK IN JUNE, JULY.
WE WERE THE FIRST CITY TO DO THESE CLASSES, AND THEY WERE, THEY WENT REALLY WELL, BETTER THAN I THOUGHT THEY WOULD GO.
WE ACTUALLY HAD PEOPLE FROM MARYLAND SIGNED UP AND TOOK THEM.
UH, THEN WE DID SOME IN-PERSON, THE IN-PERSON INTERMEDIATE AND ADVANCED INCIDENT COMMAND HERE RECENTLY.
UH, WE PARTICIPATED IN SOME EXERCISES WITH THE STATE COVID VACCINATION EXERCISE AND TWO EXERCISES WITH MO EXXONMOBIL.
ONE FOR RELOCATION OF RESOURCES OUT AT BUSH AIRPORT AND ANOTHER ONE WITH, UH, VOP EXERCISE.
THEY CONDUCTED, WE KIND OF BY THE NUMBERS, WE DID SOME EDUCATION OUTREACH, THE EOC ACTIVATIONS, WHICH IS A LOT LESS THAN WHAT IT WAS A YEAR BEFORE WHERE WE HAD 21, UH, SIX PLANS UPDATED.
THE COTO CARE FACILITY PERMITS.
ALL 16 OF 'EM WERE SUBMITTED AND APPROVED LAST YEAR.
AND WE'RE GOING THROUGH THAT PROCESS NOW.
HAD CALLED AND THEY, THEY'RE ALREADY STARTING, SUBMIT THEIR APPLICATIONS.
I ATTENDED 15 TRAININGS AND INSTRUCTED AND HOSTED 25 LEPC IN INDUSTRIAL MEETINGS AT 117 DRILLS AND EX EXERCISES CONDUCTED OR ATTENDED, EITHER VIRTUALLY OR IN PERSON QUESTIONS.

UH, FOR THE NEWLY ELECTED OFFICIAL COUNCILMAN POWELL, UH, I DON'T KNOW IF YOU'RE AWARE OF THIS OR NOT, BUT THE CHAPTER 14, THE ANIMAL CODE OF ORDINANCES WAS COMPLETELY, ENTIRELY REVISED IN AUGUST OF 2020.
AND SO SINCE THAT TIME, WE'VE EXPERIENCED SEVEN DANGEROUS DOG CASES, UM, THAT HAVE MADE IT ACTUALLY TO COURT.
UM, AND SO WE ALSO HAD OTHER DOG INCIDENTS THAT DIDN'T RISE TO THAT LEVEL OF A DANGEROUS DOG.
UM, BUT WE DIDN'T REALLY HAVE A CLEAR PROCESS IN PLACE TO ADDRESS THOSE.
AND SO WHAT WE'RE, WHAT, BECAUSE OF THIS, WE, WE BELIEVE THERE'S A NEED, UH, TO CREATE, UM, A SIMILAR ORDINANCE PROCESS TO DISTINGUISH BETWEEN DOG INCIDENTS THAT DON'T RISE TO THE LEVEL OF A DANGEROUS DOG, BUT WOULD BE CONSIDERED A NUISANCE DOG, UH, WHICH WOULD ALSO BE ADDRESSED BY THE COURT.
UM, SO THE MAIN PURPOSE OF OUR REVISIONS IS TO PROACTIVELY MINIMIZE THE LESSER INCIDENTS, UH, FROM POTENTIALLY ESCALATING TO A DANGEROUS DOG INCIDENT IN ORDER TO BETTER PROTECT THE PUBLIC.
UM, WE BELIEVE THESE REVISIONS WILL IMPROVE OUR OPERATION, OUR LEGAL PROCESSES, COURT EFFICIENCY, AND ALSO PROVIDE MORE DUE PROCESS TO THE OWNER OF THE DOG.
UH, THESE REVISIONS WERE TAKEN TO THE ANIMAL CONTROL ADVISORY COMMITTEE, UH, A COUPLE OF WEEKS AGO, OCTOBER THE 13TH.
AND THEY WERE UNANIMOUSLY APPROVED AT THAT TIME.
UH, SO NOW I'LL SUMMARIZE THE DIFFERENCES.
UM, I ALSO HAVE HERE, UM, JARRIS MAPES, I'M NOT SURE IF YOU GUYS KNOW HER OR NOT.

UM, SO WHAT WE HAVE HERE IS WE HAVE THE DANGEROUS DOG AND A NUISANCE DOG.
UM, THE THIRD BULLET THERE, UM, IS ESSENTIALLY THE NEWER PART OR REVISION.
UM, IT'S ALWAYS BEEN A THREE PART DEFINITION, EVEN IN THE CURRENT ORDINANCE.
UM, THE UNDERLINED AREAS ON THE THIRD BULLET, UM, PROVIDE MORE CLARITY.
UM, THOSE WERE RECOMMENDED BY COUNCILWOMAN BETTEN COTH, AND, UM, WHOLEHEARTEDLY AGREE, IT DOES PROVIDE MORE CLARITY TO CALL OUT WHAT EXACTLY IS, UH, THE COMPLIANCE OF, YOU KNOW, THE DOG HAS A RIGHT TO BE IN ITS BACKYARD.
AND IF ANOTHER DOG JUMPS A FENCE AND GETS IN THE BACKYARD, THEN UH, THAT WOULDN'T REALLY EVEN BE CONSIDERED AN ISSUE FROM OUR SIDE BECAUSE A DOG IS, CAN BE THERE AND DEFEND, AND THE OTHER DOG GOT THERE.
SO ANYWAY, BUT WE INCLUDED THAT, UH, BASICALLY THE UNDERLYING AREAS FOR BOTH THOSE DEFINITIONS, AS YOU CAN SEE.

SO FOR A DANGEROUS DOG, WITHIN 24 HOURS OF THE OWNER RECEIVING OUR NOTICE, UH, THEY'RE SUPPOSED TO DELIVER THE DOG OR BRING THE DOG TO US.
IN THE EVENT THAT THEY DO NOT DO THAT WITHIN 24 HOURS, THEN WE GO TO THE COURT AND THE COURT WILL ISSUE A WARRANT.
AND, UH, THEN WE'LL SEIZE THE DOG.
NOW, IF WE ALREADY HAVE THE DOG, BECAUSE IT WAS RUNNING AT LARGE, OR WE'RE HOLDING IT FOR THE QUARANTINE PERIOD, UM, WE'LL CONTINUE TO HOLD IT, UH, UNTIL THE CONCLUSION OF THE HEARING.
AND YOU CAN SEE THE NUISANCE DOG.
WE'RE NOT GONNA IMPOUND A NUISANCE DOG.

THEY SET A HEARING DATE WITHIN 10 DAYS OF THE IMPOUNDMENT, OR WHEN THE NOTICE WAS RECEIVED BY THE OWNER OF THE DOG, THEY GIVE A NOTICE OF THE HEARING TIME AND THE DATE, AND TO THE DOG OWNER AND THE COMPLAINANT.
AND THEN ULTIMATELY THEY DETERMINE THAT THE DOG IS

DANGEROUS.ON THE NUISANCE SIDE OF IT, IT, IT SOMEWHAT RUNS THE SAME PARALLEL.

NEXT ITEM, IF I'M NOT MISTAKEN, WOULD BE TO DISCUSS ALL OR ANY OF THE AGENDA ITEMS POSTED FOR TONIGHT'S, UH, REGULAR COUNCIL MEETING, IF THERE'S ANYTHING THAT NEEDS TO BE PULLED OR DISCUSS, SIR.UM, CAN I TALK ABOUT FIVE A CONSIDER A RESOLUTION APPROVING A DEBT POLICY FOR THE CITY OF BAYTOWN CONCERNING THE FINANCING OF CAPITAL INVESTMENTS IN THE CITY'S INFRASTRUCTURE? SO THIS IS A PROJECT THAT THE FINANCE COMMITTEE HAS BEEN WORKING ON FOR SEVERAL MONTHS, AND, UM, THERE THE, THE EXHIBIT IS ATTACHED TO THE COUNCIL ITEM.
AND THERE WAS THREE THINGS I REALLY WANTED TO POINT OUT TO THE REST OF YOU BECAUSE WE DO WANT Y'ALL'S INPUT AND DISCUSSION ON THIS ITEM.
UM, MOST OF IT, UM, VICTOR FORGIVE ME, IS KIND OF LIKE NO-BRAINER FINANCE STUFF, WHICH IS GREAT AND I'M GLAD THAT IT'S FINALLY WRITTEN DOWN ON PAPER.
BUT THERE WERE A COUPLE THINGS THAT I JUST WANTED TO POINT OUT THAT WE HAD SOME INPUT ON.
SO THE FIRST IS THE, THE WHOLE PURPOSE OF THIS POLICY IS REALLY SUPPOSED TO BE A GUIDE, A TOOL FOR US.
UM, AND THE ORIGINS OF IT IS, YOU KNOW, MUNICIPAL FINANCES COMPLEX AND MOST OF US WHO GET ELECTED TO COUNSEL DON'T REALLY UNDERSTAND IT.
AND WE HAVE A PRETTY BIG LEARNING CURVE IN TRYING TO UNDERSTAND, UM, ALL THE DIFFERENT REVENUE SOURCES AND DEBT FINANCING MECHANISMS THAT ARE AVAILABLE TO US.
AND, AND I'VE FOUND SINCE, YOU KNOW, I GOT ELECTED THAT I, I FELT LIKE I WAS RELYING FAR TOO HEAVILY ON STAFF AND THEIR KNOWLEDGE AND THEIR RECOMMENDATIONS.
AND I WANTED TO, TO UNDERSTAND A LITTLE MORE SO THAT I COULD HAVE, UM, BETTER DECISION MAKING.
AND SO THAT WAS REALLY KIND OF THE ORIGIN BEHIND HAVING THIS.
AND SO THIS IS REALLY SUPPOSED TO BE AN INTERNAL TOOL FOR NOT ONLY THIS COUNCIL, BUT FUTURE COUNCILS THAT EXIST IN, IN HELPING US BETTER MAKE DECISIONS ON WHAT EXACTLY DEBT FINANCING TOOLS EXIST OUT THERE AND WHICH ONES, UH, WE SHOULD USE FOR CERTAIN PROJECTS.
SO, UM, BESIDES THE KIND OF NO BRAINER FINANCE STUFF THAT IS ON PAPER, THE STUFF THAT I THOUGHT THAT WAS REALLY, UM, GOOD TO POINT OUT WAS WE REALLY WANTED TO DEFINE WHAT CAPITAL ASSETS WERE.
AND SO UNDER THE HEADING USE OF DEBT FINANCING IN BULLET POINTS IS THE, UM, DEFINITION OF CAPITAL ASSETS.
WE ALSO WANTED TO ADD DEFINITIONS, UM, THE SECOND TO LAST HEADING WHERE IT'S CLEARLY DEFINED WHAT A GENERAL OBLIGATION BOND IS AND WHAT A CERTIFICATE OF OBLIGATION IS.
AND THEN THE LAST HEADING A GUIDE FOR DECISION MAKING, WHICH IS ATTACHED AS AN APPENDIX.
TO ME, IT'S KIND OF A PLAIN ENGLISH, UM, FINANCE FOR DUMMIES GUIDE.
AND SO SEVERAL OR MANY OF THE COLUMNS, EXCEPT FOR COLUMN TWO, IS REALLY WHAT WE'RE ALLOWED BY LAW TO DO AS FAR AS, UM, FINANCING GOES.
BUT WE REALLY WANTED TO ADD THE SECOND COLUMN.
YEAH, WE DON'T HAVE COPIES, BUT IT'S FIVE A IT'S FIVE A OF OUR, ON OUR AGENDA.
WE REALLY WANTED TO ADD THE SECOND COLUMN, WHICH IS COUNCIL'S GUIDANCE TO STAFF ON WHAT WE WOULD FEEL COMFORTABLE WITH, UM, GOING TO THE VOTERS WITH A BOND VERSUS WHAT WE WOULDN'T BE GOING TO THE VOTERS WITH A BOND.
AND IT'S REALLY IMPORTANT TO POINT OUT THAT THESE ARE JUST GUIDES, THESE ARE TRIGGERS, IF YOU WILL, THAT IF ONE OF THESE PROJECTS WITH AN X NEXT TO IT WERE TO COME UP, THIS GUIDE SAYS TO STAFF, OKAY, COUNSEL WANTS US TO DISCUSS THIS WITH THEM AS A POSSIBLE GO.
AND SO WE NEED TO MAKE A POINT TO DO THAT.
UM, IT DOESN'T MEAN NECESSARILY WE WOULD, UM, GO AS A GENERAL OBLIGATION

BOND, BUT WE WOULD DEFINITELY HAVE THE DISCUSSION AS A GROUP.ANOTHER THING ABOUT THIS IS THE POLICY REQUIRES THE FINANCE COMMITTEE TO REVIEW THIS ANNUALLY AND MAKE ANY CHANGES AND BRING IT TO COUNCIL TO APPROVE THOSE CHANGES.
AND SO DEPENDING ON WHAT COUNCIL THE CITY HAS, THIS GRID COULD LOOK COMPLETELY DIFFERENT IN 3, 5, 10 YEARS.
UM, BUT EVERY YEAR THE FINANCE COMMITTEE AND THEN THE COUNCIL WOULD, UM, VIEW THIS GRID, MAKE THOSE DECISIONS, AND THAT WOULD BE THE GUIDING DOCUMENT FOR US FOR THE YEAR.
UM, SINCE JACOBS SERVES ON THE FINANCE COMMITTEE, IF IT'S OKAY IF HE WANTS TO SAY ANYTHING ON IT AS WELL.
NO, I DON'T, I DON'T HAVE ANYTHING TO ADD.
UM, I DO THINK THAT THE OFFEND ONE THERE DOES, YOU KNOW, PROVIDES A LOT OF GUIDANCE AND IT'LL JUST HELP US IN MAKING FUTURE DECISIONS, KNOWING WHAT, YOU KNOW, WHAT OPTIONS THERE ARE, UM, FOR DEBT MANAGEMENT.
SO I THINK IT'S A GREAT POLICY TO HAVE.
I JUST, I DUNNO IF YOU HAVE ANY COMMENTS.
ONLY THE ONLY COMMENTS, WELL, FIRST OF ALL, I LOVE MATRIX, RIGHT? I LOVE TO BE ABLE TO GO AND SAY, HEY, THIS IS, THIS IS THE SITUATION, OR THIS IS A CONDITION AND THIS IS WHAT WILL TRIGGER IT.
I LOVE THE IDEA THAT WE'RE, WE ARE SETTING POLICY THROUGH OUR FINANCE COMMITTEE ON, YOU KNOW, BASICALLY DEBT VERSUS REVENUE.
WHEN SHOULD CERTAIN THINGS BE TRIGGERED, WHEN SHOULD IT NOT? UM, AND SO IT JUST, IT'S A GUIDELINE.
THERE'S DIFFERENT SITUATIONS THAT WILL OCCUR, BUT I, I LIKE THE FACT THAT WE WILL HAVE THESE FINANCE POLICIES, UM, THAT WILL HELP US, YOU KNOW, HELP COUNSEL AND THE COMMITTEE GUIDE, YOU KNOW, WHAT TYPE OF DEBT DO WE ISSUE, WHEN IS IT APPROPRIATE, WHEN SHOULD IT GO TO THE VOTERS? I THINK THIS WILL BE HELPFUL.
I THINK THIS IS GONNA BE A, A GOOD TOOL, UH, GOING FORWARD FOR FI, FOR FINANC AND FOR COUNCIL.
WELL THEN, UH, BEING THAT WE'VE, WE'VE ADDRESSED ALL POST AGENDA ITEMS FOR OUR WORK SESSION.
