UM, WE HIRED, UH, HALF AN ASSOCIATES TO PRODUCE THE 2030 PARKS AND REC MASTER PLAN BACK IN DECEMBER OF 2019.
WE HAD ACTUALLY PLANNED TO HAVE THIS THING COMPLETED LAST CHRISTMAS, OR RIGHT AFTER THE FIRST OF THE YEAR.
UH, BUT AS Y'ALL KNOW, COVID, UH, PRETTY MUCH, UH, SLOWED EVERYTHING DOWN TO CRAWL.
UH, OUR CONSULTANTS HAVE MET WITH OUR PARKS AND REC ADVISORY BOARD SEVERAL TIMES, AND, UH, WITH YOU, WITH THE COUNCIL AND THE PNZ TWICE.
UH, AND, UH, THE, UH, ADVISORY, OUR PARKS AND REC ADVISORY BOARD ADOPTED THE MASTER PLAN.
Y'ALL GET THE ADOPTER MASTER PLAN AT THE JUNE 30TH MEETING WITH A FEW ADDITIONS TO THE PRIORITIES.
UH, CORNELL GARDEN HAS WORKED REALLY CLOSELY WITH THE, UH, UH, WITH THE CONSULTANTS ALL THE WAY THROUGH.
UM, AND, UH, WE HAVE THE CONSULTANT ON STANDBY.
IF WE HAVE ANY QUESTIONS Y'ALL NEED TO ASK THAT WE CAN'T.
SO, AS FOR THE PRIORITIES, I'D LIKE TO GO WITH A FEW CHANGES THAT WE'VE MADE SINCE, UH, THE MAY MEETING, UH, STRATEGY 2.2 0.1 TO IMPROVE THE FACILITIES AT JENKINS, WAYNE GRAY AND EVERGREEN, AND THE SOCCER PARK TO ENHANCE OVERALL QUALITIES OF THE PARK TO CREATE INCREASED CAPACITY FOR LARGE, UH, EVENTS THAT DID NOT CHANGE.
UH, RELOCATE THE WETLAND CENTER TO THE NATURE CENTER HAS BEEN A LONG TERM GOAL OF OURS.
AND, UH, TO GET IT EVERY, ALL OF OUR ENVIRONMENTAL PROGRAMS TOGETHER, REDUCE BUSING FOR THE SCHOOL, FOR THE KIDS THAT COME TO THE WETLAND CENTER IN THE MORNING, AND THEN GO OUT TO THE NATURE CENTER IN THE AFTERNOON.
UH, 0.5, UH, IS TO BEGIN TO DEVELOP WITH THE CHANDLER ARBORETUM.
THE ARBORETUM HAS BEEN A PROJECT OF OURS FOR THE LAST 25 YEARS.
IT'S BEEN HERE A WHILE, AND, UH, TONIGHT YOU'LL ACTUALLY, UH, APPROVE A RESOLUTION EXCEPT IN THE $50,000 GRANT FROM THE PORT OF HOUSTON TO START ON THE GREENHOUSE IN THE FIRST PHASE OF THAT PROJECT.
UM, STRATEGY 1.15, DEVELOP FUTURE PARKS, ESPECIALLY, UH, THE WATERFRONT, THE LAND LANDING PROPERTY, UH, ON 1 46 AT TOMPKINS ROAD.
WE'RE ACTUALLY WORKING ON TEXAS PARKS AND WILDLIFE GRANT WITH THAT PROJECT AND PLAN TO USE, UTILIZE A WAIVER OF RETROACTIVITY THAT WE RECEIVED LAST FALL THAT GIVES US THE BALANCE OR THE VALUE OF THE PROPERTY.
UH, ANOTHER PROJECT, UH, THE BAY LAM MARINA PARK.
IT'S ONE THAT CORNELL HAS BEEN WORKING ON VERY HARD.
UH, IT'S BETWEEN THE BOAT RAMPS AND THE, THE ISLAND THERE, AND IT'LL BE A NICE ADDITION TO THE, FOR THE AMENITIES AT BAY LAM.
AND OF COURSE, IT'S JEAN AND RUSSELL LORETTA PARK.
UH, STRATEGY 1.14 WAS THE NEW ONE THAT WE ADDED, AND THAT WAS TO UPDATE AND IMPROVE ALL OF OUR NEIGHBORHOOD PARKS, UH, AND TO EMBRACE THE BE WELL BAYTOWN PROGRAM, ESPECIALLY SHADE STRUCTURES OVER PLAYGROUNDS, BASKETBALL COURTS, PICNIC SHELTERS, ET CETERA.
UM, THE NEXT ONE IS, UH, STRATEGY TWO, 1.1 0.2.
IT'S THE PARKLAND DEDICATION ORDINANCE.
UH, THIS WAS ACTUALLY IN THE LAST, THE 2020 PLAN, AND WE WORKED ON IT FOR A COUPLE OF YEARS, AND WE, UH, KEPT GETTING, UH, TIED UP IN A LOT OF ISSUES WITH OUR PLANNING, UH, WITH OUR NEIGHBORHOOD PLANS.
AND OUR, AND ALL OF THOSE PLANS ARE LEGAL, AND WE'D FINALLY JUST GIVE UP.
BUT IF, UH, WE WOULD LIKE TO, UH, START THAT UP AGAIN, UH, I WOULD RECOMMEND GETTING DR.

SO A LOT OF THOSE ARE, UH, CAPTURED, BUT WE CAN GO BACK AND LOOK AT THE ONES THAT ARE, THAT ARE NOT IN THAT COLUMN AND SEE IF WE CAN TWEAK THOSE AND MOVE THOSE OUT BASED ON SCHEDULES AND STUFF AND LOOK AT THAT MORE CLOSELY.

UM, BUT MAYBE THE PORTA CAN AND STUFF, I, I KNOW WE HAVE SOME, SOME SPECIALTY TYPE THINGS TO HELP WHERE PEOPLE CAN'T VANDALIZE, BUT IT'S GOOD TO HAVE, YOU KNOW, A BATHROOM IF WE CAN AT SOME OF THESE PARKS.
IT'S, IT IS A SMALL, VERY SMALL POCKET PARK, BUT THE COMMUNITY THERE, THAT'S, THAT'S ALL THEY HAVE.
THEY'RE, THEY'RE NEAR A MAJOR HIGHWAY 1 46 AND SO IT'S KIND OF HARD FOR THEM TO GO AND GET ONTO A TRAIL AND CONNECT ANYTHING.

BUT LINCOLN CEDARS WAS A GOOD TIME AND, AND EVERYBODY, UH, SEEMED TO ENJOY THE PARK.

I KNOW THAT'S A LONG RANGE POLY PHASE IN PLAN, BUT WHEN I LOOK AT THE, THE CHANDLER ARBORETUM, I GUESS, UM, WHICH I DO SUPPORT, BUT WHEN I LOOK AT 17.5 MILLION WHEN WE'RE TRYING TO DEVELOP RUSSELL PARK, UM, A REGIONAL PARK, I JUST WANNA MAKE SURE WE'RE NOT TRYING TO OVERLOAD TOO MUCH.
WE NEED TO REALLY GET RUSSELL PARK OFF OFF THE GROUND AS MUCH AS POSSIBLE.
SO EVERY EVERY DOLLAR WE SPEND SOMEWHERE ELSE, SOMETIMES IT JUST DELAYS RUSSELL PARK GETTING OFF THE GROUND.

SO I KIND OF JUST WANNA MAKE SURE THAT WE ALL AGREE WHAT THAT PLAN IS OTHER THAN IN THE MASTER PLAN, UH, BEFORE WE GO AND SAY THAT WE APPROVED A $17.5 MILLION MASTER PLAN PROJECT WHEN WE HAVEN'T DISCUSSED IT AS A COUNCIL.
SO I THINK THAT'S SOMETHING THAT BOTH THE PARKS BOARD AND, AND THIS COUNCIL PROBABLY REALLY NEED TO, TO HAVE SOME, UH, CONVERSATIONS ON.
THAT'S THE TOTAL BUILD OUT PRICE, YOU KNOW, I GET IT.
WE ARE GONNA START WITH THE GREENHOUSE AND GO FROM THERE AND, AND YOU KNOW, SOME THINGS TAKE A LONG TIME TO DO, BUT, UH, YOU GOTTA START.
I MEAN, I KNOW YOU'LL HAVE IT ON THE THREE TO 10 YEAR PLAN.
BUT WHAT HAPPENS IS I DON'T WANT WILL COUNCIL APPROVE THE MASTER SITE PLAN FOR THE ARBORETUM AND WE HAVEN'T HAD A DISCUSSION.
