CDBG FUNDS ARE USED BY THOUSANDS OF NEIGHBORHOOD BASED NON-PROFIT ORGANIZATIONS THROUGHOUT THE NATION TO ADDRESS PRESSING NEIGHBORHOOD AND HUMAN SERVICES NEEDS. THE CITY OF BAYTOWN HAS, OR AS A PARTICIPANT IN THE CDBG PROGRAM, DEMONSTRATES A COMMITMENT TO LOW AND MODERATE INCOME NEIGHBORHOODS BY DEVELOP, DEVELOP, DELIVERING SERVICES DIRECTLY TO THE COMMUNITY, AND HAS CLEARLY ESTABLISHED THE CAPACITY TO ADMINISTER AND CUSTOMIZE THE PROGRAM TO IDENTIFY, PRIORITIZE, AND RESOLVE PRESSING LOCAL ISSUES. LATER THAT YEAR, CHRIS WAS LATER SELECTED BY HIS SUPERVISORS TO BECOME AN ACCIDENT CRIME SCENE INVESTIGATOR AND FIELD TRAINING OFFICER, WHERE HE INSTILLED THE IMPORTANCE OF DILIGENT POLICE SERVICE AND PROPER PROCEDURES INTO NUMEROUS NEW OFFICERS. IN 2000, CHRIS TRANSFERRED TO THE DEPARTMENT'S CRIMINAL INVESTIGATIONS UNIT WHERE HE WORKED A LARGE CASELOAD, WHICH CONSISTED OF A VARIETY OF CRIMINAL OFFENSES INVOLVING BURGLARY, ROBBERY, AND HOMICIDE. AFTER A COUPLE YEARS, HE TRANSFERRED TO THE SPECIAL OPERATION SQUAD, A SELF-MOTIVATED UNIT THAT FOCUSES ON NARCOTICS, GANGS, AND HIGH PROFILE FELONY CASES. IN 2016, CHRIS RETURNED TO THE DEPARTMENT'S CRIMINAL INVESTIGATIONS UNIT, BRINGING WITH HIM YEARS OF EXPERIENCE AS A NARCOTICS INVESTIGATOR IN ABUNDANCE OF CRIMINAL ELEMENT INFORMERS. CHRIS CURRENTLY HOLDS A MASTER'S PEACE OFFICER CERTIFICATE THROUGH THE TEXAS COMMISSION OF LAW ENFORCEMENT. HE HAS OVER 4,300 HOURS OF TRAINING, INCLUDING A BACHELOR'S DEGREE FROM THE UNIVERSITY OF HOUSTON, CLEAR LAKE. CHRIS IS A VALUABLE ASSET TO THE DEPARTMENT AND THE CITIZENS OF BAYTOWN. SOME OF YOU WERE HERE, REMEMBER THAT. IT'LL BE NEW FOR SOME OTHERS. UM, AFTER THE PRESENTATION, WE'LL UH, BE AVAILABLE FOR ANY QUESTIONS THAT YOU MAY HAVE. AND AT THIS TIME, I WOULD LIKE TO START THE PRESENTATION OF KIM DOWDY, COME UP AND GO OVER THE DESIGN PROCESS. UH, IT'S GOOD TO BE BACK TO GIVE YOU GUYS AN UPDATE AND WE'RE GONNA KIND OF KIND OF GO BACK TO WHERE WE KIND OF BEGAN JUST TO GIVE THE NEW COUNCILMAN JUST AN UPDATE ON THIS TYPE OF PROJECT. SO WE STARTED IN, UH, APRIL, 2018. WE WERE HIRED UNDER THE FORMER DIRECTOR, MIKE LESTER, WHICH IS NOW FORMER OR NOW IN YOUR COUNCIL. SO, UH, WE WERE HIRED TO DO A NEEDS ASSESSMENT OF THE EXISTING FACILITY AS WELL AS A NEW FACILITY TO KIND OF SEE WHERE YOU NEEDED TO GO FOR THE FUTURE, WHETHER WE NEED TO REMODEL OR IF YOU NEEDED AN ALL NEW FACILITY. SO IN DOING THAT, A QUORUM PRESENTED OUR FINDINGS TO A COUNCIL, TO A COUNCIL WORK SESSION. IN A JULY OF 2018, WE, UH, LOOKED AT THE EXISTING ANIMAL SHELTER AND, UH, WE WANTED TO, UH, KIND OF ANALYZE IT TO KIND OF SEE IF WE COULD, UH, UPDATE IT TO BE ABLE TO GO FORWARD AND EXPAND UPON IT. SO WE DISCOVERED IT IS A 10,000 SQUARE FOOT ANIMAL SHELTER. IT, UH, WAS ABLE TO HOUSE 41 DOGS AND ONLY 25 CATS THAT OFTENTIMES THOSE, UH, KENNELS AND CAGES WERE HAD TO BE DOUBLED UP WITH ANIMALS JUST TO BE ABLE TO HOUSE WHAT YOU HAD ON SITE. UM, THE EXISTING ANIMAL SHELTER WAS IN VERY POOR CONDITION. THE STRUCTURE WAS STARTING TO, WAS RUSTING, SO IT WAS GONNA TAKE A LOT OF UPDATES AND NEEDING TO BE, UH, BROUGHT INTO, UH, CODE CODE REQUIREMENTS FOR STATE, LOCAL, AS WELL AS STATE HEALTH FOR THE ANIMALS. SO A LOT OF THE, UH, THE FINISHES, THE EQUIPMENT WAS IN DISREPAIR ON THE FACILITY. UM, [00:35:01] THERE WAS BOTH HEALTH AND SAFETY CONCERNS FOR BOTH STAFF AS WELL AS THE ANIMALS. IT HAD IMPROPER HVAC AS WELL AS LITTLE TO NO DAY LIGHTING IN THE ANIMAL AREAS THAT WE COULD SEE. SO WE ALSO TOOK A LOOK AT A NEW ANIMAL SHELTER WHERE A MODERN DAY FACILITY SHOULD BE. SO WITHIN THIS, UH, WE WORKED IN A MAY OF 2019 COUNCIL APPROVED QUORUM TO MOVE FORWARD, UM, MOVE FORWARD WITH THE DESIGN UNDER, UH, DIRECTOR TONY GRAY AND HIS STAFF AS WELL AS UNDER ENGINEERING. WE WERE GIVEN A 7.2 BUDGET AND, UH, WE WERE ASKED TO LOOK AT MORE OF A CHEVY VERSION VERSUS A CADILLAC VERSION. THIS IS WHAT WE HEARD FROM COUNCIL. SO THAT WAS OUR MAIN FOCUS ON THIS. SO IN DOING THAT, WE WERE ABLE TO ACHIEVE A 14,000 SQUARE FOOT FACILITY. WE'RE ABLE TO HOUSE 63 DOGS AND 78 CATS. EVERY SINGLE ONE OF THE DOGS ARE GONNA HAVE INDOOR OUTDOOR RUGS. THEY WILL HAVE OUTDOOR PLAY YARDS THAT WILL BE COVERED. UH, ARTIFICIAL TURF, UH, THAT OUTDOOR TURF AREAS WILL BE FULLY ABLE TO BE CLEANED AND DISINFECTED, UH, BY STAFF. SO IT'LL BE A MUCH CLEANER ENVIRONMENT. UH, CLEAN TIMES ARE GONNA BE REDUCED INSIDE AND OUTSIDE OF THE FACILITY. UM, WE WILL BE ABLE TO HAVE PROPER HVAC FOR FACILITY THAT WILL BE ALL STATE HEALTH REQUIREMENTS. EVERY ANIMAL WILL BE ABLE TO HAVE NATURAL DAY LIGHTING WITHIN EVERY SPACE. UH, YOU'LL HAVE DURABLE FINISHES AS WELL AS EQUIPMENT THAT WILL TAKE YOU DECADES THROUGH DESIGN, I MEAN THROUGH, UH, FOR THE FUTURE. SO IT WILL AGAIN, HELP REDUCE CLEANING TIME AND JUST LAST FOR DECADES. SO THIS IS A PICTURE OF OUR FACADES, UH, A RENDERING THAT WE DID. SO THIS IS GONNA BE A VERY WELCOMING ENVIRONMENT FOR, UH, THE CITIZENS OF BAYTOWN TO BE ABLE TO COME AND, UH, HOPEFULLY FIND THEIR FUTURE PETS. SO WE'RE GONNA TAKE YOU THROUGH, THROUGH HERE. SO THIS IS A VIDEO OF THE RENDERINGS OF YOUR FACILITY. SO THIS FACILITY WILL HAVE SPACES TO, WILL HAVE SPACES TO EDUCATE YOUR CITIZENS OF ALL AGES ON HOW TO CARE FOR THEIR PETS, AS WELL AS THE IMPORTANCE OF SPAYING AND NEUTERING. AS WELL AS YOU CAN DO CONTINUED EDUCATION TRAINING FOR YOUR STAFF AND VOLUNTEERS. OTHER SPACES, UH, THAT THIS FACILITY WILL HAVE WILL BE A FULLY SPAY, UH, VET CLINIC THAT WILL OFFER THE SPAY NEUTERING OF ALL YOUR ANIMALS THAT WILL BE LEAVING THE FACILITIES THROUGH ADOPTIONS. IT WILL HAVE INDOOR OUTDOOR MEET AND GREET SPACES THAT WILL BE FULLY COVERED AND THEY WILL BE ABLE TO BE USED YEAR ROUND. IT WILL HAVE PROPER WORK ROOMS OF FOOD PREP AREAS FOR STAFF AND VOLUNTEERS GROOMING. AND A, IT WILL HAVE GROOMING AND INDUSTRIAL GRADE LAUNDRY EQUIPMENT FOR STAFF AS WELL AS A FULLY ENCLOSED SALLY PORT AT THE REAR OF THE PROPERTY THAT, UH, WILL ALLOW STAFF SAFELY TO BE ABLE TO SAFELY UPLOAD THE ANIMALS FOR THE FACILITY SWITCH BACK. AND THE OVERALL SITE PLAN, THE SITE IS A PERFECT LOCATION FOR THIS ANIMAL SHELTER 'CAUSE IT IS LOCATED ADJACENT TO THE EXISTING ONE. WE'RE ABLE TO PUSH THE SITE, THE BUILDING BACK TO THE FURTHER PART OF THE SITE, CLOSER TO THE POND. SO IT'S KIND OF NESTLED INTO THAT EXISTING TRAIL HEAD. SO WE'RE ABLE TO BRING IN SOME BEAUTIFUL LANDSCAPING. WE'RE ABLE TO HAVE PUBLIC AND, UH, STAFF PARKING TO BE COMPLETELY SEPARATED. SO STAFF WILL HAVE A SECURED AREA TO PARK WITHIN THAT. UM, AND TWO, WITHIN THIS SITE PLAN THAT YOU SEE HERE, WE WERE ABLE TO NEGOTIATE WITH THE GENERAL CONTRACTOR THAT IS DOING THIS PROJECT TO BE ABLE TO ALLOW MORE, UH, PAVING TO BE A COMPLETE LOOP WITHIN THIS. WHAT YOU SEE WITHIN THAT LOOP WILL BE SPACE FOR FUTURE ADDITIONS IF THE NEED EVER GROWS WITHIN THE CITY TO BE ABLE TO HAVE THAT. SO THAT'S PRETTY MUCH IT FOR AN UPDATE ON DESIGN. CAN I HAVE A QUICK, CAN I ASK ONE QUICK QUESTION BEFORE WE MOVE ON? YES, SIR. LET, LET ME ASK, I, I WOULD ASSUME IN, IN, IN THESE TYPE OF FACILITIES, IS THERE A CERTIFICATION THAT THAT CAN BE SOUGHT? UH, LIKE IF YOU MEET CERTAIN STANDARDS, I GUESS WHEN IT COMES, CERTAINLY WHEN IT COMES TO, UM, BASICALLY ENSURING THAT THERE'S NOT CROSS, I GUESS, DISEASE AND OTHER THINGS, IS THERE A CERTIFICATION FOR ANIMAL TYPE FACILITIES LIKE THIS? THERE IS THE STATE HEALTH AND TONY WOULD PROBABLY BE A BETTER ONE TO ANSWER THAT, BUT THERE IS THE STATE HEALTH, UH, JUST INSPECTIONS THAT THEY DO YEARLY. THAT WAS THE FIRST ALTERNATIVE DELIVERY PROJECT THAT WE HAD TRIED HERE AT THE CITY OF BAYTOWN. IT WORKED OUT REALLY WELL. WE WERE ABLE TO SELECT A HIGHLY QUALIFIED CONTRACTOR AND THAT QUALIFICATIONS BASED SELECTION MEANT THAT WE SELECTED A CONTRACTOR THAT HAD EXPERIENCE CONSTRUCTING ANIMAL, UH, SHELTER FACILITIES WITH OTHER UM, OWNERS. SO THAT WAS VERY IMPORTANT TO US. SO WE MOVED FORWARD AND STARTED CONSTRUCTION IN SEPTEMBER AND THEN WANTED TO BRING US FORWARD TO, UH, WHAT ARE WE LOOKING AT INTO THE FUTURE? SO WHEN WILL WE COMPLETE THE NEW BUILDING AND MOVE IN? SO THAT'S REALLY WHAT WE, PARDON ME. THAT'S REALLY WHAT WE WANNA BE ABLE TO, UH, SHOW YOU TONIGHT IS KIND OF WHAT IS THAT TIMELINE TO WHEN WE CAN MOVE IN. SO WE'RE HOPING DECEMBER, 2021, WE'LL HAVE CHRISTMAS AT THE NEW ANIMAL SHELTER. ALRIGHT, WE'RE GONNA DEMOLISH THAT OLD, OLD FACILITY, UH, FOLLOWING THAT. AND THEN THIS, UH, DISCUSSION ABOUT THE ADDITIONAL, UH, SITE PAVING THAT WE WERE ABLE TO NEGOTIATE WITH THE CONTRACTOR. THAT'S THAT LOOP THAT GOES, UH, TO THE EAST SIDE OF THE BUILDING. SO THAT WILL BE CONTINUED. THAT'D BE THE LAST PORTION OF THE PROJECT. AND THEN WE HOPE TO OPEN THE NEW ANIMAL SHELTER NO LATER THAN MARCH. SO I ALWAYS FEEL LIKE AS SOON AS I SAY THAT, I JINX MYSELF. BUT WE'RE GONNA TRY OUR, OUR HARDEST TO GET THERE EVERY INDICATION NOW IS THAT WE ARE ON TIME. SO THIS IS OUR AERIAL SHOT OF THE EXISTING SITE. THERE'S A DETENTION POND VERY NEAR TO THE FACILITY, SO WE'RE TAKING CARE TO MAKE SURE THAT WE DON'T HAVE ANY KNEE, UM, INTRUSIONS INTO THAT DETENTION POND. YOU CAN SEE THE EXISTING, UH, BUILDINGS. THERE'S SOME CONEXES. THERE IS A, UH, LONGER, UM, BUILDING THAT YOU SEE THERE. THAT IS THE ANIMAL SHELTER, THE SMALL HOUSE, UM, TO THE, UM, WEST OF THAT IS OUR, UH, GENERATOR. SO THAT IS A GENERATOR THAT WILL COME OUT OF SERVICE. IT IS, UH, LIVED A LONG AND VERY USEFUL LIFE, BUT THAT GENERATOR HAD, HAS DIED. SO WE ARE GENERATOR LESS RIGHT NOW UNTIL WE HAVE THE NEW FACILITY AND WE ARE EXPEDITING THE INSTALLATION OF A NEW GENERATOR. AND THAT'S IN A COUPLE OF MONTHS. THAT SHOULD BE THERE IN PREP TIME FOR, UM, GE UH, THE HURRICANE SEASON THIS YEAR. SO I'M GONNA KIND OF MINIMIZE THIS AND GO TO THE VIDEO OF WHERE WE STAND TODAY. SO A LOT OF WORK HAS OCCURRED TO EXCAVATE FOR THE BUILDING PAD AND BRING IN SELECT FILL. THAT'S WHAT YOU SEE HERE. AND I'M JUST GONNA GO AHEAD AND PLAY IT AND TALK AS WE, UH, GO THROUGH THAT. SO THIS IS THE FORM WORK THAT HAS, UM, BEEN PUT IN PLACE. THIS IS THE, UH, BASICALLY THE BUILDING FOOTPRINT. THE CONTRACTOR IS MOBILIZED WITH THIS TRAILER. AND WE ARE IN TIGHT QUARTERS HERE. UH, JUST KIND OF KEEPING JUST TO THE OUTSIDE AREA OF THE EXISTING ANIMAL SHELTER. YOU CAN SEE THE WORK PROGRESSING WITH THE UNDERGROUND WORK THERE. AND THE YELLOW IS THE VAPOR BARRIER. SO THIS IS, UH, BASICALLY PLACING THE CONCRETE IN KIND OF A PUZZLE PIECE, UH, FORMAT. SO THE CONTRACTOR DOES THAT TO MAKE SURE THAT THEY GET THE MAXIMUM. UM, THIS IS VERY, VERY DETAILED WORK. EACH ONE OF THESE AREAS HAS TO DRAIN PROPERLY SO THAT THEY GET THE MAXIMUM CONTROL OF THAT. AND WE DON'T HAVE ANY, UM, UNDUE CRACK OR ANYTHING LIKE THAT BECAUSE WE WANT ALL OF THESE DRAINS TO WORK. ALL OF THE TRENCH DRAINS, THE FLOOR DRAINS, ALL OF THAT'S SO VERY, VERY IMPORTANT FOR SANITATION. SO WE TAKE UTMOST CARE AS WE START TO KIND OF BUILD THIS UP FROM THE KIND OF GETTING OUT OF THE GROUND HERE. SO YOU CAN SEE THAT THEY'RE BEGINNING TO DO SOME WORK. UM, AS WE FLY OVER THIS SIDE, THERE'S A TEMPORARY DRIVEWAY THAT'S BEEN INSTALLED THAT WILL BECOME THE FUTURE PAVED AREA. AND HERE'S OUR SHOT. JUST LOOKING STRAIGHT DOWN. AND THEN THEY'VE KIND OF BEGUN TO FILL OUT THAT, THAT PAD SITE. SO WE HAVE A VERY NICE AND NEAT, UM, KIND OF SITE. IT'S VERY TIGHT, BUT WE'VE GOT ALL OF THE ELECTRICAL PREPPED. THE PLUMBING HAS BEEN PREPPED. [00:45:01] SO NOW WE CAN START TO THINK ABOUT, WELL, WHAT ARE WE GONNA SEE NEXT? WHEN WILL WE START TO SEE THAT BUILDING, UM, START TO BE ERECTED? AND THAT WILL BE IN THE MONTH OF APRIL. SO THERE'S LOTS OF HARD WORK TO DO IN TERMS OF GETTING THAT BUILDING UP, BUT WE'RE SEEING SOME VERY NICE PROGRESS HERE. SO THE DAYS OF RAIN HAVE, YOU KNOW, KIND OF PASSED US. I THINK ONCE WE'RE SEEING THE SITE PAVING GO DOWN FOR THE REST OF THE, UH, FACILITY, THAT'LL REALLY KIND OF GIVE A DIFFERENT FEEL RIGHT NOW. IT'S A LITTLE MUDDY TO WALK AROUND, BUT, UM, THAT'S KIND OF WHERE WE ARE TODAY. THAT KIND OF BRINGS US TO, YOU KNOW, JUST AS RECENT AS LAST WEEK. ALRIGHT, GOING TO TRY TO STOP THIS. ALRIGHT, SO LET'S, UM, JUST KIND OF MOVE FORWARD IN OUR PRESENTATION. THERE'S SOME VERY, VERY GOOD CONSIDERATIONS THAT WE'RE TAKING FORWARD INTO THIS PROJECT, AND WE WANNA MAKE SURE THAT WE CAN MANAGE AND MAINTAIN THAT FACILITY AND SUPPORT THEM, YOU KNOW, AS FROM PUBLIC WORKS, WE CAN BUILD IT, BUT WE CAN ALSO MAINTAIN IT. WE'RE GOING FROM 7,000 SQUARE FEET TO 14,000 ON THE, ON THE, THE INTERIOR STRUCTURE. BUT ANOTHER, UH, ABOUT ANOTHER SEVEN TO 8,000 ON THE EXTERIOR, UH, AS WELL. SO IT'S ABOUT 23, 20 4,000 SQUARE FEET TOTAL. UM, IT'S, WE THINK IT'S A ABSOLUTELY A POSITIVE PLACE FOR OUR STAFF. WE'RE, YOU KNOW, UM, WE'VE, WE'VE LINGERED THROUGH THE OLD FACILITY, YOU KNOW, KIND OF HELD IT TOGETHER, PATCHED IT, WHATEVER YOU WANNA CALL IT. SO, UH, WE'RE REALLY, UH, WE'RE REALLY, UH, EXCITED ABOUT HAVING A GREAT PLACE FOR OUR STAFF TO WORK. UM, THREE PROPOSED CHANGES WERE DISCUSSED BUT NOT MOVE FORWARD. SECTION 22.1, FIRE DEPARTMENT STAFFING SECTION 25, INDUCTION OF COUNSEL INTO OFFICE. UM, MEETING OF COUNSEL AND SECTION ONE 10 RECALL PETITION. GOOD EVENING MAYOR COUNCIL STAFF. UM, SO AS BRIE SAID, THERE WERE THREE, UH, PROPOSED AMENDMENTS THAT WE ARE BRINGING FORWARD PROPOSITION A HAS TO DO WITH SECTION 12 AND IT ADDS TERM LIMITS FOR MAYOR AND CITY COUNCIL MEMBERS OF THREE CONSECUTIVE FULL TERMS. I WANT TO POINT OUT THAT THIS LIMITATION SHALL ONLY APPLY TO TERMS OF OFFICE THAT COMMENCE ON OR AFTER NOVEMBER 2ND, 2021. SO IT WON'T AFFECT ANYONE CURRENTLY ON COUNSEL. UM, THIS PROPOSITION WASN'T UNANIMOUS, HOWEVER, THE MAJORITY OF US FELT LIKE THIS IS SOMETHING THAT WE SHOULD BRING FORWARD. OOPS. PROPOSITION B DEALS WITH SECTION 22 ADMINISTRATIVE DEPARTMENTS. UM, THIS ALLOWS FOR CITY COUNCIL TO CONSOLIDATE DEPARTMENT DEPARTMENTS ESTABLISHED BY THE CHARTER. AND THIS, THIS JUST GIVES COUNCIL MORE LEEWAY, UM, TO CONSOLIDATE DEPARTMENTS AS NEEDED. AND THEN FINALLY, PROPOSITION C, SECTION 29 PROCEDURES FOR PASSAGE OF ORDINANCES. THIS SIMPLY, UM, CONFORMS THIS SECTION TO OTHER PROVISIONS OF THE CHARTER REQUIRING TWO READINGS OF ANNEXATION ORDINANCES. AND IT'S SIMPLY ADDING, UM, THE NINE IN THIS SECTION, UM, INTO THE WORDING. SO OUR COMMITTEE WENT THROUGH THE PROCESS, WE REVIEWED THE CHARTER, SO WE DID THE WORK. POLITICIANS AFTER TAXES, WE GET $400 A MONTH. NO ONE IS TRYING TO MAKE A CAREER OUT OF THIS BECAUSE THEY WANT TO FEED THEIR FAMILY. UM, IF WE'RE GOING TO HAVE, IF WE'RE GOING TO ALLOW PEOPLE TO SERVE, AND I SAY WE ALLOW, I'M TALKING ABOUT THE CITIZENS OF THIS CITY, ALLOWING PEOPLE TO SERVE BECAUSE THEY CHOOSE TO ELECT THE INDIVIDUAL TERM AFTER TERM. THAT BEING SAID, AFTER SO LONG, YOU'RE GONNA HAVE INDIVIDUALS WHO WANT TO STEP UP AND THINK THAT THEY CAN DO A BETTER JOB. AND I'M ALL FOR IT BECAUSE THAT'S WHAT I DID. THAT'S WHAT COUNCILMAN PRESLEY DID. MATTER OF FACT, THE PERSON THAT YOU RAN AGAINST, HOW LONG WAS HE HERE? 16. 16 YEARS. AND YOU STEPPED UP AND BEAT 'EM IN AN ELECTION, RIGHT? KNOCKING ON 1000 DOORS? YES. YEAH. SO IT CAN BE DONE AND IT WILL BE DONE WHEN PEOPLE DECIDE THAT THEY WANNA FIND SOMEONE NEW, I THINK HAVING TERM LIMITS IS ACTUALLY HANDCUFFING THE CITIZENS AND NOT ALLOWING THEM TO REELECT SOMEONE THAT THEY THINK IS DOING A GOOD JOB. IF YOU DON'T THINK THAT SOMEONE'S DOING A GOOD JOB, THEN YOU, EVERYONE HAS EVERY RIGHT TO PUT THEIR NAME IN THE HAT, COME SIGN UP. AND IF THEY DECIDE TO KNOCK ON A THOUSAND DOORS, PUT A THOUSAND POSTS ON FACEBOOK, SO BE IT. UM, THAT WOULD BE MY ONLY CONCERN. I FEEL AS IF TERM LIMITS IS ACTUALLY HANDCUFFING THE CITIZENS AND NOT ALLOWING THEM TO REELECT SOMEONE THAT THEY THINK IS DOING AN EXTRAORDINARY JOB. PUTTING TERM LIMITS THERE WOULD ACTUALLY MAKE IT EASIER FOR SOMEONE TO PUT THEIR NAME IN THE HAT BECAUSE WE DON'T HAVE TO, THEY WOULDN'T HAVE TO GO AGAINST AN, UM, INCUMBENT WORK IS WORK. IT'S A LOT OF WORK FOR $400 HERE ON COUNCIL. AND I CAN JUST ABOUT ATTEST. WELL, I'M GONNA SPEAK FOR MYSELF. THE MONEY THAT I RECEIVE EVERY MONTH GOES BACK TO THIS COMMUNITIES AND THE SCHOLARSHIP AT LEE COLLEGE AND GIVING BACK, DOING HOT CHOCOLATE AND VARIOUS OTHER THINGS AND HOW I CHOOSE TO GIVE BACK TO THE COMMUNITY. UM, THAT WAS MY ONLY CONCERN WITH IT. I WOULD HOPE THAT WE WOULD TAKE A LONG HARD LOOK AT THAT BEFORE WE PUT IT ON THE BALLOT. THAT'S ABOUT IT. THAT'S WHAT WE'RE DOING. SO I THINK THE, THE NUMBER OF TERMS IS SOMETHING THAT'D BE WORTHWHILE DISCUSSING. I AGREE. I, I THINK IT'S A GOOD POINT TO MAKE IS A COMMENT A LOT OF MY CONSTITUENTS MADE AS FAR AS TERM LIMITS. AND I THINK, AGAIN, THEY WERE LOOKING AT MORE OF THE STATE AND FEDERAL LEVELS THAN US, PER SE. THE OTHER, THE OTHER ONE THAT I HAVE CONCERNS WITH IS, UM, THE THIRD POINT AS FAR AS HAVING TO CHARTER WHERE CITIZENS VOTE AS TO THE DEPARTMENTS IN THE CITY AND THEN TURN AROUND IN THAT CHARTER, SAY, OKAY, BUT THESE SEVEN PEOPLE UP HERE CAN CHANGE THAT AT ANY TIME. WE JUST HAD 80,000 POPULATION VOTE. THAT THOSE ARE THE DEPARTMENTS THAT THEY FELT WERE IMPORTANT. AND I THINK THERE NEEDS TO BE JUST SOME DISCUSSION ON DOES THAT GIVE US TOO MUCH POWER TO, AT ANY GIVEN TIME TO SAY, OH, WE'RE GONNA DO AWAY WITH THE POLICE DEPARTMENT, WHICH IS NOT GONNA HAPPEN, CHIEF , BUT AGAIN, IT'S IN THE CHARTER. IT SHOULD STAY IN THE CHARTER. IT SHOULDN'T JUST BE AT THE WHIM OF, OF SEVEN MEMBERS OF COUNCIL PER SE. I UNDERSTAND THAT. I THINK THE INTENT WAS TO GIVE COUNCIL THE ABILITY TO MODIFY AND MERGE AND THINGS LIKE THAT. I THINK THAT'S A VERY POSITIVE SIDE OF IT, BUT WE NEED TO BE CAREFUL WHEN WE START GOING THAT DIRECTION THAT WE GET THE CITIZENS TO SAY ONE THING. BUT WE HAVE THAT LITTLE CAVEAT BACK THERE THAT SAYS, AS HEATHER POINTED OUT, GIVES US THE ABILITY TO JUST WHITEWASH IT AND MOVE IT ON. GOOD POINT. THIS PARTICULAR PRESENTATION IS PRESENTED FULL ACCRUAL, MEANING THAT WE HAVE ACCOUNTED FOR ALL OF THE CITY'S LONG-TERM ASSETS AS WELL AS YOUR LONG-TERM LIABILITIES. THE CITY ENDED THE YEAR WITH APPROXIMATELY TOTAL ASSETS OF 771.9 MILLION. TOTAL LIABILITIES OF JUST OVER 371.6 MILLION. YOU ENDED THE YEAR WITH AN OVERALL POSITIVE NET POSITION OF APPROXIMATELY 415.8 MILLION, TURNING THE PAGE TO 36 AND 37. THIS IS A SIDEWAYS PRESENTATION OF A TRADITIONAL INCOME STATEMENT. ALSO FULL ACCRUAL FOR THE, UH, 2020 FISCAL YEAR. THE CITY INCURRED TOTAL EXPENSES OF JUST OVER 185.5 MILLION TO PROVIDE ALL MUNICIPAL SERVICES. THIS IS INCLUDES BOTH BUSINESS TYPE ACTIVITIES, WHICH IS THE WATER AND SEWER SANITATION, AQUATICS, STORMWATER, UTILITIES, AS WELL AS YOUR GOVERNMENTAL, INCLUDING GENERAL GOVERNMENT, PUBLIC SAFETY AND PUBLIC WORKS. UH, PARKS AND REC. THE CITY COLLECTED DIRECT CHARGES FOR SERVICES IN THE FORM OF PERMITS, LICENSE, FINES AND FORFEITURES, UH, AND OTHER ITEMS OF JUST OVER 62.6 MILLION. YOU RECEIVED OPERATING GRANTS AND CONTRIBUTIONS OF JUST OVER 13.5 MILLION. CAPITAL GRANTS AND CONTRIBUTIONS WAS A SIGNIFICANT AMOUNT THIS YEAR AT 70.9 MILLION. UH, IF YOU'LL REMEMBER, A SIGNIFICANT PIECE OF THAT WAS A SECTION 2 1 2 AGREEMENT ENTERED INTO WITH ONE OF YOUR INDUSTRIAL DEVELOPMENT LEADERS FOR THE YEAR. YOU HAD A NET EXPENSE OF 38.4 MILLION AFTER GENERAL REVENUES WERE THAT WERE JUST OVER 134.1 MILLION. THE CITY EXPERIENCED AN INCREASE IN ITS OVERALL NET POSITION FOR THE YEAR OF 95.7 MILLION. WE ALSO CONDUCTED A SINGLE AUDIT FOR THE 2020 FISCAL YEAR, WHICH IS REQUIRED OF THE INDEPENDENT AUDITOR WHEN YOU EXCEED 750,000 IN TOTAL FEDERAL GRANT EXPENDITURES. VERY PLEASED TO SAY THAT WE ALSO ARE ISSUING A CLEAN UNMODIFIED OPINION ON THE CITY'S COMPLIANCE WITH ITS MAJOR FEDERAL AWARD PROGRAMS. ON DECEMBER 1ST, 2020 WHILE INVESTIGATING A WELFARE CONCERN, BOTH OFFICERS CONTACTED, UH, CONTACTED A FEMALE SUFFERING FROM A MENTAL HEALTH CRISIS. THERE WAS SMOKE INSIDE THE TWO STORY RESIDENCE. THE FEMALE WAS TAKEN OUT OF THE HOUSE BY THE OFFICER. SHE TOLD THE OFFICERS THAT HER FATHER WAS INSIDE THE HOUSE IN A ROOM. UPSTAIRS, BOTH OFFICERS ENTERED THE RESIDENCE AND WENT UP THE SMOKE FIELD STAIRS TO SEARCH FOR THE FATHER. THEY HAD TO RETREAT SEVERAL TIMES TO GET FRESH AIR, BUT RETURN TO CONTINUE THEIR SEARCH. THEY WERE NOT ABLE TO LOCATE ANYONE AND THE FIREFIGHTERS CONDUCTED A SECONDARY SEARCH FINDING NO ONE ELSE IN THE HOUSE. THE DEVOTION TO DUTY EXHIBITED BY THESE OFFICERS BRINGS GREAT CREDIT UPON THEMSELVES AND ARE THE HIGHEST TRADITIONS OF LAW ENFORCEMENT SERVICE. SO WELL DONE TO THEM.
