ITEM ONE A AND THAT WILL BE CONSIDERED APPROVING THE MINUTES OF THE MDD REGULAR MEETING HELD ON JULY THE FIRST 2021.WE HAVE A MOTION AND, AND A SECOND.
[a. Consider a resolution adopting the Baytown Municipal Development District Fiscal Year 2021-22 Budget.]
AND THAT WILL BE TO CONSIDER A RESOLUTION ADOPTING THE BAYTOWN MUNICIPAL DEVELOPMENT DISTRICT FISCAL YEAR OF 2021.ALRIGHT, GOOD AFTERNOON, MEMBERS OF THE BOARD.
UM, SO IF YOU RECALL LAST TIME THE, THE STAFF PROPOSED, UM, UH, FIRST TECHNICAL AMENDMENT TO THE MDD BUDGET.
UM, JUST FOR, FOR REFERENCE OF WHAT THAT WAS, IT WAS TO REMOVE THE ECONOMIC DEVELOPMENT COORDINATOR POSITION, ALSO REMOVE ASSOCIATED IMPROVEMENTS TO THE, UM, TO BRUNSON.
UM, AND THEN THAT TOTALED 200,000, UM, AND REPLACED THAT WE ADDED 200,000 TO THE HOTEL BUDGET, UM, TO MAKE SURE WE'VE GOT COVERAGE FOR THAT PROJECT.
SO IT WAS A NET ADD AND REDUCTION.
UM, SO THAT WAS TECHNICAL ADJUSTMENT ONE THAT WE WOULD ASK Y'ALL TO APPROVE.
UM, WITH THE BUDGET TONIGHT, WE HAVE A SECOND TECHNICAL ADJUSTMENT THAT WAS, UM, INCLUDED IN YOUR PACKET FOR TONIGHT.
UM, LISTEN TO ALL THE FEEDBACK FROM THE LAST MEETING AND A COUPLE OF THE KEY THINGS THAT WE HEARD.
UH, ONE IS THERE'S SOME UNCERTAINTY ON THE, THE NEXT PERFECT TRAIL.
AND SO WHAT WE'RE RECOMMENDING IS, IS PULLING THAT, UH, 300, UH, AND $50,000 OUTTA THAT LINE ITEM AND REPLACING IT WITH TWO THINGS THAT SEEM TO BE PRETTY IMPORTANT TO THE BOARD AND, AND STAFF WOULD AGREE.
UH, $50,000 ADDED TO PARK SECURITY AND THEN 300,000 ADDED TO PARKING ENHANCEMENTS AT WAYNE GRAY.
UM, NEXT YEAR WE WILL ALSO BE DOING SOME TURFING AT WAYNE GRAY, UM, OUT OF A, OUT OF OUR HOTEL FUND.
AND SO THE, THE PARKING ENHANCEMENTS WILL BE, UM, THEY WILL BE BENEFICIAL.
SO I THINK THAT IS A GOOD PROJECT FOR US TO WORK ON.
300,000 SHOULD GET US QUITE A WAYS, UM, IN TERMS OF MAKING ENHANCEMENTS THERE.
SO, UM, THAT WOULD BE THE CHANGE THERE.
REMOVE THREE 50 FROM, UH, PERFECT TRAIL AND REPLACE IT WITH PARKING ENHANCEMENTS AND PARK SECURITY.
AND I BELIEVE ALL THE OTHER ITEMS THAT WERE DISCUSSED, WE HAD COVERED, WE TALKED ABOUT, UM, DOING SOME CONSULTING FOR, UM, UH, CODE ISSUES WITH OLDER BUILDINGS.
WE HAVE FUNDING CURRENTLY IN THE EXISTING BUDGET, UM, TO HANDLE THAT.
SO IT'S NOTHING THAT YOU NEED TO ADD TO THE BUDGET.
UM, THE ART LEAGUE ENHANCEMENTS, I THINK WE'RE, WE'RE ABLE TO MAKE, UM, WITHIN OUR EXISTING BUDGET.
SO I THINK WE HAD PRETTY MUCH EVERYTHING ELSE COVERED.
BUT, UM, SO WE'D ASK YOU TO APPROVE THE TWO TECHNICAL ADJUSTMENTS, UM, ALONG WITH THE BUDGET AND I'M HAPPY TO ANSWER ANY OTHER QUESTIONS YOU HAVE.

AND IS THIS SOMETHING FOR PRIORITIZING? MAYBE THERE'D BE A WAY WHERE WE CAN WAIT ON THE PIRATES BAY DUE TO ATTENDANCE.
SO THAT MAY BE SOMETHING THAT WE LOOK AT.
YOU KNOW, WHAT IS THE CAPACITY ISSUES NOW THAT SUMMER'S ALMOST OVER? THAT'S A GREAT QUESTION.
THE, UH, THE SPORTS COMPLEX CURRENTLY IS USED ALMOST EVERY WEEKEND YEAR ROUND, UH, FOR TOURNAMENTS OF VARIOUS FORMATS.
UM, THE BOTH SIDES, RIGHT? SO THE, THE GIRLS FAST PITCH USES THE NORTH MAIN SIDE.
THEY ACTUALLY SHARE A PARKING LOT.
IF YOU WANNA LOOK AT IT WITH PIRATES BAY, THEY RUN TOURNAMENTS AS MUCH AS WE RUN TOURNAMENTS ON THE NORTH MAIN SIDE.
TO ANSWER IT, UH, TO KIND OF DOUBLE TAP ON HEATHER'S QUESTION, THE THE PROPOSED PARKING PLAN WOULD GIVE US, UM, A PARKING LOT THAT'LL GO AROUND FIELD SEVEN, THE BACKSIDE OF FIELD SEVEN, WHICH IS THE, THE FIELD CLOSER TO THE NORTH MAIN, BUT ON THE NORTH SIDE OF THE PARK.
AND WE COULD PUT A TRAIL THAT CONNECTS IT TO PIRATES BAY.
UM, SO YOU COULD STILL ACCESS PIRATES BAY TO IT.
CURRENTLY PEOPLE ARE ACCESSING PIRATE BAY THROUGH THE NORTH MAIN PARKING LOT OF THE SOFTBALL FIELDS.
WE HAVE SOFTBALL FIELDS, SOFTBALL GAMES GOING ON AND HAVE PEOPLE WITH SWIMSUITS WALKING BY, UH, TO GO TO PIRATES BAY CURRENTLY.
SO THIS WILL GIVE THEM A BETTER PARKING SPOT TO GET TO PIRATES BAY AS IT IS.
AND UH, ALTHOUGH IT MIGHT NOT BE AS IDEAL AS PUTTING PARKING SPOTS DEDICATED FOR PIRATES BAY ON PIRATES BAY SIDE, IT'S STILL BETTER THAN THE CURRENT SITUATION.
UM, BUT THE DEMAND AND NEED FOR THE PARKING LOTS AT BOTH THE NORTH END, NORTH MAIN AND EAST ROADSIDE OF WAYNE GRAY IS STILL THERE ALL YEAR BECAUSE OF THE SOFTBALL FACILITIES.
AND, AND AGAIN, I, I DO AGREE THAT WE NEED THE ADDITIONAL PARKING AT PIRATES, BUT I JUST WANTED TO SEE WHAT IT LOOKED LIKE IN TERMS OF USAGE AND PRIOR PRIORITIZATION.

WE WILL MOVE ON TO ITEM THREE A, WHICH IS TO RECEIVE THE BAYTOWN MUNICIPAL DEVELOPMENT DISTRICT'S QUARTERLY FINANCIAL AND INVESTMENT REPORTS FOR THE QUARTER ENDING JUNE 30TH, 2021.I'M HAPPY TO PRESENT THE, UH, REPORT FOR THE QUARTER END AT JUNE 30TH.
AND AS YOU WILL SEE, OUR SALES TAX COLLECTIONS ARE REMARKABLY STRONG, HAVE REMAINED SO THROUGHOUT THE YEAR, UH, WITH SOME HUGE, UM, INCREASES IN, UH, IN FEBRUARY AND AGAIN IN MAY TO THE EXTENT THAT WE ARE NOW OVER BUDGET.
SO WE HAVE ALREADY RECOVERED MORE THAN WE WERE ORIGINALLY ANTICIPATING, AND THAT WAS AT THE END OF THE, UH, THIRD QUARTER, UH, COLLECTIONS REMAIN STRONG.
SO WE ARE GOING TO END THE YEAR WITH A VERY, VERY, UH, HEALTHY, UH, FUND BALANCE.

ON THE EXPENDITURE SIDE, WE ARE STILL TRACKING BEHIND ON ECONOMIC DEVELOPMENT.
THAT'S LARGELY BECAUSE OF THE 1.4 MILLION FOR CITIZENS BANK, WHICH YOU HAVE AGREED TO ROLL FORWARD INTO NEXT YEAR'S BUDGET.
UH, AND THEN THE OTHER ITEM RELATES TO THE HOTEL AND CONVENTION CENTER.
UH, YOU WILL BE TALKING ABOUT THAT LATER, SO I WILL NOT STEAL YOUR THUNDER.
I WOULD EXPECT THAT MONEY TO BE EXPENDED SUBJECT TO YOUR LATER CONVERSATION.
UH, MOVING ON THE, UH, OTHER ITEMS OF SPEND THERE ON PARKS, WE ARE ALMOST AT BUDGET, SO WE'VE HAD A VERY GOOD YEAR IN TERMS OF, UH, UH, GETTING ON WITH THE PARKS PROJECTS THAT YOU HAD BUDGETED FOR LAST YEAR.
