AND, UH, GONNA COVER INFORMATION THAT'S AVAILABLE ABOUT THE CIP TO THE PUBLIC, OUR INVESTMENT BREAKDOWN, AND WHAT WE'RE IN INVESTING IN WITH OUR CAPITAL IMPROVEMENT PROGRAM.
UH, THE ACCOMPLISHMENTS FROM LAST FISCAL YEAR, THE CIP PROJECTS THAT ARE GONNA BE ACTIVE AND THE STAFF THAT'S MANAGING THEM.
AND THEN WE'LL PROVIDE SOME KEY PROJECT UPDATES.
UM, THIS IS A SLIDE THAT'S AVAILABLE ON OUR CITY WEBSITE.
JUST WANTED TO PROVIDE IT BECAUSE IT DOES PROVIDE A HIGHLIGHT OF SOME OF OUR MAJOR PROJECTS, THE BROOK PROJECT, ANIMAL SHELTER, BOW EAST, UH, DRAINAGE PROJECTS, AND OUR FIRE TRAINING FACILITY.
SO THIS IS JUST A COMMON SLIDE JUST FOR, UM, RECOGNIZING OUR BETTER BAYTOWN PROGRAM.

AND SO WE'VE GOT A LOT OF ACTIVE PROJECTS.
WE DO TRACK WHEN THESE PROJECTS WILL COMPLETE.
THEY'RE EXPECTED BID DATE, AND WE HAVE A LITTLE LINK IN THERE TO THE STORY MAP JUST IN CASE THEY NEED TO CHECK.
BUT THIS IS OUR DOLLAR DONUT HERE, UH, WHAT I CALL THE DOLLAR DONUT IN THE CENTER.
A LITTLE BIT OF A BREAKDOWN OF HOW THE PROGRAM IS SET UP FOR WHAT OUR ACTIVE PROJECTS ARE.
SO THIS A LITTLE BIT ABOUT THAT WHEEL, UH, IN THE MIDDLE, BUT I'M GONNA GO INTO THAT JUST A LITTLE BIT MORE.
SO HERE'S ANOTHER, UH, VIEW OF THAT.

THIS SPANS TWO YEARS, SO THIS IS TWO YEARS OF ACTIVE PROJECTS, AND SO THERE'S ACTUALLY QUITE A BIT THAT'S GOING ON IN THE FACILITIES.
SO YOU MIGHT LOOK AT THAT YELLOW COM, YOU KNOW, PORTION OF THE CHART AND SAY, WHAT'S WITH THAT $153 MILLION? WELL, TWO MAJOR PROJECTS MAKE UP THE MOST OF THAT, AND THAT'S OUR PUBLIC SAFETY, UH, CAMPUS AND ALSO OUR HOTEL AND CONVENTION CENTER.
SO THE HOTEL AND CONVENTION CENTERS KICKED OFF, AND WE ARE TRACKING THAT ALONG WITH, UH, SEVERAL MAJOR TRANSPORTATION PROJECTS.
SO OUR GARTH ROAD PROJECT IS IN THAT LIGHT BLUE TRANSPORTATION SECTION, AND SOME OF OUR MAJOR, UH, WASTEWATER PROJECTS ARE IN, UH, THE DARK BLUE.
SO WE HAVE A, A LARGE EAST DISTRICT PROJECT, AND THEN WE'VE GOT SEVERAL UTILITY PROJECTS.
OUR ANNEXATION UTILITIES PROJECT, FOR EXAMPLE, IS IN THE GREEN.
AND THAT, UH, MEDIUM COLOR BLUE THAT IS RIGHT BY THE BWA, UM, TITLE, THAT'S $65 MILLION RIGHT THERE.
ABOUT 49 OF THAT IS OUR BWA EAST PLANT.
SO AS THAT PROJECT CLOSES, THAT'LL ROLL OFF AND THAT KIND OF PIE CHART WILL ADJUST.
SO THIS CHANGES A LOT, BUT I JUST WANTED TO SHOW KIND OF HOW WE'RE INVESTING OUR MONEY, AND I THINK IT'S A VERY FAIR DISTRIBUTION BETWEEN OUR FACILITIES, WHICH ARE VERTICAL PROJECTS, OUR UTILITIES FOR WATER AND WASTEWATER, AND THEN ALSO OUR TRANSPORTATION.
SO AS FAR AS A BALANCE, I THINK IT'S, UH, VERY WELL BALANCED, AND YOU'RE STARTING TO SEE THAT LITTLE CHUNK OF ORANGE AS WE EXPAND THAT INVESTMENT IN DRAINAGE.
SO AS THOSE PROJECTS ARE FUNDED AND WE'RE DOING A LOT OF WORK TO SEEK GRANT FUNDING, THAT LITTLE PUSH THAT'LL PUSH OUT AND BE A LITTLE BIT WIDER.
SO I WANTED TO PROVIDE JUST A LITTLE BIT OF AN UPDATE, UM, AS FAR AS, UM, OUR CONSTRUCTION PROJECTS OF WHAT'S GONE ON, AND YOU MAY OR MAY NOT HAVE SEEN, UM, OR BE ABLE TO STOP ON THE, UH, FEEDER ROAD FOR THE ANIMAL SHELTER, BUT YOU CAN SEE A LITTLE BIT OF WHAT'S INSIDE.
SO THAT'S KIND OF THE INTERIOR.
OUR HVAC BUILD OUT, THAT'S OUR ROOF THAT'S COMING ON, THAT SNOW AND ICE SHIELD IS BEING COVERED BY THE COMPOSITE ROOF.

WE'VE GOT AN A TEMPORARY CONSTRUCTION ENTRANCE FROM THEM OR FOR THEM TO ACCESS THAT.
SO WE'RE CONTINUING VERY, UH, QUICKLY.
SO LET'S TALK ABOUT A LITTLE BIT ABOUT OUR ACCOMPLISHMENTS.
UM, THIS IS ABOUT $54 MILLION, $55 MILLION IN COMPLETED PROJECTS.
AND SO THE LION'S SHARE OF THAT IS THE BOW EAST PROJECT, BUT I WANTED TO TALK A LITTLE BIT ABOUT THAT AND SHOW YOU ALL, UH, SOME PHOTOS.
SO THIS IS OUR CHEMICAL FEED IMPROVEMENTS PROJECT.
SO IF YOU ALL RECALL THE ICE STORM AND EVERYTHING THAT WE HAD BUILT BURST, PRETTY MUCH, THERE WAS, THERE WAS A PHOTO I THOUGHT OF PUTTING IN HERE OF OUR GIANT ICEBERG.
THIS IS THE ONLY ICEBERG THAT I THINK WE'VE EVER HAD IN BAYTOWN, BUT IT'S, UM, OF COURSE IT MELTED PRETTY QUICKLY.
BUT THIS PROJECT WAS MAJOR, UH, CHEMICAL FEED, JUST REPLACING OLD TANKS, PUTTING IN NEW PUMPS, AND PUTTING IN A METERING STATION.
SO THERE'S SOME WORK AND PROGRESS THERE, AND WE'VE SINCE, UM, ADDED SOME THERMAL BLANKETS TO SOME OF THOSE TANKS.
SO THIS IS ANOTHER, UH, PROJECT THAT WE COMPLETED WITH DRAINAGE.
THIS WAS A GRANT FUNDED PROJECT WITH CDBG DISASTER RELIEF FUNDS.
SO THAT WORK FOR PHASE ONE SHOWN IN THAT YELLOW OUTLINE IS COMPLETE TODAY.
SO THIS IS THE, KIND OF THE INSET HERE IS SHOWING ROOSTERS KIND OF OUR LANDMARK THAT WAS KIND OF THE EPICENTER OF THE FLOODING.
AND SO WE HAVEN'T HAD, UM, THE, ANY FLOODING THAT'S BEEN TO THAT KIND OF, I GUESS AN EVENT THAT'S CREATED SUCH A, A FLOOD PROBABLY SINCE THEN.
BUT WHAT WE DO KNOW TODAY IS THAT THE IMPROVEMENTS ARE WORKING.
WE'RE NOT SEEING ANY OF THAT PONDING THAT WE WERE, YOU KNOW, RISING UP 12, 16, 18 FEET BEYOND THE CURB.
AND THEN OUR BA SURFACE WATER PLANT, THIS IS A LITTLE BIT OF A DIFFERENT VIEW THAN SOMETIMES THE VIEWS THAT YOU CAN GET JUST, UM, FROM THE GROUND.
SO OFTEN THE VERY, VERY FAR DISTANCE IS OUR FOUR BAY.
SO WE TAKE IN WATER FROM THE CANAL THAT GOES TO OUR KIND OF OUR FOUR BAY RESERVOIR STRUCTURE.
THEN IT COMES TOWARDS THE OPERATIONS BUILDING ON THE LEFT.
THEN IT GOES INTO THAT TREATMENT TRAIN, COMES TO THE SET OF, UH, EXPOSED KIND OF PUMPS AND PIPING THERE, THAT GOES TO OUR, UH, GROUND STORAGE TANK.
AND THEN THE CLOSEST SET OF PUMPS THAT YOU SEE NEXT TO THE GROUND STORAGE TANK AND THE LOWER RIGHT HAND, THAT'S OUR HIGH SERVICE PUMP STATION.
AND THAT'S WHAT SENDS WATER OUT INTO THE DISTRIBUTION SYSTEM.
SO THERE WAS A FAIR AMOUNT OF STRUCTURES THAT WERE BUILT.

ONE HAS TO DO A LOT WITH THE PROPANE COMPONENT OF THE, UM, FIRE TRAINING.
AND THIS IS MORE OF THE BUILDING COMPONENT.
SO WE HAVE AN INDOOR CLASSROOM BUILDING ON THE LOWER, UH, PORTION OF THE PICTURES.

THERE'S A, AN OLDER BUILDING THAT'S ON PARK STREET.
IT'S COMBINED USE OF TOOL AND EQUIPMENT STORAGE, AND THERE'S REALLY, IT'S JUST, UM, BURSTING AT THE SEAMS. AND SO THIS IS A FACILITY THAT WAS BUILT, UH, TO PROVIDE ADDITIONAL STORAGE AND, YOU KNOW, JUST TO DEAL WITH THE GROWTH OF THE NUMBER OF STAFF.
SO THE HIGH PORTION OF THE BUILDING IS WAREHOUSING, AND ALSO IT'S BASICALLY THE PLACE WHERE YOU CAN PARK EQUIPMENT, A LOT OF THE EQUIPMENT THAT WE DON'T WANT EXPOSED TO THE SUN.
AND THEN WE HAVE, UM, AND ALSO FOR SECURITY REASONS, BUT ALSO THE STAFF OFFICES AND THE BREAK ROOM AND TRAINING ROOM, UM, AND TOOL ROOM FOR THE STAFF.
SO JUST TO THE BACK OF THIS BUILDING, NEXT TO THE POWER POLE, WE'VE ACTUALLY GOT THE OTHER HALF OF THE PAVING GOING ON RIGHT NOW.

AND THIS IS A VERY TOUGH BIDDING ENVIRONMENT, THE ELECTRICAL AND SOME OF OUR CONCRETE IS JUST IN A VERY, YOU KNOW, STIFF CURVE.

THE WAYNE GRAY SPORTS COMPLEX IS GONNA HAVE SEVERAL IMPROVEMENTS.
AND SO PROBABLY THE MOST, UM, EXCITING IS TO TRANSFER THOSE, UM, NATURAL TURF FIELDS TO ARTIFICIAL TURF.
AND ALONG WITH THAT, WE'RE GONNA HAVE TO ENCOUNTER, UM, SOME SOLUTIONS FOR DRAINAGE AND WE'RE GONNA ADD PARKING.
SO AGAIN, DRAINAGE BECOMES IMPORTANT AS WE SHIFT THAT FROM GRASS TO CONCRETE.

SO THE TIMELINE OF THE BAY OAKS HARBOR STREET IS STREETS WILL BE BID IN NOVEMBER, STARTING IN JANUARY, FOLLOWED BY FAIRWAY AND VE STARTING IN ABOUT FEBRUARY.
SO YOU'LL BE SEEING THOSE, UM, EARLY NEXT YEAR COMING TO YOU FOR A CONSTRUCTION AWARD.
JUAN MACIAS IS ANOTHER PROJECT MANAGER AND HE'S, UH, MANAGING SEVERAL OF THE PROJECTS THAT WE'LL HAVE SOME SLIDES ABOUT IN A SECOND.
SO WE'RE EXPANDING THE, UM, I 10 LIFT STATION.

SO EAST DISTRICT PLANT WAS HEAVILY DAMAGED DURING HARVEY AND WE ARE REPLACING THAT INFRASTRUCTURE.
WE WERE ABLE TO RECEIVE TWO GRANTS, ONE 6.5 MILLION, WHICH WAS FOR PHASE ONE AND 32 MILLION, WHICH WAS A STATEWIDE COMPETITIVE PROGRAM FOR CDBG MITIGATION DOLLARS.
SO I'M GONNA TALK ABOUT THOSE IN A MINUTE, UH, WITH SOME KIND OF PHOTOS.
BUT I WANTED TO MAKE SURE THAT WE COMMUNICATED TO YOU WHAT WE'RE DOING WITH SOME OF OUR ARPA MONEY.
AND I THINK THE BIGGEST PROJECT THAT WE ARE GOING TO BE EMBARKING ON WITH OUR ARPA FUNDS IS HIGHLIGHTED IN, UH, THE BOTTOM, THE DESIGN LIST THERE.
IT'S THE WASTEWATER TREATMENT PLANT SCADA INSTALLATION.
SO THIS IS GONNA BE VERY IMPORTANT FOR REMOTE OPERATIONS.
WE'RE GONNA HAVE THE ABILITY TO SEE WHAT'S GOING ON AT EACH PLANT, WHAT THE SYSTEM IS DOING.
IT'S SOMETHING THAT WE HAVE IN OUR DRINKING WATER SIDE, BUT WE DON'T HAVE REALLY ON OUR WASTEWATER SIDE.
SO LET'S JUMP INTO SOME OF THE PROJECTS.

SO WE ARE GOING TO BE EMBARKING ON THAT FIRST WITH PHASE ONE.
AND THEN WE'RE DOING A LOT OF IMPROVEMENTS AND I THINK IT'S SUFFICE TO SAY IT'S JUST GOING TO BE A LOT OF IMPROVEMENTS FOR THAT $32 MILLION.
SO WE'RE LOOKING FORWARD TO THAT BECAUSE THAT PLAN HAS, UM, BEEN HEAVILY DAMAGED AND WE REALLY WANNA MAKE SURE WE RENEW THAT INFRASTRUCTURE.
OKAY, THE ANIMAL SERVICES, UH, BUILDING, YOU SAW A LITTLE BIT OF THE VIDEO.
UM, THE KEY COMPONENTS OF THIS PROJECT IS THE NUMBER OF ANIMALS THAT WE'LL BE ABLE TO HOUSE IS INCREASING.
ONE OF THE REALLY GOOD COMPONENTS I THINK THAT WE'VE INCLUDED IS SPECIALIZED AIR CONDITIONING AND, UH, VENTILATION.
SO WE'RE INCLUDING OUTSIDE AIR, WHICH IS A LOT HEALTHIER FOR THE ANIMALS AND ALSO INCREASING THEIR VOLUNTEER, UH, TRAINING ROOMS. AND THEN THE INDOOR AND OUTDOOR GET TO KNOW YOUR ROOMS. SO THIS IS SOMETHING THAT WE'RE, UH, LOOKING TO HOPEFULLY FINISH IN IN MARCH OF NEXT YEAR.
I SAY THAT AND THEN IT'S GONNA RAIN OR SOMETHING ELSE WILL HAPPEN, BUT I'M GONNA FIND SOME WOOD TO KNOCK ON HERE.

WE'VE ACTIVELY FINISHED THE COMPLETED OUR PERMIT TO TO TEXT DOT.

SO WORKING THROUGH THAT CONSTRUCTION'S ANTICIPATED TO START.
ONCE THE UTILITIES ARE RELOCATED, WE MAY HAVE A MANAGEMENT PLAN, THAT STUFF IS STILL MOVING, BUT CONSTRUCTION SHOULD START IN EARLY 2023 ON THE ROAD.
WHAT'S IMPORTANT TO NOTE IS THE PUBLIC'S NOT GONNA KNOW THE DIFFERENCE BETWEEN THE UTILITIES BEING MOVED AND THE ROADWAY.

SO STARTING DOWN ON THE SOUTH END, YOU'RE GONNA HAVE THE WATERLINE ON THE EAST SIDE OF THE ROAD, YOU'RE GONNA HAVE THE WASTEWATER LINE ON THE WEST SIDE OF THE ROAD.
UM, AND WITH THAT IT'S KIND OF THE WAY IT WORKS UNTIL YOU GET NORTH OF HUNT AND THEN YOU'VE GOT A BIG EASEMENT IN THE FRONT OF THOSE BUSINESSES WHERE THE UTILITIES EXIST.
TODAY WE WANNA TALK ABOUT JUST TRAFFIC CONTROL FOR THIS PHASE SO THAT Y'ALL ARE AWARE OF WHAT'S GONNA COME OVER THE NEXT YEAR.
